  • The competition among nations has been extended to competition between localities, and the importance of knowledge activities in local areas is being emphasized. To contribute to the nurturing of highly qualified professionals and the development of local industry, the Korean government established the S&T-centric research universities including KAIST in 5 local areas. These S&T-centric research universities are top notch research centers and educational environments in Korea. However, it has been pointed out that their ability to act as local innovation hubs is limited. Accordingly, this study conducted an empirical analysis on the outcomes of the S&T-centric research universities by dividing them into two categories, Mode 1 and Mode 2, and comparing them with those of other general universities. It was found that the outcomes of the S&T-centric universities were higher in Mode 1, but lower in Mode 2, than those of the general universities. Furthermore, the S&T-centric universities are not connected very much to the region's specialized industries. It was difficult to find any evidence that the S&T-centric universities differ from the other universities in terms of their outcomes or activities as they were initially envisaged.

  • The history of printing technology in Korea is studied by investigating existing ancient documents and records and comparing accumulated data and knowledge. Cultural property research requires non-destructive testing and observation with the naked eye or aided by a microscope. Researchers' experience and knowledge are required even though they cannot guarantee the outcome. For ancient documents and records that are presumed to consist of woodblock printing, wood type printing, metal type printing, or their combinations, each researcher draws various opinions and conclusions. This often causes confusion and divides the opinions of ordinary citizens and field specialists. Among them, the criteria for judging ancient documents or books printed using woodblock and metal movable material are ambiguous. Academic research on the development history of printing technology in ancient Korea has been stagnant, and conflicts among researchers have also erupted. Involvement of national investigative agencies not specialized in cultural properties has exacerbated the situation. In this study, we investigated printing characteristics that are likely to serve as more objective judgment criteria by quantitatively analyzing the experiments of retrieving several sheets of Korean paper (Hanji) using a replicated Hunminjeongeum (訓民正音) woodblock and quantitatively analyzing the images of the printed papers. In addition, the validity and questions for the typical phenomena presented as a method for distinguishing between woodblock and metal print are reviewed. We investigated the possibility of developing new objective judgement criteria through quantitative analysis using image analysis and investigating the printing characteristics of Korean paper through a reproduction experiment of woodblock printing.

  • TIMSS is a representative international comparative study that analyzes changes in mathematics and science achievement, and it collects information on the educational system, curriculum, teaching and learning situation of participating countries as well as research and check, and provides implications for each country's mathematics and science education. Although domestic TIMSS studies focused on the results of achievement related to the evaluation of mathematics, not many have taken a closer look at the content and characteristics of the assessment framework. Therefore, the purpose of this study was to analyze the characteristics of the TIMSS 2019 mathematics assessment framework, and to derive implications for the mathematics curriculum and mathematics learning by examining the students' study time in light of the Korean mathematics curriculum. The implications derived from the results of this study are summarized as follows: First, it is necessary to check the connection between content elements in the mathematics and education process. Second, it is necessary to check the appropriateness and connectivity of the learning timing of the content elements in the mathematics and education courses. Finally, it is necessary to verify that the hierarchy of content areas and the structure of content systems in mathematics and education courses are consistent with the direction of mathematics education at the international level. This study can be used as a basis for mathematics and curriculum revisions, and can be used to set directions for the development of large-scale evaluation frameworks.

  • A parallel importation is a non-counterfeit product imported from another country without the permission of the intellectual property owner. It is caused by price differences between countries. Therefore parallel importation are implication in issues of international trade and intellectual property rights(hereafter referred as IPR). This paper provides parallel importation issues of Korea and China under the IPR laws such as patent, trademarks, copyright and analyzes difference between two countries. In China, patent law regulates exhaustion rights which is based theory of a parallel import for the first time unlike trademark law and copyright law. On the other hands, Korea rules parallel importing under Korean customs regulations. In conclusion, two countries have no provisions that advocate a parallel import under IPR laws. This paper suggests some improvements to overcome the limitation of current regulation system and avoid trade friction between two countries. First of all, two countries should clearly make a rule about parallel import in IPR law such as definition of parallel importation, genuine goods, permission conditions, importing proses, penalty and remedy etc. Secondly, two countries should prohibit an abuse of a exclusive import agent's rights and manage a parallel importer not to cause consumer's complain about goods to expansion parallel imports. Finally, two countries should cooperate not to cause disputes about this issue with a communication channel.

