A Improvement Plan for Fire Fighting Activity of Rack- Type Warehouse Based on Case Study and Field Interview (사례분석과 현장인터뷰를 통한 적층형 대형창고 소방활동 개선방안 연구)

  • Purpose: The purpose of this study is to suggest a systematic improvement plan for strengthening fire fighting ability of domestic rack- type warehouse buildings. Method: A fire case of small warehouse with sandwich panel structure and four design review of large warehouse with fire endurance structure were analyzed. Also, interviewed a group of 11 fire fighters who had 20 years field experience. Results: A provision of mobile equipment for initial fire fighting, accessibility of more than three sides, installation of internal entrance windows, proper placement of outdoor fire fighting equipment, image processing of fire site informations, and provide more incentives on the field commander are main factors of improvement plan. Conclusion: Effective standard operation procedures (SOP) and safety standards should be established and applied for each stage of the dispatch and on-site response considering the fire characteristics and risk factors of each warehouse by scale.

The Relationship Between Fire-fighter's Resilience and PTSD (소방관의 회복탄력성과 PTSD 관계 분석)

  • This study is to improve fire-fighter's mental health by examining the relationship between fire-fighter's resilience and PTSD. The research question of the present study are follows. First, is there any relationship between fire-fighter's demographics and PTSD. Second, is there any relationship between fire-fighter's demographics and resilience. Third, is there any relationship between fire-fighter's resilience and PTSD. The instruments for collecting data of the study were KRO-53 and IES-R-K. These tests were administrated to all of the subjects of the study. The results of the study are as follows. First, fire-fighter's demographics except for department have an influence on PTSD. Second, fire-fighter's counselling experience has an influence on resilience. Third, fire-fighter's resilience has an influence on PTSD. Specially, self-regulation of resilience subtypes has an influence on PTSD. From the above results, The study proposed the following; to prevent PTSD, It is necessary to have specific working system, have specific counseling system, consider individual resilience in selecting fire-fighter and placing department.

  • This study seeks to find ways to improve the volunteer fire brigade as the role and importance of the voluntary fire brigade, which can prevent various disasters including fire at all times and respond most quickly in case of disaster, increases. As a result of analyzing and deducing the problems of the current legal, administrative, and financial aspects of the volunteer fire brigade for this study, first, as a legal improvement method, it is necessary to raise the status of the volunteer fire brigade mission, flexible operation of the garden, and increase the professionalism of education and training. should be improved Second, as an administrative improvement plan, it is necessary to reorganize the character of the volunteer fire brigade, expand its role as a regional disaster prevention leader, enhance the professionalism of the volunteer fire brigade selection process, and expand the number of volunteer fire brigade members through group membership rather than individuals. Third, as a financial improvement plan, it is necessary to introduce appropriate remuneration and severance pay for volunteer firefighters, and insurance to be covered in case of injury or injury.

  • In Seoul, there are lots of skyscrapers that have above 60 stories and buildings that have more than 8 basement levels, as well as massive distribution complex region which is connected to subways, departments, malls, hotels, and exhibition halls. When an accident, such as fire and explosion, happens in these areas or structures, if we can't find where fire-fighters are, who go into the building to suppress the fire, we couldn't be sure of their safety as well as effective command. Actually, it may cause much more damage itself and restrict either fire suppression or lifesaving. To protect people's life and properties as much as possible, this study will show the method to construct system of disaster-management supports with effective operation of fire force and scientific fire strategy in the scene by using Ubiquitous technique to enormous disasters.

  • Due to the city concentrated symptoms, high-rise building symptoms and diversity, the scale of fire disaster is increasing. So the economic expectation of fire disaster industry is growing. The domestic fire industry has an inadequate system, and hasn't a methodical system to foster the industry. And also most of the fire industry company are small and poor scale. So they haven't enough infrastructure like technical skill, manpower, marketing and so on. In order to drive fire industry from local fire protection industry to knowledge service, in this study, the items of human resources fostering, infrastructure and R&D were set and analyzed as detailed growth analysis factors. Also, the improvement plans were suggested and compared with IT industry which is defined as core industry in the 21st century knowledge-based economy in Korea.

