25인승 버스 전복사고의 탑승자 손상 분석 (Injury Analysis of a 25-passenger Bus Left-quarter Turn Rollover Accident)

  • Purpose: Rollover motor vehicle crashes have a higher injury severity and fatality than other motor vehicle crash types. From a left-quarter turn rollover accident of 25-passenger bus, we intend to assess the injury of the occupant and the injury severities according to the occupants' position. Methods: We carried out the 3 steps investigation of occupants' interview, visiting the repair shop and using the police report. We analyzed injuries sustained by occupants, and compared injury severities considering column, row in occupant's position and passenger interaction Results: The rollover involved 14 passengers in the bus who were all old women except a man driver. The most common injury was in the upper extremity, with six occurrences being a left clavicle fracture. Major injuries including hemothorax and pneumothorax were diagnosed at left side of the occupant. In the comparison of injury severity among driver's column (left side), mid column and passengercolumn, ISS of passenger column was the highest ($9.9{\pm}7.4$, $8.8{\pm}5.5$, and $10.3{\pm}4.0$, respectively, p>0.05). The injury severity of multiple occupants by row was higher than that of single occupant (10.8 vs. 3, p<0.05). Conclusion: An occupant must fasten their seat belt to prevent an injury by passenger interaction in the left-quarter turn rollover accident of a bus.

요구분석을 통한 학교안전정책 개선방안 연구 (A study on School Safety Policies by an Needs Analysis)

  • 본 연구는 2015년 12월 수립된 제1차 학교안전사고 예방 계획을 기초로 학교에서 시행하고 있는 학교안전사고 예방 34개 세부과제를 평가하고 학교안전사고 예방을 위한 세부과제들 중 우선순위를 두고 추진해야 할 과제를 분석하여 향후 개선방안을 제시하는 것을 목적으로 한다. 이를 위해 전국 24개 학교안전 연구학교 교직원 614명을 대상으로 학교안전사고 예방 계획 추진과 제별 실현 수준 및 확대 필요성에 대한 인식수준을 조사하였다. 조사결과는 보리치(Borich) 요구도 분석을 통하여 중점 추진과제에 대한 순위를 제시하였다. 연구 결과, 연구학교 교직원들의 학교안전 개선 체감도는 전반적으로 높았으며, 가장 충실하게 시행된 정책과제는 교직원 대상 응급처치교육, 학교급식 안전관리, 학생 교통안전사고 예방활동 순이었다. 대다수의 설문참여자들은 해당 정책들이 잘 추진되고 있으며 지금보다 더 확대되고 강화되어야 한다고 응답하였다. 특히, '학교안전을 위해 교육청과 지역사회 관련기관의 긴밀한 협력', '수상 안전사고 예방교육 활동'이 더 적극적으로 시행할 필요성이 있는 것으로 나타났다.

A retrospective clinical investigation for the effectiveness of closed reduction on nasal bone fracture

  • Background: The nasal bone is the most protruding bony structure of the facial bones. Nasal bone fracture is the most common facial bone fracture. The high rate of incidence of nasal bone fracture emphasizes the need for systematical investigation of epidemiology, surgical techniques, and complications after surgery. The objective of this study is to investigate the current trends in the treatment of nasal bone fractures and the effectiveness of closed reduction depending on the severity of the nasal bone fracture. Patients and methods: A total of 179 patients with a nasal bone fracture from 2009 to 2017 were enrolled. Their clinical examination, patient's records, and radiographic images of nasal bone fractures were evaluated. Results: Patients ranged from children to elderly. There were 156 (87.2%) males and 23 (12.8%) females. Traffic accident (36.9%) was the most common cause of nasal fracture. Orbit fracture (44 patients, 24.6%) was the most common fracture associated with a nasal bone fracture. Complications after surgery included postoperative deformity in 20 (11.2%) patients, nasal obstruction in 11 (6.1%) patients, and olfactory disturbances in 2 (1.1%) patients and patients with more severe nasal bone fractures had higher rates of these complications. Conclusion: Closed reduction could be performed successfully within 2 weeks after injury.