  • Recently, public interest in air pollutants has increased, and the Korean government and local governments have attempted to improve air quality. This study examined the secondary air pollutant contribution in Ulleung Island, Jeju Island, and Baengnyeong Island and compared the differences between them by analyzing the air pollution level and weather conditions in these regions. The weather conditions of the island regions, such as wind speed, precipitation, and sunshine duration, and the average concentration of air pollutants, such as SO2, NO2, CO, O3, PM10, PM2.5, were examined. The correlation coefficient between air quality factors of each island region and weather conditions was calculated. Regression analysis was conducted by setting primary air pollutants, SO2, NO2, and CO as independent variables, and secondary air pollutants, O3, PM10, and PM2.5 as dependent variables to identify the regional contribution and impact. Therefore, the government and local governments should establish air quality management for each island region.

  • This study evaluated the applicability of multi-resolution data fusion for land-cover classification. In the applicability evaluation, a spatial time-series geostatistical deconvolution/fusion model (STGDFM) was applied as a multi-resolution data fusion model. The study area was selected as some agricultural lands in Iowa State, United States. As input data for multi-resolution data fusion, Moderate Resolution Imaging Spectroradiometer (MODIS) and Landsat satellite images were used considering the landscape of study area. Based on this, synthetic Landsat images were generated at the missing date of Landsat images by applying STGDFM. Then, land-cover classification was performed using both the acquired Landsat images and the STGDFM fusion results as input data. In particular, to evaluate the applicability of multi-resolution data fusion, two classification results using only Landsat images and using both Landsat images and fusion results were compared and evaluated. As a result, in the classification result using only Landsat images, the mixed patterns were prominent in the corn and soybean cultivation areas, which are the main land-cover type in study area. In addition, the mixed patterns between land-cover types of vegetation such as hay and grain areas and grass areas were presented to be large. On the other hand, in the classification result using both Landsat images and fusion results, these mixed patterns between land-cover types of vegetation as well as corn and soybean were greatly alleviated. Due to this, the classification accuracy was improved by about 20%p in the classification result using both Landsat images and fusion results. It was considered that the missing of the Landsat images could be compensated for by reflecting the time-series spectral information of the MODIS images in the fusion results through STGDFM. This study confirmed that multi-resolution data fusion can be effectively applied to land-cover classification.

  • In 2015, Korea won the first place among 30 countries in Open, Useful, and Reusable (OUR) Data Index, which is an OECD's open government data indicator. On the other hand, Korea was ranked the 17th among 86 countries in Open Data Barometer (ODB) of World Wide Web Foundation. In this study, the research subject comes from two reasonable academic doubts on why the gap is wide between the two indicators of Korea and whether the OUR Data Index made proper evaluation on Korea's open government data. Based on the assumption that there may be some critical points in the measuring method of OUR Data Index, the study conducted a comparison of the two indicators. The result found that first, the two indicators almost had no correlation to each other; second, OUR Data Index had a more vague evaluation framework as well as less amount of government data for evaluation than ODB; third, while the government support takes a significant share in the OUR Data Index, it is considered as a mere input element; and fourth, the OUR Data Index does not evaluate the impact of open government data, whereas ODB includes the impact of open data on the government, economy, and society.

  • The air transportation industry is a field where control and interference of the state are generalized compared to other industries. However, the premise for national intervention in the air transportation industry is the determination of the nationality of the aircraft or airline company concerned. This is because it is necessary to clarify the distinction between the domestic and foreign carriers so that they can exercise airspace sovereignty. The purpose of this paper is to compare the current status and contents of Korean law and regulations on the determination of nationality with the foreign legal system. To this end, the starting point of the discussion is to look at the history of nationality restrictions on the US air transport industry and the issues that arise in the content and operation of the system today. In addition, this paper examined the provisions of the Japanese aviation law, which is very similar to that of Korea, and then compared the current legal provisions of the United States, Japan and Korea. As a conclusion, this paper sought the direction of revision of the Korean law on the basis of the foreign status of the restriction of nationality in the air transportation industry. Compared with our law, the US and Japan are generally regarded to be more concerned with the contents of their own airline companies than those of foreigners or non-citizen. In spite of the fact that there are many laws and regulations in the United States regarding the de facto dominance of domestic airline companies by foreigners, there have been a lot of controversies in this matter. By the way, Japan has been stipulating regulations on holding companies and affiliated companies. In the global era, it would be meaningful to check the status of the nationality restrictions in the aviation industry, which is based on internationality. I hope that this study will be able to build a legal institutional basis for Korea's aviation industry development from a reasonable protectionist point of view rather than a narrow nationalism in a rapidly changing era.
