Rational Unification Scheme of Topographic Surveying and Cadastral Survey for the Synergistic Convergence Effect of GIS Industry (공간정보산업의 상승적 융합 효과 창출을 위한 측량과 지적의 합리적 통합방안)

  • Recently, as GIS industry has substantially grown up, convergence between industries such as the application coverage of surveying and cadastral information is gradually on the increase. The new approach of convergence between topographic surveying and cadastral survey is indispensable to make the change of geospatial environment ready and to maximize the utilization of National Spatial Data Infrastructure(NSDI). The purpose of this paper is to seek the way of synergistic improvement in topographic surveying and cadastral survey in comprehensive aspects of national geospatial information. First, we reviewed policy environment to clearly establish aim of convergence and promising perspective of GIS industry policy, considering NSDI. In addition, we examined current state of administration (organization, human resource, service) and institution situation. We came up with interior ability and external policy environment as well as critical success factor for the synergistic convergence by using SWOT analysis. Lastly, we developed basic perspective of convergence and improvement model and concrete scheme for stakeholder to complementary make progress. We can come to conclusion that the convergence of topographic surveying and cadastral survey should be not only carried in macro outline of successful NSDI but also committed to completion and maintenance of GIS framework.

K Public Corporation's IT Organization Redesign Case (K공사의 IT 조직 재설계 사례)

  • IT organizations have been consistently required to change in order to cope with business and technological changes. However, the practical methodologies or guidelines about IT organization redesign are deficient. This research investigates IT organization's redesign methods and procedures focused on K public corporation which fundamentally redesigned IT organization recently. In K public corporation, to-be model of IT organization was designed with job analysis for IT organization redesign, task redesign was performed, and IT organization and personnel was assessed. 1) In task analysis, core activities are identified and 96 standard tasks are drawn. 2) with to-be organization design, IT support, IT delivery, IT operation teams and BuKyoung and Jeju teams were divided. 3) Previous job organization was restructured, IT organization personnel were finally confirmed through FTE and internal review. K public corporation strengthened IT planning task instead of reducing operational IT task, improved IT management process which was lower than other companies, and improved IT outsourcing management system and IT users' satisfactions. This research has practical implications for many companies which struggle with IT organization redesign method and process.

  • This research focuses on the university-business incubation from the prospective of triple helix and summarizes complementary researches and develop plans for university-business incubation. To pursue these objectives, we analyzed the studies of triple helix on domestic as well as overseas university-business incubators and their collaboration. The findings of this study showed that firstly In order to innovate the business incubator of the university, it is necessary to secure sufficient competence for the capability. For this purpose, Research and policy implications from various perspectives must be preceded.. Second, the collaborative relationship of business incubations should lead to organic and dynamic cooperative relations instead of static cooperative partnerships. Furthermore, based on the internal innovation that runs the business incubation program together with bottom-up rather than top-down approach, it is necessary to plan incubation and lead the transformation through creative ideas. Third, for the dynamic collaboration of business incubation, the management and practice of the organization should be given priority so that the boundary spanning appropriate to each situation, which turn increase the absorption capacity. As a future direction, studies are expected to explore the development of innovative university-business incubation about boundary spanning and knowledge transformation.

A Study on the Method to Establish the Identity Depending on the Functional Transfer of Local Social Welfare Center (지역사회복지관의 기능전환에 따른 정체성 확립방안 연구)

  • As Social Welfare Service Act was revised in 2011 and its enforcement decree was revised in 2012, the function of local social welfare center was classified into 3 functions such as case control function, service supply function and local society systematization function. Therefore, from 2013, local social welfare center faces the assignment to establish its status as a core subjectivity of local social welfare while maintaining function, role, business, program, service and organization system required for local social welfare center. Currently, there are internal and external limit factors for local social welfare center to perform its original function. The external limit factors are competition with similar organization, diversification of welfare desire depending on social change, insufficient service network construction and lack of partnership between private sector and government. The internal limit factors are lack of local social organization's ability, program issue, insufficient resource, insufficient manpower, etc. In order for local social welfare center to overcome the limit factor and establish the core status for improving the life quality of resident, it should concentrate its ability on local society systematization, construct human & material support network related to local social welfare, minimize social education program and simple relief project gradually, suggest the reasonable direction for village to nurture resident organization, develop the program based on the research on local resident's desire and create the partnership between private sector and government.

