중소도시 도시재생대학 교육 만족도 분석 (Analysis of Educational Satisfaction of Urban Regeneration University in Small and Medium Cities)

  • It is important for residents to give opinions and participate in urban regeneration projects. Urban regeneration college is being operated to strengthen the capacity of residents. In this study, the educational satisfaction of the students was surveyed while conducting the program of urban regeneration college. By analyzing survey, we intend to derive implications when constructing an urban regeneration college education program. The survey was conducted on 215 students from urban regeneration college in y-gun. Analysis was performed using the spss24.0 program. As a result of factor analysis, it was classified into three factors: education design, education culture, and education support. All three factors had significant differences in educational satisfaction. Satisfaction with education had a significant effect on the possibility of village development. Satisfaction was different according to the contents of the educational program according to the awareness of urban regeneration. For those who are aware of urban regeneration, educational culture among educational programs has more influence on educational satisfaction. Those who were not aware of urban regeneration had an effect on education support and education satisfaction. The results of this study can be used as basic data when planning educational programs for urban regeneration college.

도시경관에 대한 주민의식 변화 연구 - 전라남도 영암군을 대상으로 - (A Study on Changes in Residents' Consciousness on Urban Landscape - Focused on Yeongam-gun in Jeollanam-do -)

  • In this study, we investigated and analyzed changes about the landscape consciousness of Yeongam-gun residents, in chronological order. As a result, the landscape consciousness of 10 years ago and the present has not changed significantly. Also, the residents' consciousness of the Yeongam-gun landscape image has not changed from 10 years ago, and we recognize that it is necessary to preserve and form the natural landscape. As for the problem of urban landscape, the needs of residents for the development of urban infrastructure facilities and the development of tourist spots are higher than 10 years ago, and the problem of each landscape element is found as the formation and management of a road environment. It was found that the degree of satisfaction with the Yeongam landscape is generally below average, compared to 10 years ago. Residents' willingness to participate in landscape projects has changed as the number of respondents who do not want to participate has increased compared to 10 years ago, and the project method must be promoted by residents / administration / experts as one. The awareness is judged as administrative agencies need to change from the role of regulation-oriented in the past to the role of resident support and cooperation.

노후연금보험주택의 운영과 관리 시뮬레이션 사례연구 : 무주군의 전원마을 모델을 중심으로 (A Case Study on the Operation and Management Simulation of Pension Insurance House in Later Life : In the Case of Muju Rural Village)

  • The purpose of this study was to resolve the issues of inferior housing environment and the population decrease in rural community by improving the environment and attracting urban inhabitants. A simulation on the costs and the local programs was operated from a point of view that Pension Insurance House with Long-term Lease and a plan for the program in connection with local resources should be accompanied to attract urban inhabitants. The study was carried out through mainly documents analysis and specialists' opinions. The simulation results are as follows. Firstly, the pre-existing rural housing development projects have only emphasized the hardware, while underestimated the post-management with operating programs. The software should be underlined when Pension Insurance House is developed. Secondly, as a result of the simulation on construction expenditure and the operating and maintenance cost for 30 years, about 82.3 million Wons are necessary residential expenses for 15 years per unit. Thirdly, in case of MUJU County, it has made the most of its pre-existing institutions. It's medical institutions provide medical care system with health education, facilities related leisure and culture offer recreational programs and the local community center and its program of each town helps new habitants adopt to the rural life. Additionally, the employment project of a local welfare center allow people living in a rural community to continue their careers with their talents and interests through local class programs for a life worth living. Lastly, guide for getting information of rural life, local community gathering and preliminary education should be carried out to reduce expectant tenants' incompatibility and assist them settle down early. The community program expansion is also required at the local government level.

국제개발협력사업의 마을도로 건설 비용편익 분석 - KOICA 베트남 라오까이 행복프로그램 적용사례 - (A Cost-Benefit Analysis of Road Construction in International Development Cooperation Project - A Case of KOICA's Lao Cai Happiness Program in Vietnam -)

  • The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.

농촌 마을만들기 거버넌스의 활성화를 위한 주요 쟁점 및 정책 개선방안에 관한 연구: 충남지역 내 민간위탁형 마을만들기 중간지원조직 설치 지역을 사례로 (A Study on Key Issues of Vitalizing the Governance of Rural Area Development and Policy Improvement Plans: Focusing on the Case of Regions in Chungcheongnam-do with Privately Entrusted Intermediary Support Organizations for the Community building Established)

  • This study is intended to derive the key issues on vitalization of the governance of rural area development for 6 cities and counties in Chungcheongnam-do where privately entrusted intermediary support organizations have been established and to present their improvement plans of policy. The findings of the study have shown the governance for the case regions is still being characterized with a very formal governance being dominated by the strong administrative initiative and expediency. What have been presented as the improvement plans of policy are as follows: First, core provisions of the ordinances must be strengthened to mandatory regulations, and some ways to check and supplement such as monitoring, policy forums by public-private partnership, etc. are required for the sake of the effective operation of the ordinances. Second, in relation to the bases of competence according to the roles of core governance players, it is necessary to overcome the limitations of job rotation system, align the administrative support systems, expand the functions of a policy committee based on public-private cooperation and operate it effectively in the case of administration, and to strengthen a footing of a civilian community and the perspectives of political incubation in administration and provide support projects contributing to the growth of the corporations in the case of the entrusted corporation, and to align the operating systems of the centers, review the introduction of a system with a full-time center head, continuously provide specialized education and improve the working environment in the case of the support centers.

