  • The drone is an unmanned aircraft that can be steered and controlled using radio waves on the ground, and the pilot moves unmanned without boarding. The history of the unmanned airplane began with military use, and the first unmanned aerial flight was the first successful flight of the 'Sperry Aerial Torpedo' drones built in the United States in 1917 with a bomb. With the development of unmanned aerial technology, the use of military drones has expanded to a wider field. Recently, the use of drones has been utilized in various fields such as agriculture, industry, logistics, broadcasting, and safety, and the scale of the market is also expanding. Although the drones are becoming indispensable to penetrate our lives, they can be used for bad purposes depending on the intended use of the user, but the risk factors are overlooked. Therefore, technical defects related to drones and accidents caused by operator's mistakes can not be completely prevented. However, privacy infringement, security leakage, and terrorism, which may be caused by illegal use of drones, It will not be inhibited and will accelerate.

A Study on Minimum Cabin Crew Requirements for Korean Low Cost Air Carriers

  • In recent 3 years, Korea's low-cost airlines have expanded their areas of passenger transportation not only to domestic market but also to Japan, China, Southeast Asia and US territory as a total of 6 companies (8 airlines including small air operation business carriers). Currently, three more airlines have filed for air transportation business certification as future low-cost carriers, and this expansion is expected to continue. To cope with the aggressive airline operations of domestic and foreign low-cost carriers and to enhance their competitiveness, each low-cost airline is taking a number of strategies for promoting cabin service. Therefore, the workload of the cabin crew is increased in proportion to the expansion, and the fatigue directly connected with the safety task performance is increased. It is stipulated in the Enforcement Regulations of the Korea Aviation Safety Act that at minimum, one cabin crew is required per 50 passenger seating capacity, and all low cost carriers are boarding only the minimum cabin crew. Sometimes it is impossible for them to sit in a floor level emergency exit for evacuation, which is the main task of the cabin crew, and this can cause confusion among evacuating passengers in the event of an emergency. In addition, if one of the minimum cabin crew becomes incapacitated due to an injury or the like, it will become a serious impediment in performing emergency evacuation duties. Even in the normal situation, since it will be violating the Act prescription on the minimum cabin crew complement, passengers will have to move to another available airline flights, encountering extreme inconvenience. Annex 6 to the Convention on International Civil Aviation specifies international standards for the determination of the minimum number of cabin crew shall be based only on the number of passenger seats or passengers on board for safe and expeditious emergency evacuation. Thereby in order to enhance the safety of the passengers and the crew on board, it is necessary to consider the cabin crew's fatigue that may occur in the various job characteristics (service, safety, security, first aid)and floor level emergency exit seating in calculating the minimum number of cabin crew. And it is also deemed necessary for the government's regulatory body to enhance the cabin safety for passengers and crew when determining the number of minimum cabin crew by reflecting the cabin crew's workload leading to their fatigue and unavailability to be seated in a floor level emergency exit on low cost carriers.

  • Terror for airplane, airport and passengers of the problems is being threat over the world. and since 9.11 terror of 2001 year, many countries have endeavored to prevent terror and have manipulate airport security part as important field. Especially, The U.S.A made Transportation security Administration in Homeland security adminstration and strongly execute for policies related anti-terror. many countries over the world enforce airport and airplane security facilities with science-technology contents. and with security exploitation for the passengers and freight security inspection level enforcement, many countries also make effort to interupt aviation terror threat. In this process, in the center of developed countries that need science-technology contents adaption, much budget and personals are invested and exploited a security inspection instrument and complimented of many facilities As a result, according to the development of science-technology, prevention of Terror have much developed. The contents using intelligence-communication technology inevitably needed on the goal of terror prevention and safty. From simple monitoring for the people who come in and out airport to boarding process and inspection for the freight, security inspection process for the passengers, bio information input, confirmation, of the level that there is no cases of adaption of contents, The reality have generalized of using contents. The study is going to research contents application situation.

