Issues and Trends for Spectrum Auction (주파수 경매제 도입에 대한 쟁점과 동향)

  • 이동통신서비스를 중심으로 하는 무선서비스 시장의 급성장에 따른 주파수 수요의 폭발적 증대는 명령 통제에 의한 주파수 할당체계의 수정을 요구하게 되고, 전세계적으로 경쟁적 수요가 있는 주파수 자원에 대해서는 시장기반의 할당방식인 경매제 도입이 확산되고 있다. 국내에서도 주파수 할당시 시장기반의 할당방식을 적용하기 위하여 2008년 하반기 공청회와 2009년 상반기 입법 과정 등을 거쳐 기존 심사할당, 대가할당 방식에 가격경쟁 방식을 추가해 경매제 도입 근거를 만드려고 하고 있다. 이에 따라 주파수 경매제는 빠르면 2009년부터라도 적용이 가능할 전망이다. 그러나 주파수 경매제 도입 관련한 논의가 여전히 갑론을박 중이며, 해외의 실증 사례에서도 경매제 도입의 부작용이 많이 나타나고 있으며, 경매제 도입의 장점을 적극 살리기 위한 방향으로 개선되고 있다. 본 고에서는 주파수 경매제 도입과 관련한 주요 쟁점사항을 찬성입장과 반대입장으로 구분하여 고찰하도록 하였다. 그리고 해외의 주요 경매제 도입 사례를 살펴보고, 이를 통해 국내 경매제 도입시 시사점을 찾아보고자 하였다.

  • 한국기계연구원 기계.재료기술정보센터는 경남지역 6천여 제조업 중심 기업들의 인터넷마인드 확산.CALS적용.인터넷정보검색.EC호스팅 등의 업무를 추진해 오면서 얻은 노-하우를 바탕으로, 중소업체들의 정보화 현실을 감안하여 기업(특히 중소기업)이 가장 필요로 하는 EC분야를 적용하기 위해 노력하고 있다. 기업간 EC는 종래에는 VAN을 통한 EDI가 주를 이루었으나, 인터넷이 활성화되고 이용자 수가 폭증함에 따라 거래처 개척, 물류, 결제 등 광범위한 거래 활동은 사이버화해 나가는 것을 대상으로 하고 있으며, 기존 EDI와는 달리 지속적인 거래 관계만을 전제로 하지 않고 거래 활동의 다각화를 시도하고 있다. 이러한 취지에 근거하여, 본 논문에서는 기업간(또는 사업자간) 전자상거래의 유형 중 제품을 생산하는 기업을 대상으로 불특정 다수기업이 인터넷들 통해 제품을 홍보하고 제품 수.발주가 성사되도록 지원하는 유사제품 검색 기능을 탑재한 제품을 형태의 인터넷 마케팅 서버(가칭 비즈니스 서버)를 제안한다.

  • 플랜트 모델이나 경험에 근거하여 설계된 퍼지제어기를 실제 플랜트에 적용할 경우, 모델링 오차와 플랜트에 대한 관련지식의 부족으로 만족할 만한 제어 결과를 나타내지 못할 경우가 있다. 이 경우 제어성능을 향상시키기 위해 제어기의 제어인자를 다시 조정하여야 하고, 이 조정과정은 시행착오 방법으로 수행되기 때문에 많은 시간과 비용을 필요로 한다. 본 논문에서는 정규화 된 오차와 오차 변화량를 사용하여 플랜트 응답에 따라 입력과 출력의 적절한 스케일 계수를 조정하는 퍼지제어기를 제안한다. 정규화 된 오차를 출력 소속함수의 중심과 폭에 곱해 출력 범위를 재조정하고, 플랜트 응답에 의해 입력의 스케일 계수를 결정한다. 이를 확인하기 위해 2차 플랜트에 적용하여 모의 실험을 수행하였다.

  • 본 논문에서는 3차원 지형 상에서 자동차의 움직임을 사실적으로 실시간에 시뮬레이션하기 위한 계산 모델을 제안한다. 자동차의 동작을 시뮬레이션하기 위해서는 자동차에 적용되는 모든 힘들과 그 힘을 받는 자동차 내의 복잡한 구조에 대한 분석이 필요하다. 자동차 역학 분야에서는 이러한 요소들을 모두 고려하는 분석 모델이 사용되고 있으나, 너무 많은 계산량 때문에 현재의 개인용 컴퓨터에서는 시뮬레이션이나 가상 현실, 게임 등의 응용 분야에서 적용시키기가 곤란하다. 본 논문에서는 자동차의 시뮬레이션에서 반드시 필요한 기본 동작들을 중심으로 비교적 사실적이면서도 계산량을 줄일 수 있는, 단순화된 자동차 동작 모델을 제안한다. 이 모델은 물리학 법칙들에 근거하였으며, 최종 구현된 시스템에서는 비교적 사실적으로 자동차의 주행, 가속, 점프, 전복 등의 동작을 표현할 수 있었다.

A Study on Social Worker's Experience in Community Practice -focused on community welfare centers- (사회복지사의 지역사회실천 경험에 관한 연구 : 사회복지관을 중심으로)

  • This study is designed to investigate social worker's experience in community practice at community welfare centers. Especially this study is conducted to identify the question; how do social workers experience community practice? For the study, data is collected from 11 social workers by depth interview. Using the Grounded theory, the data is analysed by open coding, axial coding, and selective coding. Finally the core category is become known that community practice is the piled up process of developmental experience throw willful efforts and various strategies under poor circumstances. The findings are as follows: (1) the experienced social workers seriously consider residents, community, social workers, and community welfare centers as the core participant in community practice. (2) the experienced community practitioners use various strategies on the whole process. (3) a system needs to be built to train community practitioners based on the cooperation of universities and community centers.

