This study began from the question, "is there a way to efficiently apply industrial demand in the university curriculum?" Research focused on how to actively accept and respond to the era of the NCS (National Competency Standards). In order to apply NCS to individual departments of the university, industrial personnel must positively participate to form a practical-level curriculum by the NCS, which can be linked to the work and qualifications. A valid procedure for developing a curriculum based on the NCS of this study is as follows: First, the university must select a specific classification of NCS considering the relevant industry outlook, the speciality of professors in the university, the relationship with regional industries and the prospects for future employment, and the need for industrial manpower. Second, departments must establish a type of human resource that compromises goals for the university education and the missions of the chosen NCS. In this process, a unique competency unit of the university that can support the basic or applied subjects should be added to the task model. Third, the task model based on the NCS should be completed through the verification of each competency unit considering the acceptance or rejection in the curriculum. Fourth, subjects in response to each competency units within the task model should be developed while considering time and credits according to university regulations. After this, a clear subject description of how to operate and evaluate the contents of the curriculum should be created. Fifth, a roadmap for determining the period of operating subjects for each semester or year should be built. This roadmap will become a basis for the competency achievement frame to decide upon the adoption of a Process Evaluation Qualification System. In order for the NCS to be successfully established within the university, a consensus on the necessity of the NCS should be preceded by professors, students and staff members. Unlike a traditional curriculum by professors, the student-oriented NCS curriculum is needed sufficient understanding and empathy for the many sacrifices and commitment of the members of the university.
In order to promote software industry, it is essential to train and utilize specialized software human resources in the industry. It is required to establish an appropriate qualification system for the industry in order to train and utilize the qualified human resources. The current national qualification system in the IT area cannot cope with the development of software industry and does not provide various qualifications required to the software workers. We analyze the problems of the current national qualification system for the software industry and propose a framework for improving the qualification system. Based on the review of the software skill standard and a range of technology levels, we suggest a new integrated qualification system that provides a variety of qualifications for various software skills at various levels. Also we propose policy alternatives for institutionalizing the new qualification system.
The introduction and application of NCS(National Competency Standards) into college education seeks for competency-based human resource development and management, which targets what to do rather than what to know in terms of employees' performing jobs, duties and tasks in their work environments. The focus of the study is to redesign an educational curriculum of the field of Advertising Production for college students from a perspective of NCS. The field of Advertising Production related competency unit groups, competency units and competency elements were selected followed by the process of developing the curriculum. Using survey questionnaires and FGIs, data were collected from advertising industry experts, field practitioners and college students. The redesigned NCS-based curriculum is expected to link college education into industrial needs for human resources and thus to enhance the quality of college education.

To train the manpower to meet the requirements of the industrial field, the introduction of the National Qualification Frameworks(hereinafter referred to as NQF) was determined in 2001 by National Competency Standards(hereinafter referred to as NCS) centrally of the Office for Government Policy Coordination. Also, for landscape architecture in the construction field, the "NCS -Landscape Architecture" pilot was developed in 2008 to be test operated for 3 years starting in 2009. Especially, as the 'realization of a competence-based society, not by educational background' was adopted as one of the major government projects in the Park Geun-Hye government(inaugurated in 2013) the NCS system was constructed on a nationwide scale as a detailed method for practicing this. However, in the case of the NCS developed by the nation, the ideal job performing abilities are specified, therefore there are weaknesses of not being able to reflect the actual operational problem differences in the student level between universities, problems of securing equipment and professors, and problems in the number of current curricula. For soft landing to practical curriculum, the process of clearly analyzing the gap between the current curriculum and the NCS must be preceded. Gap analysis is the initial stage methodology to reorganize the existing curriculum into NCS based curriculum, and based on the ability unit elements and performance standards for each NCS ability unit, the discrepancy between the existing curriculum within the department or the level of coincidence used a Likert scale of 1 to 5 to fill in and analyze. Thus, the universities wishing to operate NCS in the future measuring the level of coincidence and the gap between the current university curriculum and NCS can secure the basic tool to verify the applicability of NCS and the effectiveness of further development and operation. The advantages of reorganizing the curriculum through gap analysis are, first, that