A Study on the Activation Plan for the Participation in Citizen Participation Education by Types of Lifelong Education Participation : Focusing on Chungcheongnam-do (평생교육 참여유형별 시민참여교육 참여 활성화 방안에 관한 연구: 충청남도를 중심으로)

  • This study used data from '2016 Chungnam Citizens' Lifelong Education Needs Survey'. This analyzed the basic situation of Citizen Participation Education. It also typifies the interest and participation intention of lifelong education by region, and compared the interest and participation intention of Citizen Participation Education. Through this, we intend to provide concrete basic data for activating the Citizen Participation Education in Chungnam. We analyzed data of 4,108 people in 2016 lifelong education needs survey. This was named enjoy learning type, bias earning type, and elderly learning type. Second, the enjoy learning type group is a group that enjoys participating throughout lifelong education area. bias earning type group is a group that perceives that lifelong education is limited to vocational ability education, culture art education, and liberal arts education. These are groups that are interested and participating only in three areas. The elderly learning type group is a group that shows typical characteristics of the elderly learners and is a group that is concentrated on participation in culture arts education. Third, enjoy learning type group is the second most experienced participant. They are the group with the highest participation interest and participation intention. bias earning type group is the group with the highest participation experience. They are also the second highest group of participating interests and willingness to participate. elderly learning type group is the group with lowest participation experience, participation interest, and participation intention. Finally, we suggest the ways to revitalize Citizen Participation Education in lifelong education.

A Study on Public Service Design Based on Citizen Participation -Focused on Participatory Public Service Design Group- (국민 참여를 통한 공공서비스디자인에 관한 연구 -국민디자인단을 중심으로-)

  • This study examines how to realize citizen participation for public service design development. Firstly, after understanding the background of public service development process improvement, the concept of public service design and citizen participation, the summary of how to realize citizen participation for public service design development centered on the Participatory Public Service Design Group. The study found that in order to realize citizen participation, the citizen directly participated in the public service design development process, and it was important to adopt a citizen participation-oriented process and methodology based on service design.

Comparative Study on the Quality of Life Between Senior Citizens and Disabled People (노인과 장애인의 삶의 질 비교연구)

  • The purpose of this study is to reveal the similarity and difference by comparing the quality of life between senior citizen group and disabled people group. For this purpose, I surveyed the questionnaire composed of sociological variable of population, social support, society activity participation, activity of daily living, self-efficacy, and quality of life to 113 senior citizens and 107 disabled people and analyzed the actual proof relationship of cause and effect in between variables. I executed the analysis of structural equation model by using SPSS 14.0 and AMOS 7.0 for the analysis of data. As the result of the study, firstly, the variables highly co-related with the quality of life to both senior citizen group and disabled people group were self-efficacy and society activity participation, and the variables highly co-related with self-efficacy were the quality of life and society activity participation. Secondly, the variables which show the meaningful difference between senior citizen group and disabled people group were society activity participation and activity of daily living. Thirdly, in the senior citizen group, social support, society activity participation, and activity of daily living have meaningful effect on self-efficacy, and all variables have meaningful effect on the quality of life. However, in the disabled people group, social support did not have meaningful effect on self-efficacy, and the social support and self-efficacy did not have meaningful effect on the quality of life. Based upon these study results I discussed the meaning and implications of the study, and suggested the successive study tasks.

  • The objective of this study is intended to propose plans for reforming environmental impact assessment(EIA) systems by reviewing the current legal systems of EIA related laws and their implementation status in Korea, and by comparing the Korean situation to EIA systems in several foreign countries. This study tried to integrate all EIA related systems scattered over several laws into one comprehensive EIA law, and also to develop legal procedures necessary to accomplish the legislative purpose of the integrated EIA law. Therefore, I propose four reforms (1) All EIA systems should be integrated into one comprehensive EIA act. (2) Administrative plans and policies, though environmentally harmful, which are not currently subject to any prior consultation system, should be covered by the prior consultation system. (3) A screening or scoping should be adopted. (4) Widen civil participation should be encouraged and the administrative control enforcement and introduction of group litigation or citizen suits would be considered.

Citizen Participation in the Process of Establishing the Community Health Plan: Based on the results of roundtable discussions to Resolve the Health Disparity (지역보건의료계획 수립과정에서의 시민참여: 건강 격차 해소방안을 위한 시민원탁회의 결과를 중심으로)

  • The purpose of this study was to identify citizens' needs and what they perceive the health-related problems are so public opinion can be reflected in the Daegu Community Health Plan. A citizen participation group was organized, and two roundtable discussions were held in June and July 2018. The number of participants in the first and second round was 40 and 44, respectively. Customer itinerary guidance, DVDM (Definition, Value, Difficulty, and Method) Map, and Persona-based scenario method were used for the roundtable discussions. The measures to improve the health status proposed by the citizens included expanding access to health services, establishing health services centered on small-living areas, expanding mental health services, creating health-friendly environments, resolving environmental problems, and improving social health. In addition, enhancing communication and creating harmonized environments, improving access to healthcare, generating pleasant physical environments, and assigning socials roles for vulnerable individuals were brought up as the means to resolve health disparities. The strength of the present study lies in the fact that, unlike survey methods, the citizens' exact needs were identified by sharing their thoughts. Moreover, it was proven that practical measures would be needed to implement citizen participation in planning health-related projects.

