A Comparative Study on Overseas Business Approaches and Characteristics of Domestic and Foreign Urban Railway Operating Public Enterprises (국내외 도시철도 운영공기업의 해외사업 접근법 및 특성 비교연구)

  • Domestic urban railway are operated by urban railway operating public enterprises, which are owned by the 6 major metropolitan local governments and private operating companies, which are established under the Private Investment Act. Among urban railway operating companies, several public enterprises that operate urban railways with many experience, performance, human resources, and public nature are making efforts to promote overseas business. Therefore, this study examines the outlook for railway and urban railway overseas business, and provides implications for the overseas business approach of domestic urban railway operating public enterprises through data research and comparative analysis on the overseas business approaches and overseas business characteristics of domestic and foreign urban railway operating public enterprises. The results were derived and suggestions for the direction of overseas business were presented. I expect that suggestions will serve as a reference for domestic urban railway operators to promote overseas projects with preparation, implementation plan and direction.

  • 현재 정부는 지금까지 관청 조직인 철도청에 의해 철도시설의 건설 및 유지관리 업무와 열차 수송 업무 등 운영부문을 일괄적으로 수행되어 오던 우리나라의 철도교통체계를 근본적으로 변화시키는 작업을 추진하고 있다. '철도구조개혁'이라 지칭되는 이러한 작업은 소위 말하는 상하분리 또는 수직적 분리의 원칙에 따라 철도청의 업무를 하부구조에 해당하는 기반시설(infrastructure) 부문과 철도차량을 운행하여 여객과 화물을 운송하는 운영부문으로 구분하여, 기반시설에 해당하는 부문은 기본적으로 사회간접자본의 개념에서 국가의 책임으로 하고 운영부문에 해당하는 부문은 타 교통수단의 운영주체 위상(예: 고속버스 회사, 항공회사 등)과 같은 민간 경영체제로 전환한 다는 것이 주 내용이다.(중략)

  • This article deals with a problem of setting reliability targets of the railroad systems where the punctuality target is given to the operator and a penalty is imposed for the year when the target is not met. The operator should set the reliability targets of the railroad system and sub-systems because the reliability affects the expected number of years when the penalty is imposed. This paper presents a procedure for setting the service reliability target and equations to calculate the expected number of years when the penalty is imposed and the probability that the operator should pay the penalty per year according to the mean kilometer between service failures of the railroad system and sub-systems.

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

  • This paper suggests to standardize railway accident restoration types as the code and standard operation system for efficient railway accident management. First of all, the damage types of have been carefully analyzed and reclassified. This study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, this study suggested procedures to make the standard operation system of emergency restoration, defined the worst case of emergency restoration and the important events. Therefore, the standard operation system of emergency restoration is developed. It shall play a major role as the database system for railway accident management, minimum of damage and rapid control of accident.

  • Generally, Urban railway have special characteristics with short distance journey and minimum headway intercity transportation. These days, urban railway operators choose the driverless operation system without driver. On the contrary, Conventional & high speed railway utilize for long distance and high speed running. Because of special conditions of freight railway operation compared with urban railway, operation of conventional & high speed railway is showed very different characteristics. In this paper, We compares different operation scheme of urban railway and conventional & high speed railway and then present condition for train control system based on radio.

  • The advent of private railroad corporations gave us many changes because of emphasizing on administration's effectiveness. The change has had an effect on safety management too. Most public railway corporations maintain their rolling stocks and facilities by their direct workers on the other hand, private railway corporations depend on outsourcing to cut down the cost of maintenance. But they have almost same safety management system. Therefore we try to study the difference between two type of corporations, especially workers' safety attitude and propose different safety management system depending on direct or indirect workers.

  • Railway system has been unmanned and high-speedy. Korean railway corporations need a more effective and smarter system for operation and maintenance. So there are many theses that studied the intelligent operation and maintenance system using vision based technologies for railway corporation. This paper analyzes domestic theses which studied the intelligent vision based system for railway safety, railway vehicle and facilities and proposes research which uses the more powerful vision based technology with deep-learning for railway corporation.

Planning of Train Operation with Different Objectives Utilizing Mixed-Integer Nonlinear Programming Models (비선형정수계획법을 이용한 운행전략에 따른 열차운영계획 수립)

  • 열차운영계획은 수송수요 산정, 운행노선계획, 열차시간표 작성 기관차 및 인원의 할당 등 광범위한 내용을 포괄하고 있으나, 본 논문에서는 계획의 초기단계에서 결정 가능한 운행노선계획을 대상으로 범위를 설정하였다. 운영목표에 따른 전략은 사용자, 운영자, 사회전체의 입장에서 고려될 수 있는데, 이러한 전략에 의해 운행 될 수 있는 열차운행패턴을 운영비용의 최소화, 통행시간의 최소화. 운영자 수익의 최대화 모형으로 해결하고자 하였다. 2004년 이후에 운행이 예상되는 고속철도/기존철도는 운영계획의 변경이 예상되는 바, 상기의 목표에 따라 열차운영패턴을 작성하여 개발된 효과척도의 적용을 통해 정책적인 적용가능성을 평가하였으며 기존 계획된 철도청의 운영계획과도 아울러 비교, 최적대안을 선정하였다. 본 고에서는 수리계획모형인 비선형정수계획모형(MINLP)으로서 국내 철도망에 부합하는 운영계획을 작성하였으며, 이에 따른 열차-km는 수익최대화 모형, 인-km는 철도청의 열차운영계획이 가장 많은 것으로 나타났다. 인-hour는 수익 최대화 모형과 통행시간 최소화 모형이 가장 적은 것으로 나타났는데, 이는 장거리 노선의 편성이 증가된 것으로 사료된다. 이러한 결과를 산출함에 있어. 어려운 점은 각 구간의 기하급수적 증가, 결정변수의 초기값 선정 등이 있으나, 그동안 연구된 각종 경험적 기법의 적용과 실제 편성 가능한 변수의 적용을 통해 이를 해결하였다. 추후 설정된 모형의 비교에 적합한 효과척도의 개발과 전국적으로 사례구간의 확장 및 모형의 최적대안 선택 시 효과척도의 가중치에 대한 연구가 필요할 것으로 사료된다.
