  • Although the comprehensive school report system which was renamed from the admission officer system has been stably implemented in Korea, the fairness of the college admission system concerning the evaluation on the extra-curricular domain has still been a controversial issue. Thus, it has been the main topic in the educational policy to consider the desirable college admission system and investigate the problems of current changes in the admission system. On the other hand, the college admission system has not been the problem for students and people concerned in Canada. The completion of higher education is more important than the admission itself in Canada due to the standardization of higher education institutions such as universities in quality. In this regard, this study aims to examine the education and college admission system in Canada in general focusing on the cases of the province of Quebec.

  • Diversification of college admission system has recently brought up the problem of system fairness. Studies on fairness of college admission system mainly focused on policy proposal or investigation of teacher's perception. Different from previous works, this study aims to analyze college students' perceptions of fairness of the current college admission system. This study used grounded theory and interviews from eleven students. Results of analysis are as follows. Causal condition proved to be frequent change in admission system happened in the course of diversifying admission criteria. The core phenomenon is fundamental unfairness in both procedural and substantive aspects of admission system. Contextual condition is information and infrastructure asymmetry among students which has a root in regional gap in Korea. Mediatory condition is advance of information technology and individual or group effort to overcome disadvantages. In conclusion, students consider that unfairness in college admission system reflects social structural problems that cannot be solved in a one-time prescription.

  • In this paper, it is examined how the amount of review time per applicant to a college admission officer system is connected with the performance of the selected students after they enter the college. About five years ago, college admission officers system has been introduced to Korea as a government policy. Thus, for most Korean college, there is not enough number of admission officers, while it takes substantial time to find out whether an applicant has potential ability or not. Thus, it is required to find out some policy alternatives to solve this discrepancy. In this paper, a simulation model is built using System Dynamics theory and simulated to understand the relation between the amount of review time and the performance of the selected students. Finally, some implications and policy suggestions are derived from the simulation results.

  • Background: Hospital admissions for ambulatory care sensitive conditions (ACSCs), which are widely used as an indicator of poor access to primary care, can be used as an efficiency indicator of healthcare use in countries providing good access to health care. Korea, which has a national health insurance (NHI) system and a good supply of health care resources, is one such country. To quantify admission rates of ACSC and identify characteristics influencing variation in Korean health care institutions. Methods: By using NHI claims data, we computed the mean ACSC admission rate for all institutions with ACSC admissions. Results: The average ACSC admission rate for 4,461 institutions was 1.45%. Hospitals and clinics with inpatient beds showed larger variations in the ACSC admission rate (0%-87.9% and 0%-99.6%, respectively) and a higher coefficient of variation (7.96 and 2.29) than general/tertiary care hospitals (0%-19.1%, 0.85). The regression analysis results indicate that the ACSC admission rate was significantly higher for hospitals than for clinics (${\beta}=0.986$, p<0.05), and for private corporate institutions than public institutions (${\beta}=0.271$, p<0.05). Conclusion: Substantial variations in ACSC admission rates could suggest the potential problem of inefficient use of healthcare resources. Since hospitals and private corporate institutions tend to increase ACSC admission rates, future health policy should focus on these types of institutions.

  • The main objective of this paper is to study if the admission officer system is settled down successively. We compare two groups, one admitted by the admission officer system and the other admitted by the usual system in terms of school life satisfaction, academic achievement and career status after graduation. In this paper, 404 students, who had graduated in 2016 and had data on three indices were analyzed by mean difference test and Chi-squared test. The analysis results show that there are no differences between two groups statistically. The main factor on the career status after graduation is the academic performance rather than the admission system. This means the H university, which has been chosen as the leading university for the admission officer system since 2008, has settled down the admission officer system successfully.

  • The purpose of this study were to examine the high school teachers' and parents' perceptions on the evaluation criteria and standard of the school record-focused selection system, and to provide basic data on the development of college admission systems in order to measure student competencies more fairly and accurately. To this end, 102 high school teachers and 68 parents with high school children nationwide were surveyed online. The online questionnaire was produced based on the student screening criteria of J university and consisted largely of the following three areas: 'document evaluation', 'interview evaluation', and 'demographic survey'. The results are as follows. First, both teachers and parents said that the school record-focused selection system is a college admission format that can contribute to the activation of the 2015 revised curriculum. Second, both teachers and parents responded that personality, aptitude and potential are all important factors in document evaluation and interview evaluation. Third, school record-focused selection systems should continue to be maintained in order to promote the 2015 revised curriculum, but securing fairness in the admission process should precede that. Based on the results of the study, suggestions were made in order to improve the college admission system.