농촌지역 간이상수도시설 개발 및 개선에 관한 연구 (A Study on the Development and Improvement of Simple Piped Water Supply System in Rural Area of Korea)

  • It is very important to supply safe drinking water for rural area not only a prevention of entric diseases but also a promotion of health life. It is estimated that 6,981,000 rural inhabitants were covered by the simple piped water supply system at the end of 1987 in Korea. The programme for improvement of water supply system in rural villages was initiated by the government since 1967. But most of these systems have been operated carelessly by the hands of villagers who have no proper knowledge and experience. Since most of water sources were located nearby farmland, there might be a possibility that the sources could be contaminated by pesticides and fertilizers. For this reason, it is recommended to take underground water as a water source rather than surface water such as a pond or streamwater in rural areas. However, the system is supplied from the surface water, its water quality can be improved by using of simple sand filter and simple chlorinator inexpensively. On the basis of an on-site study, conducted during 1986-87, in San-Buk Village, Keum-Sa-Myon, Yeju-Gun, Kyong-Gi-Do, the new simple piped water supply system was designed by the Institute for Environmental Research, Yonsei University, and constructed by the villagers themselves in September 1987. This simple system which is protected by metal fences consists of three main parts, pump house, vertical sand filter and water tank. The pumped water from underground flows into the upper part of the sand filter, through the sand, and out the water tank which is connected to the bottom of vertical filter. And the simple plastic-bottle chlorinator was installed in the water tank for chlorination. The water quality was remarkably improved after completion of construction. The total bacterial count was not detected from the tap water in households distributed by this simple piped water supply system. The construction cost of this system which was connected 34 households in San-Buk Village, was 4,851,000 won (approximately 6,020 U.S. dollars : 1$=805.8 won) in 1987,77% of expenses was supported by the Community Development Foundation in Korea. This case study for simple piped water supply projects will be applicable to other programme for improvement of water supply system in rural areas of Korea, and other developing countries.

주민참여를 통한 농촌중심지 활성화 방안 연구 - 정읍시 내장상동을 중심으로 - (The Activation Plan of an Agricultural Region through Resident Participation - Focusing on Jeongeupsi Naejangsangdong -)

  • 과거 농외소득 향상을 목적으로 하던 마을중심의 농촌지역개발사업이 최근 농어촌중심지를 중심으로 진행되고 있다. 농어촌중심지 사업은 지역주민의 소득 이외에 지역주민의 생활여건 개선을 도모하는 것을 목표로 한다. 시대가 변하면서 농촌과 농촌 중심지의 모습도 다양하게 변화하였다. 농촌과 도시가 하나의 지역으로 융합되어 한 지역에서 농촌과 도시의 복합적 성격을 띠는 러번지역이 발생함에 따라, 현대사회에서 농촌의 중심지는 자연스럽게 도시적 인프라를 갖춘 러번지역으로 집중되게 되었다. 본 연구의 대상인 정읍시 내장상동 또한 농촌의 자연환경을 가지고 있지만, 동시에 도시지역의 구조 형태를 가지는 도농통합적 생활권 중심지이다. 기존 정부의 하향식 농촌개발사업으로 나타난 문제점을 해결하기 위해 러번지역에 조직되어 있는 공동체를 활용한 주민참여형 사업이 진행되어야 한다. 따라서 본 연구에서는 도시적 성격을 가진 러번지역의 특성과 주민들의 수요분석을 통해 생활서비스 증진을 위한 러번지역의 중심지 활성화 계획을 제시하고자 하였다. 이를 위해 주민 워크숍 및 시범활동과 같은 주민역량강화 단계를 기본계획수립 과정에 반영함으로써 주민들의 자생력을 강화시키고자 하였다. 연구는 대상지 현황 및 여건분석, 기본구상 및 발전방향설정, 세부사업계획, 사업추진계획의 과정으로 진행되었으며, 현장조사와 주민수요를 기반으로 도보환경 개선, 공동체 기반시설 조성, 살기 좋은 생활환경 조성의 세 가지 목표를 설정하였다. 또한 본 연구에서는 러번지역이라는 발전된 형태의 농촌지역에서 주민들이 실제로 필요로 하고, 이미 구성되어 있는 지역공동체 등의 활동 단체를 사업의 실행주체로 참여시킬 수 있는 주민참여형 농촌중심지 활성화 방안을 제시하였다. 늘어나는 러번형태의 지역 특성에 맞는 주민 자생적 농촌중심지 활성화 계획을 통해 지역의 능동적이고 성공적인 성장을 기대한다.

