A Study of the Effect of Learning Processes on Decision Making Performance of IT Consultants (학습프로세스가 IT 컨설턴트의 의사결정 성과에 미치는 영향에 관한 연구)

  • For the successful implementation of IT projects, individual consultant's competency in the project is very important. Especially, 3 key factors which are 1) Learning-by-Doing, 2) Learning-from-Others, and 3) Learning-by-Investment with individual consultant's competency, are required for solving various critical issues which can be occurred during implementing IT project. The objective of this research is to examine the effects of these learning processes on decision performance of consultants. Prior to setup the research model, we conducted 3 times in-depth interviews with IT consultants who have over 20 years IT project experiences. Through interviews with IT project expert, we tried to validate our research model and develop survey questionnaires. Over 100 consultants, who are working at SI companies those of Samsung SDS, LG CNS, SK C&C and other small SI companies, were participated to survey. In the contrary of our thoughts before conducted experiment, we got the interesting result from pilot experiment. Most influenced learning process was Learning-by-Doing and less influenced learning process was Learning-from-Others.

Development of Regression-based Bike Direct Demand Models (회귀분석기반의 자전거 직접수요추정 모형 구축)

  • Bike system is one of the green transportation systems and spotlighted recently. In the TOD (Transit-Oriented Development) based transportation and urban planning, bike system will be the major part as linkage modes. In this paper, bike demand estimation model was firstly established in Korea, with considering of personal and household characteristics of traveller, social and economic characteristics of city, weather conditions, and so on. The model reflects population density, the number of students except elementary school students, the number of vehicles, the length of bike roads, and monthly income. The adjusted $R^2$ was 0.738: the model is highly fitted. The results of this paper yield bike demand estimation in the urban planning area: further estimated results will be using to determine economic feasibility and size of bike facility. In other words, this paper is expected to provide the theoretical basis that supporting justification and investment efficiency of bike plans, which are actively progressed recently.

Cost-Benefit Analysis of Telepresence System for Public Sector Relocation (공공기관 지방이전에 따른 영상회의 시스템 도입의 경제성 분석)

  • The purpose of this study is to analyze the economic effects of telepresence system for public sector relocation. As a Green IT system, the importance of telepresence is being recognized increasingly as a means to replacing a majority of business trips and thereby reducing greenhouse gases emitted in the process. However, there are only a few related researches that analyze the economic effects of telepresence at the moment. This study conducts the cost-benefit analysis of 157 public sectors which are to relocate from 2012 based on the sample case of National Information Society Agency. The results obtained reveals that telepresence would save about 180 billion won and reduce about 580t $CO_2$ emission. This study are expected to provide the academic framework for organizations contemplating the adoption of Green IT system moving forward.

  • Korean construction companies has maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasingly global economy uncertainties. In order to promote the continuous growth and development of overseas construction, Korean construction companies need to secure overseas market information, and to be strongly competitive. Therefore, this study aims to analysis of competitiveness for international construction by business types, in order to enter the Vietnamese infrastructure market, which presents abundant development potential. According to the IPA results, Korean construction industry has weaknesses in its ability to obtain business information and experience, which are the most important factors in entering the overseas construction market, and also presents a lack of feasibility study for creating new construction business. However, this work is still considered to provide the basic data that can help Korean construction companies who plan to enter the Vietnamese infrastructure market strengthen their medium and long-term capabilities.

Benefit-Cost Analysis of GIS in Local Governments: A Case Study of Taegu Metropolitan City (지방자치단체에서 GIS구축에 따른 비용편익분석: 대구광역시를 사례로)

  • Using the case of Taegu city, this study analyses benefits and costs related to the construction of GIS to local government. For this purpose, the study uses a case study selecting Taegu Metropolitan city. In this study, four discount rates(5%, 8%, 10%, 12%) are used for sensitivity analyses. According to this benefit-cost analysis, Taegu city government could get positive net present benefits from the year of 2004 which is 6 years after its GIS construction. This a result, Provides the economical and financial validity of GIS Construition in local government. In this study, analysis of invisible benefits are excluded. If these invisible and potential benefits are included in the analysis, GIS could produce more net benefits and the even break point of GIS construction in local governments will come earlier. For the further study, the study needs to develop new benefits and utilize cost-effectiveness analysis to catch these invisible benefits.

