Korean floricultural industry has grown under the full backing of government, as it placed itself as the main export item since 2000s. Despite its high-speed growth after the domestic production scale of trillion won, the floricultural industry lost its pace after 2005, due to the market-opening of agricultural product and global economic depression. Although the national income is growing and the level of civilized living is following, spending on flowers is faltering. As of such circumstances, necessity for analyzing flower consumption trend and behavior has came out, along with the calls for expansion plan of flower consumption, under the basis of result analysis on consumer reports. The result of the research contains the trend/consumption behavior analysis on domestic and foreign flower industry to boost floricultural industry, along with reviews on various studies of the developmental process of domestic and foreign cut-flowers/pot-plants consumption trend. Also this study has reached to the various recognition of people toward flower, through a public survey. Through such results, this study would like to propose the measures for diffusion of flower-consumption culture, achieving the improvement of life-quality of public along. First, efforts on reviewing the customer accessibility is essential to create flower- culture and the consumption. Second, to eliminate the obstacles that prevents flowers from public's daily life is essential. Third is the effective public-relations on flowers. To create consuming culture and to adhere the positive images, it is essential to research and systematically organize categories of color, scent, and elements of flower and utilize them. Last proposal is the organization of flower-concerned personnels and the leading groups. The change is affected by the economical, social environment, along with the emotions of consumers. Therefore the necessity for the leading group to be the control-tower of such changes are very clear.
This paper focuses upon the relationship between port and port city. The purpose of this study is to theoretically review the relationship between port and its city, and to identify crucial policy directions for mutual development of port and the backward city in the case of Gwangyang Port (GP), Korea. The contents of this paper consist of five main sections: introduction; a concept of port-port city relationship; an analysis of the relationship between GP and its city; policy directions for GP city; conclusion. This study was mainly conducted by a literature review of the papers/reports and the analysis of secondary data. Significant policy strategies are associated with development of value-added logistics, expansion of additional port business, vitalization of port hinterlands, and establishment of port logistics clusters in terms of port economic function. Green port operation, improvements of coastal environment, establishment of port waterfronts, and conceptual port redevelopment master plan are included in the major port city development strategies in terms of sustainable development. Another major port city development strategies contain major port city master plan, institutional arrangements for port city development, specialized port city development policy, and formation of free trade port city in relation to integrated port-port city planning and management.

The Purpose of this study is to Present the tourism development Plan of Muan County in relation to the establishment of the Muau international Airport. This study criticizes the stereotypical tourism development plans carried out by numerous loyal self-governments. The highest purpose of tourism is to create an experience that cannot be had In a Person's daily life. Tourism development in Muan must be loyal to this philosophy of tourism. This study raises three key questions: What is the nature of tourism\ulcorner; For whom is tourism developed\ulcorner , Why is tourism being developed\ulcorner The answers to the three key questions are very basic ones. but are not being fulfilled in the tourism development of Korea, as fellows. Firstly, tourism development should be carried out to strengthen the special characteristics of tourism resources. Secondly, tourism development should encourage the participation of local residents within the Process, and it should be helpful to the local industry and the resident's income. lastly, the development should refrain from relying heavily on money-making businesses but seek to enrich the lives of visitors and hosts together. This study presents five distinctive tourism development schemes for Muan. They are as follows: the establishment of a scenic byway leading to the Airport: the development of Hoeshan lotus reservoir as a tourist resort for Buddhists and as a traditional health care center: the utilization of the .Japanese military airport relics as an historical and cultural tourist attraction: the establishment of a salt-water spa complex: and the vitalization of agricultural tourism by utilizing the advantage of the Muan international Airport.

Daytime activity services based on community care signify 'participatory integrated community care service' fused with diverse forms of community participation and care for adults with developmental disabilities after school graduation. They have the characteristics of lifelong care by life cycle in that adults with developmental disabilities 18 years and older receive daytime care and community participation programs. The purpose of this study is to examine community care based daytime activity services and to search for vitalization plans for daytime activity services that must unfold in the future for care programs that can be meaningful social participation opportunities for adults with developmental disabilities. Through literature review, we analyzed the state of daytime and social activity of adults with developmental disabilities as community care.Based on these findings, we devised ways to improve the daytime activities for the significant daytime of adults with developmental disabilities. At this, it proposed an increase of activity support vouchers, daytime activity service time expansions, expanded budget formulation for an increased number of daytime activity service subjects, expanded applications for the prioritization of the 20% of those with the most severe developmental disabilities and the composition of separate teams, and the role reinforcement of support centers for people with developmental disabilities.

