IT산업 성공요인에 의한 지역 IT산업의 효율적 운영방안에 관한 연구 (A Study on the Effective Operating Policy of Regional IT Industry by Critical Success Factors of IT Industry)

  • This study investigates the critical success factors for the promotion of IT industry in region and suggests some directions for operations strategy of them. This study based on the critical success factors, and we suggest followings : (1) start-ups support, (2) technology support, (3) management support, (4) law/institutional support. We suggested the strategy which based on critical success factors for successful operations of IT industry. This strategy suggested by AHP(Analytic Hierarchy Process) results and was evaluated by the three groups(IT firms, local government official worker, professor) which have an influence on IT policy. We suggested the priority of policy by AHP technique for successful development of IT industry. As a results, centralization of supporting facilities was perceived as the most important policy by three groups(IT firms, local government official worker, professor). This research contributes to assist planners and policy-makers in supporting IT industry by providing useful information about the suggested strategy, and by suggesting the effective means to assist the IT industry. Also, results of our research will be suggested as a priority of developing policy to assist successful IT industry.

Community Development and Economic Welfare through the Village Fund Policy

  • This study aims to investigate the implementation of village fund (VF) policy in Indonesia by addressing the following issues: (1) what is the VF policy; (2) factors that support and hinder policy implementation; (3) impact of policy implementation; and (4) model for implementing village fund policies that can improve community welfare. Through a descriptive qualitative-based approach, several indicators are measured, namely, the substance of implementing rules, the results of project implementation, supporting and inhibiting factors for policies, participation factors, and the impact generated by village fund policies, which include social and economic effects. The extraction of this information and indicators will lead this study to produce ideal models and propositions for quantitative confirmatory research as a future research agenda. This study was conducted in two villages (Mojomulyo and Tambakromo) in Pati District, Central Java, Indonesia. Data collection model using interviews and observations from all actors who play a role (e.g., village government, village supervisory agency, and community). The study results show that policies have been implemented by normative rules; there are several supporting and inhibiting factors both internal and external. The study results also confirm the relevance of the articulated theory and some comprehensive input to our study.

  • 프랑스는 문화영역에서 강력한 보호정책을 채택하고 있는 국가 중 하나다. '문화적 다양성' 혹은 '문화적 예외'라는 원칙을 내걸고 프랑스는 미국의 '세계화' 정책에 맞서고 있다. 시청각 콘텐츠 영역에서도 마찬가지로 프랑스는 헐리우드 영화의 침범에 맞서 자신의 영화적 영역을 보호하기 위해 보호정책을 채택하고 있다. 프랑스 정부의 다양한 지원 가운데서, 특히 우리는 신인감독에 대한 지원체계와 이 체계 안에서 CNC의 역할에 패해 주목한다. 따라서 이글에서는 정부기관으로서 CNC가 어떻게 프랑스의 시청각영역에 대해 영향력을 행사하는지를 살펴보고, 어떤 과정을 통해 신인감독들의 작업에 실질적인 지원을 제공하는 지를 살펴볼 것이다.

농공단지 활성화를 통한 서천군 지역발전방안 (Regional development through vitalization of agro-industrial complex in seocheongun)

  • The vitalization of Agro-industrial complex could be an alternative to enhance farmers off-farm income and overcome FTA's impacts on the import of agricultural products. However, it is evaluated the governmental policy on the Agro-industrial complex has not been successfully done as expected. The Agro-industrial complex started to be composed in 1984 and the 427 Agro-industrial complex have been composed nationwide by 2011. Meanwhile, three Agro-industrial complex where 61 factories are running have been composed and two Agro-industrial complex are being under construction in Seocheongun as of 2011. It is investigated that there are constraints in the government supporting systems for Agro-industrial complex. They are; Aged and poor infrastructure facilities, Weak marketing competition, Scattered supporting agencies, and Poor loan system, etc. In this respect, the policy of supporting system was suggested and recommended to vitalize Agro-industrial complex in the study. They are; Better loan system, Improving aged facilities, Marketing support, Assisting technology, Suppling labor power, and Forming factory-network, etc.

