The purpose of this study is to derive obstacle factors to 'high value vocational training' and to suggest development strategies. The training aims to solve the quantitative and qualitative problems of female employment by providing professional training in high value areas such as ICT, SW and knowledge service. To verify the training to meet these objectives, 48 processes operated in 2018 were analyzed and field monitoring was conducted. As a result of the analysis, problems were identified and improvements were derived in terms of learners management, training course design, field practice operation, and performance evaluation. Based on these results, researchers suggested four ways to develop high value vocational training. First, select learners based on combined talent and second, strengthen the project of linking enterprises and structured field practices. Third, establish a performance evaluation system of its own and manage performance and fourth, expand support for excellent training courses and provide consulting for course development. The results of this study are expected to be used as a reference for establishing policies for high value occupational training. In the future, quantitative research should be conducted to clarify the performance and problems.

As a key infrastructure for positioning autonomous vehicles, HD maps are making efforts to equip autonomous vehicles and connect them with services worldwide. Global companies like Here and TomTom have contracted an agreement with three German automobile companies(BMW, Audi, Daimler) by establishing systems including from the production of HD maps to loading autonomous vehicles. Japan has organized a DMP(Dynamic Map Platform) by collaborating public and private section and performing establishment of HD map on private section-oriented. Korean companies related with autonomous vehicles are also cooperating with various companies such as vehicles, sensors and maps. But public and private sections are establishing HD maps respectively. Accordingly, Ministry of Land, Infrastructure and Transport implemented and signed memorandum for private and public cooperation in April 2019, Joint establishment council of HD map has launched in August 2019. This study performed domestic and foreign trend analysis about HD map and interviewed to related companies. And analyzed solutions for interactive cooperation of private and public section in HD map industry, purposed step-by-step strategy for operation and operation plan for joint establishment council of HD map.
The classification scheme of records indicates a table that intends to express organic relations between records by organizing records and enabling internal order. Although the principles of organic classification have remained in traditional records management environment, they have been changed to "function and business" in the modern times. Therefore, Korea introduced a business reference model (BRM) based on function and business from 2008 and subsequently implemented its operation. However, it has been pointed out that the roles of the classification scheme of records have not been played because the analysis of "Danwigwaje," which belongs to the lowest level of business reference models, is poor. According to this indication, the Gangbuk District of Seoul Special City established a functional classification scheme by executing a business process analysis of "Danwigwaje." First, the record manager carried out analyses on the principles of "Danwigwaje," small function, and "Danwigwaje." Then, the functional classification scheme of "Danwigwaje" was modified by looking into the opinion inquiry process of the treatment department and performing a test operation. Through the case of the Gangbuk District in Seoul Special City, analytical procedures and methods of "Danwigwaje," as well as implications according to the establishment of a functional classification scheme of basic local governments, were arranged in a written format.
This study focuses on the effects of child daycare center teacher's communication skills on group cohesiveness, empathy, and communication satisfaction. For research purposes, 197 child daycare center teachers were selected for survey on communication skills, group cohesiveness, empathy, and communication satisfaction. Daycare centers were categorized into three groups, including national, private, and home centers. Research results displayed that the communication skills of daycare center teachers had effects on group cohesiveness for all three groups of national, private, and home centers. The communication skills of daycare center teachers provided positive effects on group cohesiveness, contributing to accomplishment of organizational goals. In addition, the communication skills of daycare center teachers had effects on empathy for all three groups of national, private, and home centers. The higher level of communication skills of daycare center teachers will ultimately lead to enhanced skills in understanding and sympathizing with children, parents, and other teachers. Third, the communication skills of daycare center teachers had effects on communication satisfaction for all three groups of national, private, and home centers. The higher level of communication skills of daycare center teachers displayed enhanced level of communication satisfaction between children, parents, and other teachers.

This study diagnoses the maturity level of local government's spatial information policy in the face of the digital transformation period. To this end, by using the stratification (AHP) analysis technique, for the spatial information expert group, the importance evaluation is performed along with the selection of measurement indicators of the level of spatial informatization. First, the current status and indicators in terms of spatial information policies of local governments are studied through theoretical considerations. In addition, by examining previous studies, differentiation from this study is presented. In this study, 3 indicators and 18 detailed items of spatial informatization level evaluation indicators could be selected. As a result of the evaluation, the overall importance ranking for the measurement index was 0.125 (12.5%) for the establishment and utilizations of GIS Systems provided by local governments, 0.109 (10.9%) for the quality management of basic spatial information, 0.107 (10.7%) for the establishment and utilization of its own spatial information. 0.073 (7.3%) for the collaboration and sharing within the institution, 0.071 (7.1%) for the operation of education and support system on spatial information, 0.065 (6.5%) for the securing a dedicated organization and professional human resources, and interest at the institutional level were derived in the order of 0.053 (5.3%). The results of this study are expected to be usefully utilized as basic data to evaluate the level of spatial information policies promoted by local governments. In addition, if the local government's spatial information policy is pursued centering on the major indicators derived from the study, it is expected that efficient policy operation will be possible.
This study suggests the necessity and domestic application plan a national authority database that promotes an integrated access, richer search, and understanding of historical information sources and archival resources distributed among cultural heritage institutions through the "Social Networks and Archive Context" project case. As the SNAC project was transformed into an international cooperative organization led by NARA, it was possible to secure a sustainable operating system and realize cooperative authority control. In addition, SNAC authority records have the characteristics of providing richer contextual information about life and history and social and intellectual network information compared to libraries. Through case analysis, First, like SNAC, a cooperative body led by the National Archives and having joint ownership of the National Library of Korea should lead the development and expand the scope of participating institutions. Second, in the cooperative method, take a structure in which divisions are made for each field with special strengths, but the main decision-making is made through the administrative team in which the two organizations participate. Third, development of scalable open source software that can collect technical information in various formats when constructing authority data, designing with the structure and elements of archival authority records, designing functions to control the quality of authority records, and building user-friendly interfaces and the need for a platform design reflecting content elements.

