Qualitative Equity of Neighborhood Parks in Daegu According to Socioeconomic Status (사회경제적 지위에 따른 대구시 근린공원 질적 가치 형평성)

  • In terms of environmental justice, urban parks play a pivotal role in imperative amenities allowing for physical activity. The reasonable distribution of urban park services must be considered in terms of community demand and the context of the park. The purpose of this study is to analyze the inequity of qualitative park service according to the socioeconomic status(SES) in Daegu. The qualitative service was assessed for 82 neighborhood and walking-distance parks by utilizing the NGST(Neighborhood Green Space Tool). The inequity was analyzed by SES variables(ratio of basic living recipients, ratio of single-parent families, average housing sales, dilapidated dwelling ratio, and park area per capita). The features of the qualitative equity in Daegu is as follows. First, urban park planning in Daegu is in parallel with the development of residential areas rather than the local policy. The development pattern of parks stretching from center of the city to outskirts clearly dissociates the city based on socioeconomic status. The parks in the center are relatively old and poorly managed. Second, overall neighborhood parks lacked recreational facilities. The facilities are significantly influenced by the housing values around them. The lower the recreation facility score, the higher the floor gradient of the urban parks constraining physical activities. Third, the quantitative supply of parks has nothing to do with the quality of the urban parks. Green space distribution is highly dependent on natural park areas, so the park area per capita cannot be a standard for assessing qualitative equity.

Creation and Management of Urban Green Field based on Carbon Emission Reduction (탄소배출 저감형 도시 그린필드의 조성 및 관리방안)

  • The purpose of this paper is to suggest the method of creation and management of urban green field based on carbon emission reduction. For a case study, Daejeon Metropolitan City in Korea was chosen. For the study, the relevant concepts of green field and carbon emission plans are reviewed as a theoretical research, and current problems of the urban green field are surveyed focused on metropolitan cities in Korea. Implementation plans of park and green in Daejeon Metropolitan City were analysed in the aspect to carbon emission reduction, climate change responding and urban green field expansion. Finally, as a result of the study, the method of creation and management of urban green field based on carbon emission reduction in the perspectives of urban structure change, green field network, conservation of green field and relevant institutions are suggested.

Assessment of Contemporary Urban Parks in Korea - Satisfaction and Landscape Images - (현대 대표 도시공원에 대한 평가 - 만족도 및 경관이미지 특성을 중심으로 -)

  • The purpose of this study is to classify and assess the characteristics of urban Korean parks by on-site park users' reactions, such as satisfaction, preference and cognitive image of the park and park facilities. The park facilities are classified into five types of satisfaction: management status, activity facilities, convenient facilities, circulation and density, and landscape facilities. The park users are satisfied with conversation, rest and relaxation in the parks, but not satisfied with studying and nature experience. The behaviors in the park are classified as park activities, emotional and experiential activities, and nature activities. The results indicate that the images of the parks are stable, comfortable and natural. There are three factors to classifying the park images: nature-harmony, openness, uniqueness. Preferences for each parks are generally good. According to the criteria such as satisfaction of park facility, behavioral satisfaction, images and preference for each park, the 12 parks are divided into 5 different types: multi-purpose park, well-balanced park with natural elements, urban open space, park to be improved, and ecological park. The characteristics of each park was analyzed and categorized. This study dealt with only the parks in Seoul and its environs, and the survey was only done during the summer season. Therefore, further research is necessary to enlarge and generalize the results of this study, considering seasonal and regional variations.

Trail Deterioration and Distribution Characteristics of South-North Green Corridor in Incheon, Korea - A Case Study of Mountainous Type Urban Natural Parks - (인천시 남북녹지축 탐방로의 분포와 훼손특성 -산지형 도시자연공원을 사례로-)

  • The purpose of this study is to examine distribution and damages of the trails of inquiry of urban natural parks. Those parks were located at south-north green corridor at Incheon being mountainous type of urban natural parks that were core area of urban ecosystem preservation to of urban natural parks that citizens recently made use of them as nature experience type of leisure and recreation place from time to time, and to supply basic material deciding on the ways to improve the trails of nature preservation type. The survey sites included Geyang Park, Baekma Park, Yaksa Park, Munhak Park and Cheongryang Park. The number of main trails was 42 at Geyang Park, 43 at Baekma Park, 9 at Yaksa Park, 28 at Munhak Park, and 22 at Cheongryang Park, and it was excessively more than optimum needed: The number of branch trails of the parks seemed to increase. The bared trail width in average of the roads was 3.5m, while maximum depth in average was 21.3cm. The trails were thought to be deteriorated rapidly without systematic maintenance. The 5th and 6th grade of the impact rating class that required restoration because of serious deterioration occupied 19.6∼78.0%. Based on the findings, the study suggested ways to improve and manage the trails of inquiry of urban natural parks that were placed at south-north green corridor at Incheon.

