Paternal Childcare Time for Preschool Children and Its Determinants on Working and Nonworking Days (미취학자녀를 둔 아버지의 근무일과 비근무일의 자녀돌봄시간과 영향 요인 - 맞벌이 여부 및 돌봄유형별 차이를 중심으로 -)

  • This study analyzed 2019 time survey data from the National Statistical Office to examine the childcare behaviors of fathers with preschool children and their determinants, considering types of care and working/nonworking days. The main results of this study are as follows. First, paternal childcare time of nonworking days was three times more than that of working days, and the participation rate was also higher on nonworking days. Second, there was no significant difference in the amount of time spent on primary care and developmental care by fathers, whether from dual- or single-income families. Third, it seems that fathers adjust their participation in childcare between working days and nonworking days in consideration of the mother's time availability. Fourth, the variables related to childcare needs had a significant influence on paternal childcare time on both working and nonworking days. Fathers' developmental care time was not explained by the independent variables entered into the regression analysis. As a result of the study, it is necessary to reduce fathers' working hours and increase family-friendly systems to increase fathers' participation in childrearing. Fathers' perception of parental responsibility must also be changed.

The Effects of Personal and Social Coping Resources of Mothers on the Stress of Caring Adult Children with Developmental Disabilities (어머니의 개인·사회적 대처자원이 성인발달장애인 자녀의 돌봄스트레스에 미치는 영향)

  • This study is to reveal the effects affecting mother' coping resources on caring stress of mothers caring for adult children with developmental disabilities. The research data was collected from the service users recruited from two disability organizations and the disabled community welfare centers in South Korea. The survey was limited to mothers caring for adult children with developmental disabilities over the age of 18. The samples of the study consisted of 119 mothers. The data were analysed through SPSS statistical program. It was used for the analysis method of Frequency analysis, T-test, ANOVA and Step wise regression. Analysis results are as follows: the family support and friend support of social coping resources is affecting in caring stress of mothers. Also, the mothers who is working are more caring stress than unemployed mothers and the mothers who is between 50age and 54age are more caring stress than the mothers of under 49 age. Based on these results, I proposed the idea of several programs for social work practice for community welfare centers based on the results.

The Impact of Child Care Type on Infant's Developmental Outcome: Focusing on the Care Type of at Home Nurturing and Daycare Center (영아기 돌봄유형이 영아발달수준에 미치는 영향에 관한 연구: 가정내 돌봄과 어린이집 돌봄의 비교를 중심으로)

  • The purpose of this study was to investigate the effect of child care type on infant's developmental outcomes assessed by K-ASQ, focusing on the child-centric role of nurture policy. For this, this study categorized child care type into types including home nurturing, child care center, and subtypes of each category. The findings of multiple regression analysis using the first-third wave data of Panel Study of Korean Children(PSKC) are as follows. First, the child care center experience had rather positive effect on the development of all abilities in the infants comparing to home nurturing. Second, the time of attending child care center was differently related to the development of motor, communication, and personal-social skill in infanthood. Finally, the accreditation of child care showed a difference only in terms of social development of infants. In conclusion, even if the experience of using child care center has positive impact on infant's developmental level, it is still in need of improving service quality such as reinforcing accreditation system.

Child Care Time, and Perceptions of and Satisfaction with Time Use, of Fathers and Mothers in Dual-Income Families with Preschool Children (영유아 자녀를 둔 맞벌이가정 아버지와 어머니의 자녀돌봄시간과 시간사용 인식 및 만족도)

  • The purpose of this study is to compare the child care time, as well as the perceptions of and satisfaction with the time use, of fathers and mothers in dual-income families with preschool children. 444 time use data were gathered from the Statistics Korea Life Time Surveys in 2019. The results of this study are as follows. First, the total child care time of the two parents per family on a working day was 72.1 min on average, and more time was spent on primary care than on developmental care. Second, the father's child care time on a working day was 40.8 min on average, and the mother's time, almost three times more-110.3 min, which show a significant difference. By type of care, the mother's care time was about three times more than that of father for primary care, and about two times more for developmental care. Third, the mother's primary care time differed by household income level, and the primary care time of both fathers and mothers differed according to the number of their working hours weekly. Fourth, both fathers and mothers felt somewhat tired and had a time deficit, but mothers were less satisfied than fathers with the division of household tasks between them. To encourage fathers' voluntary participation in child care, they must be informed of their joint responsibility with their spouse as parents must be emphasized under the term "co-parenting." It is necessary to expand systems that support parental care and promote a family-friendly culture in workplaces to guarantee the rights of parents.

Trend in Paternal Childcare Time for Preschool Children in Korea from 2004 to 2019 (아버지의 미취학자녀 돌봄시간 변화 추이 분석(2004-2019))

  • Recently, the importance of the fathers role in the care of young children has been emphasized in Korea for the balance of childcare responsibilities between mothers and fathers. This study investigates the trends in paternal childcare in Korea over the last 15 years. Childcare is divided into primary and developmental care and fathers's Childcare time and participation rates are inverstigated for dual- and single-income households. Data are collected from the four waves of the five-yearly Statistics of Korea Life Time Surveys between 2004(t1) and 2019(t4) including the workday time diaries of fathers with preschool children(n1=2,264, n2=1,242, n3=959, n4=952). Three major results are identified. First, paternal childcare time and participation rates have increased with dual-income fathers spending 24 more minutes a day with their young child(ren) in 2019 than in 2004, which is nearly double. Second, in the analysis of fathers' childcare time use and participation rates comparing primary and developmental care, primary care is found to have increased more than developmental care, especially among dual income fathers: this further exhibits a reversed relation between primary and developmental care over time. Third, the determinants of paternal childcare time are fathers' age, market labor time, commuting time, gender equality consciousness, and education. In particular, market labor time was significant in all four waves, while gender equality consciousness is only significant for single-income fathers. Based on these results, a specific agenda is provided for family-friendly policies to improve the balance of childcare roles between fathers and mothers, especially encouraging increased(significant and sufficient) participation of fathers in primary care activities.

