A Study focused on how Korean IT Service Firms were financially impacted since the restrictions on participation of large firms

  • The government has strengthened the system of restricting participation of large corporations to limit participation in national information system construction projects and to increase participation of SME software companies. This study analyzes the financial performances of small and medium sized IT firms in Korea three years prior and 3 years after the restrictions on participation of large firm. A sample of 121 small and medium-sized IT services firms were classified into 3 groups and statistical techniques (T-test and one-way ANOVA) were used for the purpose of the analysis. In the three years after the restriction of participation of large corporations, the total assets and sales of the medium and small IT service firms were positive, but the operating profit and net profit were negative. There were many worries about the introduction of the restriction on the participation of large corporations, but many were stabilized. However, the negative impact was more pronounced for SMEs. Therefore, the reduction effect of SME IT service companies is different from the first legislative purpose of enforcing the restriction system of large enterprises, so we propose to revise the policy.

  • Daily workers in construction sites rarely receive the benefit of systematic safety and health training as they are required to move from one construction site to another in response to the start, completion, and repetition of construction works. Also, small- to medium-sized construction sites often lack the capacity to train their workers. Therefore, as in the advanced countries, basic OSH training sheme for construction workers should be conducted in the industrial-level, rather than in individual workplace-level, to make the training more effective. By doing so, only workers with the basic safety training will be able to engage in construction works. Consequently, accidents in the construction industry will decrease, as workers themselves who are at the forefront of the construction worksites are empowered to play the central role in accident prevention activities.

  • In the Globalization of the business environment and the rapid technological development, the technology and intelligence are important advantages for the lack of funding SMEs, For management innovation and strengthen the competitiveness of enterprises, the information is the most efficient and powerful management tool. As a result, most of the medium-sized manufacturing firms introduction of the ERP system in order to promote the informatization. However, in reality, there are not much cases which show the tangible achievements by introduction of the ERP system. Therefore, this study searches on the Construction plan of Information Management System of the domestic small and medium manufacturing enterprises. Based on established construction method strategy Information management System apply to domestic small and medium sized manufacturing companies. In particular, information management system, that strategy was applied by considering the characteristics of SMEs and manufacturing enterprises.

  • For the success of the plant project, it is necessary to review the project's progress through technical and business reviews at an appropriate time, such as design and construction, and determine whether to invest or to proceed with the project to manage risks. In particular, since the plant development projects are not mass-produced, trial and error in design and construction can have severe impacts in terms of cost and schedule. To this end, gate reviews are currently being conducted in plants and other industrial sectors, but there are few studies on how to conduct gate reviews suitable for the plant field. In addition, there is little literature to refer to when conducting gate reviews. So, in this study, we present an overall framework that includes the types of gate reviews to be performed and items to be checked in each gate review on small and medium-sized plant development projects in which the owner directly develops and operates plants.

  • Recently, automobile manufacturing companies, which are major customers of them, are requiring IATF 16949 (ISO/TS 16949) certification as a mandatory requirement to secure product quality. In particular, IATF 16949 : 2016, revised in October 2016, was reinforced product traceability requirements for production information management by lot in the production process. Therefore, small and medium-sized precision parts processing companies in the automobile industry are very difficult to survive due to quality and price competition for customers satisfaction. MES (Manufacturing Execution System) is required to solve this problem. However, small and medium sized precision parts processing enterprises are reluctant to introduce the MES which is not suitable for the manufacturing environment of them such as high cost and low utilization. Even if the system is introduced, it is difficult to operate and maintain the system because the lack of computer manpower. In this paper, we propose a method for building a lot tracking system for small and medium precision parts processing companies by reviewing relevant literature and analyzing cases. In addition, by managing the production history for each lot of the final product in the system, we will grasp the effect of reducing the quality failure cost obtained by minimizing the range of defect selection.

  • Manufacturing Execution System (MES) is a system that companies can use to measure and control critical production activities. This paper shows case study of implementation of MES (Manufacturing Execution System) and its methodology in a medium sized production company. This study focused on two important things in MES implementation. First, it provides critical success factors (CSFs) and construction method for success of MES implementation. Second, it presents guidelines for MES implementation in small and medium-size company. Some of the benefits with regards to MES implementation and its results are introduced in the end of this paper.

  • With apartment purchase prices rising, small and medium-sized cities have been highlighted as areas in which real estate speculation is overheated, and thus designated as target districts for adjustment. In addition, tax policy is constantly being adjusted in an attempt to stabilize real estate prices. The purpose of this study is to analyze the basic effect of tax policy on the purchase price of apartments in small and medium-sized cities. This study selected apartments in the Daejeon area that were constructed between 1990 and 2015. In addition, tax policy was divided into regulatory policy and easing policy based on tax increase and tax cut. This study analyzes the short-term difference of one year before and after the change in the purchase price of apartment houses. In addition, this study set the time when real estate policy was implemented and the actual transaction price of apartments in Daejeon as the analysis targets, and analyzed the correlation between tax policy and apartment sales prices through the NPV technique and T-test results. Through the study, it was found that most tax policies changed apartment purchase prices in the short term.

  • This study aims to implement an efficient process management system for small and medium sized(local) construction companies and a performance management system for the Korean construction industry. The process management system by Lean Construction is Web 2.0 platform-based and creates clusters with numerous general contractors and sub-contractors, which will enable mutually organic process management. Plus, this system will enable them to compare project performance management by analyzing it during or after a project by collecting and accumulating lots of data occurring in pursuit of a project. These performance management cases will be of help in process planning during similar upcoming projects. This study is expected to somewhat reduce the burden of implementing a complicated process management protocol and system that Korean small and medium sized (local) construction companies experience with their web-based process management, and is supposed to realize accurate performance management with highly reliable data which are significantly accumulated within the database.

Innovation Culture and Process in Mediating Human Capital Supply Chain on Firm Performance

  • The purpose of this study is to examine and analyze the effect of human capital supply chain on the firm performance mediated by innovation culture and innovation process on small- and medium-sized construction enterprises (SMEs) in Indonesia. A survey has been distributed to all construction SMEs that have direct involvement in construction work (contractors and subcontractors). The construction SMEs including medium- and small-scale construction services in three Provinces, namely, the special region of Yogyakarta, East Java, and Central Java. Through purposive sampling technique, primary data is collected by giving a questionnaire to the owner/manager of construction SMEs. The target sample in this study was 200 respondents who have been operating for a minimum of two years. 154 valid questionnaires could be processed. Data analysis uses structural equation modeling with AMOS 24. The results of the study conclude that there is a positive effect on human capital supply chain on firm performance mediated by innovation culture and innovation process, while innovation culture does not affect firm performance. In sum, the innovation culture mediates the relationship between human capital supply chain and firm performance, and the innovation process mediates the relationship between human capital supply chain and firm performance.
