A Study on DMSMS Management for Weapon systems (무기체계 특성을 고려한 부품단종 관리방안에 대한 연구)

  • DMSMS(Diminishing Manufacturing Sources and Material Shortage) of weapon systems is caused by required increase in system life cycle and reduction of military electronic parts market share. This problem causes serious problems about Combat readiness and Life-cycle cost. In this paper, we review the method for managing the DMSMS and then suggest effective alternatives to reduce the risk of DMSMS for weapon systems, such as systematic DMSMS management system and quantitative design refresh planning considering the DMSMS.

Suggestion for Enhancement of Product Examination Government Quality Assurance Activity (군수품 제품확인감사 기준정립을 위한 제언)

  • Purpose : Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat uniforms' defects and 40mm ammunition explosion accident. To address these problems, Defense Agency for Technology and Quality(DTaQ) introduced new systems such as Manufacturing Readiness Assessment(MRA), Test Report Information System(TRIS) and so on. However, these activities require the human and time resources which cannot be increased in short period. In this paper, we suggest more practical and efficient product examination method. Methods : The most popular and widely used government's quality assurance technique is a sampling method to examine the product. In this research, we first reviewed the DTaQ's quality assurance regulation, then identified several possible problems and finally suggested more efficient and effective sampling plans. Results : We have suggested new sampling framework and evaluated its performance on two military supplies by comparing with other sampling method, and observed that the number of tested samples can be substantially reduced. Therefore, required quality assurance time can be saved. Conclusion : In this paper, we first reviewed the product examination frameworks of DTaQ, PPQMS and DCMA. Then we identified several possible problems which can cause the loss of objectivity and time. To handle these problems, we suggested the new product examination framework and tested the framework to verify the performance.

A Study of Flight Scheduling Problem on Fighter Squadron (전투비행대대 비행스케줄링에 관한 연구)

  • Fighter squadron flight scheduling is the integrated air operation plan that is an important role for improving pilot's flight skill and maintaining combat readiness by efficient using available all air resources including pilot, aircrafts, air-weapons, fuel and supporting facilities etc. Korea airforce, however, has a limit as to an effective flight operation due to manual flight scheduling with scheduler's own experience and intuition. Therefore, in our study, we propose the optimization model of flight scheduling based on mixed integer programming. This model includes several constraints of realistic and essential quantified data related with flight schedule and can assign appropriate pilots optimally which are distinctive three type's solutions : flight, alert and duty crew schedules. Proposed solution method can be improved pilot's capability and allocated further air resources systematically and efficiently. In addition, it can be reduced a workload of flight scheduler and minimized obstructed factors of flight safety. Finally, we demonstrate the experiment's results for the check of efficiency and validity of this model.

The Impact of Failure Frequency Items on Availability and Operation Support Costs of Armored Vehicles (장갑차의 가용도와 운영유지비용에 미치는 고장 다빈도 품목의 영향성 분석)

  • The effects on system availability, operation, and support costs were analyzed using the M&S system (MPS). The failure frequency items of current armored vehicles were identified and the MTBF of the identified items was improved. The results of this study suggest that when we reduce the frequency of failure, the availability increases, and the operation and support costs decrease. By improving the reliability of the failure frequency items, it becomes possible to upgrade or develop the weapons systems. Through this study, we confirmed that improving reliability will enhance combat readiness and reduce operation and support costs.

A Model of Military Helicopter Pilot Scheduling (군용 헬리콥터 조종사 스케줄링 모형)

  • In this paper, we introduce a pilot's scheduling model which is able to maintain and balance their capabilities for each relevant skill level in military helicopter squadron. Flight scheduler has to consider many factors related pilot's flight information and spends a lot of times and efforts for flight planning without scientific process depending on his/her own capability and experience. This model reflected overall characteristics that include pilot's progression by basis monthly and cumulative flight hours, operational recent flight data and quickly find out a pinpoint areas of concern with respect to their mission subjects etc. There also include essential several constraints, such as personnel qualifications, and Army helicopter training policy's constraints such as regulations and guidelines. We presented binary Integer Programming (IP) mathematical formulation for optimization and demonstrated its effectiveness by comparisons of real schedule versus model's solution to several cases experimental scenarios and greedy random simulation model. The model made the schedule in less than 30 minutes, including the data preprocessing process, and the results of the allocation were more equal than the actual one. This makes it possible to reduce the workload of the scheduler and effectively manages the pilot's skills. We expect to set up and improve better flight planning and combat readiness in Korea Army aviation.

Development Direction of Reliability-based ROK Amphibious Assault Vehicles (신뢰성 기반 한국군 차기 상륙돌격장갑차 발전방향)

  • A plan for the development of reliability-based ROK amphibious assault vehicles is proposed. By analyzing the development case of the U.S. EFV, considerations for the successful development of the next-generation Korea Forces amphibious assault vehicle are presented. If the vehicle reliability can be improved to the level of the fourth highest priority electric unit for power units, suspensions, decelerators, and body groups, which have the highest priority among fault frequency items, a system level MTBF of 36.4%↑ can be achieved, and the operational availability can be increased by 3.5%↑. The next-generation amphibious assault vehicles must fulfill certain operating and performance requirements, the underlying systems must be built, and sequencing of the hybrid engine and the modular concept should be considered. Along with big-data- and machine-learning-based failure prediction, machine maintenance based on augmented reality/virtual reality and remote maintenance should be used to improve the ability to maintain combat readiness and reduce lifecycle costs.

