산업장 안전보건교육 프로그램 평가지표 개발 (Development of Evaluation Indicator on Industrial Safety and Health Education Program)

  • Objectives: The purpose of this study was to verify the validity of the evaluation indicators on safety and health education programs provided to Korean industrial workers, by developing further. Methods: To develop the early evaluation indicator, the secondary analysis was made on 'Survey on Industrial safety & health trends', the national wide survey data product by Korea Occupational Safety & Health Agency, as well as the various examinations on literatures. To validate such developed evaluation indicator, 13 safety and health managers in Focus Group discussion to prove the reliability of the contents were composed. To confirm the face validity, the interview with 6 industrial safety and health education experts was held to study the appropriateness of the content. With the cooperation from Korea Occupational Safety & Health Agency, the structured survey was performed with the safety and health managers from 588 businesses who participated in the education program for the later half of 2006. In this study, the number of responses was randomly divided into 1:1 two groups, in which one group was for the Exploratory Factor Analysis and the other group was for the Confirmatory Factor Analysis. Results: The results were as follows. First, for the Structure category, 18 evaluation indicators were developed into 4 evaluation categories such as a preliminary examination, education staff and organization, education environment and rules/ regulation. Secondly, the Activity category was comprised of 10 evaluation indicators with respect to 2 areas of curriculum satisfaction and program evaluation. Finally, for the Output category, 9 evaluation indicators were developed into 2 evaluation areas such as documentation and information share and education effects. Conclusions: The evaluation indicators developed through this study will possibly develop and be applied to evaluation tools on safety and health education program, which may further become the standardized indicators to better operate the industrial safety and health education programs.

  • This paper objected which prevented the accident occurrence of the related farm work, and developed the evaluation indicators for safety supervision on life environment of farmer and farm work to evaluate the health of farm worker and a musculoskeletal disorders. We selected the evaluation item to 82 items for executing the secondary Delphi investigation and the literature research which composed the farm work relationship specialist conference. We applied the index production of the evaluation indicators to decide the detailed element weight from the element which is farm work, the farm machine and the organization, farm workshop, dangerous substance, and life environment through the AHP techniques. Through the result, we can apply other ergonomic evaluation instrument of farm work field, but also the evaluation indicators for safety supervision on farm work.

A STATISTICAL APPROACH FOR DERIVING KEY NFC EVALUATION CRITERIA

  • This study suggests 5 evaluation criteria (safety and technology, environmental impact, economic feasibility, social factors, and institutional factors) and 24 evaluation indicators for a NFC (nuclear fuel cycle) derived using factor analysis. To do so, a survey using 1 on 1 interview was given to nuclear energy experts and local residents who live near nuclear power plants. In addition, by conducting a factor analysis, homogeneous evaluation indicators were grouped with the same evaluation criteria, and unnecessary evaluation criteria and evaluation indicators were dropped out. As a result of analyzing the weight of evaluation criteria with the sample of nuclear power experts and the general public, both sides recognized safety as the most important evaluation criterion, and the social factors such as public acceptance appeared to be ranked as more important evaluation criteria by the nuclear energy experts than the general public.

  • Recently, our society is increasingly aware of the strengthening of 'publicness'. In particular, it is urgent to improve safety in that public spaces are used by an unspecified number of people. Therefore, the purpose of this study is to derive an indicators for evaluating crime safety in outdoor public spaces and to present the relative weights of each evaluation indicator. For this purpose, this study investigated the relative importance of crime safety evaluation indicators for outdoor public spaces to experts and conducted AHP analysis based on this. The result of this study is as follows. First, it was confirmed that similar tendency was observed among experts group (researcher, public officials, planner) related to outdoor public space. Therefore, the results of this study will be a certain reference point in the future social consensus on the issue. Second, the experts related to physical environment evaluation showed that the priority of environmental planning related to 'Natural surveillance' is highly evaluated in order to increase crime safety of outdoor public space. Next, it was recognized that 'Mechanical surveillance' and 'Legibility reinforcement' were needed.

  • 본 연구의 주요 목표는 업계에서 제품 안전에 기여하는 조직을 평가하고 선정하기 위한 적절한 지표를 개발하는 것이다. 제품 안전 지표는 제품 안전 활동 및 시스템의 순서에 입력, 프로세스 및 출력을 포함하며, 그 지표들은 측정 가능하고 측정 불가능한 지수의 측면에서 제안된다. 세부 지표는 제품 안전 관리, 제품 안전을 위한 노력, 제품 안전성능 등 3가지 부분으로 구성된다. 이 지표들은 시스템 및 제품 안전의 관리 능력의 차이로 인해 기업 규모(대, 중, 소)별로 항목별로 구분된다. 지표를 합리적으로 얻기 위해 산업분야의 전문가 의견과 VOC를 검토한다. 그리고 직급과 수준(간부 대 노동자)에 따라 구분한다. 지표의 항목은 20개, 점수는 200개로 어느 경우든 동일하다. 지표들은 그의 산업에서 제품 안전의 발전에 기여하는 인력을 선택하는데 유용한 도구로 사용할 수 있다.

