Analysis of Actual Duration by Effecting Elements to Duration Estimate - Focused on Standard Duration of the Office Building Construction - (공기산정 영향요인별 실적공기 비교분석 - 사무소 건축공사 공기산정기준을 중심으로 -)

  • It is important to reduce construction duration in private sales and lease business for management of cash now in the owner's aspect. However, because the concept of standard duration hasn't been established in the domestic construction industry, it is difficult to present the standard of duration estimate. To solve this problem, this paper (1) grasped the effecting elements considered in the duration estimate through referring the existing literature related to the schedule management, (2) accomplished a comprehensive research on actual duration based on office buildings through the questionnaire survey and the expert interview, (3) presented the collected research data analyzed by effecting elements as standard duration, (4) compared standard duration with actual duration of countries advanced in construction projects as well as analyzed them, and then (5) raised the necessity of duration reduction in the domestic construction industry.

  • Preliminary scheduling at the initial stage of planning phase is usually performed with limited information and details. Therefore, the reliability and accuracy of preliminary scheduling is affected by personal experiences and skills of the schedule planners, and it requires enormous managerial effort (or workload). Reusing of historical data of the similar projects is important for efficient preliminary scheduling. However, understanding the structure of historical data and applying them to a new project requires a great deal of experience and knowledge. In this context, this paper propose a framework and methodology for automated preliminary schedule generation based on historical database. The proposed methodology and framework enables to automatically generate CPM schedules for airport projects in the early planning stage in order to enhance the reliability and to reduce the workload by using structured knowledge and experience.

  • When we consider the present state of construction delay claim analysis, the delay analysis methods generally used from the abroad construction industries are not applied to our industry. By reviewing the existing methods of delay analysis, this study investigated the important concepts and characteristics of the delay analysis methods. Selection of the delay analysis methods could be decided among 1)As-planned versus as-built comparison method,2)What-if method,3)But-for method.4)CPA method, and 5)DAMUDS method. In order to make clear the characteristics and mechanisms of the analysis methods, this study performed a case study.

공기업(公企業) 민영화(民營化) 정책(政策)의 추진실적평가(推進實績評價)와 개선방향(改善方向)

  • 1994년도 민영화(民營化) 정책(政策)은 효율성(效率性)과 투명성(透明性)의 두가지 뚜렷한 특징을 가지고 있다. 경영효율성(經營效率性)을 제고(提高)하기 위해서 경영권(經營權)을 실질적으로 민간(民間)에 이양(移讓)하는 방침이 뚜렷이 강조되었고, 공기업(公企業) 인수기업(引受企業) 선정과정(選定過程)에서 정부(政府)의 인의성(忍意性)을 배제(排除)하고 투명성(透明性)을 확보하기 위해서 공개경쟁입찰(公開競爭入札) 방법(方法)이 선호되었다. 그러나 주무부처의 산하 공기업(公企業) 민영화(民營化)에 대한 소극성(消極性)과 경쟁입찰(競爭入札) 과정(過程)에서 부각된 재벌(財閥)의 경제력집중(經濟力集中) 심화(深化) 우려로 인하여 1994년도 민영화추진실적(民營化推進實績)은 부진(不振)하였고 향후 민영화(民營化) 추진전망(推進展望)도 불투명하다. 현행(現行) 주무부처위주(主務部處爲主)의 민영화추진체계(民營化推進體系)에 대한 재검토(再檢討)가 요망된다. 매각가격(賣却價格) 및 매각절차(賣却節次) 등에 관한 결정권(決定權)을 가진 독립된 민영화 추진위원회가 설립(設立) 운영(運營)되어야 부처(部處) 이기주의(利己主義)와 반민영화집단(反民營化集團)의 비판(批判)을 극복할 수 있을 것이다. 정부(政府)가 심사(審査)하여 경영권(經營權) 이양(移讓) 대상(對象) 유자격자(有資格者)를 선정(選定)하는 방법(方法)으로는 추진되기 어려운 현실을 감안, 당초의 계획대로 경쟁입찰방법(鏡爭入札方法)에 의한 민영화(民營化) 추진(推進)이 불가피할 것으로 보인다.