민간조사업법의 도입방향에 관한 연구 (A Study on the Introduction Direction of Private Investigation Law)

  • 민간조사업의 주체는 다양한 서비스를 제공한다는 측면에서는 자연인, 법인 모두를 허가해야 되지만 공익성을 확보라는 측면위해서는 경비업법과 마찬가지로 법인으로 해야 할 것이며 허가제로 시행해야 할 것이다. 민간조사업 도입범위는 개인과 기업을 대상으로 하는 가출인 미아에 대한 소재 확인 조사, 특정인이나 특정집단의 신원확인, 습관, 행동방식, 동기, 소재파악, 친자확인, 교제, 거래, 명성, 성격 등을 조사, 실종된 자 또는 귀속되거나 포기된 재산의 소유자 및 부동산의 상속인 등의 소재확인 조사, 분실 또는 절취 된 재산의 행방조사, 화재, 명예훼손, 비방, 손해, 사고, 신체장애, 부동산이나 동산에 대한 침해의 원인 조사, 교통사고, 보험사고, 의료사고 등 각종사고에 대한 조사, 저작권침해 등으로 규정할 수 있다. 자격시험에 있어서는 25세 이상이 바람직 할 것이며, 1차 시험 면제자는 타 자격증과의 형평성을 고려하여 관련분야 경력 10년 이상인 자로 해야 할 것이다. 감독기관에 있어서는 민간조사업과 프랑스(경찰), 일본(공안위원회) 등 다수의 국가들이 경찰기관이 감독기관인 점과 민간조사업 업무의 성격이 경찰과의 관련이 높다는 점을 고려하면 경찰청이 감독기관이 되어야 한다. 벌칙에 있어서 특히, 개인정보에 대한 관리를 명확히 하여 고객의 기본권 침해를 방지해야 한다.

경호산업의 재해예방에 관한 연구 (A Study on Prevention of Accident in Korean Security Industry)

  • The Security Industry has dynamic working conditions. So this study intends to find the advisable direction for the reduction of accidents. To achieve the aim, the investigation of documents and the examinations of actual proofs have been done to figure the theoretical background and to see the basic knowledge of security industry. The questionnaire was composed of two question sheets to search real data and actual proofs, with making targets of pure security organization and personnel. The one consists of 9 questions to find the scale and extent of security organizations and the population and character of security personnel, and the other 25 questions in 3 major areas to analyze the causes, the frequency rates, the factors, and the condition of accidents. The period of survey was July 15th to October 15th in 1997 by mail/telephone/interview. The questionnaires were efficiently returned from 102 different organizations including the public security groups of Seoul Metropolitan Police Bureau and so on, with the information of 8,222 persons having worked for Korean Security Industry in 1996. So being based on the reality, some meaningful facts were found, and were compared with the national statistics of the Government. This study is made up of 5 chapters : in the 1st chapter the motivation, the object, the method, the direction and the limitation of the approach were presented ,in the 2nd chapter the theoretical background were inferred ; in the 3rd chapter the collected data of accidents in Korean Security Industry were analyzed and explained on the base of the questionnaires , in the 4th chapter the advisable facts connected with preventing accidents were mentioned ; in the last the conclusion were stated. With the replies of 102 different organizations including the information of 8,222 persons in 1996, the main facts found or analyzed through this study are as follows. Firstly, accident is an unpredictable and occasional event. It occurs to man and/or thing, but the frequency rate of accidents in Korean Government and other Institutes has been calculated and evaluated only in the point of the accident related with man. Secondly, the factors of accidents are firstly relevant to the way preventing accidents in Security Industry in Korea. However the frequency rate is academically calculated and evaluated by at once man(population) and hour(time). But the Government has done the rate only by man(population). This can be improper and inaccurate rates. Thirdly, the confused concept of security is used in Korean Government, academic society, corporation and so on. Therefore the detailed formation of the concept is needed for the development of Security Industry in Korea. Fourthly, security organizations can be classified into 'public security(public law enforcement)' and 'private security' according to its identification, and furthermore 'private security' can be divided into 'facilities-guard service', 'body-guard service', and 'patrol service' according to its major role. Fifthly, in the viewpoint of the number of both organization and population,'facilities-guard service' is centered in Korean 'private security'. According to the analyzed results of the questionnaires in this study, the frequency rate of accidents of Korean Security Industry is 0.43(%) totally in 1996 : 'facilities-guard service' 0.54(%), 'body-guard service' 0.12(%), and 'patrol service' 0.21(%) in 'private security', and 'public security' 0.20(%). With regard to the accident frequency rate of organization and population, 'facilities-guard service' is the highest. The accident frequency rate of population in 'facilities-guard service' organization ranges dispersively from 0.20(%) to 11.11(%). Sixthly, the accidented rate of workers having serviced for under one year is 57.6(%). This can mean that the main factor of accidents in Korean Security Industry is the lack of role-understanding and training/education. And another factor can be found on the time of accident occurrence. Many accidents have been occurred on the relaxed points like as just after lunch and morning rush-hour. Lastly, the major advisable facts related to preventing accidents are as follows : The workers who are over fifty years old in 'facilities-guard service' organization need to be educated for preventing accidents ; It is desirable that the training and education to prevent accidents should be practiced in the time of pre-service ; As the style of accidents and the age of the accidented are not same according to major service area('public security' and 'private security' : 'facilities-guard service', 'body-guard service', and 'patrol service'), the plans to prevent accidents must be different and various. However fracture and bruise are general accidents in Korean Security Industry ; Workers must care about traffic accident and violent fall ; It seems that the grouped working with other two persons will reduce accident occurrence possibility rather than individually single working.