Analysis on the Use Characteristics of Citizen based on Urban Green Spaces Type - Focuses on Suwon-City - (도시녹지 유형에 따른 도시민의 이용 특성 연구 - 수원시를 대상으로 -)

  • The importance of green spaces in the city is growing each day. Local governments are taking charge of park development works that are having difficulty in developing and managing urban parks due to high land value as well as a shortage in finances. This is even though an urban park is defined as an urban planning facility and the law provides park area per person. Civil residents, meanwhile, are using not only urban parks provided by law but also other green areas such as rivers, reservoirs, and school playgrounds because they recognize urban green areas by the concept of use. In this study, accordingly, urban green areas were sorted into two types, urban parks, parks provided by law, and other green areas, and the difference in use pattern and use satisfaction by type was analyzed. As a result of analysis, there was no remarkable difference between the two types. According to such results, it was found that it is necessary to include other green areas, such as rivers, reservoirs, school green areas, and apartment green areas in addition to the current park green areas provided by law when park area per person is calculated, and such calculation of urban green areas reflecting local characteristics can reduce local governments' financial burden and improve the effectiveness of future urban park policies. It is judged that such results can become a plan against the cancellation of unexecuted urban facilities. The fact that accessibility factors, such as road satisfaction, access convenience, and convenient movement, are affecting satisfaction with the use of urban parks suggests that it is important to improve urban park accessibilities rather than to quantitatively expand park area in order to improve satisfaction with urban parks. Considering that people travel to urban green areas mostly by walking, it is necessary for access convenience to conduct follow-up studies such as barrier-free and securing walking stability through analysis of routes to urban green areas.

Development of Index of Park Derivation to Promote Inclusive Living SOC Policy (포용적 생활 SOC 정책 추진을 위한 공원결핍지수 개발 연구)

  • In order to resolve the imbalances in the supply of living SOCs according to socio-economic status, location, and population groups, the discussions on inclusive city policies are expanding. The purpose of this study is to propose an Index of Park Derivation (IPD) as an alternative indicator for the promotion of an inclusive urban park policy that can be applied in the 7 major metropolitan cities to select a region with a relatively high park needs. The main research results are as follows. First, the concept of an inclusive urban park policy is defined as "a policy to supply to manage high-quality park services with priority given to areas with low socio-economic and environmental status, such as a large amount of elderly, children, low-income families, areas vulnerable to disasters, such as heat and fine dust, and population groups." Second, we developed the index of park derivation (IPD), which is a combination of 17 variables including park service level, demographic characteristics, economic and educational level, health level, and environmental vulnerability. The variables that constitute the index of park deprivation (IPD) can be applied to SOC policies outside the parks, such as sports facilities, daycare centers, kindergartens, and public libraries. Third, applying index of park deprivation (IPD) to 1,148 Eup/Myeon/dong areas of the 7 metropolitan cities resulted in areas with relatively high park service needs. This study implies that the central and the local government suggest an alternative index to promote an inclusive urban park policy based on statistical and geographical information and data that can be easily accessed and utilized.

Attitudes and Problems of Urban Parks, in Taegu City, Korea (도시공원(都市公園)의 속성(屬性)과 문제점(問題點))

  • Today in the industrial society, the urban park is the place for citizens' health, recreation, exercise, and education. This is a very important place as a fine sight and maintenance of public security. As the results of rapid economic growth during the last thirty years, citizens are in the age of material civilization and are challenged with many serious urban problems such as pollution, noise, traffic congestion, human alienation, etc. Rapid material civilization brought to citizens' mental and physical diseases. To some of the problems, it is necessary that we should have proper leisure and recreation facilities, and that we should have the active, positive posture to them. Especially we need the out door recreational spaces and facilities. But nowadays the urban parks are given little thought in spites of the necessity of parks which should be used as a recreational spaces in the urban areas. So, This study attempt to comprehend the function, quantity and quality of the urban park system in Taegu. It is clear that the quantity is inappropriate. Because of inappropriate disposition and management, its coefficiency of utilization is low. In view of the population and park ratio, Dong Gu, Nam Gu, Suseong Gu and Dalseong Gun have comparative good, environments. However, Dalseo Qu, Seo Gu and Jung Gu have less geographical features. There are some methods to provide expansion of the aggregate of urban parks. We can use the school-grounds and their facilities. which were moved from C.B.D. to the outskirts of Daegu, or some parts of urban redevelopment, or the riverside of Sincheon river. In the urban park-program, users' satisfaction-factors are analyzed. We must reconsider the efficiency. The above problems are improved. Active administration and inhabitants' Positive participation are demanded so that the sound development of cities and daily life-surroundings are promoted.