The Estimation of Construction Duration for High School Buildings Based on the Actual Data (실적자료에 의한 고등학교 시설 공기산정)

  • The construction duration for any building or facilities such as high school building influence the quality of the building as well as the total cost for them. Since there are no guidelines to estimate construction duration correctly, an employer(or owner) estimate it by their own experience or intuition. Therefore some conflicts related to construction duration happen between contract parties during construction. The purpose of this study is to suggest a predictive model which helps decision makers calculate exact net working days for high school building construction at the early stage of the construction project. To measure net working days for high school construction, 15 data were collected from actual spot in Incheon region. Multiple linear regression analysis was conducted to obtain the model which calculate construction duration for the substructure, the superstructure and the finishing works. total construction duration could be obtained by adding net working days to non working days which would be based on the meteorological statistics for Incheon region since 1974 to 2003.

  • In domestic construction industry, time and cost has been managed separately in most cases. Usually projects are managed focused on cost, so time is not yet managed systematically. Project performance in these managemental situation can not be assessed correctly. This would cause project delay, cost overrun, productivity loss. Therefore it is needed to adopt earned value concept, an approach used in the management and control of project costs and schedules. Using this EV concept through time-cost integration, project can be managed properly based on the consistency, predictability, and reliability of the performance data. This paper proposed time and cost integration process, proper PMT method, and practical performance management model through time and cost integration.

A Study on Normal Project Duration for Water Resource Project (수자원시설 건설공사 표준공기 산정을 위한 기초연구)

  • It is important to have enough design and construction duration for infrastructure projects. However, recent water resource project in Korea shows several problems caused by their fast-tract schedule. National Audit Committee report several water resource projects have quality problems caused by insufficient project duration. Especially, water resource projects such as dam and water pipeline construction should have proper time to secure their structure quality. Normal project duration for these projects should be estimated based on previous similar projects' historical data analysis. However there is no standard model which can estimate normal project duration for water resource projects in Korea. There are several normal project duration estimation models for building project developed by public(LH) and private construction companies. However, there is no proper model for water resource projects. So, this study developed normal project duration model for dam and water pipeline projects using historical data and show application of models.

Case Analysis on Application of Project Delay Analysis Method in Domestic Construction Project (국내 건설공사에서 공기지연 분석방법 적용 사례 분석)

  • Recently, the number of project delay-related claims and disputes in Korean construction projects has been increasing rapidly. This suggests that the domestic construction contract practice, which has traditionally been superior to the client, is changing into a mutually balanced relationship among the contracting parties. The project delay analysis selects the application method according to the type of schedule approved at the start of the construction and how the schedule management was performed during the construction. The most important prerequisite for project delay analysis is that a complete CPM schedule agreed at the beginning of the construction is prepared and the actual progress of such schedule is well documented. This study is about applying the project delay analysis methodology of a case where a contractor claims damages to a client while constructing a large new private building construction project. In this study, it is determined whether the application of the as-planned analysis method is appropriate to the incomplete CPM schedule and then proposes the as-planned vs. as-built analysis method based on the new standard as an alternative. Next, apply the as-planned vs. as-built analysis method to the schedule in the case project, and then compare it with the result of the as-planned analysis method. The purpose of this study is to suggest a project delay analysis method suitable for the domestic schedule management practices, so that it can be used as a meaningful reference in project delay disputes and litigations of domestic construction projects.

  • Construction companies have been interested in the construction duration which importantly affects the performance and the success of the construction projects in accordance with the systemic changes such as five days per week system, introduction of construction duration reduction bidding system and post sale system nowadays. It is also very important to estimate and forecast properly the construction duration as the construction companies compete for the projects in the situation of construction market reduction and the lowest bidding system. Recognizing the importance about the construction duration, the researches about comparing and analyzing or estiamting the construction duration have been performed. However, comparing studies about the construction duraion have been limited to the apartment and office building in domestic area. Many studies about forecasting construction duration have been performed through stochastic analysis and simulations. Little research has been addressed the comparison analysis of the real construction duration about the mix-use building and officetel building which occured according to the changes of the building requirements. Therefore, the objective of this study is to compare and analyze the real construction duration and the hypothetical construction duration about the mix-use building and officetel building of the domestic companies. Moreover, we select the most competitve construction company to get the strengths and analyze the competitive advatages of the construction companies about construction duration.
