Since the 1990s, the Japanese government has made considerable attempts at stimulating innovation with an aim to pull the country out of a possibly permanent economic decline. Several laws and policy initiatives were introduced to encourage better interaction between universities (and research institutions) and industry. The results of these efforts have been mixed. While the number of university-industry joint and commissioned research has increased, revenues from the licensing of university-owned patents have fluctuated year by year. Although the number of startups and spin-offs from universities rose, their long-term survival and contribution to the economy remain uncertain. The Japanese experience features both strengths and weaknesses. Strengths include the long-term commitment of policy makers, the ability to set specific targets, and the active engagement of several key economic ministries. Nevertheless, the effectiveness of these policy initiatives was hampered by limitations within the policies concerning the roles of universities and their mode of interaction with industry based on intellectual property rights, the inadequacy of demand-side innovation policies, the fragmentation of bureaucracy, and a lack of a credible evaluation system.

As the entrepreneurial ecosystem turns out to be a leading factor in improving nation's entrepreneurship, many studies are underway in the country to develop the start-up ecosystem. Although the entrepreneurial ecosystem is receiving attention as an essential factor for the nation's economic growth as well as entrepreneurship due to its inter-relationship with start-ups, government agencies and investors, criticism of measurement indicators has been increasing due to the different institutional and political contexts of each country, including the various definition of start-up ecosystem. In this study, we develop indicators that are suitable for domestic conditions in Korea and that can measure the level of start-up ecosystems in each regional level. FGI and Delphi surveys by scholarly experts in each field of start-ups & entrepreneurship were conducted to verify how well existing indicators fit the domestic situation and to develop indicators that can measure the local entrepreneurial ecosystem in Korea through close examination. As a result, the local entrepreneurial ecosystem consisted of three to four sub-components and 38 sub-components, each consisting of seven indicators, including Policy, Investment, Culture, Market, Human Capital, Support and Knowledge. It is expected that this research will be used to diagnose local start-up ecosystems and to propose discriminatory policies that can complement regional strengths and weaknesses.
Most of the office-workers are worrying about their future and try to make diverse future plan. Fast shifting industry pattern make office-workers retire early and their remain life time are getting longer and many of them try to consider some kind of new start-up. In this article factors affecting entrepreneurial intention were discussed such as individual factors, psychological factors, environmental factors. Individual factors were economic situations and future life expectation were analyzed. Psychological factors were composed of risk taking tendency, self efficiency, career value, and entrepreneurial characteristics were discussed. Environmental factors were composed of recognition on social-economic risks and recognition on negative mind on start-up, and employment unstability. 340 sample questionaries were collected and 26 samples were excluded. Data were analyzed by SPSS Win 18.0 Version. The results of the study were as follows. Among individual factors life-expectation after retirement was positive impact on entrepreneurial intention. Among psychological factors risk taking factor has positive impact on entrepreneurial intention. Among Environmental factors negative recognition on start-up has negative impact on entrepreneurial intention. Based on the studies diverse understanding and implementation of policies were necessary to change negative social atmospheres on start-up.

This study analyzes the effect of enterepreneurial competencies on start-up performance through network activities for young entrepreneurs. Enterepreneurial competencies are composed of opportunity recognition competencies, marketing competencies, technical competencies, and creative competencies. A total of 354 questionnaires collected from young entrepreneurs residing in the country were used for empirical analysis. SPSS v28.0 and PROCESS macro v4.3 were analyzed based on the research model of a single-parameter single-mediated model. As a result of the analysis, first, it was found that among the enterepreneurial competencies, opportunity recognition competencies, marketing competencies, technical competencies, and creative competencies have a positive (+) significant effect on network activities. Among them, it was found that marketing competence has the greatest effect on network activities and technical competence has the least effect. Second, network activities were found to have a significant effect on start-up performance in a positive (+) direction. Third, among enterepreneurial competencies, opportunity recognition competence, marketing competence, technical competence, and creative competence were found to have a positive (+) effect on start-up performance. Among them, it was found that creative competence had the greatest effect and technical competence had the smallest effect. Fourth, network activities were found to mediate between enterepreneurial competencies and start-up performance. As for the relative effect size of the indirect effects of independent variables, it was found that marketing competence had the greatest effect on start-up performance and technology competence had the smallest effect. The academic implications of this study include investigating the significance and relationship of various variables, providing verification of theoretical frameworks related to entrepreneurship, identifying the main drivers of start-up success, and suggesting the importance of the network between enterepreneurial competencies and start-up performance. In addition, the practical implications of this study suggest the importance of marketing competencies for networking, and suggest differentiation of competencies. It emphasizes the strategic role of creative competence and provides guidance to policymakers for supporting start-ups on customized policies for fostering valuable start-ups.
This study aims to examine the trend of research articles for the age of youth at 20s during 10 years through topic modeling and keyword network analysis. In results, 'incomes', 'program', 'business start-up', and 'culture' were selected as main keywords, and the research articles were classified into six topics, which were employment support services, values, unstable life, government support policies, religious views, and business start-up support services. Additionally, we found the youth at 20s had higher rate of efficacy for digital technology, pursued efficient consumption of digital information, showed meaningful and athetical patterns of consumption, tried to search for their identity, and showed realistic action in daily. Finally, we raised some questions for value gap among aging groups, inbalance of regional development, and income inequality and suggested long-term youth policies to solve fundamental problems of youth at 20s.
The government is working out the development of a venture enterprise through a venture certification system. The broad effects of its policies are anticipated by the government and revealed in the 'The Survey on Actual Condition of Venture Enterprises 2010'. These benefits include the revitalization of start-up, promotion of technological innovation, progress in marketing ability, improvement in corporate image, financing and investment, and benefit from tax reduction & exemption. However, with the estimation of production function and sales function, which both uses capital and labor as a basic elements, it was found that only 'financing and ease of investment' produces a statistically significant effect on production and sales. An addition, this study looks into whether venture-supporting system are helpful to the eradication of technical inefficiency. The policies brought about positive changes in reduction of technical inefficiencies except with regard to the ease of start-up where it was found that an increase in inefficiencies was the result.
Recently, the rate of openness of public data has increased and related development is also increasing. As recent government policies have also focused on opening public data, the Public Data Index among OECD member nations has been ranked first for two consecutive years. However, despite the government's interest and active support, the post-start-up survival rate was the lowest among the OECD countries. The lowest survival rate was found to be the biggest failure factor for consumers to exhibit unwanted products. In this study, we analyze the desired parts of the consumers that are lacking in the start-up and propose the service of location analysis. In this process, we utilize data related to entrepreneurship among various public data supported by the government.