EA service factors and improvement of IT management in the public sectors (EA서비스 요인과 공공부문 IT관리업무 개선)

  • Recently, EA has been introduced in the Korean government as a tool for improving both IT management and IT investment. However, EA has been superficially used at the conceptual level without any efforts for facilitating it. As a result, it seems that any substantial outcomes from using EA could be hardly realized. This study suggests EA Service Model as a framework for facilitating the use of EA and then generating benefits. The purpose of EA Service Model is to provide a framework with which information and data can be linked, interconnected and shared in the whole process of IT management. It is expected that EA Service Model will possibly make a contribution to improving IT management. Empirical Analysis shows that key factors of EA Service Model make significant effects on improving the IT management, proving practical value and the validity of the model.

  • Increasing number of transactions and investments in technology has sparked a growing interest in technology valuation. However, it has not been easy to come up with an objective valuation of technology due to variance in technology value and specialty of technology valuation. The main objective of this paper lies in the development of a new system for technology valuation, Web-based Interactive Technology Valuation (WITV) system, which valuate the technology and analyze the technology value strategy. WITV system uses the Technology Valuation Attractiveness Model (TVAM). TVA is composed of the Intrinsic Value of Technology (IVT) and the Extrinsic Value of Technology (EVT). This paper experiment the feasibility of the TVA Model and WITV System by conducting an empirical study on small & medium sized manufacturing companies in IT industry, registered on KOSDAQ. In this study, the potential value is defined as the technology value. It is represents the expected profit appraised by the market under the competitiveness of technology and the growth of the market. TVA is measured as the index to forecast the Price-to-Book value Ratio (PBR), which is the proxy variable for the potential value of the technology. The results identify the feasibility of the TVAM through a high correlation between the TVA and the PBR.

  • The purpose of this study is to diminish the risk through identifying the risk factors occurring in the process of real estate development projects, and analyzing and coping with the risk factors, and enable stable advance in the development process by improving the roles and work distribution of the project investor. The results of this study are as follows : 1) identifying the risks of contractions from the step of selecting the sites must be made possible through supplemental human resources expertise in plan and construction of the operation 2) as an improvement scheme, heightening the penetration wall of development projects from the investors, proposing a registration law and a selection standard of construction companies to investors' cooperating companies enabling the growth of superior investors.

  • Floating LNG is a new concept which is used as LNG regasification/receiving facility and for LNG production/export facility. LNG Floating Production Storage and Offloading(FPSO) concept will put vitality into marginal gas fields which were delayed because of excessive investment cost in the world. LNG Floating Storage Regasification Unit(FSRU) also provides commercially competitive and effective solutions to the areas where onshore infrastructure is not well established. LNG cargo containment system is one of the key functions for FLNG to store produced LNG on a floating structure. This paper presents a new technology related to a LNG containment system; a combined cargo containment system utilizing the advantages of iIndependent tank type and membrane system. Technical advantages have been validated through research work.

  • To promote the consistent and effective implementation of IMO instruments such as SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG IMO has adopted voluntary IMO member state audit. This audit scheme is voluntary audit which will be carried out on a voluntary basis, at the request cf the member state to be audited. Nevertheless, the Korea government is preparing the implementation of the audit scheme to strengthen the competitiveness in shipping and shipbuilding industries. In this paper, we investigated the actual conditions of implementation of mandatory IMO instruments and carried out a feasibility study by assessing the cost to be audited and positive effects expected by introducing the audit scheme. As a result of cost benefit analysis we obtained high benefit-cost ratio.
