Priority Decision of Small Hydropower Development using Spatial Multi-Criteria Decision Making (공간 다기준의사결정을 활용한 소수력 개발의 우선순위 결정)

  • Recently, it is expected that small hydropower (SHP) could potentially provide sufficient amounts of alternative energy in Korea where there is an abundance of potential sites and where social efforts are being made to reduce the emissions of green house gases. In the past, the resources survey for SHP development has been carried out using onsite surveys and paper maps, which incurred a great deal of time and cost. Furthermore, the tools for decision making such as determining development priorities or evaluating feasibility have been considered only economic aspect and focused on the performance characteristics of power generation. However, as the concept of sustainable development has been being advanced in recent years, especially focused on human-social, environmental and ecological in addition to economical sector; the consideration of these multiple criteria has become essential for sustainable SHP development. This study aims to propose the spatial multi-criteria decision making (MCDM) methodology for determining priorities among a number of locations on the planning stage of SHP development using AHP and GIS. The proposed methodology is applied for determining development priorities among the SHP locations in Cho River basin and this study presents the detailed spatial information data and the results of development priorities. As a fundamental work, this study will be beneficial to the future activation of SHP development and will help the decision making in evaluating the feasibility of SHP development.

  • Nowaday, The tendency of complexity and extension of construction fields increase the need for efficient works managements like a construction management. Consequently, by the introduction of Decision-Making Theories, researches for improving construction field's efficiencies are actively performed. Fuzzy Analytical Hierarchy Process method is invented, so that describes a decision maker's ambiguous linguistic judgment with fuzzy numbers. but most of researches on Fuzzy-AHP use symmetric triangular fuzzy function for estimating each evaluation item with the consequence that exact judgments are impossible. those limits are caused by the point that employed fuzzy ranking methods can not support dissymmetric fuzzy numbers. In this research, we aims to overcome this problem with R.P.R(Relative Preference Ratio) method and suggest improved Fuzzy-AHP method which can use dissymmetric fuzzy triangular numbers.

An Application of the Experts' GDSS to Housing Facility Allocation Processes (전문가 집단 의사결정 지원체계 (Experts' GDSS)의 주구시설 배치 적용)

  • This study suggests that experts' group decision support system (Experts'GDSS) should be helpful to solve specific planning/design problems. Dealing with AHP (Analytic Hierarchical Process), as a group decision model, maximal covering model, as a facility allocation model, and GIS (Geographic Information System; ARC/INFO in this study), as a spatial representation model, this study seeks to examine the implication of GDSS (Group Decision Support System) in the housing facility allocation. The results of this study clearly demonstrated that experts' GDSS acted its positive role, systematically providing the relative weights among the planning variables and objectives. Among different expert groups (e.g., planners, scholars, and public administrators), this study showed that there were certain differences in their decision structures, which generated different solutions in facility allocation. The further study, however, remains to investigate the more systematic implementation of GDSS in planning problems; for example, reducing the conflicts between different groups with different purposes.

  • The purpose of this study is to propose a decision-making technique for selecting waterproofing methods using the Analytic Hierarchy Process (AHP) technique. In this study, a questionnaire survey was given to a group of specialists, which included design specialists, construction specialists, and maintenance specialists, regarding their experience with roof waterproofing methods. The 1st level hierarchy of the questionnaire survey addressed the function, economics, and maintenance of each of the roof waterproofing methods. The rank of 13 items of questionnaire, which is the 2nd level hierarchy of the questionnaire survey, is calculated using Expert Choice Solution. The analysis of questionnaire survey shows that each specialist selects different roof waterproofing methods, and all specialists make much of waterproof performance.

  • Multi-Criteria Analysis is one method for optimizing decisions that include numerous characteristics and objective functions. The Analytic Hierarchy Process (AHP) is used as a general Multi-Criteria Analysis considering many critical issues. However, since validation procedures for the decision reliability of AHP valuers had been left off existing methodologies, a new methodology including such validation procedures is required to make more reliable decisions. In this research, idea decision results are derived using Monte Carlo Simulation in cases where AHP valuers do not have expertise in the specific project, and these results are compared with the results derived from experts to develop a new analysis model to make more reliable decisions. Finally, this new analysis is applied to various field case studies of road and rail carried out by the Korea Development Institute (KDI) between 2003 and 2006 to validate the new analysis model. The study found that approximately 20% of decisions resulting from the existing methodology are considered prudent. In future studies, the authors suggest analyzing the correlation between initial weights and final results since final results are enormously influenced by the initial weight.