신기술 도입의향에 관한 영향요인 분석 - '콩 노린재 포획트랩'시범사업을 중심으로 - (Analysis of Factors Influencing the Intention of New Technology Adoption -Focusing on the Pilot Project on 'Bean Stinkbug Trap'-)

  • 본 연구는 신기술의 보급을 확산시키기 위해서는 농가가 신기술을 수용하고자 하는 도입의향의 제고가 중요하다고 판단하였다. 따라서 도입의향에 영향을 미치는 요인을 분석하고 영향 요인에 대한 한계효과를 분석하였다. 자료는 농촌진흥청에서 개발한 신기술을 보급하기 위하여 시행된 시범사업에 참여하지 않은 농가 99명을 대상으로 수집하였다. 측정도구는 교육지원, 기술지원, 자금지원, 적합성, 시험가능성, 관찰가능성, 반감으로 7개의 잠재변수를 측정하기 위하여 총 19개의 관측변수를 설정하였으며, 종속변수는 신기술 도입의향으로 설정하였다. 분석결과 순서형 로짓 분석에서는 신기술 도입의향에 유의한 변수의 Odds Ratio 크기는 교육지원(6.938), 관찰가능성(2.716), 반감(0.501) 순으로 나타났다. 그리고 유의한 영향을 미치는 변수에 대한 한계효과의 크기를 살펴보았을 때 '그렇다'의 한계효과는 교육지원(20.2%), 관찰가능성(10.4%), 반감(-7.2%)순으로 도출되었다. 따라서 신기술의 보급 확산을 위해서는 첫째, 효과적인 교육으로 양질의 지원 서비스 제공이 필요하다. 둘째, 관찰이 가능하도록 신기술에 대한 가시성을 높일 필요가 있다. 셋째, 농가의 반감요인을 줄이기 위하여 농가와의 지속적인 관계 구축을 통해 농업기관의 신뢰를 제고가 필요가 있다.

벼직파재배 연구자원배분과 경제적 성과의 일치성 분석 (Congruency Analysis for Rice Direct Seeding Research Resource Allocation)

  • 1993-98년 동안 농촌진흥청의 벼직파재배 연구현황과 연구자원 배분의 경제적 합리성에 관한 연구결과는 다음과 같다. 1. 벼직파기술분야별 연구는 과거에는 기초연구부문에 집중되었으나 최근에는 직접 농민들의 현장애로를 타개하기 위한 파종, 입모, 잡초방제, 물관리 등 기능적 문제점을 해결하기 위한 연구투자가 확대되었다. 2. 직파재배의 초기에는 파종과 품종육성 부문에 연구투자가 크게 이루어졌으나 최근에는 그 비중이 줄어들고 시비개선, 잡초 방제, 물관리 부문에 대한 연구자원 배분이 늘어나고 있다. 3. 토양관리와 입모에 관한 연구비중은 줄어들고 있어 농민들의 이 부문에 대한 현장 애로는 크게 감소된 것으로 나타났다. 4. 벼직파재배에 대한 연구의 경제적 성과와 연구자원 배분은 기술분야별 일치성이 커서 합리적인 연구자원 배분이 이루어지고 있다.

누적가시분석(Accumulated Viewshed Analysis)을 이용한 도시녹지 경관변화특성 연구 - 의정부시 장기 미집행 도시공원 내 아파트단지계획을 사례로 - (A Study on the landscape change by Privately-invested Park of Long-term Non - executed Urban Parks by using accumulated viewshed analysis -)

  • This study analyzes the characteristics of the urban landscape changes as a result of the introduction of private parks among the long-term uncollected urban planning facilities and enables the analysis of the characteristics of the urban landscape changes as a result of the introduction of private parks, and applied to the private park projects. The DSM with its building was established for the quantitative landscape analysis to examine the view ratio using the stacked visible analysis. The analysis showed that Jikdong Park had a high frequency of view from downtown to green due to its location, and that the development project of a private park on park and town boundaries significantly lowered the view ratio. This implies a large degree of damage to the landscape by development projects provided protection of the view as a natural landscape is of value. Chudong Park also saw its view ratio of views from downtown to the hills green area of Chudong Park was much lower than that of Jikdong Park. And it was confirmed that the ratio of view changes due to development projects was small compared to that of Jikdong Park. In other words, although Jikdong Park and Chu-dong Park were developed in a similar scale in terms of the ratio of views, they were subject to significant damage due to their location characteristics. It is also meaningful to note that the degree of change in the landscape resulting from development projects that could not be found in the assessment or review of the existing Landscape Impact. As private parks are introduced in the urban green belt, apartment development is being pushed for at the edge of the green belt. This study is meaningful in that it is derived based on the calculation that the survey results are derived based on the changes in the views on green areas that urban residents may experience as the private park project is carried out, and it should be introduced based on the calculation of the private parks.
