국내외 민간 방재조직의 특성에 관한 비교 분석 (Comparative study on characteristics of domestic and foreign civil anti-disaster organizations)

  • Purpose: The purpose of the study is to investigate the actual state of activity on domestic and foreign civil anti-disaster organizations, related suggestions, and development plans. Methods: This study used the documentary survey research method and the technical approach method. Civil anti-disaster organizations' information was derived from detailed scholarly monographs, specialty publications, and previous studies of master doctorate dissertation. Results: Volunteer Fire Department and voluntary crime prevention groups show problems related to budgetary deficits and volunteer deficiency. In order to resolve these issues, laws must be enacted to guarantee interest and support. In addition, the Citizen Corps Active in Disaster (CAIND) organization requires a dedicated salary system to address the investment of its workforce and the cost of heavy equipment. Moreover, deficiencies were revealed regarding the lack of systems in support of occupational education and training. In conclusion, several weak points require close attention. Conclusion: The results of this comparative analysis study about the domestic and foreign civil anti-disaster organizations provide insight into identity materialization and concept establishment.

  • 정책 분야들이 넓어지고 복잡해지면서 정책 조정은 행정의 도전이 되고 있다. 신노동당의 연계정부(joined-up government)는 사회서비스 공급에 있어 정부의 분절화를 개선하기 위한 종합적인 접근법이었다. 신노동당은 총리실과 내각부 등 정부의 핵심기관과 민관협력분야에 연계기관들을 두어 정부부처 간, 그리고 민관 간 연계된 활동을 추진하였다. 그러나 연계정부는 행정체계를 더욱 수직적으로 만들고, 분절화시키며, 책임소재를 불분명하게 하였다는 비판을 받았다. 영국의 연계정부의 경험은 부처 간, 중앙과 지방 간, 그리고 민관 간의 정책 조정의 중요성이 더욱 커지고 있는 한국에 함의를 줄 것이라 기대한다.

Older Adults' Perceptions of Age-friendliness with an Emphasis on Community Supports and Health Services in a City in South Korea

  • Purpose: This study tries to comprehend older adults' perspectives of community supports and health services in a South Korean city and identify important sociodemographic and health characteristics that affect their perspectives. Methods: 166 older adults were involved in this cross-sectional study. Questions on background characteristics and community supports and health services criteria (categorized as service accessibility, offer of services, voluntary support, or emergency care planning) based upon the WHO's Age-Friendly Cities Guide were used. The data were analyzed using paired and independent t-tests, one-way ANOVA, and hierarchical multiple regression analyses. Results: emergency care planning was rated as the most important by the participants (mean age=76.24 years, 22.9% male), while its current level of performance was lowly appraised (p<.001). The rated importance for each category differed based on individual characteristics. Depression (p=.016), older age (p=.012), and restricted network type (p=.039) were significantly related to ascribing a higher degree of importance to community services. Conclusion: Community initiatives are warranted to optimize emergency care for older adults. This planning must be based on the unique characteristics of older adults in coordination with supportive resources. In addition, comprehensive assessments are warranted before implementing action plans to ensure that the multi-dimensional problems of older adults are incorporated.

  • Korea currently provides long-term care benefits for the elderly with poor functionality, but most of the service providers are private businesses. This is the time when quality management of care services is required, which is just around the corner of the super-aged era. In this study, we would like to look at the case in which 'A company', which operates a long-term care institution, attempted to make voluntary changes ahead of social demands. The company tried to transform the social needs of quality management by judging them as opportunities, not threats, and establishing an integrated database of centers. First, the company processed data and built a cloud-based database system. Second, the company automatically linked data from existing systems for the efficiency of data utilization. Third, the company pursued visualization for the convenience of data utilization. This allowed the company to make data-driven strategic decisions internally. This is expected to increase sales as it will soon lead to securing new customers and pioneering new markets. It is also significant in that it can provide best practices for the long-term care industry.

  • A startup airline is motivating its flight attendants to do voluntary and effective safety behavior as well as setting up safety culture in its organization at the same time in the early stage of revenue-flight service due to the lack of flight operation experience compared to competing airlines. Based on the sample of flight attendants from a startup airline, this paper tried to perform empirical analysis which focused on relationship among safety leadership, safety motivation and safety behavior. According to empirical analysis, it was proven psychological resources had a significantly positive effect on work engagement. Work engagement is proven to have a significantly positive effect on both flight attendants' safety motivation and their safety work. It was also implied that flight attendants couldn't understand a contradictory attitude of their leaders because leaders had them focus on safety work engagement while not providing enough human resource and capital. In addition, it was found leader's excessive emphasizing safety policy might not result in flight attendants' safety behavior.

  • Purpose: As environmental and social problems such as disasters caused by climate change and the rapid transition to an ultra-aging society are rapidly emerging, the voluntary participation of citizens in civil society is a good alternative to solve various social problems, and the necessity and role of volunteering is gradually being emphasized. Research design, data, and methodology: This study examined the motivation and satisfaction of volunteer participation and conducted a comparison analysis, focusing on the 2013 Beautiful Store Volunteer Satisfaction Survey and the 2021 Volunteer Satisfaction Survey data. Results: To summarize the main results of the study, first, the motivation to start volunteering was to respond that the individual's subjective disposition influenced the motivation to start volunteering. Second, volunteer participants were able to gain recognition and psychological comfort through volunteer activities. In addition, the satisfaction of the part that increases the confidence of volunteer participants can be seen as a positive change in volunteer work. Third, in relation to the continuity of volunteer work, it was found that problems related to managers and conflicts between organizations and individuals were largely emerging as factors that caused them to quit volunteering. Conclusions: Volunteers should be more interested in cooperation and communication and promote discussions on improvement for sustainable service in communication between other volunteers and managers.

