Risk Factors Influencing the Delays on the Remodeling Construction Works - Focused on Office Building Projects - (리모델링 공사의 공기지연을 야기하는 리스크 요인 - 오피스 건축물을 중심으로 -)

  • There have been frequent reports of schedule delays due to various risks of remodeling projects, which are different from new construction. Therefore, this study was carried out to analyze the risk factors inherent in the remodeling project and the likelihood of schedule delay occurrence in the remodeling construction work. To analyze the relationship between the risk factors and the likelihood of schedule delays of remodeling projects, (1) a prototype of the office building remodeling work was developed through the analysis of existing case and literature, (2) a questionnaire survey was conducted on 29 construction managers who have been or are currently conducting remodeling projects, and (3) after evaluating the reliability of the collected questionnaire results, the relationship between the two elements, which denotes (i) likelihood of schedule delays per each work, (ii) importance of risk factors, and (iii) risk factors affecting schedule delay in remodeling work, was suggested. Using the results of this study, it is expected to develop a plan for preventing the schedule delay of the office building remodeling work through control the risk factors that may cause schedule delays.

  • The sum of each work duration are entire period in construction project. Each work occurs to be late, the total period of construction project will delays. Therefore, the total period of construction project will not be delayed if probability of working progress makes higher. Finding each work's constraints performs constraints analysis in process of construction for checking probability of working progress. Grasp work's constraints through the constraints analysis and removes. This research will show preventing delay of consruction project, through constraints analysis process.

  • Recently, the number of project delay-related claims and disputes in Korean construction projects has been increasing rapidly. This suggests that the domestic construction contract practice, which has traditionally been superior to the client, is changing into a mutually balanced relationship among the contracting parties. The project delay analysis selects the application method according to the type of schedule approved at the start of the construction and how the schedule management was performed during the construction. The most important prerequisite for project delay analysis is that a complete CPM schedule agreed at the beginning of the construction is prepared and the actual progress of such schedule is well documented. This study is about applying the project delay analysis methodology of a case where a contractor claims damages to a client while constructing a large new private building construction project. In this study, it is determined whether the application of the as-planned analysis method is appropriate to the incomplete CPM schedule and then proposes the as-planned vs. as-built analysis method based on the new standard as an alternative. Next, apply the as-planned vs. as-built analysis method to the schedule in the case project, and then compare it with the result of the as-planned analysis method. The purpose of this study is to suggest a project delay analysis method suitable for the domestic schedule management practices, so that it can be used as a meaningful reference in project delay disputes and litigations of domestic construction projects.

방폐장 준공지연과 그 결과에 대한 고찰

  • 정부는 방폐장 부지선정에 19년을 소요하였다. 이 후 방폐장 특별법에 따라 주민투표를 실시하였으며 그 결과 2005년 12월에 경주로 결정되었다. 2008년 8월 실질적인 공사가 시작 되었으나 2009년 6월 방폐물공단에서는 30개월의 추가적인 공기가 필요하다며 준공지연을 발표하였다. 이 준공지연발표 직후 방폐장 안전성 논란이 불거졌다. 감시기구에서는 안전성 논란의 출발이 준공지연으로 야기되었음을 인식하고 준공지연 원인분석을 하였다. 그 결과 감시기구에서 확인한 준공지연의 원인은 당초 실현하기 매우 어려운 공기를 설정한 것이며 또 이를 실현 가능한 공기로 수정(준공지연)하는 과정에서 과거의 오류를 인정하지 않고 공사의 어려움을 검토한 내부문서가 유출되어 시민들을 혼란스럽게 한 것이 주된 이유임을 확인하였다.

Estimating System for Responsible Days of Schedule Delay for Construction Projects through Time Impact Analysis (건설공사 공기지연 영향분석을 통한 책임일수 산정체계 구축방안)

  • Recently, construction projects are being gradually changed to large projects with complicated work processes. As a result, claims are increasing as well. Of these, the claims by delayed construction duration are given much weight in the general construction claims. To solve this problem, researches to estimate damages due to delay are carried out in research institutes by analyzing the causes of schedule delay. A system to easily estimate responsible days by analyzing the complicated processes needs for project manager. This study suggests a methodology based on the time impact analysis method, which can utilize the consequential analytical method with the consideration of reduced construction period. The suggested methodology is verified by comparing with actual data of case study by the computerized system for estimating the responsible days.

