Travel by airplane using airport in globalized modern society is familiar to our life but such airport can be a target of terrorists who would threaten our safety. However, aviation terrorism which is represented by 9.11 terror gives horror beyond our imagination to modern people. Since the first airplane hijacking in Peru in 1931 happened, security organization in each nation has taken various prevention measures to block aviation terrorism. The most realistic measures to prevent aviation terrorism would be security check activity to control approach of terrorist that passengers on airplane and cargos are checked to find out dangerous article like explosive etc. But security check activity in Korea shifted to security check activity focused on private security for efficiency of airport operation differently from security check activity in advanced countries where public interests is strengthened according to risk of terror after 9.11 system. That is, since Incheon airport opened in March 2001, security check system focused on the police was changed. Now Incheon international airport Corporation instructs and supervises security check job and private security personnel are in charge of actual security check activity. But this check system has limitation in blocking terror activity by terrorists which is systematized and intelligent as time passes due to deteriorated job satisfaction of private security personnel and confusing supervising system. Accordingly, it is suggested to introduce risk management skill which is one of management strategy of private corporation for security check activity to prevent terror activity. With this skill, risk factors of aviation terror are identified and analyzed regularly, and each process such as setting of priority, activity to reduce risk, and assessment of security is carried out. And it would be necessary to do efforts, for example, to properly change level of security check according to threat of terror such as to place policeman at airport security in case threat of terror is severe. On the other hand, it is necessary to establish national police organization for good communication of security check activity in field and supervising function, which can encourage systematization and specialization of aviation security job.

Smart Airport which applies the new ICT technologies to the airport is a future airport to provide convenient and safe services for passengers who are airport users, and promote the efficient management of the airport system in point of airport operator's view. The ranges of smart airport include the overall area of the airport like land side, terminal, and air side. In this paper, we propose a technical solution for airport process of terminal providing passenger convenience in various ranges for smart airport realization. Self-service such as web or mobile check-in, self check-in/tagging/back drop/boarding etc. should be strengthened to smartize the airport process and technologies such as automatic immigration, smart security search and automatic AI-based baggage search should be applied. In this paper, we explain the concept of smart airport and smart process, and then propose technical considerations.

공항 시설에서 통틀어 보안이 가장 취약한 곳은 Landside이다. 항공기 테러가 빈번하던 시절에는 X-ray를 비롯한 검색기술의 수준이 높지 않았던 탓에 Hijacking이나 폭발물에 의한 피해가 많았었다. 물론 기술이 발전한 현대에 와서도 Hijacking이나 항공기 폭파 같은 테러가 발생하고 있지만 9.11테러 이전보다는 훨씬 감소한 상황이다. 최근에는 보안수준이 높은 Airside 보다 상대적으로 보안이 취약한 Landside에 대한 보안 강화가 필요하다. 그 이유는 테러의 유형이 협상의 여지가 없는 최대피해와 최대공포를 주는 방식으로 변화하고 있기 때문이다. 따라서 상대적으로 부담이 덜하고 유동인구가 많은 Landside가 Soft Target이 되었다. 이런 상황에서 대한민국 공항이 어떻게 대응해야 하는지 관련된 법을 중심으로 본 연구를 진행해 보고자 한다.

The International Civil Aviation Organization (ICAO) has set up the Global Aviation Security Plan (GASeP), which urges member states to transition to more advanced security systems. This paper examines advanced aviation security policies and technologies at both domestic and international levels, and also investigates the underlying reasons for the challenges faced in establishing an advanced security system in the Republic of Korea. Based on this analysis, we propose effective strategies for deploying advanced security equipment at domestic airports, taking into consideration their respective classifications. Additionally, we identify the need for establishing new technological standards to introduce an advanced aviation security system, and provide evaluation criteria for the maintenance and management of technology to ensure the smooth operation of advanced security equipment.

