A Convergence study for the Shorten of Pre-hospital Emergency Medical Response Time in Vehicle Accident (차량 사고에서 병원 전 응급의료 대응시간 단축을 위한 융합연구)

  • The purpose of this study was a convergence study to find a way to shorten pre-hospital emergency medical response time in vehicle accident. This study analyzed the factors of hospital emergency response time by utilizing weather, road type, accident type, and rescue response to 353 vehicle passengers who visited the three emergency medical centers from January 1, 2011 to July 30, 2016 in Korea In-Depth Accident Study. The results of the study showed that the highway used the most time to prehospital emergency medical response time and was a factor affecting the overall time (${\beta}=.543$, p<.001). In order to shorten the emergency medical response time in highway, the operation of emergency services on the highway, the active use of emergency turn road and the automatic emergency rescue service with individual devices were proposed.

  • There are many facilities, such as facilities for high pressure gas storage and systems related to high pressure pipes, to handle hazardous materials in energy industries. Because the foundation of the proper risk analysis and management system has not been established, there is the possibility of an accident and Korea has met higher accident rate than developed countries. These accidents in energy facilities could cause great damage to facilities including the surrounding area, We have conducted the present research in order to systematize the emergency response system (ERS) using a lot of information on the degree of damage in an accident by consequence analysis.

  • 방사능 물질의 장거리 수송 예측을 위한 확산 모형은 유독 물질이나 방사능 물질 누출 사고시, 비상 대응을 위해 중요한 도구로 사용되고 있다. 이 결과의 신뢰성을 확보를 위해서는 모형의 이론 체계와 입력자료로 이용되는 예측 기상장의 정확성과 신속성이 중요하며, 이를 위해 미국, 유럽 둥에서는 1980년을 전후하여 모형 체계 개발에 착수하였고, 현재는 현업에서 운용되고 있다(Lee et al., 1997; J.   • There has been increasing the possibility of occurring the marine accident and become bigger the extent of damage with the growing number and high speed of ships. Also, there were tremendous loss of lives and properties in accidents of Hebei spirit in 2007 and Cheon Ahan war ship in 2010 with the insufficient salvage response and the lack of emergency response systems. When a ship has suffered an incident, the best way of preventing damage or pollution from its progressive deterioration would be to providing a place of refuge and to repair the damage rapidly. Therefore, it was examined the recent collision accident broken out near the Nam-Hae, and then suggested that it was necessary to be improved of the domestic salvage systems. It requires the procedures of providing a place of refuge, and the towing support system which make the damaged ship moved to the safe area, and joining of the ISU.

  • Wireless mesh networks for public safety and disaster have been developing in a direction from TETRA(TErrestrial Trunked RAdio) to take advantage of the Public Safety-LTE(Long Term Evolution) technology. In Korea, the Disaster Safety Network Building Project has been promoted in order to unify disaster communication systems among disaster response agencies. In this study, the trends of the network construction for national disaster communication and corresponding representative cases of overseas have been analyzed. Through this process, the disaster communication area in line with the purpose of communications. As a result, the disaster communication can be divided into five distinctive areas: the control, the response, the on-site, the victim and the alarm communications. Based on the re-designed communication areas, quality requirements have also been re-organized in this study. Ultimately the construction method for the Disaster Communication systems without exclusion zone will be presented.

  • Equipments that can transmit maritime distress signals in accordance to Global Maritime Distress Safety System are the followings: A1 water(Very High Frequency, SART), A2 water(MF/HF Radio Equipment), A3 water(INMARSAT), A4 water(Emergency Position Indicating Radio Beacon). Institutions with the capacity to receive distress signals are Korea Coast Guard affiliated radio stations, patrol ships, Rescue Coordination centers, Vessel Traffic centers, Complex problems regarding repetitive distress alarms, inaccurate statistics, multiple control towers are existent. Consequently, effective measurement to resolve dispersed operating maritime distress signal system are in time of need. Moreover, current KCG Headquarter is considering to integrate five distress radio stations dispersed across nation into a single international safety communication center. The integration of radio stations are efficient in terms of information coordination between nations, however, it cannot support efficient response to real-time maritime incident. Therefore, in this study, a new system that can rapidly response to real-time maritime incident will be proposed.

  • This study is based on Degree of Recognition and AHP surveys for experts, this study investigates changes in the demand of seafarers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships(MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in seafarers' skills. It also analyzes and proposes a plan for cultivating seafarers accordingly. As a result of Degree of Recognition and AHP analysis, it is analyzed that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but jobs such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore based control.By evaluating the importance of change factors in the duties of seafarers in Maritime Autonomous Surface Ships, this study provides information on seafarers educational institutions response strategies for nurturing seafarers and prioritization of resource allocation, etc. The importance of factors was compared and evaluated to suggest changes in the duties of seafarers and methods of nurturing seafarers according to the introduction of Maritime Autonomous Surface Ships.It is expected that this study is meaningful as it systematically derived the duties and competency factors of seafarers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

  • This paper suggests to standardize railway accident restoration types as the code and standard operation system for efficient railway accident management. First of all, the damage types of have been carefully analyzed and reclassified. This study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, this study suggested procedures to make the standard operation system of emergency restoration, defined the worst case of emergency restoration and the important events. Therefore, the standard operation system of emergency restoration is developed. It shall play a major role as the database system for railway accident management, minimum of damage and rapid control of accident.

  • 도시철도 운영기관에서 사용되는 감시카메라 및 센서의 수는 운영기관마다 수천 개 이상에 이르고 있으며, 그 수는 지속적으로 증가하고 있다. 역사 시설뿐만 아니라 현재는 차량 내에도 카메라 및 센서를 설치하고 있거나 설치할 예정이다. 또한 도시철도의 안전에 대한 요구가 증대되면 될수록 이러한 안전설비는 증가할 수밖에 없다. 그러나 현재까지 이렇게 많은 곳에 설치된 카메라 및 센서들과 안전 설비를 효율적으로 관리할 수 있는 방안은 없다. 아직까지 폐쇄회로 텔레비전에 의존한 수동적인 감시체계에서 벗어나지 못하고 있으며, 각종 센서 등도 독립적으로 기능을 수행하고 있어 기능의 중복투자 및 비상시 종합적인 판단을 하기에는 한계를 가지고 있다. 또한 새로운 안전시스템과 기존 시스템과의 호환성 및 확장성 등에 문제를 발생시킬 수 있으며, 종합 관제실 등에서도 종합적인 판단을 실시하고 상황발생시 즉각적인 대응을 하는 데는 많은 문제점을 가지고 있다. 이를 위해 본 논문에서는 도시철도 운영기관별 정보통신시스템 현황 및 종합감시시스템 발주사양서를 비교 분석하여, 도시철도 종합감시시스템에 대한 표준규격을 도출하였다.

  • 최근 국내에서 일어난 '9 15 전국규모 정전사태'를 통해 우리나라가 대규모 정전에 대해 얼마나 무방비한 상태인지 인지하게 되었고, 본 연구는 향후 대규모 정전 시 피해를 최소화 하기 위해 설문조사를 통해 데이터를 수집하였으며, 이를 PASW 18을 활용하여 통계적 해석을 실시하였다. 연구의 결과는 향후 대규모 정전에 대비한 관리체계 연구에 활용될 것으로 기대된다.