교차로 우회전 차량 보조등 개선 (Right-Turn Vehicle Supplementary Signal Improvement at Intersections)

  • 본 연구의 목적은 우회전 교통처리를 위한 합리적인 신호운영방법을 제시하는데 있다. 우회전 차량 보조등은 현재 일정한 규정이나 기준없이 다양한 형태로 운영되는 것으로 나타났다. 우회전 차량 보조등을 일관성 없이 사용하고 있고, 전방차량 신호등과 불일치하여 교통사고의 위험이 있다. 우회전 차량 보조등이 적색일 때 우회전이 금지된다는 근거가 부족하며, 법과 다른 의미로 적색점멸신호가 사용되는 문제점이 있는 것으로 분석되었다. 우회전 차량보조등 설치가 신호위반에 미치는 영향을 알아보기 위해 현장 조사를 하였다. 우회전 차량 보조등이 설치된 접근로의 신호위반 비율이 높게 나타나서 우회전 차량 보조등이 우회전시 신호위반 비율을 낮추는 효과는 없는 것으로 분석되었다. 우회전 보조신호등의 유무에 따라 운전자가 신호등 해석에 차이가 있는지에 대한 설문조사를 실시결과, 우회전 보조신호등의 유무나 우회전 보조신호등의 형태에 따라 신호등 해석에는 차이가 없는 것으로 분석되었다. 신호체계변경에 따른 운전자의 혼란을 방지하고, 적신호시 우회전 허용에 따른 교통사고가 심각하지 않음을 고려하여 적신호시 우회전을 전면 금지시키는 것은 신중한 검토가 있어야 할 것으로 판단된다. 적신호시 일시정지후에 다른 차마나 보행자에게 방해가 되지 않는다면 우회전이 가능하도록 도로교통법에 반드시 일시정지할 것을 명시할 필요가 있다. 우회전 보조신호등을 설치하고자 한다면 운전자에게 명확한 신호전달을 위해 화살표 삼색등을 우회전 차량보조등으로 사용하기를 제안하였다.

단사진 해석기법을 이용한 평면좌표 결정에 관한 연구 (A Study on the Determination of Plane Coordinates Using Single Photo Method)

  • 단사진을 이용한 측량은 교통, 산업, 산림, 범죄수사 및 일상생활에서 많은 활용면이 있으므로 본 논문에서는 이와같은 단사진 측량방법중 공간후방교회법(Space Resection)을 이용하는 방법과 2차원 사영변환을 이용하는 방법으로 나누어 해석기법을 제시하였다. 또한 측량용 비측량용 사진기를 사용한 단사진의 정확도를 비교분석 하였으며, 정확도를 향상시킬 수 있는 최적의 상태를 알기 위하여 기준점 수 및 배치형태를 변화시키면서 좌표 및 길이의 오차에 대하여 분석하였다. 그 결과 초점거리가 긴 측량용사진기 Wild P31이나 중형사진기 ASAHI PENTAX 6$\times$7의 경우 기준점 수 및 배치형태가 오차에 미치는 영향이 작았으나 초점거리가 짧은 비측량용 사진기 NIKON FM2는 기준점수 및 배치형태가 오차에 미치는 영향이 컸다. 따라서 이러한 단점을 극복하고 오차가 수렴하기 위해서는 최소한 기준점수 6점 이상을 측량대상 지역에 고루 분포시키고 또한 측량대상물을 촬영축에 직각방향으로 배치하여야 한다는 것을 알 수 있었다.