the government financial support project can be connected to provide quantitative index of the NCS adoption rate for each qualitative department, and, second, an objective standard is provided on the insufficiency or sufficiency when reorganizing to NCS based curriculum. In other words, when introducing in the subdivisions of the relevant NCS, the insufficient ability units and the ability unit elements can be extracted, and the supplementary matters for each ability unit element per existing subject can be extracted at the same time. There is an advantage providing directions for detailed class program and basic subject opening. The Ministry of Education and the Ministry of Employment and Labor must gather people from the industry to actively develop and supply the NCS standard a practical level to systematically reflect the requirements of the industrial field the educational training and qualification, and the universities wishing to apply NCS must reorganize the curriculum connecting work and qualification based on NCS. To enable this, the universities must consider the relevant industrial prospect and the relation between the faculty resources within the university and the local industry to clearly select the NCS subdivision to be applied. Afterwards, gap analysis must be used for the NCS based curriculum reorganization to establish the direction of the reorganization more objectively and rationally in order to participate in the process evaluation type qualification system efficiently.
The purpose of this study is to develop the components and design strategies of e-learning content for the development of interpersonal competency, one of NCS vocational core competencies. In order to standardize the educational curriculum and content of interpersonal competency, this study has referred to the educational handbook of NCS vocational core competencies that the Human Resources Development Service of Korea has developed. Based on such standardized content, e-learning content components and design strategies were extracted by analyzing related studies and e-learning cases as well as by conducting surveys and interviews with experts and instructors of the field. Applying components and design strategies extracted through those investigations, the e-learning content for the development of interpersonal competency was developed. Its design's validity and educational effect were evaluated by interviews and surveys with students, professors, and experts. The evaluation results show that the e-learning content was appropriately designed and was effective in learning interpersonal competency as one of NCS vocational core competencies.
As a sufficient workforce supports the industry's growth, workforce training has also been carried out as part of the industry promotion policy. However, the market still has a shortage of skilled mid-level workers. The information security disclosure requires organizations to secure personnel responsible for information security work. Still, the division between information technology work and job areas is unclear, and the pay is not high for responsibility. This paper compares job keywords in advertisements for the information security workforce for 2014, 2019, and 2022. There is no difference in the keywords describing the job duties of information security personnel in the three years, such as implementation, operation, technical support, network, and security solution. To identify the actual needs of companies, we also analyzed and compared the contents of job advertisements posted on online recruitment sites with information security sector knowledge and skills defined by the National Competence Standards used for comprehensive vocational training. It was found that technical skills such as technology development, network, and operating system are preferred in the actual workplace. In contrast, managerial skills such as the legal system and certification systems are prioritized in vocational training.
In 2015 the Department of Education announced that it will make downsizing efforts by recommending classified downsizing ratio according to the evaluation of universities for active support toward autonomous efforts of universities with the possibilities of reform and qualitative structural reform for customized human resource cultivation according to the social demands. This is the preemtive structural reform preparing against the rapid decrease of the number of students, and the preparation for changing into competitive universities so that customized human resource that is needed in the society can be trained. Security Science Departments of Korea, first established in 1996, need changes in curriculum in order to prepare for the fourth revolution of the future, and are stagnant on the education goal and employment course. Therefore the adoption of related certificates, curriculum, NCS, and professional curriculum is needed. For example, Hansei University, Chung-Ang University, and Far East University have established the Department of Industrial Security, and Kyonggi University and Sungshin Women's University have established the Department of Convergence Security. Also, Konkuk University has established the Graduate School of Security and Disasters, the Graduate School of Information and Policy, the Graduate School of Criminal Justice, Gachon University the Graduate School of National Security, Sungkyunkwan University the Graduate School of Strategic Studies. This shows that the field of Security Science should not settle for itself. This article analyzes current curriculum and subjects of security, police, industrial security, military related academic departments of key universities. It is necessary to prepare for the future by predicting the change from the merge of academic departments and the demands of the times. As technical colleges are adopting NCS, this is the time to seek for systematic collaboration between universities and technical colleges and between industry, government, and academida.