With the growth of airline management, as well as computer and IT security, the international trade in this modern society has been rapidly increasing, Along with the advancing, airplanes have become a universal means of communication. However, the complications associated with airplane safety have also been brought up as a result, the most concerning of which is terrorism. One of the main counterplans for preventing terrorism is Ground security activities the core of Ground security activities is absolute safety for passengers in both passenger terminal and freight terminal. Subastral security refers to physical protection, proximity control and 100% security search and freight guarding of the passengers' possessions, and the personnel's duties to perform such jobs are be! coming more crucial. On the other hand, Airport security check has bee n gradually developing since the 1960's, when hijacking began to take place. Although the airports have been providing more safe and comfortable services to their customers, terrorism is still happening today. When Ground security activities is minute, the users feel displeasure and discomfort, yet considering solely their convenience can brings problems in achieving safety. Since the 9.11 terror in 2001, the idea of improving and strengthening airport security was reinforced and a considerable amount of estate is being spent today for invention and application of new technology. Various nations, including the United States, have been improving their systems of security through public services; public police department is actively carrying out their duties in airports as well. In San Francisco International Airport, private police department is in charge of collection of data, national events, VIP protection, law enforcement, cooperation within facilities, daily-based patrol and traffic control. Under guidance and supervision of national organizations, such as TSA, general police department interprets X-Rays, operates metal detectors, checks passports or IDs and observes reactions to explosives. Under these circumstances, studies about advancement of cooperation and duties of general police department and private police department necessitated: especially about private police department and their training for searching equipments, decrease in number of turn over rate, invention of technology and prior settlement in estate for security. The privacy of the public, who make up the major population of airport passengers, must also be minimized. In the following research, the activities of police departments in San Francisco International Airport will be analyzed in order to understand recent actions of the United States on airport security.

Terror for airplane, airport and passengers of the problems is being threat over the world. and since 9.11 terror of 2001 year, many countries have endeavored to prevent terror and have manipulate airport security part as important field. Especially, The U.S.A made Transportation security Administration in Homeland security adminstration and strongly execute for policies related anti-terror. many countries over the world enforce airport and airplane security facilities with science-technology contents. and with security exploitation for the passengers and freight security inspection level enforcement, many countries also make effort to interupt aviation terror threat. In this process, in the center of developed countries that need science-technology contents adaption, much budget and personals are invested and exploited a security inspection instrument and complimented of many facilities As a result, according to the development of science-technology, prevention of Terror have much developed. The contents using intelligence-communication technology inevitably needed on the goal of terror prevention and safty. From simple monitoring for the people who come in and out airport to boarding process and inspection for the freight, security inspection process for the passengers, bio information input, confirmation, of the level that there is no cases of adaption of contents, The reality have generalized of using contents. The study is going to research contents application situation.

통과형 금속 탐지기(Walk-through Metal Detector)는 공항 등의 장소에서 보안 검색용으로 널리 사용되고 있다. 기존의 1차원적인 통과형 금속 탐지기는 총기류와 다른 금속체를 구별하기가 힘들다는 문제점이 있었다. 본 논문에서는 이런 문제점을 해결하기 위해서 2차원적인 탐지가 가능한 새로운 형태의 통과형 금속 탐지기의 모델을 제시하였고, 유한요소법(FEM)을 이용해 기존 모델과 비교 검증하였다.

생체의료 및 보안검색 응용을 위한 테라헤르츠파 기술에 대하여 조사하였다. 테라헤르츠파는 기존의 X-선이나 초음파, 적외선, 밀리미터파 등에 비하여 독특한 특성을 가지고 있어 새로운 분광 및 영상기술을 확립할 가능성을 가지고 있다. 테라헤르츠 기술의 발전과 더불어 생체의료분야에서는 암진단, 치과질환 및 바이오칩 등에서 큰 시장을 형성할 것으로 전망되며, 보안검색분야는 공항, 항만, 지하철, 우편물 취급 등의 공공부문에서부터 군사목적에 이르기까지 응용이 가능하다. 최근 수 년 동안 소형, 경량 및 저가격의 테라헤르츠 시스템이 개발되면서 시장전망에 크게 높아졌다. 초기에는 공공시설 및 대형 병원에서 시작하여, 기술적 안정성 및 시장 활성화에 의한 경제성이 확보되면 민간 부문의 시장으로 크게 파급될 것으로 가대된다.

Currently the international flight passenger visit at Incheon International Airport increased 12.4% compared to January 2017. Such increase affects on the congestion of an airport and the security check is one of the most congested area. There is a prejudice that airport security is not related to the airport service and is only a type of control that limits the quality of service. However, considering the huge impact that airport security agents have on passenger move within the airport, trustworthy, fast and kind service at airport security check is one of the most important part of airport service quality improvement. This research is an importance performance analysis of Incheon International Airport security service passenger satisfaction and its significance using IPA method. This research will contribute to the improvement of airport operation and service quality, by proving the relation between airport security and service.
