A Exploratory Study on the Differential Application of the R&D Contribution Rate: Focusing o n the ICT R&D Project (R&D기여율 차등적용에 관한 탐색연구: ICT R&D사업을 중심으로)

  • The government has been implementing the preliminary feasibility study to examine previously a plan of the national R&D program submitted by each government ministry or institution and decide whether to reflect its budget. However, although R&D investments obviously have a different contribution depending on the different types of project, the current system applies the average R&D contribution rate to whole industry across the board in order to estimate benefits of the creating value from the R&D activity. This system in turn will cause a distorted result in the economic feasibility analysis. Therefore, this paper conducts an empirical analysis on the ICT R&D contribution for the creating value added, on behalf of all industries, through the growth accounting method and explores an applicability of the differential R&D contribution rate as an alternative by comparing to the existing R&D contribution rate. The result of this paper shows the ICT R&D contribution rate is 48.2%, and we can find out there is a significant difference compared to the existing R&D contribution rate. In light of this, it is necessary to adopt carefully the differentiated R&D contribution rate considering project characteristics.

A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A (한.미 국가연구개발사업의 지식재산권 관리제도 비교)

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.

Improvement Strategy of R&D Support to the IT Enterprises (IT 기업의 R&D 지원 개선 전략)

  • In 1997, Korean IT enterprises were 9,000 in numbers and Gross Domestic Product (GDP) took 8.6%, and IT industry employed 400,000 persons. In 2002, it has increased : 21,000 companies, 14.9% of GDP, and 500,000 employees. National policy have diverse programs to the IT industry sector. Ministry of (MOC or MIC) have invested the R&D Program since late 1980. National subsidizes have been provided directly or indirectly to the programs. Direct subsidizes policy conflicts to the principle of the free competition market but it's very powerful to the IT organization (such as institutes, colleges, and companies) for the IT industry. This paper analyzes the national R&D subsidy systems and suggests the advanced systems.

Empirical analysis of conversion of marginal companies in manufacturing to normal companies : Focusing on company's R&D activities and government's support effect (제조업 한계기업의 정상기업 전환에 대한 실증분석 : 기업의 R&D 활동과 정부 지원효과를 중심으로)

  • This study aims to examine whether the characteristics such as a start-up company, possessing a research organization, and benefiting from government R&D programs significantly contributed to the conversion of marginal companies to normal companies, from the viewpoint of technological innovation. The result shows supporting government R&D programs to start-up companies that have become a marginal company positively contributes to the transition to a normal company, centering on the high-tech industry. In addition, it was confirmed that the research organization of marginal companies positively contributed to the transition to a normal company. These results imply that a paradigm shift from the existing industrial policy focusing on restructuring of marginal companies to a selective support policy for marginal companies with a high possibility of transition to normal companies is strongly needed. It is also necessary to strengthen the strategic use of government R&D programs to support the transition of a marginal company to a normal company.

  • Development of R&D Knowledge Management System for Science & Technology Research Institutes, which was initiated early 2001, was introduced. The project, funded by the Ministry of Science and Technology, is being carried out by several R&D institutes in cooperation With implementers. The purposes of the project are: sharing knowledge about on-going research progresses and existing research results, facilitating cooperative efforts among research staff, teams, and institutes, and improving the efficiency of research project administration. The system consists of 4 components that are highly intertwined: Knowledge Portal, Knowledge Repository, Project Administration System and Groupware. This 3-year project will benefit R&D researchers, and R&D project carrying-out institutes and government project administration organization by facilitating research and development activities, and improving management efficiency, respectively.

  • 국제통화기금(IMF ; International monetary Fund)관리시대를 겪으면서 우리나라는 모든분야에서 실적 및 성과지상주의를 도입하여 모든 것은 효율성과 유연성 위주로 제도를 바꾸었고, 동양의 전통사상인 충효와 신의는 실적과 평가라는 목적과 수단으로 대체되었다. 본 논문에서는 국민의 정부에서 시작되어 참여정부에 이르기까지 동 시기에 우리나라에서 주로 사용해 왔던 성과지상주의와 이에 편승하여 정부가 그동안 만들어 시행해 온 각종 평가 중에서 국가연구개발 평가에 대해 집중적으로 살펴보았다. 평가시스템들이 양산된 배경에는 외국계 상공인들의 요구와 우리나라 시장 확대를 통해 이익을 극대화 하려는 외교적 압력 외에도 평가시스템을 활용함으로써 얻게되는 특정정부부처 등 평가기관들의 권력상승작용에 대한 기대감등으로 경쟁적으로 평가시스템을 도입하였고, 평가시스템에 평가위원 등으로 참여하는 각 대학의 교수 등 평가자들 또한 평가자로서의 권한을 향유하는데 따른 평가집단으로서의 역할을 하면서 냉철한 검토와 준비없이 평가가 진행되고 있다. 따라서 피평가기관이 업무추진보다 평가준비에 더욱 많은 시간을 소비한다면 국가경제에 큰부담으로 작용할 것이므로 사업에 대한 각종평가는 년2회를 넘지 않도록 평가를 제한해야 한다.

  • 정부는 2006년 1월 정보통신 R&D 사업을 확정하고 IT839 전략의 가속화를 중점 추진하는 내용의 투자계획안을 확정하였다. 이를 위해 기술개발에 7,067억원, 인력양성 부문에 1,145억원, 표준화에 335억원, 연구기반조성에 1,078억원 등 전년대비 10.1% 증가한 통 9,634억원을 투입할 계획이다.

A Measure on Technology Transfer Activation of Government-Sponsored Research Institutes Focusing on Companies in Demand: Focusing on the Cases in the K Research Institute (수요기업 중심의 정부출연연구기관 기술이전 활성화 방안: K 연구원 사례를 중심으로)

  • Although the government continues to increase its investment into R&D, the technology transfer or commercialization success rate of the government- sponsored research institutes was lower than the investment. This research suggested the method of successful technology transfer through case study of technology transfer of the government-sponsored research institutes. Based on the case analysis of three types of technology transfer programs (corporate-demand model, technology-based model, and consortium-focused model) conducted by the K research institute, the study explained in detail that the technology transfer method by discovering potential companies in need is more effective compared to the general technology transfer marketing that advertises the technologies obtained by the research institutes to companies. In addition, since the preliminary R&D planning that considers the needs of the companies in demand has positive influences on the results of technology transfer, this study implied the importance of the strategic R&D planning.

Analysis of National R&D Commercialization Policy: An Out-bound Open Innovation Perspective (유출-개방형 기술혁신으로서의 기술사업화 정책 분석)

  • Up to present science and technology (S&T) policy in Korea has focused on producing academic papers and patents through the increase of investment on research and development (R&D). However, as the role of science and technology on boosting national economy has been emphasized and the current government has established 'creative economy' as a main policy agenda, 'technology commercialization' has been moving onto the center of S&T policy. Technology commercialization policy encourages R&D outcomes of public R&D institutions to be utilized in private firms for their new business development, and this concept is in line with out-bound open innovation, in the sense that it involves the flow of technological knowledge from public R&D institutions to private firms. Based on this understanding, this paper analyses government technology commercialization programs and attempts to suggest policy implications. The results suggest that future technology commercialization policy (1) be specialized in a way of reflecting the characteristics of each government ministry, (2) strongly support technology licensing-out, (3) strengthen the linkage between each programs, and (4) nurture expert groups, such as accelerators who can help and foster technology start-ups.