An exploratory study on family support plan regarding caregiving burden experienced by mothers of adults with developmental disabilities (성인기 발달장애 자녀 어머니가 경험하는 돌봄 부담감에 따른 가족지원 방안 탐색)

  • The aim of this study was to suggest family support plan based on the results of this study in order to reduce or buffer the caregiving burden experienced by mothers of adults with developmental disabilities. This study conducted in-dept interview targeting 5 mothers of adults with developmental disabilities using daycare center operated by 2 rehabilitation center for the persons with disabilities and 3 social welfare center in B metropolitan city. The caregiving burden experienced by participants were classified into 3 categories, 9 sub-categories and 19 subjects. The family support plan for reducing the caregiving burden of adults with developmental disabilities and their families were discussed and political and practical plan were suggested based on the results.

  • Daytime activity services based on community care signify 'participatory integrated community care service' fused with diverse forms of community participation and care for adults with developmental disabilities after school graduation. They have the characteristics of lifelong care by life cycle in that adults with developmental disabilities 18 years and older receive daytime care and community participation programs. The purpose of this study is to examine community care based daytime activity services and to search for vitalization plans for daytime activity services that must unfold in the future for care programs that can be meaningful social participation opportunities for adults with developmental disabilities. Through literature review, we analyzed the state of daytime and social activity of adults with developmental disabilities as community care.Based on these findings, we devised ways to improve the daytime activities for the significant daytime of adults with developmental disabilities. At this, it proposed an increase of activity support vouchers, daytime activity service time expansions, expanded budget formulation for an increased number of daytime activity service subjects, expanded applications for the prioritization of the 20% of those with the most severe developmental disabilities and the composition of separate teams, and the role reinforcement of support centers for people with developmental disabilities.

An exploratory study of differences in the relationship between social support and caregiving self-efficacy among mothers of persons with intellectual disability across the life span (지적 장애인을 자녀로 둔 어머니의 사회적 지지가 돌봄 자기효능감(Caregiving Self-Efficacy)에 주는 영향: 장애인 생애주기의 조절효과에 대한 탐색적 연구)

  • This study investigated the relationship between social support and caregiving self-efficacy among 530 mothers of persons with intellectual disabilities in their childhood(age 3-12), adolescence(age 13-18), and adulthood(age 19-35), exploring the moderating effect of the life span affiliation of the children with disabilities. The analysis revealed that greater perception of social support predicted higher level of caregiving self-efficacy for all the mothers. However, the moderating effect was detected indicating that there were differences in the effects of social support on caregiving self-efficacy across groups. Although social support was found to have some positive effects on caregiving self-efficacy for each group of mothers of both adolescents and adults, no effects for a group of mothers of children. These findings suggested that greater emphasis be placed on the expanded provision of social support for families of persons with intellectual disabilities in their developmental stages following the childhood.

Major Factors Influencing the Usage Needs for the Adult Guardianship System in Parents of People with Developmental Disabilities (발달장애인 부모의 성년후견제도 이용욕구에 영향을 미치는 요인)

  • The purpose of this research is to investigate usage related predictors to activate Adult Guardianship System of People with Developmental Disabilities. To achieve the purpose of this research, we have analyzed the survey of parents of People with Developmental Disabilities usage needs for Adult Guardianship System which is based on the Andersen's behavioral model. The study utilized data from 2011 Welfare Needs Assessment of Seoul middle and senior-aged Family with Developmental Disabilities, and the analysis method, the study applied used SPSS 22.0, frequency analysis, descriptive statistics analysis, logistic regression analysis. According to the result, the usage needs for Adult Guardianship System increases meaningfully if the parents does not have occupation, and the subject of Adult Guardianship System is male. In income and the social security system wise, the usage needs for Adult Guardianship System show remarkably large rating if the average income is high and the desire to be cared by others is high. But in case of People with Developmental Disabilities, communication skills, the degree of disability, burden of caring does not have effect on the usage needs for Adult Guardianship System. The conclusion for this research is, first, to activate vigorous usage of Adult Guardianship System, the government intervention is required. Second, the following study is needed to explain to the concept of the needs caring by others and the cultural factors relating to the usage needs for Adult Guardianship System.

Familialism And Typology of Family Policies (가족주의와 가족정책 재유형화를 위한 이론적 논의)

  • This article attempts to discuss the childcare regime through examining the way familialism is expressed in society. First of all, this study reconceptualizes familialism and familism. From this conceptualization, this paper argues that although familialism is partly related with the level of development in a welfare state, familialism determines the way of welfare provision. Especially, family policy models are classified into 6 different typologies based on four concepts: defamilialization, familialization, public, and private. According to this discussion, familialism in child care is not simply the result of underdeveloped welfare in Korea. Rather the familialism is deeply rooted in the current socioeconomic circumstance and traditional culture in Korea. This implies that despite of expanding the institutional infrastructure of public childcare, the characteristic of Korean childcare regime would not be the same as the Nordic childcare regime.