This study analyzes the reality of the overall operating system, such as recognition and satisfaction with school field support work system of the Education Facilities Management Center, recognition level of restructuring of work areas, and the direction of improvement for school facility maintenance support in various types of future learning environments. To analyze the problem of this study, a survey was conducted on 290 education administrative officials in Gyeonggi-do. First, school site awareness and work performance satisfaction of the Educational Facilities Management Center were evaluated as "below average," and it is necessary to improve the qualitative work area that is practically helpful to schools. Second, in the area of organizational operation, it is desirable to avoid simple tasks with a low evaluation of "below average" and to switch to an operating system that improves efficiency. Third, the need for the facility environment area (professionalism, safety) was the highest, but the center's ability and work processing level were evaluated very low as "below average," so it is urgent to improve the center's capacity. Fourth, in the area of social and educational policy change, the center received a high score for the need for access from the perspective of a learning environment linked to future education. Therefore, a policy review on the restructuring and improvement of work areas suitable for this is necessary.

Care farm recently has been introduced as social farm and green care centered on Europe, and has been developing rapidly in the last 20 years. Although it is being introduced gradually in Korea, it is still only at the beginning level, and it does not provide a guide for systematic farm owners' model and operation of the Care farm. In Care farm, advanced countries are making it possible to operate a more common care farm by providing a systematic national guide. By reviewing the literature of these guidelines in advanced countries, the contents are organized to help compose the guidelines for domestic care farm. In Canada, Ireland, the Netherlands, Norway and Finland, the contents of the guidelines for care farm by country can be broadly divided into general matters, how to start a care farm project for farm owners, understanding of target audience, farm organization system, farm management, and farm life. As the demand for care farms increases in Korea as well, guidelines for farm owners should be disseminated to facilitate access to care farms. It is also considered a good way to make a guide by combining it with the medical field, and it seems that it is necessary for the farmer to understand the medical field to some extent.
Private archives are an important indicator of understanding a society that contains various memories, the lives and experiences of members, daily lives, morality, and values. Recently, as diversity has emerged as an important value in Korean society, a number of individuals and communities have been appeared based on different bases and purposes, and the contents, types, and categories of private archives produced from their voluntary activities have also diversified. These private organizations and communities are potential targets for producing and holding private archives, but most of them do not have the minimum infrastructure or system for management of archives, and the foundation for management of archives is weak only to be supported with the voluntary will and activities of the private sector. Therefore, there is a need for a plan to support activities to manage archives suitable for each organization's level while respecting the unique characteristics and methods of the private sector within the national management system of archives. In addition, since it is difficult to solve all issues related to management of archives in the private sector with only a small number of process topics, a cooperative system should be established to sustain activities to manage archives on its own through networks between private sectors. In this study, we intend to propose a 'private archives information network platform (hereinafter referred to as a platform)' as a way to establish a communication and network foundation between private sectors and share resources with each other. Based on the results of analysis of cases of building network between private sectors and expected user requirements, we would like to establish a vision and target model of the platform and discuss ways to continuously operate the platform.

The purpose of this study is to analyze the characteristics and specific elements of successful science classes that pre-service elementary school teachers think. For the study, 61 pre-service elementary school teachers (47 females, 14 males) were recruited as research participants. The data used in the study are mutual evaluation papers prepared during class performances by group and individual. The amount of data was a vast amount of qualitative data with a total of 150 pages, and the research results were derived by inductively categorizing this data through qualitative analysis. The summary of the research results is as follows. First, the factors constituting a successful science class were analyzed into 7 categories (14 sub-categories, 33 sub-elements). The elements that make up a successful science class in detail were analyzed as science subject contents, class management, selection of teaching and learning methods and organization of class contents, teaching and learning materials, understanding of students, understanding of teaching situations, and class-related efforts. Second, it was possible to describe the practical classes of pre-service teachers by collecting the details of the elements that make up a successful science class recognized by pre-service teachers. As seen in the above research results, the characteristics and specific elements of successful science classes recognized by pre-service teachers were identified, and based on this, pre-service teachers will be able to develop support for effective science class operation, and continuous analysis should be conducted.