Possibilities and Challenges of the Citizen Participation in Regional Planning : Case of Jecheon Citizen Group for Urban Planning (시민참여형 지역계획 수립의 가능성과 과제 - 제천시 시민계획단 운영 사례를 중심으로 -)

  • The purpose of this paper is to review the process of collaborative planning from the case of the Jecheon Citizen Group for Urban Planning(JCGUP). The JCGUP was composed of 4 subdivisions including industry/economy, urban regeneration/infra, health/welfare, and environment/tourism. The operation period was from October 16 to November 30, 2012, and the 67 citizens and 25 staffs participated in the JCGUP. The plenary sessions were scheduled to be held three times. Topics of 1st, 2nd, and 3rd sessions were pending issues of Jecheon, vision and goals for 2025, and strategies for accomplishing those vision and goals, respectively. Policy implications of the JCGUP was as follows. It functions as a tool to bring interests in civic planning and policies, and be an effective way to collect public opinions. Moreover, those opinions could be used as strategies and action plans in regional planning of Jecheon. This study can offer insights into how to manage and develop the citizen group for urban planning to help promote collaborative planning process in practice.

A Qualitative Study of the Adaptation Process of Dietary Education Program for Marriage Immigrant Women using the Normalization Process Theory (일상화 과정 이론에 근거한 결혼이주여성 대상 식생활 교육 프로그램 일상화 과정에 대한 질적 연구)

  • This study was a qualitative investigation of the process of adaptation of nutrition education programs by marriage immigrant women who completed education programs for training of food citizen leaders. Focus group interviews of seven marriage immigrant women from Vietnam, China, Mongolia and Russia were conducted and analyzed based on the Normalization Process Theory (NPT). Participants were aware of the purpose of the education program (coherence) and their confidence in organizing and reconstructing the knowledge of nutrition was increased after education (reflexive monitoring). However, they had difficulties attending long-term education programs (cognitive participation) and overcoming language barriers (collective action). Although the program was beneficial for the participants in that they could apply acquired nutrition knowledge to their everyday life as food citizen leaders, the continuous monitoring and feed-back system (management), customized application, and consideration of personal and social factors need to be developed and facilitated. In addition, various programs targeting marriage immigrant women may increase economic independence of these women. The NPT proved beneficial in conceptualizing the barriers and facilitators to implementing nutrition education. The successful implementation of nutrition intervention needs special support to overcome barriers to cognitive participation and collective action.

A Survey on the Awareness of Citizen Participation in Urban Park Management - The Case Study of Choansan Urban Neighborhood Par]k - (도시공원 관리에 있어서 주민의 참여의식에 관한 연구 - 초안산근린공원의 이용객을 대상으로 -)

  • The purpose of this study is to make theoretical foundations and collect basic data about citizen participation in Urban Park. To accomplish the purpose, a questionnaire survey was employed in Choansan Urban Neighborhood Park. The contents of questionnaire consist of the socioeconomic characteristics and the level of interests in park, the cognition of park management, the intention of participation of park management. 63 samples of total 75 respondents were used for final analysis. As a result of the analysis, most of respondents were interested in the park and they recognized the current park management affirmatively. They expressed strong intention of the participation in park management and this tendency existed in the group of old man, large income earner, men with great interest of the park strongly. Especially, the difference of intention of the participation in park management according to the level of interests in park supported the existing results of research.

The Effect of Volunteering Activity on Democratic Citizen Consciousness as a Mediation of Adolescents' Leadership Living Technique (청소년의 리더십생활기술을 매개로 자원봉사활동이 민주시민의식에 미치는 영향)

  • This study searched the effect of volunteering activity on democratic citizen consciousness as a mediation of adolescents' leadership living technique. For this, it has been conducted that a survey for 386 middle and high school students in Chungcheongbuk-do. Main analysis results are as follows. First, searching the effect on democratic citizen consciousness, it is analyzed that volunteering activity participation satisfaction level(${\beta}=.215$), learning ability technique(${\beta}=.297$), group activity technique(${\beta}=.145$) have a positive(+) effect. Second, as a result of mediation effect, volunteering activity is confirmed that is meaningful as both a direct effect(.35) on democratic citizen consciousness and an indirect effect($.42{\times}.65=.29$) as leadership living technique and it is appeared as an partial mediation effect. Therefore, in order to improve adolescents' democratic citizen consciousness, active support for volunteering activity and overall efforts which are able to activate the leadership technique in real youth everyday life are necessary.

  • This article is exploring the possibility of establishment of a 'Smart Citizens Party'. In the society based the social computing, the individual leads the technical progress and the society which is adapted for this circumstance is changing in the direction of user-centric. Also, in the political process, we can see this social phenomenon. In other words, there's a quite possibility that decision-making structure may shift from the top-down approach to the bottom-up approach by the networked individuals or flexible voluntary group. In this context, this paper will propose the 'Smart Citizens Party' model that accept the change of political and social environment due to the advent of the social computing and cope with this change. The 'Smart Citizens Party' means the 'Party for Smartizen' of this social computing era. The 'Smart Citizens Party' is the intermediate party that link the political party to the civil society and is smart citizen's party that is operated democratically by active participation of citizens. This paper will review on structure and operational issues of political parties in Korea and study future-oriented solution and/or way to discovered problems of political parties in Korea.
