An Analysis on Global Terminal Operator's Selection of Container Terminal -Focusing on the Chinese Container Ports- (GTO의 신규터미널 후보지 선택에 관한 연구 -중국 컨테이너 항만을 중심으로-)

  • Recently, Global network expansion strategy of GTOs(Global Terminal Operator) coupled with each country's port policy, plays huge role for the evolution of modern container port. The Chinese ports can be regarded as the major markets to the GTOs. However, there are scant of researches for finding the key success factors of GTOs' strategies when they consider to invest in overseas. In this respect, the aims of this study were to draw out the evaluation variables for successful investment strategies of GTOs, and to calculate the selected target ports. The 14 variables are selected including the variable named 'development potentiality of a port' through literature reviews. Using the Factor Analysis (FA) based on selected variables, four principal factors were extracted such as 'ability for port operating and cargo generating', 'the trade route and volume', 'the calling potentiality for large vessels' and 'the possibility of utilization of existing infrastructure'. In addition, the weights of factors and variables are evaluated through Fuzzy AHP method. As a result, 'ability for port operating and cargo generating' is chosen as the most important factor among principal factors as scored 0.343, and 'the development potentiality of a port' (0.107) is represented as the most important variable among 14 detailed variables. In overall, from the Global Terminal Operator's point of view, Shanghai is ranked as most suitable port for operating new terminal among the top 5 Chinese ports.

  • Terminal market has rapidly crashed and market rates have taken a sharp plunge. The substantial throughput decrease resulted from the world economic downturn has been a finishing blow to the terminal operators in Busan. Every terminal operator is taking cost saving as its first priority and accelerating structural reform and downsizing. Under the desperate situation, the need of effective cost analysis would be highly required to effectively control operation cost and to develop new services to satisfy the different needs of the customers. Furthermore, terminal operators could reduce unnecessary activities and concentrate their resource on the more cost-effective process through the operation cost analysis. In order to suggest a new framework of the cost control of container terminals, this paper seeks to analyze terminal costs based on ABC approach by processing actual data.

Operation Strategy of Container Terminal in the Era of Unlimited Competition (무한경쟁시대의 컨테이너부두 운영전략)

  • By the rapid expansion of containerization and intermodal transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limited number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows: First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third, Berth Pool Operation System is to be introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is to be decided by terminal operator.

An Empirical Study on the Evaluation of Container Terminal Productivity (컨테이너 터미널 생산성 산정에 관한 실증 연구)

  • Container terminal productivity is a critical factor for both the terminal operator and liner companies. For the former it is a determinant factor of the competitiveness and profit of terminal, and for the later it is one that determines ships' tern round time and hence ships' operation costs. The concept and measures of productivity are however not well defined and unified throughout terminals in the world. This paper therefore deals with the empirical study on the evaluation of container terminal productivity. It first clarifies the concept of terminal productivity, and secondly based on the actual data on container terminals in and outside Korea, productivity is evaluated and compared. Finally, problems hampered efficient operation of Korean terminals are derived, and several comments are suggested for solving them.

  • With slow sea trade volumes growth and increasing competition of ports, port industry is witnessing an increasing number of factors that have driven up the costs. Using financial data collected from Korea's container terminal operators, this study analyzed cost structural characteristics. The differences by terminal size, region and operating status of the terminal operators were examined and the suggestion were presented based on the result of the analysis.

  • The authentication technologies used to access computers in both IT and operational technology (OT) network areas include ID/PW, public certificate, and OTP. These authentication technologies can be seen as reflecting the nature of the business-driven IT network. The same authentication technologies is used in SCADA control networks where the operational technology is centered. However, these authentication technologies do not reflect the characteristics of the OT control network environment, which requires strict control. In this paper, we proposed a new enhanced user authentication method suitable for the OT SCADA control network centered on control information processing, utilizing the physical terminal address and operator location information characteristics of the operator's mobile terminal and control network.

  • Recently, the change of shipping and port environment has required the new strategy from the liners, terminal operators, ports. The ports of call in the North American and European line also has changed as the Chinese ports made rapid advance. This seems to result from the fact that the trend of the container transportation by sea has developed the traditional concept, called port-to-port system that directly links between a port and another port into the network with complicated hierarchical structure reflecting costs, efficiency, and strategy of the Mega Carrier. This paper suggests the factors for Busan port to become the hub port of northeast Asia by analyzing the change of the liners' strategy along the change of the shipping and port environment, the global management of the operator of container port, and the amount of containers flowing in the northeast Asia.

  • In recent years, the transportation sector has been undergoing very rapid and multifarious changes due to the M&A, alliances between shipping companies, introduction of larger container ship as it cost reduction measure and the application of integrated logistics to satisfy the needs of customers. Therefore, container terminal is required adequate terminal facilities, sufficient channel depth, efficient handling and low cost of port fees and dues. The purpose of this paper is for functional assessment of efficient container terminal. Firstly, the container operating process information about yard equipment and chassis is extracted through the analysis of practical daily work report of container terminal. Also, the formulae of skill factor and troubles of operator on transfer crane are defined. Lastly, container handling simulation model which consideration of skill factor and trouble of operator is proposed by Petri network model.

  • Terminal operators have provided special services such as loading, discharging, stowage of cargo to the owner, and carriers of the sea, which contribute the domestic and international logistics. For smooth flow of logistics, container terminal should reserve spaces for inbound and outbound logistics. However, if it is unable to provide the spaces, which can be caused by labour strikes or terminal lockouts and so on, national logistic system and financial management of terminal operators can be seriously affected. In order to minimize these kinds of problems, terminal operators impose high rate of charges ("overstorage charge") to the accumulated cargoes and/or containers, which are stipulated in terminal service agreement. Nevertheless, if there is no terminal service agreement with an owner of cargo and/or container, any kind of charge can cause legal problems (conflict ??) between the cargo and terminal operator. In this regard, I would like to study on the definition of overstorage charge and the legal issue of it based on the Busan district court's judgment. In particular, I will propose a special right of commercial lien and public auction for terminal operators to settle accumulated cargoes in container terminal.
