  • In the present maritime traffic conditions of Gwangyang harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution. To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.

A Study on the Improvement of Risk Assessment Items and Index for Sunken Ship (침몰선박 위해도 평가항목 및 평가지수 개선에 관한 연구)

  • In this study, we have conducted a survey of AHP technique through the ocean experts to derive new items and revise assessment items and indices for risk of sunken ships based on the survey results. As a result of the survey, two new items such as accident cause and tidal current are derived. And it shows that existing items such as toxic liquid substance, remaining oil and explosive gas which were evaluated as one group are desirable to be evaluated respectively. Accordingly, we analyze the indices of the new eleven assessment items adjusted from the existing seven assessment items. As a result, the indices are ordered by toxic liquid substance, possibility of leaking, explosive gas, carrying capacity of fuel oil, sensitivity of sea environment, marine traffic environment, cause of accident, tidal current, keel clearance, ship type, and ship size. Especially, as compared with the indices of existing assessment items, the indices of sensitivity of sea environment and possibility of leaking are higher and the index of keel clearance is lower.

  • A mariner feels the ship-handling difficulty when the vessel onboard passes through breakwater. Until now, there is no a layout design of breakwater to take into account the ship-handling difficulty for the mariner. 11Us paper reproduced this situation which ship-handling is difficult by using marine traffic flow simulation, and it applied to Environmental Stress Model as the assessment model which is a quantitative model for evaluating the difficulty of ship-handling arising from restriction in maneuvering water areas and arising from traffic congestion The results are as follows. (1) The layout change of breakwater has little influence for reduction of ship-handling difficulty in the areas of vessel traffic volume. (2) In the situation of same breakwater width, difference of ship speed has an effect on decrease of ship-handling difficulty. (3) Expansion of breakwater width decreases ship-handling difficulty quantitatively.

A Study on the Risk Assessment by Obstacles in Ship's Passage (선박 통항로 내 장해물에 따른 위험도 평가에 관한 연구)

  • Recently, installation projects of structures such as offshore wind farms have been increasing, and the installation of such marine obstacles could affect ships that pass nearby. Therefore, the purpose of this study was to quantitatively evaluate the risk posed to passing ships due to obstacles in their passage. Hence, parameters that affected the risk were selected, and scenarios were set based on the parameters. The scenarios were evaluated through the ES model, which is a risk assessment model, and we confirmed that the risk ratio increased as the size of the obstacle increased, the safe distance from the obstacle increased, the speed of ship decreased, and the traffic volume increased. Additionally, we found that when the traffic flow direction was designated, the risk ratio was lower than that of general traffic flow. In this study, we proposed a generalization model based on the results of the performed scenarios, applied it to the Dadaepo offshore wind farm, and demonstrated that the estimation of the approximate risk ratio was possible through the generalization model. Finally, we judged that the generalization model proposed in this study could be used as a preliminary reference for the installation of marine obstacles.

A Study on the Development of Marine Traffic Risk Model for Mariners (선박운항자 해상교통위험도 모형 개발에 대한 연구)

  • Although Korea's coastal areas increasingly experience marine accident due to frequent ship encounters, increased vessel traffic and large vessel, there is a no specific model to evaluate the navigating vessel's risk for the given situation. The maritime transport environmental assessment is necessary due to the amended marine traffic law. However, marine safety diagnosis is now evaluated by foreign models. In this paper, therefore, we suggest a domestic model catering to and reflecting the characteristics of Korea's costal areas as well as those of vessel navigator's risk. We can evaluate subjective risks using this model, and can establish the model output as maritime risk exposure assessment system. We have performed analyses of variance and multiple comparison to identify the factor affecting subjective risks. As a result, measurable subjective risks of maritime traffic accident based on our suggested model can be expressed using the maritime risk exposure assessment system with geographic information system.