Effect of Office Building Remodeling Project Characteristics on the Occurrence of Schedule Delay Risk Factors (오피스 리모델링 프로젝트 특성에 따른 공기지연 리스크 발생 영향도)

  • Due to the inherent risk factors of the remodeling projects, the remodeling project is failing frequently, and schedule delay are occurring in most remodeling projects. The risk factors that cause the delays in these remodeling projects are not common to all remodeling projects, and the likelihood of risk factors will be affected by the various characteristics of the project. In this context, based on the results of a reliable survey conducted on 29 construction managers who have performed remodeling projects, this research analyzes (1) "importance of each characteristic", which means how frequently the characteristics of the remodeling project affect the occurrence of risk factors, (2) "the likelihood of delay risk factors for remodeling projects", which assesses which risk factors are most likely to occur, and 3) "the level of effect of project characteristics that affects the occurrence of each risk factor." Through this study, the relationship between various characteristics of the office building remodeling projects and the delay risk factors was analyzed in various aspects, in further, it is expected that the owner planning the remodeling will be able to grasp the delay risk that is likely to occur according to the characteristics of the project in advance.

The Study of Air Sampling Smoke Detector (공기흡입형 연기감지장치에 관한 연구)

  • Since the air stream in the room controlled by HVAC system affects on he expected response of conventional detectors which are designed in accordance with normal characteristics of air stream in the fire incident, unexpected operation time delay may occur in fire. In order to solve this problem and to improve sensitivity so that to initiate fire in its early stages for minimizing damage and protecting people, we studied and developed Air Sampling Smoke Detector. The Air Sampling Smoke Detector is a kind of active-type fire detection system. it draws air continuously from the protected area through an air sampling pipe network to the smoke density analyzer. This study presents smoke density analysing technique and air intake balancing technique through an air sampling pipe network. As a result of evaluating, Air Sampling Smoke Detector was much more sensitive than conventional smoke detectors that passively wait for smoke to reach them and was not affected by ambient airflow in the room by means of balanced air intake through the sampling holes.

  • The Critical Path Method(CPM) is an effective tool used for planning and scheduling. One of strong point in the CPM is what can calculate float. Float is able to prolong without having an effect on overall schedule of project, however concept and scope about ownership is not definite, because it is a by-product of project. Thus participants have had many dispute in using float because of their interests. In recent years, a few theories have evolved in an attempt to solve this problem. But the prior research did not make a reasonable distribution of float because their criteria of distribution was based on ratio for total project time. Actually, an application of float is achieved by participant's delay risk. Therefore. this paper proposes criteria for float distribution using delay risks, and the framework for the assessment of the delay risks.

Risk Assessment Model for the Delay Protocol in the Conditions of Contract of International Construction Projects (해외 건설공사 공기지연사건의 합리적 대응을 위한 계약조건 리스크 평가 방법)

  • Recently, many Korean major construction companies are suffering from profit loss mainly due to a direct impact from delays in their overseas projects. In general, changes are inevitable in a large-scale project, and most of changes are directly linked to construction delay. Therefore, in the event that an extension of time is necessary due to a change, the contractor must manage the delay based on the condition of the contract to effectively manage risks from delay to the completion date. Thus it is important to understand delay protocol defined in the condition of the contract early in the project, but there have been few or no study to propose methodology or tool to support this effort. This paper presents a review on the project planning and controling practices of major Korean construction companies along with the issues on delay claims and disputes in mega-international projects and suggests a tool to assess delay risk in the condition of the contract. To propose a delay risk assessment model for international construction projects, major standard conditions of contract have been reviewed including FIDIC Red Book(1999), PSSCOC(2014) and SIA 9th Edition(2010). To reflect recent trend of major international owners, standard conditions which they are utilizing for their projects also have been reviewed including those of ARAMCO and QP. The model provides a categories of risks to be reviewed on the condition of the contract along with standard level of the risk which is common in the international standard form of the contracts. This study also performed a case study on an actual international project to confirm the effectiveness of proposed model to identify and respond to a delay risk of a project.