Estimation of Deterioration Assessment for Weighting Factors in Pipes of Water Supply Systems Using Analytic Hierarchy Process (계층적분석과정을 이용한 상수관로의 노후도 평가를 위한 항목별 가중치 산정)

  • The purpose of this study is to estimate deterioration assessment for weighting factors in pipe network for which each local selfgovernment takes rehabilitation and replacement work at present time. Deterioic hierarchy process(AHP), calculates the weighting factors. The appropriate marks matrix of sixteen deterioration factors are made for the precise decision standard of pipe condition through the result of this analysis. The marks matrix of sixteen deterioration factors can solve the complicated decision making problems of pipe rehabilitation workration factors in the pipe network might be influenced by local factors, such as province, location, or land use, in water supply systems. In this study, the sixteen deterioration factors are determined suitable for domestic situation based on the pipe deterioration factor data inside and outside of the country. Also, we select persons in charge of calculating the detail weighting factors and do survey about important level of each deterioration factors. Delphi method, a question survey method applying the analyts.

  • The urban center of a large city has a high concentration ratio of population, commerce, and traffic. Therefore, the expected effect is high from the introduction of the urban utility tunnel and it also has sufficient economic feasibility considering life cycle cost. Moreover, the construction cost can be greatly reduced if it is included in a large underground development such as a subway or a complex transfer center construction. However, it is not reflected in actual underground development plan. When planning a urban utility tunnel in Korea, it is expected to have difficulties such as the cost of relocation of the existing Life-Line, conflicts among the individual facility institutions, procurement of construction resources and sharing. Furthermore, it is possible to promote the project only if a consensus is drawn up by a collective council composed of all facilities and project developers. Therefore, an optimal alternative should be proposed using economic analysis and feasibility assessment system. In this study, the analytic hierarchy process (AHP) is performed considering the characteristics of urban areas and the importance of each indicator is quantified. As a result, we can support reasonable design capacity optimization using the feasibility assessment system.

  • Lean concept is management philosophy that defines a customer's value and eliminates wasteful and impeditive factors. Management philosophy of Lean in the construction industry is referred to as "Lean Construction". Now this concept has expanded to achieve effective productivity during the design phase. Currently the norm of the domestic design process has been Point-based Design(PBD). It involves selecting a single structurally-feasible design option early and then refining that single design as more information becomes available throughout the design process. This single design is then re-worked until a solution is found that is feasible for all parties. On the contrary, Set-based Design(SBD) is based on lean processes to eliminate waste and improve project productivity. It focuses on keeping the design space as open as long as possible, to allow "subdesign" to advance and not labeling them as secondary in importance. Preserving the maximum number of feasible designs as long as possible reduces the likelihood that rework will be necessary and allows all project participants to utilize their unique expertise to make the project successful. This study proposes that the design methodology of minimizing waste and increasing productivity through SBD of AHP, one of the decision making process so as to compare PBD with SBD and tries to find decision making process and then suggest that application methodology through performs case study of SBD process.

Decision Making Model for a Public Construction Project Delivery Method Selection based on Analytic Hierarchy Process (AHP를 이용한 공공공사 입찰 방식 의사결정지원 모델)

  • The bidding method of public works is decided based on the experience of the officials in charge and the convenience of the work, but the validity of decision making process for the bidding method has not been verified. Another challenge in the bidding method selection is its objective validation is not easy because the decision making is based on experience, when a new type of project is ordered or a new bidding method is applied In this study, therefore, a decision making model to facilitate the selection of a public construction project delivery method was developed and examined with its applicability. This model was developed using the Analytic Hierarchy Process and was verified through 32 persons who were actually in charge of the works. As a result of applying this model, 5 of the 32 persons showed consistency in using the model. and they expressed positive opinions about the model. The model can provide a guide while recognizing the fact that they cannot depend entirely on the model. Therefore, the model proposed in this study is expected to reduce the work-related burden of the persons who are involved in the related work and help the objective performance of their tasks when a new bidding method or project appears in the future.

  • Building supervision can be defined as a major task that involves managing and supervising the construction process to support the creation of high-quality results. To successfully perform supervision work, it is necessary to collect various information generated in uncertain field conditions, but today, supervision is performed based on documents such as reports, so there are limitations in collecting information. In fact, it has also been reported that the recent collapse of an apartment building in Korea was caused by limitations of information communication in th supervision work. Accordingly, this study analyzed the types of digital technologies that can be used to improve the efficiency of building supervision work, and presented the prioritized application of them. Priority application was quantitatively evaluated using analytic hierarchy process on data through a survey. It is expected that the results of this study can be used as basic data to set the roadmap of digital technology for building supervision in the future.