  • We Studied current Flight Information System everyone employing, and this paper designed a next generation Ubiquitous Flight Information System. Studied a Ubiquitous Flight Information System regarding AVOD, game TV, cellular phone, cabin Internet use for a customer, and airline and control of Air Traffic Service, Air Traffic Control, in seat reservation, transportation, ticketing and luggage back-tracking and airplanes in earthly service. We Designed for a Next Generation Ubiquitous Flight Information System and for necessary for network security, system security of information security system, and derived from comparative analysis of improvement point and difference to existing Ubiquitous Flight Information System and Next Generation Ubiquitous Flight Information as was based on result of research. Present vision to aerial the result of research world of this paper related industry, and ensure safety and communication efficiency and a customer and flight satisfaction, efficiency, and will reclaim the new horizon to the Flight Information Industry.

  • The Beijing Convention of 2010 taken together effectively establishes a new broader and stronger civil aviation security framework. This adoption would significantly advance cooperation in prevent of the full range of unlawful acting relation to civil aviation and the prosecution and punishment of offenders. First, the Beijing Convention of 2010 will require parties to criminalize a number of new and emerging threats to the safety of civil aviation, including using aircraft as a weapon and organizing, directing and financing acts of terrorism. These new treaties reflect the international community's shared effort to prevent acts of terrorism against civil aviation and to prosecute and punish those who would commit them. Second, this convention will also require States to criminalize the transport of biological, chemical, nuclear weapons and related material. These provisions reflect the nexus between non-proliferation and terrorism and ensure that the international community will act to combat both. Third, this Convention shall not apply to aircraft used in military, customs or police services. As a substitute, International Humanitarian Law will be applied in a case. Moreover, the National Jurisdiction and the application of the law will be extended farther. The treaty promotes cooperation between States while emphasizing the human rights and fair treatment of terrorist suspects.

  • With the development of technology, small UAVs are used in various forms. From military UAV to the Amazon drone, the UAVs are applied to increasing fields for its merits which can replace human work more fast and precisely than what human used to do. Yet, the use and development of UAVs cannot be embraced indiscreetly. There exist negative aspects along with its convenience and positive use. In military use, for instance, the use of UAV can handle dangerous missions in place of human beings but at the same time, it can be very threatening weapons that put people in danger of being attacked at unknown time and places. Therefore, this study discusses the safety measures for major national facilities. Through theoretical understanding of UAVs and major national facilities, the study explores into key concepts and reviewed the cases that threatened our nation's safety. The study also makes suggestions on the policies of the use of UAV to secure national safety.

Multilateral Approach to forming Air Logistics Hub on North East Asia Region (동북아 항공물류허브을 구축하기 위한 다자적 접근방안)

  • The Northeast Asian air cargo market has expanded tremendously as a result of the opening up of the Chinese market. The importance of the Asia-Pacific region in the global air transport has also increased. The exchange of human and material resources, services, and information in Northeast Asia, which is expected to increase in the near future, requires that the airlines operating within this region adopt a more liberalized approach. This paper introduced alternatives which can be applied to the Northeast Asian airlines industry so as to bring about the integration of regional air transport: First, this paper found a need for individual Northeast Asian nations to alter their policies towards the airlines industry. Second, each country should further liberalize their respective domestic air transport. Third, there is a need for freer air service agreements to be signed between the nations of Northeast Asia. Fourth, the strategic alliances between the airlines operating in Northeast Asia should be further strengthened. Fifth, this liberalization process should be carried out in an incremental manner, beginning with more competitive airports and routes, or with less-in-demand routes. Sixth, there is a need for a shuttle system to be put into place between the main airports in China, Korea, and Japan. Seventh, these three nations jointly develop aviation safety and security systems that are in accordance with international standards. Eighth, the liberalization process of the aviation industry should be undertaken in conjunction with other related fields. Ninth, organizations linking together civil aviation organization in the Asia-Pacific area should be formed, as should each government linking together. By doing so, these countries will be able to establish regular venues through which to exchange opinions on the integration and liberalization of the air cargo market so as to induce the gradual liberalization of the actual market. The liberalization of the air transport in Northeast Asia will prove to be a daunting task in the short term. However, if the Chinese airlines continue to exhibit continuous growth and Japanese airlines are able to complete their move towards a low-cost structure, this process could be completed earlier than expected. Over the last twenty five years the air transport has undergone tremendous changes. The most important factor behind these changes has been the increased liberalization of the market. As a result, rates have decreased while demand has increased. This has resulted in turning the air transport industry, which was long perceived as an industry in decline, into a high-growth industry. The only method of increasing regional exchanges in the air transport is to pursue further liberalization. The country which implements this liberalization process at the earliest date may very well emerge as a leading force within the air transport industry.