A Study on the Assessment of the Marine Traffic Safety through Construction of the Jeju New Harbor (제주신항의 해상교통안전성평가에 관한 연구)

  • In accordance with the development plans of Jeju for international free city, Jeju new harbor will be constructed cosidering supporting Jeju city as an international tour city, safe arrival and departure at the terminal of 80.000G/T cruise ship. In this study, we used a full-mission ship handling simulator adopting 80.000G/T cruise ship manoeuvered at the planned Juju international cruise terminal. Five masters who have had a long experience of shop maneuvering ware called to carry out the simulations of which No. 1 , Np. 2, and No.4 scenario of simulation were tried twice, completed the total of 10 times and No.3 scenario of simulation once, reached at the total of 5 time. The marine traffic safety was assessed in terms of 1) the closest point of approach(CPA) to breakwater and quay in the vicinty and the probability of crossing fairway limit, 2)subjective evaluation such as the mental burden and the maneuvering disfficulty of shiphanders and 3) the opinions of shiphandlers. From th result of this simulation, we have a conclusion that the 80.000G/T cruise ship can be maneuvered safely at the planned terminal.

Assessment on Navigational Stress and Fairway' Width according to Traffic Flow (교통용량에 따른 운항위험도와 항로폭과의 관계에 관한 연구)

  • Traffic risks in fairway and harbour area increase lately according to be a sharpe change of ship's size and speed. It becomes hot issue to design a fairway, which's width is important to lower traffic risk and ensure navigational safety. The current design making a fairway and width do not focus on maneuvering motion of a large ship, but traffic risks are clear on reflecting the design of fairway, specially on width. To contact with these problems, this research proposes how to determine fairway' width in consideration of traffic volume. it suggests several situations of marine traffic congestion as like narrow channel and harbour area. here uses 162 simulations in MTS Ver.1 developed. Acquired simulation's results, environmental stress dates, figure in a model that relates with required fairway' width and allowable traffic volume. In added, suggested model compares current design with an width.

  • The furrow calculation and traffic measurement of sailing ship using computer vision are useful methods to prevent maritime accident by predicting the possibility of an accident occurrence in advance. In this paper, sailing ships are recognized using image erosion, differential operator and minimax value, which can be verified directly because the calculated coordinates are displayed on electronic navigation chart. The developed algorithm based on area information of this paper has the advantage which is compared to the conventional radar system focused on point information.

  • The IWRAP program (Inland Waterway Risk Assessment Program) is a useful program for risk assessment of a waterway. However, in the basic version, the function which is used to import AIS data is not included. So users have to prepare the data and input to the program manually. And not all waterways have enough statistical data about passing vessels especially in developing countries as Vietnam. This paper studies the development of a program to pre-process AIS data for using the IWRAP Mk2 program basic version. In addition, it provides users basic information about marine traffic in a waterway such as routes layout, number of passages at a gate classified by type, size and time. The developed program, named TOAIS (Total AIS), was successfully used to pre-process AIS data collected in the Vung Tau waterway-Vietnam. As a result, the IWRAP Mk2 program basic version using data pre-processed from TOAIS could effectively assess the risk of collision in this waterway.

A Study on the Safety Measures for Typhoon Shelter in Jinhae Bay Based on AHP Assessment (AHP 기법 기반 진해만 태풍 피항지 내 안전대책에 관한 연구)

  • Jinhae Bay is used as a major typhoon shelter in the southeastern region of Korea. However, when a typhoon strikes, the Jinhae Bay is facing the possibility of marine accidents caused by dragging anchors and the increased number of ships. This paper suggested ways to safely and efficiently manage the port of Jinhae Bay when a typhoon strikes from Vessel traffic service operators in the sea, derived relative importance by conducting an Analytic Hierarchy Process assessment to ship operators, and suggested safety measures reflecting manager and user opinions. In order to select safety measures factors for the AHP survey, VTS operators analyzed the evaluation of measures when a typhoon strikes in Jinhae Bay. As a result of conducting a survey based on the selected safety measure factors, it was found that ship operators consider the safety of ships more than twice as important as efficient management, and comprehensively consider them in the order of management of evacuated ships, management of anchorage area, management of evacuation information, preparation regulations and guidelines, improvement of system equipment, education, publicity, and notification activities. Through the measures and relative importance identified in this paper, it is believed that Jinhae Bay can serve as the basis for safely and efficiently managing typhoon shelters.