The National Competency Standards (NCS) was designed to implement a competence-based society and solve the problem of inconsistency between the industrial field and education, training, and certification system. This study designed and developed the Korean NCS core vocational competence system, in accordance with the NCS, as an infrastructure to solve fundamental problems such as re-education and the social costs that are incurred in the workplace. Further, this study designed and developed standard indicators to evaluate the technical performance of the system for the global advancement of the Korean NCS core vocational competence system. The NCS core vocational competence system has been developed as an appropriate response type for multiple devices such as computers, tablet PCs, and cellular phones. For the global advancement of the Korean NCS core vocational competence system, this study designed and developed 10 performance evaluation indicators in accordance with 10 global standards, such as linkage-target operating system, interface protocol, packet format, encryption, class component, simultaneous access number, supervisor-to-testtaker response speed, server-to-admin response speed, auto-recovery speed for test answers, and real-time answer transmission speed.
This study developed training program to educate professional workers for software industry with growing importance in this area as software industry takes more parts in Korean economy. Additionally, this study developed the program based on national competency standards(NCS) using structured on the job training(S-OJT), For this study, we reviewed economic index about software industry such as economic ratio and the influx of the workforce. Also literature review for S-OJT was conducted to explore its concept for better application of the concept to the program development. In addition, this study used training program development manual suggested by Korean Department of Labor. We selected specific job which needs training program to be developed based on thorough needs analysis for a company A. Previously developed NCS and other documents were reviewed and focus group interviews were conducted to find out core knowledge and skills for the job. 44 training programs were developed and objective of each program, hours, contents and methods were also suggested. Additionally detailed program name, education system, road map and operation strategy were developed and suggested. The result of this study is expected to contribute to other industry and jobs which are facing to the development of NCS based education program by suggesting detailed stage of development process. For more animated development of education program using NCS, the effect of the program should be tested in the future. For the test, appropriate evaluation methods and measures should be developed as well.
This study surveyed and analyzed satisfaction and issues about an intellectual property education system, and educational needs for intellectual property NCS (intellectual property management, intellectual property information survey analysis, intellectual property assessment trade), in order to introduce and operate NCS-based education system that trains practical manpower in the field. The results of this study are as follows. First, satisfaction for intellectual property education system showed education contents (M=3.86), followed by lecture (M=3.79), teaching method and environment (M=3.66) and education assessment (M=3.50). The issues to be improved are low application in the current occupation due to no reflection of demands of industrial fields, as well as insufficient education contents system, lectures who fall short of education capability and interactions with students tend to stress theoretical knowledge more than practical ability, teaching method lacks application of educational medium, insufficient interest and motivation, assessment methods that fall short of theoretical knowledge and practical ability achievement, and that is theory-centered. Second, educational needs for intellectual property NCS showed intellectual property assessment trade (4.33), followed by intellectual property management (3.68), and intellectual property information survey analysis (2.99), which should be reviewed to reform or newly develop NCS-based education course. Conclusively, intellectual property education showed satisfaction above the average, but a job-centered education is demanded to elevate application in the industrial field, which puts emphasis more on practical ability than theory. For this, it is necessary to introduce intellectual property NCS reflecting demands of industrial field, and to reform or newly develop into NCS-based education course. In addition, intellectual property education needs to be operated by changed education paradigm, such as user-centered teaching method, not provided-centered, and performance and course-centered assessment method, not theoretical knowledge-centered.