Safety Management of Steel Pipe Scaffold using UAV (무인항공기(UAV)를 활용한 건설현장 가시설물 안전관리)

  • In this study, the UAV (Unmammed Aerial Vehicle) was applied for the photogrammetry of the construction site and the safety management of steel pipe scaffold. The research site is a temporary facility for building reinforcement on Samcheok Campus of Kangwon National University. The installation condition of the steel pipe scaffold was investigated, and the pillar distance, the beam distance and the wale distance were surveyed. As a result, it was found that the beam distance of the scaffold in the longitudinal direction was in good agreement with the standard, but the pillar distance and the wale distance were found to be less than the standard. Three-dimensional data can be used in drone shooting to enable three-dimensional measurement, so that it is possible to measure facilities hidden or located inside other facilities. Through the drone shooting, the condition of the site can be quickly recorded and the surveying can be carried out without interfering with the work of the field personnel. Although the installation of the temporary structure must be strictly observed to ensure the safety of the workers, it is found that the installation standards are still neglected in the field. In order to prevent this practice, it was thought that the legal system should be supplemented so that it could be checked periodically by using UAV in the field process management.

Comparison of Factors Influencing to Mobilization of Police to Crowd Gathering Occasion (다중운집행사 경찰동원에 영향을 미치는 요인 비교)

  • This research is to compare factors which influence to mobilize police force necessary for crowd gathering occasions, and the purpose of this research is to prepare scientific basis for mobilization of police force by understanding order of priority of obstructive factors to mobilize police force for progressing safe crowd gathering occasions. Crowd gathering occasion has a characteristic that minor cause can lead to huge damage because many people concentrically gather at a specific place. In order to control these risks, it is necessary to analyze criteria on order of priority which can arouse risk to mobilize police force. In this research, I classified the factors influencing safety of crowd gathering occasion as internal risk factor, external risk factor and traffic safety threatening and set up the level of private security manpower and participants mobilized to crowd gathering occasion as independent variable and set up mobilized police force from 2013 to 2014 as dependent variable and analyzed it hierarchical analysis. From the result of analysis, the biggest influence to mobilization of police force for crown gathering occasion was the number of participants, and next self order-keeping agents and reason of mobilizing police force. Based on the result of analysis that the biggest factor to mobilize police force to crowd gathering occasion is the number of participants, it can be resulted that the number of participants influence to the risk of crowd gathering occasion.

A Plan for Introduction of New Performance-Enhancing Underwriting Technique (언더라이팅 기능 강화를 위한 신기법 도입방안)

  • 그 동안 지속적인 경제성장을 바탕으로 한국의 생명보험산업은 양적으로 성장하였다. 그러나 내면을 살펴보면 외형을 떠받칠 만큼 내실있게 성장했는지에 대해서는 많으 의구심을 갖게 한다. 현실적으로 경제성장을 바탕으로 한 외형성장은 한계를 맞을 수 밖에 없으며, 이제는 질적인 내실을 기하기 위해 그 동안 소홀히 했던 보함산업의 전반의 체질개선이 필요하다. IMF이후 경영이 부실한 보험사들이 퇴출되면서 전면적인 개편이 이루어졌고, 또한 보험사 내부에서도 전반적인 개혁의 필요성을 인식하여 여러 방면으로 방안을 구체화하고 있다. 본 논문은 이러한 상황하에서 생명보험산업의 기존 문제점 개선방안의 일환으로, 보험산업의 가장 핵심분야라 할 수 있는 언더라이팅 분야의 국내현황을 살펴보면서 보험선진국의 제도 및 운영현황과 비교 분석하여 부문별 문제점을 도출하고, 그에 따른 개선방안을 제안하게 되었으며, 본 논문에서 제시된 개선방안을 요약해 보면 다음과 같다. 첫째, 언더라이팅을 신속 정확하게 수행하고 도덕적 위험을 배제하기 위하여 개선된 정보교환시스템 제도를 구축해야 하며, 사정자료의 수집업무를 전문기관에게 아웃소싱함으로써 비용절감을 기하여야 한다. 이와 아울러 모집인의 전문성을 제고시켜 보험계약 청약서와 모집인 보고서가 정확하게 작성되도록 하고 언더라이팅 실적과 연계한 인센티브제도에 의하여 모집수당이 지급되도록 하여 언더라이팅이 효과적으로 수행되도록해야 할 것이다. 둘째, 언더라이팅기법의 선진화를 기함으로써 위험에 상응하는 보험료를 부가하여 위험에 노출되어 있는 가망고객의 보험가입율을 높이고, 보험사고 발생시 실질적인 보험혜택을 누리도록 하여야 한다. 이를 위한 실천방안으로 의적 직업적 재정적 언더라이팅 선진기법을 도입하여 각 부문의 역량을 강화해야 할 것이다. 특히 제도적으로 개인신용정보의 언더라이팅 활용이 제한되어 있는 현실에서 이를 법제도 내로 흡수하면서 개인의 사생활 유지라는 목적을 동시에 달성되도록 하는 재정적 언더라이팅 기법의 강화가 특히 중요하리라 생각된다. 아울러 언더라이팅 업무를 효과적 효율적 수행을 통해 일관성 있는 의사결정이 이루어질 수 있도록 지원하는 언더라이팅 시스템구축을 통해 정형화된 인수과정은 결정시스템화하고, 복잡한 위험의 경우 자문 시스템으로 운영하여 간단한 언더라이팅 업무는 구축된 시스템을 통해 즉각 해결함으로써 시간을 절약할 수 있고, 언더라이팅 인력은 보다 전문적인 부문에 집중하도록 해야 할 것이다. 마지막으로, 비표준위험시장의 활성화를 위해서는 현재의 제약조건인 생명보험 상품개발을 세트형에서 조립형으로 전환하고, 재보험으로 위험을 분산하여 비표준위험의 인수를 증대하여야 할 것이다. 이와 더불어 언더라이팅 과정에서 얻어진 피보험자의 사정자료를 활용하여 고객에게 필요한 의료정보 등을 제공함으로써, 피보험자와 유대관계를 돈독히 하여 기존계약이 계속 유지되도록 하며, 추가계약이 이루어지도록 해야 할 것이다. 이상과 같은 비표준위험의 언더라이팅 개선방안이 보다 효과적으로 수행되고 발전하기 위해서는 통계축적 및 관리, 전문 언더라이터 양성, 전산을 이용한 언더라이팅 확대 등이 이루어져야 하므로 향후 이에 대한 집중적인 연구가 있어야 할 것이다.

