Identification of On-site Environmental Management Factors and Analysis of Responsible Parties in Public Housing Construction Sites (공공 주택건설사업의 현장환경관리 업무요소 도출 및 수행주체 분석)

  • The trends of green growth and eco-friendliness came to be the core development indicator for the sustainable global environment. Korean government reflected these trends in the main flows of the national development index, and suggested diverse directions for green construction technologies and high quality construction environment through Third master plan for construction environment. However, the efforts to follow these trends during the construction process as a step for production phrase are not being considered enough yet. In this study, we identified the basic environmental management factors in order to enhance the eco-friendliness of public housing construction sites, and suggested the reasonable conducting parties and process for those respective factors. The results of this study are expected to be the valuable reference in defining the required activities and participants' responsibilities, and improving the work process for systematic on-site environmental management. In applying those results, the discussion should be followed on the executing party of each unit activity and the responsibility assignment for each process. At the same time, the legislation and standard related to environment need to be essentially amended. In the future, the method of evaluating the environmental management activities, and the technical solution to environmental problems are to be reviewed as a further research for successful environmental management.

Police Officers' Cognitions of Police Investigation Specialization (수사경과제에 대한 경찰공무원의 인식)

  • This study set out to analyze the perceptions of investigative police officers and division police officers regarding Police Investigation Specialization, which had been in effect for four years, identify the problems, and search for alternative policies. The results led to the following alternative policies; first, the communication among the members should be facilitated by trading the jobs between investigative policemen and division members in certain percentage regularly, integrating job education and special work, and developing diverse support programs for detective activities to provide them with opportunities to experience and understand investigation. The second suggestion concerns the investigation members' morale. There should be a range of measures to boost their moral such as allocating separate budget and personnel to support the investigation department and the treatment of major criminal and civil cases, giving each investigation team an office and investigation room to improve their working environment, readjusting the promotion ratio of Police Investigation Specialization to introduce a promotion system proper for each investigation's characteristics. The third suggestion is to secure job efficiency. It's required to reinforce the current short-term specialized education program to bring up practical and professional investigators, open the certification exam of professional investigators to all members so that every policeman can have their abilities recognized and approved as long as they have the demanded capabilities, and create a system of shedding off the members idle at work by reflecting low performance records when evaluating the members to decide who to dismiss from Police Investigation Specialization. And finally, it's important to divide duties rationally. The rationality of duties division can be guaranteed by setting the guidelines for direct handling for the team leader to help him devote himself to his duties, defining objective criteria of measuring investigation workload, and creating devoted systems and teams for simple and small accidents so that experienced investigators can deal with high-profile cases.

  • This study aims to establish a research model to analyze the structural relationship between the working environment of the elderly medical welfare facility workers, the trust of the manager, and the quality of service. As a result, first, it was found that there was a significant causal relationship among service quality in the working environment of the elderly medical welfare facility workers. Second, it was found that there was a significant causal relationship between the working environment and the trust of managers of the elderly medical welfare facility workers. Therefore, in order to achieve the goal of the elderly medical welfare facility and improve the quality of service, it is necessary to create a working environment and establish a trust relationship among members. In addition, in order to cultivate competency and provide high-quality services for the elderly medical welfare facility workers, managers need to understand the individual characteristics of members, and to assign duties according to roles, accurate division of duties and personnel management are required.

  • Present study conducted surveys and interviews to identify a solution to the issues concerning the work conditions, job satisfaction, and operational systems of archivists working in the Korean government agencies. Job characteristics were measured using the five-factor structures of Hackman and Oldham's(1976) Job Characteristic Models, professionalism, role conflict, stress, and turnover intentions. Job environment was measured in terms of communication, participation, social relations with coworkers and superiors, and job training. Job satisfaction was measured by general level of satisfaction, job meaningfulness, and commitment. Operational systems was analyzed in terms of organizational arrangement, role assignment, personnel management, and collaboration between the national archives and record centers. These analyses produced further implications and suggestions on personnel management of archivists and records managers.

  • This study analyzes the current status and management characteristics of plants introduced into indoor spaces to identify strategies for developing green elementary schools. Indoor plants are predominantly potted and primarily introduced into shared spaces, including entrances and hallways, rather than classrooms. Although the positive effects of indoor plants have been acknowledged, there is also an awareness of negative sentiments, including the difficulties in managing them. Although some level of plant maintenance is carried out, there are recognized challenges, such as budget allocation, designation of responsible personnel, and availability of management information. To ensure proper maintenance, concerns like budget support, assignment of duties, and increased interest need to be addressed. Compared to other staff, teachers express a greater need for plants to be introduced, which should be evaluated in terms of maintenance, environmental purification, and safety. In future restructuring projects to create spaces for learning, relaxation, and other activities by introducing plants indoors, the following should be considered: selection of plants suitable for environmental characteristics; establishment of maintenance plans including the budget; and expert support. Moreover, strategies to approach plant maintenance as an educational activity through student participation programs and the development of educational materials should be considered.