The cooperation between universities and industries is already one of the most important factors driving the national economy in the knowledge-based society of the 21st century represented by the Fourth Industrial Revolution. The Korean government has also been carrying out legal and institutional re-adjustments to promote industrial-university cooperation in line with demands for such changes in the times. However, despite this industry-academic cooperation system, there is still a significant mismatch between industrial demand and the university's workforce development system. By the way, there is a Cooperative Education(CO-OP) in Canada and the United States. It's an innovative link between the university and the industry. The reason is that the CO-OP program not only allows students to gain experience with their majors in the industrial field, but also plays a positive role in improving their specialty expertise. In particular, field information, ideas, and job insights that students acquire through CO-OP also serve as motivation for starting a business beyond employment after graduation. Furthermore, CO-OP experience is an important opportunity for future researchers to come up with commercialized research results that are not separated from the field sites The purpose of this study is to overcome the gap between industrial demand and the college manpower training system, and develop a Korean-style coaching program model as a growth engine for creative talent-building policies, represented by 'creation of start-ups and new industry.' In addition, this study suggested measures that can be applied in real universities. In addition, the study also highlighted that the introduction of CO-OP programs with field practices in Korea could also boost start-ups. Based on the Korean CO-OP program model, the curricula applicable to domestic universities consisted of two types : general and research-oriented university types.

Since 1997 the United Kingdom has pursued creative industry and creative city development in accordance with the New Labor Party policy, strengthening its cluster policy by assigning creative city policies to traditional manufacturing-oriented regions. Tech City in London, one of the most successful examples of digital clusters, is an area in which diverse ecosystems for venture business integration have been established, as the once barren space began to spontaneously develop. For this region, systematic linkages including universities, private companies, start-ups, and accelerators have been added, along with the UK government's active support system. As a result of this opportunity, the scale of the UK start-up ecosystem has significantly grown, the number of local companies has surged, and brand effect has greatly improved. Tech City is an example of a well-balanced combination of public effort and private governance, based on the region's historical background and its potential for growth. It is an effective coordination of public policy and private active investment, services, research, and education. The market platform for institutional technology and commercialization, and aggressive investment shares in the risk, have lead to its growth as a start-up and an innovative city. Britain's efforts to expand the nationwide cluster for the future-oriented digital economy is most noteworthy.

Job creations through doing star-ups is the biggest issues for almost nations. This study explores the entrepreneurial university's rule for making job creations based on Smart specialization and entrepreneurial university perspectives. In order to the aims, this study reviews the previous literatures and examines the some Israel universities, which is Technion University, Hebrew university as well as government support policies. Technion University and Hebrew university have own technology transfer institutions composed of experts for technology transfer and doing start-ups by using technologies. Each institutions have own characteristics regarding technology transfer and doing start-ups. T3, which is technology transfer institution of Technion University facilitates the start-up by step-by-step supporting mechanism. T3 has been operating EIR which has focused on business and marketing. Yissum, which is technology transfer institution of Hebrew university has board members. they have crucial roles to success the start ups. they can reconciliate the conflicts between university and Yissum. Also they can participate the business activities as mentors. Start-up money will be supported for even sprout state technology if their technologies are a promising business. Risk sharing between universities and start-ups influences on the increase of success ratio in Israel when comparing to that of Korea.