일부 초등학교 고학년 학생들의 신체적 건강에 대한 자가-인식과 운동수행 상태 (Health-related self-cognition and physical performance status of a elementary school children)

  • Background : The part to be very important that we make the physical development rightly at elementary school student days. Objective : This study investigated the relation of a physical health status which itself recognizes and an exercise performance situation out for an elementary school students. Methods : This cross-sectional study examined health and exercise performance status of 1,032 elementary school children. To examine children's a physical injury experience and injury occurrence characteristic and a personal computer utility condition, a body alignment status of the student which parents recognize and the relation of a fatigue and concentration level was an investigation with other factors. Results: An average age of the children was the 10.95 yr and an average weight was the 39.02 kg and an average height was the 145.17cm. The student to be experiencing currently an pain occurrence was 192(19.07%). It was most high to the grade 6(23.33%) compared with different grade(p<.01). Physical pain occurrence rate did not exist by gender(p>.05). There is most an pain occurrence region the ankle(38.0%). They had a 27.19% an physical injury experience of the students. A injury rate was revealed that were high as were the high grade(grade 6, 36.72%)(p<.01). A reason of the injury rate was high in a collision at the body(19.84%), falling down(18.68%) sequence at a traffic accident(22.96%)(p<.05). There were the significant relation to the school year the reason of the injury (p<.05). Currently there was the student to be taking special exercises a 57.97%. This that they have the relation with exercise with physical pain students to recognize 23.8%. The significant relation did not exist in the physical exercise execution and pain occurrence on the body(p>.05).

소형차도로 방호울타리 형식선정을 위한 충돌계수 및 방호울타리 높이선정 연구 (A Study of Impact Factors and Barrier Height of Compact Car Road for Decision of Barrier Type)

  • 본 연구에서는 소형차도로 방호울타리 형식선정의 필수요소인 충돌계수 분석 및 방호울타리 높이 선정을 위해 현재의 기준을 적용하는 과정에서 생긴 문제점을 파악하여 개선점을 제시하고 이를 해외기준과 비교분석하여 방호울타리의 형식결정을 위한 기준을 제시하였다. 이를 위해 소형차관련 사고사례분석을 실시하였고, 사고사례를 토대로 방호울타리의 형식선정에 중요인자인 충돌각도, 충돌차량, 충돌속도를 비교 분석 및 소형차 방호울타리의 소요높이를 결정하였다. 충돌각도의 경우 편도 2차로 고속도로 사고사례를 분석하여 유럽 RISER 연구 결과와 비교하여 상향조정의 필요성을 도출하였다. 충돌차량의 경우 경차, 소형승용차, 중형 및 대형승용차, 승용차(SUV), 승합차 및 소형 트럭으로 나누어 분석을 실시하였으며, 충돌사고소형차 사고누적율에 기반한 차량중량 및 충돌속도를 회귀분석하였으며 수도권고속도로 누적통행비율을 감안 충돌중량을 결정하였다. 또한 그 결과를 토대로 소형차도로 방호울타리 높이를 계산하였다. 본 연구의 결과는 향후 소형차도로 형식선정에 중요한 인자가 된다.

지하철 전동차 객실 내부 공기질 조사 연구 (Research Study on Indoor Air Quality (IAQ) inside of the Subway Cabin in Seoul Metropolitan City)

  • The subways play an important part in serious traffic problems. Almost seven million citizens a day are using subways as a means of traffic communication in the Seoul metropolitan city in 2012. However, the subway system is a semi-closed environment, so many serious problems occurred in subway stations and injured passengers' health. Platform screen doors (PSD) are expected to prevent negligent accident such as injury or death from falling and improve the air quality of the subway station. Installation of PSD at stations in Seoul metropolitan subway had been completed in December 2009. Consequently, the underground transportation system became a closed environment, so the air quality has improved the platforms, but it has deteriorated in the tunnels. Especially, the subway cabin has many doors, and the doors are frequently opened and closed. For this reason, the effect of door opening on subway cabin, dust flow inside the subway cabin. In this process, the maintenance work may influence the health of people who work underground, as well as that of subway users (passengers). In this study, we measured air quality inside and outside of the subway cabin line 2 in Seoul, Korea. This study focused on the investigation of Indoor Air Quality (IAQ) and measurement target pollutants are PM10, CO, $CO_2$, $NO_2$, $O_3$. It was found that levels of PM10, $CO_2$, and $NO_2$ inside subway cabin line 2 exceeded the Korea IAQ standard. Concentrations of PM10, $CO_2$, and $NO_2$ inside of the cabin are higher than outside of the cabin (Indoor Outdoor ratio is higher than 1.). Concentrations of CO, $O_3$ inside of the cabin are lower than outside of the cabin (Indoor Outdoor ratio is lower than 1.). There is a high correlation between $CO_2$ and passengers inside of the cabin and PM10 is only the weakest correlation with passengers. Therefore, it is important to find out the emission source of $NO_2$. The results of this study will be useful as fundamental data to study indoor air quality of a subway cabin.
