The participants were 199 in-home child-care providers who worked at two cities in G province. Using a structured-questionnaire, the data were collected from December 2019 to January 2020. The data were analyzed using the IMB/SPSS 25.0 program. The collected data were analyzed using descriptive statistics (frequency, percent, mean, and SD), a t-test, ANOVA, Scheff test, Pearson Correlation Coefficient, and multiple regression. The mean score for safety knowledge, safety awareness, safety efficacy, and safety practices were 0.64 (SD, 0.09), 1.92 (SD, 0.37), 4.18 (SD, 0.51), and 2.55 (SD, 0.36), respectively. Safety practices were positively correlated with the safety knowledge (r=.14, p=.042), safety efficacy (r=.43, p<.001), and sub-factors of safety efficacy, self-regulation (r=.32, p<.001), enlisting social support (r=.40, p<.001), and controlling the environment (r=.39, p<.001). Enlisting social support and controlling the environment, sub-factors of safety efficacy were influenced safety practices significantly and explained 20.0% of the variance. Based on these findings, it will be necessary to develop a program that can enhance their safety efficacy for safety practices of in-home child-care providers.

There were significant differences in perception of the service fee among the family types: the 'Da'-type families tended to perceive that the service fee was expensive and not cheaper than the similar services provided by other organizations. 2. The 'Ga'-type families scored significantly higher than the 'Na'-type families and the 'Da'-type families on satisfaction in service, and higher than the 'Da'-type families on loyalty to the service. 3. The participants for the study were three childcare (IDOLBOMI), three parents who were provided with IDOLBOMI, two practitioners, and three professors related to IDOLBOMI. The data was collected by interview and a phone survey and analyzed qualitatively. The results and several suggestions were follows: First, IDOLBOMI loved to take care of children, felt proud of the job, and thought the work was worthy. The result can help future IDOLBOMI when they are recruited and trained; Second, IDOLBOMI wanted income security at least, which means that the basic activity fee for the IDOLBOMI should be compensated by government; Third, most of the parents who experienced the service were generally satisfied with that, but they wanted the quality of nutrition, hygiene and the quality of play to be developed for children. Therefore, the management of the center and maintenance of education are needed constantly for the IDOLBOMI system; Fourth, the parents who needed the service thought the cost of IDOLBOMI was expensive. Expenditure support should be sought for the parents; Finally, the group of professionals had difficulty in securing the quality of childcare support services. For the future, it is necessary to increase the educational budget, manpower resources, and PR budget for IDOLBOMI.

  • As a case study in the field of policy implementation research, this study focuses on how the logic of consumer choice and provider competition operates on the front line of policy processing. To find the implementation process of the program, 39 interview data were analyzed, including voucher users, care workers, social workers in 4 agencies and local public officers in one of the district in Seoul, and relevant officials from the Ministry for Health, Welfare and Family affairs and the Center for Social Service Management. The main results are as follows: In the level of policy implementation, user choice and competition, which was the main logic behind the implementation of the voucher program, did not occur as expected by policy makers. Instead of user choosing his/her provider, it was found that the providers were choosing its users. Secondly, the case study found that providers have formed a caucus which allocated the local users equally amongst the providers. In this process, local public officers have supported the meeting by providing them with a list of users. Such results may be interpreted as a habitual execution from the tradition of supply-side subsidy, rather than the way of implementation in the market system. Thirdly, although voucher users could not choose their preferred agency in the first stage of service, some other choices exists so that users may choose their preferred care-giver and time for service. Finally, the change of agency and care-giver in the way of delivering services were observed.