The purpose of this study is to explore the meaning of the 2018 'Comprehensive Plan for the Vitalization of Democratic Citizenship Education' centered on the '2022 Revised Curriculum General Discussion'. Research Results First, in the case of strengthening democratic citizenship education in schools, one of the main tasks in the general discussion of the 2022 revised curriculum emphasizes democratic citizenship education to cultivate citizenship. are doing Second, in the case of teacher professionalism enhancement and support for educational activities, development of teaching and learning materials and reinforcement of teacher training are promoted in the 2022 revised curriculum summary. Third, in the case of creating a democratic school culture, the 2022 revised curriculum outline guarantees student safety and learning rights through remodeling or remodeling old schools to restructure learning spaces and realize a digital-based learning environment. Fourth, in the case of revitalization of student autonomy, in the general discussion of the 2022 revised curriculum, the autonomy of the school curriculum considering the needs of students and school conditions is expanded, and classes centered on participatory experiences and self-government activities are strengthened. Fifth, in the case of establishing a democratic citizenship education support system, the 2022 revised curriculum outline establishes a mutual cooperation system that respects the roles and expertise of various educational subjects and a mutual cooperation system between the local community and the educational community.
Led by the Cultural Heritage Administration, studies on the cultural heritage of railways have merely focused on modern registered cultural heritage and on excavating the cultural heritage of modern rail transportation. Endeavors of institutions relevant to railways to protect the cultural heritage of railways were not sufficiently made. Only the internal guideline to protect the cultural heritage of railways made by the railway corporation is being implemented. This study aims to assert the need to examine the protective measures of the heritage of railroad cars and to vitalize plans of conserving the heritage of railroad cars. Also, plans to protect the heritage of railroad cars and methods to invigorate schemes of protecting the heritage of railroad cars will be suggested. The current situation of protecting the heritage of railroad cars was investigated via a field trip. Through exploring overseas examples of protecting the heritage of the railroad cars, ways to vitalize plans of widely publicizing the heritage of the railroad cars with their historical values were suggested. Results showed that first, the way of openly exhibiting conserved railroad cars by setting up stands other than the way of exhibiting and conserving in one site was necessary. Second, in order to properly preserve and manage the cultural heritage of railways, railroad cars, much like natural monuments or intangible cultural properties, need to be perceived as cultural properties. Also, it is necessary to amend the Cultural Properties Protection Law to include railway heritage. Third, the perception of the cultural heritage of railways should be heightened, and SNS, blogs, and cafes need to strategically promote this heritage in order to increase the public's interest. Fourth, in addition to enacting legislations and gaining institutional support for the cultural heritage of railways, the budget to operate the responsible department, and employing staff for the heritage of railroad cars should be resolved as a priority in order to enhance the capability of managing this cultural heritage. In order to rationally protect the cultural heritage of railways and invigorate plans to protect the cultural heritage of railways, it is necessary to garner administrative and financial support, and enact the appropriate legislation. The heritage of railroad cars is priceless and has a social value in terms of regional icons, historic marks, and the record of life. It is considered that in this situation, the standard of amending both policy and the Cultural Properties Protection Law for the heritage of railroad cars should be urgently established.
There have been raised other environmental issues related to remediated soils piled up in numerous carry-out processing facilities because a considerable quantity of them have been produced every year, but most of them have not been relevantly reused or recycled. Thus, this article reports the trend of researches on the development of techniques to restore the quality of remediated soils to activate their reuse and recycling. Firstly, the tendency of change in soil properties through remediation processes was looked over, and then the degradation of soil quality was characterized according to the type of remediation processes. Besides, the direction of policy to promote the reuse and recycling of remediated soils was introduced, and finally, the future works needed were suggested. This article was prepared based on the results of the survey of domestic and foreign literature. A number of literature were reviewed to scrutinize the change of soil properties due to remediation processes and diverse techniques for the amendment and restoration of remediated soils. Furthermore, the policies related to the reuse and recycling of remediated soils were arranged with the reference of the first and second versions of the Soil Conservation Master Plan of Korea. The literature survey focused on three kinds of remediation technologies, such as land farming, soil washing, and thermal desorption, which were most frequently used so far in Korea. The results indicate that the tendency of change in soil properties was significantly different depending on the type of remediation processes applied, and the degradation characteristics of soil quality were also totally different between them. The soil amendment and restoration can be categorized as three techniques depending on the type of substances used, such as inorganic, organic, and biological ones. Diverse individual materials have been used, and the soil properties improved or enhanced were dependent on the type of specific materials utilized. However, few studies on the restoration of soil qualities degraded during the remediation processes have not been carried out so far. The second Soil Conservation Master Plan states the quality certification and target management system of remediated soils, and it is expected that their reuse and recycling will be facilitated hereafter. With the consideration of the type of remediation processes implemented and public utility, the restoration technologies of remediated soils should be developed for the vitalization of their reuse and recycling. Besides, practical and specific measures should be taken to support the policy specified in the second Soil Conservation Master Plan and to promote reuse/recycling of remediated soils.

Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.
This study aimed to summarize the characteristics of visitor experience for different market segments based on insect experience orientation in order to develop Ptecticus tenebrifer (Diptera: Stratiomyidae [Walker]) experience programs using local resources in the insect industrial market. A total of 325 effective samples were collected, and the attributes of insect experience orientation were connected to education, emotion, society, and ego. The survey respondents were students and parents of school-age children. Cluster analysis showed that the respondents were classified into two or three groups that were all found to be high in the prediction validity and discriminant analysis. Based on this result, the respondents were properly subdivided into three clusters for final analysis. Those three groups were: the passive group, the moderate group, and the active-orientation group. As a group aiming for various insect experiences, the active-orientation group consisted of parents whose children range in age from either 5 to 9 or from 10 to 14. This group was willing to spend 7 ~ 8,000 won on each experience program, and they preferred emotional experience programs. The passive and moderate orientation groups were most interested in having an educational experience. In order to increase people's interest in experience programs, education-oriented programs should be developed and promotional marketing should be reinforced. The results and implications of this study may be useful for the development of insect experience programs that can meet various visitor experience orientations as basic data that can contribute to the vitalization of the 6th industrialization plan for the insect industry.

In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital. But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project. A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 7 improvement method were presented from a perspective of Special Purpose Company (SPC), which could be accepted by both of SPC and government agencies. The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of SPC to make a contribution to the vitalization of domestic BTL projects.