  • 산업에서 발생할 수 있는 각종 위험을 발굴하고 제어하는 리스크관리에서 기업의 지속 가능한 발전을 목표로 ESG(환경·사회·지배구조)경영을 도입하고 있다. 앞으로는 기업 지속가능성에 대한 가치 판단 도구로써 ESG 평가가 더욱 활용될 것이다. 이러한 ESG 평가를 활용하여 기업의 사고 예방 정도를 관리하고 있다. 현행 ESG 평가체계에 대한 형태소 분석을 통하여 안전에 대한 평가항목을 분석하여, ESG에서 활용 가능한 정량적 '안전평가지표'가 미흡함을 알았다. 본 연구에서는 국내외 산업 사고 데이터를 분석하고 집중 관리가 필요한 '사고 기여 인자'를 도출했으며, 해당 결과를 기반으로 보완이 필요한 주요 안전관리 항목을 선정했다. 선정한 항목들은 '사고 예방 관리'에 적합한 평가 요소로 최적화시키는 과정을 거쳐, ESG 안전 평가지표를 개발하였다.

IPA기법을 활용한 어린이집 평가제 평가지표의 중요도와 실행도 분석 (Analyzing the Importance and Performance of Childcare Evaluation System Indicators Using the IPA Technique)

  • Objective: The purpose of this study was to identify the importance and performance of the evaluation indicators of the childcare center evaluation system among childcare center staff and to find ways to improve the evaluation indicators of the childcare center evaluation system. Methods: A survey was conducted among 296 directors and teachers of childcare centers located in Busan and Gyeongnam. The collected data were analyzed using a paired sample t-test and an IPA analysis with SPSS 23.0 and Excel 2010. Results: There was a difference between the perceived importance and performance of childcare staff for the overall evaluation indicators, and significant differences were found in all areas and nine evaluation indicators except for "childcare environment and operation management". According to the IPA analysis, Health and Safety fell into quadrant 1, Staff into quadrant 2, and Child Care Process, Interaction, Child Care Environment, and Operations into quadrant 3. This distribution resulted in 6 indicators in quadrant 1, 4 in quadrant 2, 7 in quadrant 3, and 1 in quadrant 4. Conclusion/Implications: This study provides essential data for exploring ways to enhance the evaluation indicators of the childcare center evaluation system, with the goal of improving the quality of childcare services. Additionally, it offers policy implications.

스쿨존 안전성 평가지수 개발 (A Development of the Integrated Evaluation Criteria for Safety of School Zones)

  • In recent years, there have been a number of concerns and measures surrounding 'Traffic Safety' for children. But, actually, safety measurements of 'School Zone' lack. This research thesis was designed to quantify risk degrees of 'School Zone', in a simple way, with the development of evaluation indicators to evaluate risk degrees of 'School Zone'. This is deems to be used for a guideline necessary for devising improvements or safety measures against 'School Zone' in the future. And, this is expected to be useful for managing and controlling safety each local facility about elementary schools.

  • 본 연구는 특별법에 의한 어린이식생활 안전지수를 개발하여 지자체별로 비교 평가하기 위한 안전지수의 영역을 구성하고 영역별로 세부지표를 도출하는 목적으로 수행되었다.식생활 안전지수 평가지표 개발을 위해 선행연구에 대한 검토 및 식생활 안전지수 평가지표 전문가 자문회의를 실시하여 평가지표를 개발하였으며, AHP 기법과 델파이 조사 기법을 활용하여 각 평가지표에 대한 가중치를 부여하였다. 연구의 결과는 다음과 같다. 어린이 식생활 안전지수 평가지표는 수차에 걸친 식품, 영양 관련 분야 전문가 회의를 거쳐 최종적으로 정책지표 3개, 전략지표 9개, 대표 평가지표 11개 및 세부 평가지표 20개를 선정하였다. 선정된 세부 평가지표에 대해 AHP 기법과 델파이 기법을 활용하여 각 세부지표별 가중치를 선정하였다. 정책지표별 가중치는 식생활 안전 0.4, 식생활 영양 0.4, 식생활 인지 실천수준 0.2이었고, 전략지표별 가중치는 식생활 안전관리 지원수준 0.12, 기호식품 안전관리수준 0.19, 단체급식 안전관리수준 0.19, 결식 및 비만관리 수준 0.13, 기호식품 영양관리수준 0.11, 단체급식 영양관리수준 0.16, 식생활 안전 및 영양제도 인지수준 0.04, 식생활 안전관리 인지 실천 수준 0.07, 식생활 영양관리 인지 실천 수준 0.09이었다.

  • 본 연구의 목적은 건설안전문화수준에 대한 정량적 평가를 위한 평가지표를 개발하여 건설현장의 안전문화수준 및 각 안전문화 요소의 수준을 평가함으로써 사고 예방을 위해 중점적으로 개선하여야 하는 분야를 제시할 수 있도록 하기 위한 것이다. 이 논문에서는 안전문화에 대한 선행연구를 분석하여 기존 안전문화 연구에서 안전문화의 중요 요소로 도출된 항목들을 계층적으로 분류하고 분류된 안전문화 요소에 대해 건설현장 전문가들의 의견을 반영한 AHP 분석방법론을 이용하여 건설안전문화 평가지표를 제시하였다. 건설안전문화 평가지표는 리더십, 시스템, 개인적 특성의 세부 항목들을 구조화하고 쌍대비교하여 가중치를 도출함으로써 세부 중요 평가지표를 정량화하여 건설안전문화 수준을 평가할 수 있도록 하였다. 본 연구를 통해 개발한 건설 안전문화 평가지표를 활용하여 건설현장 안전문화 평가를 실시함으로써 각 건설현장 안전문화 정착을 위해 개선하여야 하는 방향을 도출하고 건설현장 안전사고 예방에 기여하고자 한다.
