Design-build, which is defined as single source responsibility for design and construction, has been widely used in large public works since governmental formulation of measure for encouraging use of design-build in 1996. However, civic groups and small and medium sized enterprises are highlighting over-competition and unbalanced market shares of conglomerate in domestic design-bid market and insisting on decrease in the use of design-build and absorption into the lowest-price bidding. This study collected information about cost, schedule, quality, new technology adoption from 51 civil design-build projects and measured their performance.

Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Due to these institutional problems, orders institutions were often a way to determine the successful bidder to apply differently for identical or similar construction. Therefore this study winning bidder selection criteria through analysis of construction the number and construction order performance, order performance by work division and institutional orders, the weights bidder order performance and orders status of turnkey alternative tendering construction to civil part performed in domestic.

From 2010 years to 2013, the selection method of successful bidder has been changed design suitable lowest method, comprehensive evaluation method(bid price adjustment, design score adjustments, weight standards), fixed amount best design method. Therefore this study was presented by analyzing the impact on the domestic construction industry according the way to determine the successful bidder, the evaluation order method and the operational issues through the analysis of order status, order number, results of acceptance an order, success rate range, results of acceptance an order according to weight success rate, results of acceptance an order by work type and order institution of a turnkey alternative tendering construction performed in domestic civil part.

Full system of turnkey deliberation committee in 2010 was abolished and permanent Deliberation committee was introduced. So far, ordering organization selected the best method suitable for the design and comprehensive evaluation method in the turnkey bid construction. Comprehensive evaluation method have bid price design score coordination, weighted basis, the best design approach fixed amount, five successful bidder decision method in addition. Design deliberation branch committee in the successful bidder decision way configured and operated branch members of special design consultation committee, But main agent changed from committee deliberation pull system to permanent committee deliberation, as well as and The lobby burden was not improved. This similar to the past at the portion of the design deliberation and the way of the design deliberation in the turnkey bid construction. Therefore it is necessary to improve the design deliberation system. In other words, design score and technology competition should be adapted to determine a successful bid. This study suggested the operating system of the design deliberation, the decision method problems of the successful bidder and ways to improve the design deliberation.

Currently, the unit price of public construction projects are not being evaluated appropriately for several reasons. First, the evaluation of the unit price differ per nature of the bidding process and its estimation process. In fact, pricing is determined to meet the total price in turnkey projects and to pass the low bid price deliberation process in unit price projects, and thus, such prices cannot be said to be reasonable prices per public project. After the contract is awarded, however, the prices determined without taking into consideration the characteristic of each bidding process and price estimate process are used for the valuation of progress payment, design changes, and escalation. Furthermore, this is also being applied to other low bid deliberation process as actual public project unit price, thereby affecting other processes as well. In effect, this system increases the risks for both the owner and the bidder who have determined the unit price. This research examines the risk factor and its extent in order to properly manage it in preparation for the future.

Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

Turnkey contract system is an effective ordering system for the ordering organizations that technical engineers are insufficient for their construction projects. It is possible to reduce project duration and to improve project quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system including railway projects. The result includes various methods for improving the system based on the analysis of bid price and selection procedure.

Design VE system in order to promote the economical efficiency and the functional elevation of construction facilities apply to conatruction over 10 billion from december 2005. But it don't achieve purpose of VE original to maximization of value creation through VE because VE perform formal and result center. This study suggests some idea and analyse implementation of design VE through design VE case of turnkey and alternative project performed in domestic.

In the delivery systems for public construction works, design-build methods such as turn-key and alternative have contributed to improving the quality of structures and developing the construction technology. However, it is pointed out that construction based on a design-build method is likely to waste a budget due to its higher contract price than construction based on a design-bid-build method. Other issues such as contract monopoly, bid rigging and deliberation irregularity in design-build. Since there are not much works have been accomplished to comparatively analyze the actual performance and effect based on delivery methods, discussing and judging the performance and effect of each deliver method with limited information could lead to an error. Thus, this study by extensively investigates the actual project cost data, ranging from contract price to the construction cost of the public construction works and comparatively analyzed the characteristics of each delivery method about cost structure and fluctuation trend. This work is expected to assist stake-holders in properly understanding delivery systems for public construction works and promoting their efficient management.