  • Although the WTO has fulfilled several key tasks it was set up to do - providing periodic reviews of members' trade policies, resolving disputes, supporting negotiations - with the notable exceptions of the Trade Facilitation and Information Technology agreements, WTO members have not been able to negotiate new rules on "bread and butter" trade policies. The importance of doing so was illustrated by the COVID-19 pandemic which saw widespread uncoordinated recourse to trade policy instruments. This paper highlights four reforms that would bolster the effectiveness of the WTO as a forum for trade cooperation: (1) improving collection and reporting of information on trade-related policies; (2) supporting analysis-informed deliberation to establish a common understanding of the need and scope for cooperation in specific policy areas; (3) putting in place a stronger multilateral governance framework for plurilateral cooperation between groups of WTO members; and (4) reestablishing an effective dispute settlement system.

DEA를 활용한 전통시장 지원정책의 효율성과 고객유치 활성화 방안 (The efficiency and attraction of customer of the traditional market supporting policy utilizing DEA)

  • 본 연구에서는 16개 광역자치단체의 전통시장 관련 자료를 바탕으로 전통시장지원정책의 효과성과 효율성을 실증적으로 살펴보고자 하였다. 전통시장 지원정책의 목표를 시설개선이 아닌 전통시장의 매출액 및 고객증가라고 할 때 기존의 지원방식은 이러한 지원목표와 상당한 괴리가 있음을 상관분석을 통해 확인할 수 있었다. 또 DEA모형의 효율성 분석을 통해 전통시장지원이 기존의 시설개선사업에서 탈피하여 산출변수와 실질적인 관련성이 높은 사업부문으로의 전환될 경우 어떻게 효율적인 지원이 가능할 것인가에 대해 논의하였다. 매출액증대의 경우에는 고객안내센터, 원산지표시, 자율포장대, 방송시설과 같은 분야의 지원이 보다 효과적이며 방문고객증대의 경우에는 고객안내센터, 방송시설, 방송광고, 경품행사와 같은 분야의 지원이 요구됨을 알 수 있었다. 구체적인 지원 방안으로 인천지역의 시장 상인과 소비자 실태 조사한 자료를 바탕으로 다양한 상품 개발과 교차 판매, 고객 친화적인 고객정보센터 운영, 상품권 활성화, 시장 정보시스템 구축 등의 방안을 제시하였다.

  • The shortage of R&D personnel and the lower productivity of SMEs are critical issues in strengthening SMEs. Government provides various policies to deal with these issues. The aim of this paper is to analyze current status and policy issues of R&D personnel and to suggest policy alternatives to improve the availability of R&D personnel in SMEs.

Based on the study, twelve policy recommendations offered.

  • The purpose of this study is to identify the situation and problems of leisure policy in Korea and introduce the leisure policy of other countries-particularly, France, America and Japan. Furthermore, this study will propose several ideas to improve Korean leisure policy. These ideas include the foundation of leisure act, the arrangement of the leisure administrative organization, the foundation of a leisure research institute, increasing leisure time, the extention of leisure space, supplying of leisure programs, supporting to and regulating leisure industries, providing leisure education and information to the public, and training leisure epecialists.

가족여가 활성화를 위한 정책방안 (Study of a Policy Plan for Vitalizing a family Leisure)

  • This study is to solve following problems by a family leisure as the problem of a single person in seclusion type, teenager-children being addicted to game, the disconnection of culture inheritance among inter-generation, the elder being isolated from leisure, the increase of the children using a key to go into home alone, the problem of a gender discrimination. This study defines the policy for a family leisure as "policy that ultimately creates the happiness of family, prevents the family problem and deals with it, through the leisure activities that are suitable to family life cycle". It also considers some other important properties(equality, gender and family life cycle, space) besides the constitution and function of family leisure. To create the happiness of family, the direction of the policy for a family leisure heads toward the positive function such as unification, creativity, and psychological stability of family members. At this point, the object of the policy for a family leisure is a unit of the family and it focuses on the level of interaction and positive function development between family members, being beyond the concept of family activity. Therefore, the policy that is to vitalize a family leisure must contain the interaction and positive function between the family members. Hereupon, to vitalize a family leisure, this study leads above-mentioned subjects based on programming, running leisure facility, information system, experts, social awareness, and supporting to the various family. Specialty, the process of leading these subjects is connected to the suggestion of the concrete program and then, is to result in supporting the program development for the essential leisure policy.