  • The purpose of this study was to investigate the effect of science-based STEAM program on the positive science experience of elementary school students. The participants of this study were 64 fourth graders of S elementary school located in Gyeonggi-do. They were divided into the experimental group of 30 students and the comparative group of 34 students. The program was reorganized into the STEAM program, which emphasized communication with students in the second semester of 4th grade, centered on 'Earth and Moon' unit which were carried out in total 16 times. The experimental group was giving the science-centered STEAM program, and the comparative group was giving the general instruction model based on the instructional book guidelines. The results of the study are as follows. The science-centered STEAM program showed a further influence on the positive science experience of elementary school students. Based on these results, it can be confirmed that the class using the science-centered STEAM program positively influenced the improvement of students' positive science experience.

A qualitative study of community college professors' experiences in career guidance: a grounded theory approach (전문대학 교수들의 학생진로지도 경험 연구: 근거이론을 중심으로)

  • This study aims to explore how professors at community colleges are experiencing career guidance for their students, uncovering key components related to causes, phenomena, contexts, coping strategies, etc., and deriving a paradigm model to structurally. To achieve this objective, focus group interviews were conducted with a total of 23 community college professors, and the results were analyzed using the grounded theory method (Strauss & Corbin, 1998). The analysis yielded 17 categories and 31 subcategories. The central phenomenon in the career guidance of community college professors was categorized into two groups: the distress experience in career guidance and attitude changes toward interactions with students..Three categories of causal conditions contributing to the occurrence of the central phenomenon were identified: professors' lack of expertise in career guidance, students' scope and needs for career guidance, and students' low interest and expectations. Additionally, four contextual conditions corresponding to special situations or circumstances that contributed to the central phenomenon were identified: increasing demand for career guidance, excessive burden and time constraints for career guidance, lack of communication about career guidance at the institutional level, and limitations within the career guidance support system. Furthermore, the study uncovered patterns of action-interaction, mediating conditions, and outcomes. This study is expected to contribute to a better understanding of the actual experiences of college professors in the career guidance process, and to stimulate consideration of the types of support required for effective career guidance for college professors in the future.

Development of a Problem-Based Learning Module for Preschoolers' Growth & Development (학령전기 아동 성장발달의 PBL 모듈 개발)

  • Problem-Based Learning (PBL) is a student-centered pedagogy that integrates nursing knowledge, skills, and attitudes into clinical nursing practice. This pilot aims to apply a PBL module on preschoolers' growth and development in the nursing curriculum. This quantitative study was performed to develop a PBL module following Dick and Carye's program development process (planning, development, application, and evaluation phases), and to evaluate its effects using structured questionnaires among sophomore nursing students. These students formed teams of four or five people each and spent 40 minutes participating in the PBL module. Data were analyzed using descriptive statistics, t-tests, and content analysis. Metacognition level increased significantly. There was no significant difference in team efficacy between pre-test and post-test. Post-test learning satisfaction was high. Students reported obtaining knowledge and problem-solving ability with respect to preschoolers' growth and development and were satisfied with teamwork. This finding offers fundamental knowledge concerning the application of a PBL module in nursing curricula.

Development of PBL Application Class Module and Convergence Application Experience in one university Scenario-based Adult Nursing Simulation Training (일개 대학 시나리오 기반 성인간호학 시뮬레이션 실습 교육에서 PBL 적용 수업 모듈 개발 및 융합적 적용 경험)

  • This study aimed to improve the quality of classes through the application experience analysis after applying the adult nursing simulation practice modules with PBL. Quantitative and qualitative data such as from satisfaction, validity, self-reflection, and lecture evaluation in 68 nursing students were analyzed after the semester. Satisfaction was 4.64 points out of 5 points, and 'I want to recommend this class to other friends' was the highest. It was appropriate for the validity as 64.7% to 100% positve answer. From the qualitative data analysis of lecture evaluation, it was categorized into 5 thematic groups : 'increased immersion related to a lively class environment', 'growth of knowledge and skills through learners' active participation', 'improvement of mutual collaboration skills through team-based problem-solving process', 'Improvement of problem-solving ability through situational crisis coping process' and 'Improvement of individual comprehension through close teaching'. The continuous development of PBL learning strategies and development of various scenarios are required in the future.

Experience of spinal stenosis, herniation of intervertebral disk patients with low back pain under non-surgical treatment (비수술적 요법을 받는 척추관협착증, 추간판탈출증 환자의 요통 경험)

  • The purpose of the study was to explore the process of experience of spinal stenosis, herniation of intervertebral disk patients with low back pain under non-surgical treatment. 10 participants attended in-depth individual interview. Data analyzed using the Grounded theory methodology of Corbin and Strauss(2015). A core category emerged as 'Compromise with my body in the swamp of pain'. Central phenomenon was 'Constrained life by severe pain'. The process of the low back pain experience included three phases: 'cognition', 'coping', and 'adaptation'. This finding will be helpful for understanding the low back pain experience and be as fundamental data as for developing and applying nursing intervention program according to the low back pain experience process.