  • Since the early 2000s, the United States has applied TLCSM to reduce life cycle costs while maintaining the weapons system's combat readiness. With the application of TLCSM, the ILS concept centered on the acquisition stage shifted to IPS, a concept that manages life cycle costs throughout the entire life cycle. In addition, LSAR for developing ILS has switched to LPD for developing IPS. In this study, LSAR in Korea and LPD in the United States were compared and analyzed, and policies necessary for the introduction of LPD in Korea were proposed.

Efficient Utilization of Private Resources for the National Defense - Focused on maintenance, supply, transportation, training & education - (국방분야 민간자원의 효율적 활용방안 - 정비, 보급, 수송, 교육훈련분야를 중심으로 -)

  • The National Defense Reformation bill of "National Defense Reformation 2020" which have been constantly disputed and reformed by the government went through various levels of complementary measures after the North Korean sinking on the Republic of Korea (ROK) Naval Vessel "Cheonan". The final outcome of this reform is also known as the 307 Plan and this was announced on the 8th March. The reformed National Defense Reformation is to reduce the number of units and military personnel under the military structure reformation. However, in order for us to undertake successful National Defense Reformation, the use of privatized civilian resources are essential. Therefore according to this theory, the ROK Ministry of National Defense (MND) have selected the usage of privatized resources as one of the main core agenda for the National Defense Reformation management procedures, and under this agenda the MND plans to further expand the usage of private Especially the MND plans to minimize the personnel resources applied in non-combat areas and in turn use these supplemented personnel with optimization. In order to do this, the MND have initiated necessary appropriate analysis over the whole national defense section by understanding various projects and acquisition requests required by each militaries and civilian research institutions. However for efficient management of privatized civilian resources, first of all, those possible efficient private resources which can achieve optimization will need to be identified, and secondly continuous systematic reinforcements will need to be made in private resource usage legislations. Furthermore, we would need to consider the possibility of labor disputes because of privatization expansion. Therefore, full legal and systematic complementary measures are required in all possible issue arising areas which can affect the combat readiness posture. There is another problem of huge increase in operational expenses as reduction of standby forces are only reducing the number of soldiers and filling these numbers with more cost expensive commissioned officers. However, to overcome this problem, we would need to reduce the number of positions available for active officers and fill these positions with military reserve personnel who previously had working experiences with the related positions (thereby guaranteeing active officers re-employment after completing active service). This would in tum maintain the standards of combat readiness posture and reduce necessary financial budgets which may newly arise. The area of maintenance, supply, transportation, training & education duties which are highly efficient when using privatized resources, will need to be transformed from military management based to civilian management based system. For maintenance, this can be processed by integrating National Maintenance Support System. In order for us to undertake this procedure, we would need to develop maintenance units which are possible to be privatized and this will in turn reduce the military personnel executing job duties, improve service quality and prevent duplicate investments etc. For supply area, we will need to establish Integrated Military Logistics Center in-connection with national and civilian logistics system. This will in turn reduce the logistics time frame as well as required personnel and equipments. In terms of transportation, we will need to further expand the renting and leasing system. This will need to be executed by integrating the National Defense Transportation Information System which will in turn reduce the required personnel and financial budgets. Finally for training and education, retired military personnel can be employed as training instructors and at the military academy, further expansion in the number of civilian professors can be employed in-connection with National Defense Reformation. In other words, more active privatized civilian resources will need to be managed and used for National Defense Reformation.

  • Parts obsolescence is a component type, in which raw materials or parts that make up a weapons system, are developed and produced according to demand, but they age due to changes in technology or market conditions. The weapon system equipment currently being used by the military is having difficulty in procurement, maintenance, and operation because of the obsolescence of parts. Parts obsolescence during the life cycle of a weapons system affects not only the combat readiness of the military but also the economic loss of material, parts, and equipment manufacturers and suppliers. On the other hand, advanced technology has reduced the life span of electronic components that make up the weapons system. In addition, because of the nature of the weapons system, the obsolescence of components takes decades from development to disposal, which has a serious adverse effect on equipment readiness and life cycle costs. Therefore, it is necessary to manage systematically the parts obsolescence from development until the disposal of the weapons system equipment. This study examined the system of component control in developed countries to present a proper management plan for local situations and propose development plans for the early settlement of component control.

A Preliminary Review of REDD Mechanism for Rehabilitating Forest Degradation of North Korea (북한 산림황폐지 복구를 위한 REDD 메커니즘 사전 검토)

  • Preliminary feasibility of REDD mechanism to combat forest degradation in North Korea is reviewed as a means of cooperation between South Korea and North Korea. North Korea has not established a national REDD+ strategy and a forest monitoring system which are required to implement REDD+ under the United Nations Framework Convention on Climate Change. Credible statistical data of forest resources is a necessary condition for implementing REDD mechanism in the developing countries. However, other than forest area data using satellite images, statistical data of forest resources of North Korea are mostly estimated based on simple hypothesis rather than transparent and robust results from national forest inventory. The review of statistical data of forest resources of North Korea shows that North Korea is in a pre-stage of REDD readiness. The study suggests that following research and cooperation agendas should be considered to implement REDD mechanism in North Korea: 1) detecting land use change since 2000, measuring carbon stock change, and identifying causes of deforestation and forest degradation; and 2) establishing a national REDD+ strategy' and a national forest inventory system in North Korea.