An Analysis of Instruction Consulting System in Universities and its Implications (대학 수업컨설팅 체제 분석 및 시사점)

  • The instructional consulting has emerged as an important teaching development program in university. So, this research aims to analyze the instructional consultation system in centers for teaching and learning in four-year-course universities and deduce implications from it. To this end, focusing on instruction consulting program types, status, and example cases for promotion, homepages were reviewed and phone interview was conducted from July to August, 2015. The results were as follows. First, 9 types of instruction consulting system in universities were found. Second, the status of offering the programs and implementing them did not correspond to each other. Third, universities were mainly using in-school consultants. Fourth, universities had various ways of using the results and reward systems. Lastly, as for the example cases, through various consulting programs, consultant pools, use of results and reward system, and connection with other programs, it was found that instruction consulting system was operated organically. The implications that the research result offers are as follows. First, there should be accurate diagnosis of instructors and customized consulting systems based on needs. Second, there should be supports inside schools and cooperation between external organizations that can help raise consulting teams of various backgrounds. Third, the instructional consulting should be made through joint considerations and reflections of instructors. Fourth, universities should provide systematical support for instructional consultation and have higher awareness about it.

The Use of Open Global Network System Interconnection in E-Trading (전자무역의 글로벌 네트워크 개방시스템 상호연결 활용에 관한 연구)

  • A trade logistic informatization system under Open Systems Interconnection(OSI) includes a Port Management Information System, a Maritime Information System, and an Export and Import Batch Processing System. These have made a great contribution in the creation of more convenient and efficient management for the logistics industries in our country. However, this management is exposed to the technological problems of networks due to the explosive use in the sending and receiving of e-documents. For our country to grow as a center for port and logistic information, we should make the best use of the control systems using networks and further advance the export and import logistic systems. Therefore, this study aims to propose management systems for a composite network and an invasion detection system for efficient management of an e-trade network under OSI. Methods to rationalize the internal organizations such as coordination of organizations and human resources according to alloted network functions, commissions and arbitrary decisions, and reorganization of relevant regulations are not discussed here. This study looked at trade network under OSI from the aspect of practical business affairs and presented a basis for further interpretation.

  • This study is focus on the relationship between the role of FTA and service trade performance enhancing strategy in Korea. and It is on the verification of the focus to the competitive promoting strategy of the logistics industry. finally proposition of the policy making to the government is proposed in the research. The invigoration of the service trade through FTA focus on the logistics industry is very combinative economy policy target with the side of government and the side of private enterprises both. added to this, this is the goal of impossible to achieve just with the development of logistics industry itself. it needs to construct the organic relationship, that is the implement and enforcement of the SCM through logistics industry network. Thus, on logistics, the 3rd party operating system implementation is top priority to gain international competitiveness. furthermore, the 4th party facilitation including consulting function and IT technology to pursue the maximum effectiveness logistics service providing.