  • Recently, As the interest of the drone has increased the fields such as broadcasting, disaster site and leisure which uses the drone has been constantly expanded. However, an invasion of a person's privacy and a threat of hacking attack also have increased as population of drone. High-resolution cameras mounted on drones can take a photo or real-time video anytime and anywhere. It causes the invasion of privacy from private houses, buildings, and hotels. In this paper, we perform a security vulnerability assessment tests on the camera's from common commercial drones and we propose the countermeasures to protect the drones against unauthorized attacker who attempts to access the drone's camera from internal or external. Through this research, we expect the Aviation Act and legislation accept the concept of security and provide the polices such as drones equipped with security devices from the production stage to promote drone industry.

  • The background of the research is the following: As a result of ultra-light flying device industry development, the utilization of drones and their efficiency have been increasing. However, problems regarding flight permission·approval procedure have not been improved, resulting in increased number of civil complaints. Thus, the purpose of this research is to minimize such civil petition according to the required standards of the two government organizations through enhancing the procedure for managing and employing the system. The research methods entail pinpointing the problems by analysing ultra-light flying device related literature review and by holding focus-interviews with field experts, thereby verifying and providing improved solutions. Under (MLIT) Ministry of Land, Infrastructure and Transport supervision and in accordance with aviation security law, the research provides various updated functions such as improved civil petition processing system's employment and management system, flight approval, integration of names, process, format regarding aviation photographing approval, tool buttons such as the 'Main' button in the system's homepage. This research has the following expected effects : Firstly in the law and regulations section, the clear distinction in the missions and roles of each organization enhances cooperations in tackling civil petition. Secondly the integration of civil petition process reduces time and improves efficiency. And lastly, the improvement of supplementary tools for the public is expected to minimize civil petitions. Future research needs to be conducted under the supervision of the Ministry of National Defense(MND). Factors such as systematic infrastructure for flight photography approval, related unit's reorganization following the defense reform 2.0, and guaranteed conditions for field security action units need to be ameliorated.

Efficient Tag Authentication Scheme using Tag ID Identification Bits in RFID Environment (RFID 환경에서 태그 ID의 식별 비트를 이용한 효율적인 태그 인증 기법)

  • RFID(Radio Frequency IDentification) is a system to identify objects and its usage is being extended to distribution, healthcare, and air&port etc. RFID is a contactless system environment, and reducing tag authentication time is important because multiple tags are identified at the same time. Studies about RFID system so far is, however, mostly to improve security vulnerability in the tag authentication process. Therefore, this paper suggests an efficient scheme to decrease the time of tag authentication which is also safe for the security of tag authentication process. The proposed scheme cuts down on the tag ID search time because it searches only the classified relevant ID in the database, which is one of many components of RFID system, by using identification bits for tag ID search. Consequently, the suggested scheme decreases process time for tag ID authentication by reducing the processing time and the load of the database. It also brings performance improvement of RFID system as it improves the energy applicability of passive tag.