  • 서울에는 지상 60층이 넘는 초고층 건물과 지하 8층 이상의 초심층 건축물. 지하철과 상가, 백화점, 호텔, 전시장등이 연결된 대규모 복합유통시설 지역 등이 있다. 이런 지역이나 시설에서 화재와 같은 재난사고가 발생시 진압작전을 위해 투입된 소방관의 위치를 제대로 파악할 수 없으면 투입된 소방관의 안전은 물론 효율적인 지휘통제가 제한되어 결국 더 많은 자체 피해와 더불어 화재 진압 및 시민 구조에 제한을 받을 수밖에 없다. 이러한 대형재난에 유비쿼터스 기술을 활용하여 투입한 소방력의 효율적인 운영과 과학적인 진압작전을 구사하여 시민의 생명과 재산을 최대한 보호할 수 있는 재난대응지원 시스템 구축방안을 제시하였다.

  • Purpose: The purpose of this study is to present step-by-step countermeasures to prevent fires in sandwich panel warehouses and to enhance on-site fire response capabilities. Method: Interviews of firefighters related to fire sites, advice from fire experts, and experiments on protection performance were conducted to draw up measures for each element to strengthen on-site response capabilities. Result: The fire safety management checklist for warehouse fire safety managers and the installation standards for wall protection of sandwich panel warehouses are presented. In addition, Standard Operational Procedures(SOP) for fire application of sandwich panel warehouses were established for firefighters on-site. Conclusion: Through this study, step-by-step fire safety measures were established for preventing, protecting and suppressing fires in sandwich panel warehouses.

Consciousness of Fire Officers and Improving the Working Conditions (소방공무원 의식과 처우개선에 관한 연구)

  • This research intended to show a reasonable way to improve working conditions of fire officers in Korea. It shows that fire officers have dignity of their social roles even though they have the unfairness in a work time, rewards, promotions and opportunities of overseas training compared with those of other government officers. The unfairness needs to be solved. In addition, there are more demands in fire fighters, but part of a regional government system already composed of 64.06% of fire officers, which means, there are too many fire fighters in one regional government. Therefore, it is difficult to employ more fire fighters. This is one of barriers to prevent from improvement of the working conditions. To improve the working conditions and to overcome the barriers, there are important solutions to counter the problems. Those are application of alternative policies and systems. Compared with the employment system and workload of fire officers in USA, Japan and other advanced countries, it is necessary to introduce alternative policies which include operation of partial three-shift system, expansion of oversees training, expansion of rotational-off system and improvement of employees' welfare policies.

A Study on the Emergency Medical Service Demand and Fire Service Force (구급서비스 수요와 소방력에 관한 연구)

  • This study was to investigate emergency medical service demands, fire service force of local governments, and relationship between these two factors for developing effective prehospital emergency medical services. For this, this study was measured the ratio of the number of patients transported and residents, ambulances and residents, patients transported and ambulance workers of 16 local governments. And then examined hypotheses. Data were collected from 2000 year to 2010 year. This study results indicated that average number of patients transported are significant differences not only between metropolitan district and general district, but also between capital area and non-capital area. And this study indicated that the fire service force are significant differences not only between metropolitan district and general district, but also between capital area and non-capital area. Also, the numbers of patients transported per ambulance, and the numbers of patients transported per ambulance worker were significant by regional groups. The number of patients transported per ambulance was a significant difference between the first half and the second half, but there was not a significant different the number of patients transported between the first half and the second half.

A Study on Safety Policies Toward Aging Society (고령화사회를 대비한 소방방재정책에 관한 연구)

  • Korean society became an 'aging society' in 2000 years with a population of 65 years and over occupying $7.2\%$ of the whole population. And we expect that a population of 65 years and over will occupy $14.4\%$ in 2019 years, so Korean society will enter into an 'aged society' Older adults can't react correctly and rapidly to the disaster due to the decline of the physical function, therefore victims of older adults due to the disaster will increase as much as aging proceeds. For reducing sacrifices of older adults due to the disaster, 1 suggest that the propulsion of the disaster service policy for disaster week people like older adults, the policy of minimizing casualties due to fires, reinforcement of fire resources and enlargement of disaster services in rural communities, offering information about disaster services and reinforcement of functions of public relations, making new connection systems (e.g. educating welfare and post officials as volunteer fire officials), supplement of fire fighters, and the policy of lightening fire equipments.