항공안전투자 공시제도 현황 분석 및 향후 발전 방안 연구 (Analyzing the Public Disclosure of Aviation Safety Investment System and Studying Future Development Strategies)

  • Korean aviation authority required air service providers to submit public disclosure of aviation safety investment to encourage proactive and voluntary safety investments. In 2023, two airport operators and seventeen airlines disclosed their safety investment results and plans for the first time. This study aims to examine and analyze the current status of the disclosure system, identify insights for its development, and set directions for the future. Safety investments by airport operators decreased by 14.3% in 2022 compared to 2021 due to decreased aviation demand. Airline increased their safety investment by 46% to 4 trillion won, investing heavily in MRO and aircraft replacement, leading to a decrease in the average fleet age by 0.8 years. FSCs have shown a significantly higher level of safety investment compared to LCCs. However, LCCs show higher safety investment relative to revenue. It is necessary to consider the characteristics of each operator as well as the scale when comparing safety investments. A roadmap is suggested based on the importance of disclosure items for the strategic approach and improvement measures for the aviation safety investment disclosure system.

군복무 경험 특성이 창업의도에 미치는 영향에 관한 연구 (A Study on the Impact of Military Service Experience on their Entrepreneurial Intention)

  • 최근 경제 상황의 악화로 인해 제대군인들의 재취업이 더욱 어려워지는 여건을 보여주고 있다. 본 연구는 이러한 배경 속에서 제대군인들의 원활한 사회복귀를 위한 자영업 창업지원이 필요한 것이라는 인식에서 시작되었다. 선행연구에서 창업의도에 미치는 요소로 알려진 개인적 특성(성별, 연령, 결혼상태), 사회적자본(네트워크, 롤모델), 인적자본(교육 및 경험), 재정자원(보유자산, 연금 등) 등이 전역 예정군인들의 자영업 창업의도에 미치는 영향과 더불어 전역예정 직업군인들의 군 복무 경험 특성(근무기간, 근무환경(지역), 계급(신분), 군인연금, 병과 구분 등)이 자영업 창업의도에 어떤 영향을 미치는지도 분석하였다. 연구결과 군복무 환경에 따라 창업의도가 상당히 달라진다는 점을 확인하였으며, 따라서 상대적으로 복무환경이 열악했던 군인들에게 창업 관련 정보를 제공하고 관심을 높여 나갈 수 있는 정책이 매우 중요한 것으로 해석되었다. 이를 위해 현재 국방전직교육원에서 실시하고 있는 창업 관련 교육을 전직교육기간 뿐만 아니라 평소 복무기간 중에도 일부 개방하는 등의 방법이 제안되었다. 본 연구는 현재 시행되고 있는 제대군인 창업 지원정책의 개선과 더불어 향후 제대군인들에 대한 전직 지원정책을 발전시켜 나가는 데 그 근거를 제공할 수 있을 것이다.

DRG 지불제도가 재원일수와 퇴원 후 외래방문일수에 미치는 영향: 2004-2007년도 제왕절개술을 중심으로 (Impact of DRG Payment on the Length of Stay and the Number of Outpatient Visits After Discharge for Caesarean Section During 2004-2007)

  • Objectives: The purpose of this study was to examine the impact of Diagnosis-Related Group (DRG)-based payment on the length of stay and the number of outpatient visits after discharge in for patients who had undergone caesarean section. Methods: This study used the health insurance data of the patients in health care facilities that were paid by the Fee-For-Service (FFS) in 2001-2004, but they participated in the DRG payment system in 2005-2007. In order to examine the net effects of DRG payment, the Difference-In-Differences (DID) method was adopted to observe the difference in health care utilization before and after the participation in the DRG payment system. The dependent variables of the regression model were the length of stay and number of outpatient visits after discharge, and the explanatory variables included the characteristics of the patients and the health care facilities. Results: The length of stay in DRG-paid health care facilities was greater than that in the FFS-paid ones. Yet, DRG payment has no statistically significant effect on the number of outpatient visits after discharge. Conclusions: The results of this study that DRG payment was not effective in reducing the length of stay can be related to the nature of voluntary participation in the DRG system. Only those health care facilities that are already efficient in terms of the length of stay or that can benefit from the DRG payment may decide to participate in the program.

Antecedents to Customer Repurchase in Korean Social Commerce Service

  • Recently, with the success of Groupon in the USA using the new business model referred to as social commerce, which is a commercial transaction involving group purchases on social network service (SNS), social commerce business receives much attention. Social commerce is capable of effectively promoting additional purchasing by customers through unprecedented price discounts and limiting the number of purchasers and time allotted for purchases, and is able to achieve promotional effects over and above those of simple product promotion due to customers' voluntary word of mouth. Although social commerce is effective for short-term increase in the sales of products, there are numerous dissenting opinions on whether it can promote repurchasing by customers. In particular, social commerce in Korea focuses only on unprecedented discounted prices and does not have the marketing effect that SNS can produce over and above the sales promotion. The objective of this study is to find the factors that influence the repurchase intention on social commerce and to analyze factors that contribute the social commerce product. For this, this study extracts repurchase intention factors and computes a repurchase probability to assess the influence of factors other than price discount on social commerce customers at the time of repurchasing. In addition, the importance of factors toward sales revenue for each of the social commerce products (e.g., restaurant/café, beauty, tour/leisure, show/exhibition, and fashion/clothes) is estimated by using the computed repurchase probabilities. The repurchase probability through the analysis can be used for development of social commerce business in Korea.