A Study for Organizational Strengthening Direction of Ministry of Oceans and Fisheries (해양수산부 조직 강화 방향에 관한 연구)

  • Korea has established the MOMAF (Ministry of Maritime Affairs and Fisheries) in 1996 while only a few countries have adopted the unified management system for the area of maritime, oceans and fisheries affairs. The Ministry has been broken up to three parts of maritime affairs, oceans and fisheries and allocated to each related ministries in 2008, and reorganized as the Ministry of Oceans and Fisheries including maritime affairs in 2013. However, the newly established MOF (Ministry of Oceans and Fisheries) has been evaluated as simply duplicated the former organization so as not to meet the oceanic environmental changes. This paper aims to suggest the appropriated organizational reinforcements measures on the basis of analysis of questionnaire survey which has been conducted targeting experts such as academic researchers and industry field players in the area of oceans, maritime and fisheries. The survey pointed out mainly five scopes such as (1) transferring the administrative task of shipbuilding and plant industries from the existing Ministry to the MOF, (2) reinforcing the structural functions of maritime, port construction and logistics affairs, (3) collaboration system with related Ministries for the ocean sovereignty, (4) securing the financial support system for the maritime industries, (5) transferring the management authority of maritime and ocean universities from the existing Ministry to the MOF. Looking back on the interministerial interest conflicts, it is very difficult to agree on the transfer of the existing task of above first and fifth suggestions. But the remain three suggestions could be done with interior abilities of the MOF by means of structural changes and professional manpower supplement.

De Lege Ferenda for Improvement of the Management System for Sunken Vessels (침몰선박 관리체계의 개선을 위한 입법론적 연구)

  • Sunken vessels on major fairways can cause many problems in terms of maritime safety and the marine environment. In order to prevent secondary marine pollution accidents caused by sunken vessels, information on sunken vessels has been collected, a risk assessment has been conducted, and the relevant vessels are being managed according to the results of each assessment. However, there is still a demand for improvements. The most important of the improvement plans is a paradigm shift. In other words, the management of sunken vessels needs to be transformed according to a new paradigm to manage all sunken vessels within three years from the time of sinking. Legislative improvements are also needed for the reporting system for sunken vessels, risk assessment tools, the implementation of risk mitigation measures, and criteria for the implementation cost of risk mitigation measures. In addition, close coordination between marine pollution response and sunken vessel management efforts is needed. As the division of duties between the Korea Coast Guard and the Ministry of Oceans and Fisheries is vague, collaboration between the two ministries is required. Close collaboration is also needed between the departments of navigation safety management and sunken vessel management. Therefore, it is necessary to more clearly establish the relationship between the two systems and create a synergy effect between the two administrative operations using the results of the risk assessment in the Marine Environment Management Act to determine the navigational risk posed by obstacles with regard to the Maritime Safety Act.

The History and Development of the Marine Environment QA/QC (Quality Assurance/Quality Control) Management System (해양환경 정도관리제도 운영에 대한 고찰)

  • The Marine Environment QA/QC management system has been operated since 2010 to secure the reliability of data and improve the analysis capabilities of measurement and analysis institutions. From 2010 to 2020, the cumulative number of measurement and analysis institutions participated in the QA/QC management system was 266. And the number of certificates issued by the ministry of oceans and fisheries is 182. A total of 32 reference materials for proficiency testing and interlaboratory comparisons have been developed. They were first developed focusing on items (Nutrients, COD) commonly analyzed in marine environmental measuring network, marine pollution impact surveys, sea area utilization impact assessment, deepsea water surveys, and information network on fishing ground environments. In addition, it is time to expand the filed of the QA/QC management system, such as seawater temperature, salinity, PCBs and PAHs in sediments, which are mainly analyzed in most monitoring programs. On-site assessment has been conducted for 162 laboratories according to ISO/IEC 17025 to evaluate their conformity of the quality management system and deficiency. In terms of management and technology requirements, about 4.2% of organizations showed insufficient division of duties among employees 8.7% of them revealed the lack of employee training. By test item, about 6.3% of organizations showed the lack of standard substance management and the state of the cleaning glassware was pointed out in about 5.4% of them. The QA/QC management system should be continuously supplemented by identifying the causes of nonconformities and area for improvement.

A Study on the Development of Electronic Resource Management System in a University Library (대학도서관 전자자원관리시스템(ERMS) 구축에 관한 연구)

  • With the rapid growth and development of information technology and the Internet, the amount of information published in electronic formats such as video, audio, digitalized text, etc. and the number of users accessing information online to satisfy their information needs are growing at a tremendous rate. This study analyzes standardized components to construct ERMS and proposes a model of ERMS based on the result of the analysis. The main functions of ERMS in university libraries are: 1) ERMS can manage and control access information to various electronic resources, metadata, holdings, user resources. Also, ERMS can be compatible with an existing library system such as IR(Information Retrieval) system, linking system, or proxy system. 2) ERMS should completely be compatible with acquisition and cataloging systems for effective management and control of integrated information organization and library budget. 3) ERMS should systematically and effectively manage license information on electronic resources. 4) ERMS should provide ideal and effective environment for use and access control of electronic resources in a library and integrated tool to manage and control all of electronic resources. Additionally, this study points out the need to organize committee groups to establish standardized rules and collaborative management of electronic resources among university libraries like DLF ERMI and redesign organizations in a library and a librarian's job description.
