우리사회가 정보화사회로 급진전됨에 따라 정보통신의 역할이 크게 증대되고 통신시설의 대용량화 집중화로 정보통신사고가 발생할 경우 국민생활에 지대한 영향을 초래할 수 있을 것이다. 따라서, 본 논문에서는 그러한 영향력을 최소화하기 위하여 정보통신사고 위기관리표준매뉴얼의 현황을 알아보고 분석을 통하여 개선방안을 제시하였다. 재난관리주관기관에서는 법령 및 위기관리 표준매뉴얼에 대한 지속적인 연구를 통하여 관리체계, 관련법 체계, 기본계획 및 대응체계, 위기관리 표준매뉴얼 등에 대한 개선이 필요할 것으로 사료된다.

Today, risks created by uncertainty must be managed for successful project execution. From this perspective, applying a risk management process is very important for successful defense systems test works. This paper describes 'the implentation of risk management process for test work' carried out by DTERI's process improvement activities. In this study, the concept of risk management process, and details of the risk management process are examined through PMBOK and ISO/IEC/IEEE 15288, CMMI. After that, we defined 'Standard Process for Risk Management' of defence systems test works. And, we describe 'Risk Management Function' of DTERI's Project Management System(PMS) and the risk management process of DTERI. Finally, the effectiveness of the risk management standard process is verified through quantitative analysis.

Since the last 50 years, the terminology 'risk' has been widely used in general and industrial applications, with different meanings. The different definitions of risk can lead to the different risk assessments and risk management process elements, and the misunderstandings. For the reasons, the ISO(International Standard Organization) has recently defined a new risk concept through the publication of IS0 31000:2009. Although the new concept of risk was globally accepted, it seem to be argued in its definition debate. Thus, this paper reviews the definition and meaning of the concept of risk in terms of risk origin, general and industrial applications, related domestic laws and risk management standards published to improve an understanding of risk concept.

연구목적: 본 연구는 기업재난관리표준에 규정하고 있는 위험평가 절차에 대하여 연구하고자 한다. 연구방법: 기업재난관리표준에 정하고 있는 위험평가 단계별 요구사항을 파악하고, 'A'기관과 협력사의 적용사례를 검토하였으며 요구사항에 맞는 위험평가 절차를 도출하였다. 연구결과:기업재난관리표준의 요구사항인 위험 시나리오 도출 방법과 절차에 대하여 명확히 정의하고, 위험 시나리오 도출을 위한 표준화된 절차 도입이 필요한 것으로 검토되었다. 결론:발전 연료수급업무에 대하여 시스템 이론에 기반한 STPA 기법을 적용하여 위험 시나리오를 도출하는 방법을 구현하였으며, 모든분야의 핵심업무에 대한 위험 시나리오 도출에 적용할 수 있도록, STPA 기법을 재해경감활동계획 수립을 위한 위험 시나리오 도출 기법으로 기업재난관리표준에 반영할 것을 제시하였다.

The establishment and application of risk management system is one of the current issues in world-wide leading companies. Poor risk management might bring large-scale accident in construction industry by its features(large scale, diversity). Standardization system and standard for risk should be managed timely. In this paper, we do comparative analysis of standardization systems and standards concerned on risk, so thus present basic data for safety reinforcement and risk zero in the construction life cycle process.

Risk assessment system which is the point of occupational safety and health management system is recognized to be effective to prevent industrial accident and occupational disease internationally. Ministry of Employment and Labor developed guidance on risk assessment at workplace recently. This guidance presents standard model on risk assessment at workplace. However, enterprises may be confronted with many questions in the process of introducing and operating risk assessment. For risk assessment to be implemented properly and effectively at workplace, there are various questions that need to be considered in advance, including giving shape to standard on risk evaluation and clarifying the implementation system at workplace in advance. Also for risk assessment to be revitalized at workplace, several policy matters need to be settled. First, an administrative agency should present the implementation method of risk assessment more concretely. Secondly, it is necessary for an administrative agency to develop and spread various detailed manual, models and good practices related to risk assessment. Thirdly, a government agency need to apply an incentive & disadvantage policy actively to risk assessment.

건설산업의 변화에 따라 대부분의 국내 CM기업들은 공정 원가 품질 안전관리를 중점관리 대상으로 선정하여 관리하고 있으며 리스크 관리를 위한 전담조직 설치 및 임직원 교육, 시스템개발에 대한 투자는 미흡한 실정이다. 이처럼 국내 CM기업들이 리스크 관리 분야에 대한 투자가 부족한 이유는 체계적인 방법론이나 논리에 의해서 리스크를 분석하기 보다는 직관과 경험에 근거하여 판단하는 것이 더 쉽고, 체계적인 리스크 관리를 위한 표준업무체계 개발에 대한 중요성을 인식하지 못하기 때문이다. 따라서 본 연구는 CM기업 본사에서 현장 운영관리 시 발생되는 리스크 인자 도출 및 업무 프로세스를 분석하여 문제점을 분석하고, 리스크 인자별 효율적인 관리를 위한 표준업무체계를 제시하였다. 또한 전문가들의 면담을 통해 효율성을 검증하여 향후 리스크 인자별 표준 대응 절차서 활용과 리스크 관리 시스템 개발을 위한 기초 자료로 활용될 수 있을 것으로 기대한다.

Government and company are unfolding greenhouse gas reduction activity to prevent the effects of global warming. Also, verification business through greenhouse gas inventory construction is spreaded variously. Greenhouse gas verification proceeds by document examination, risk analysis, field survey. Document investigates emission information, calculation standard, emission report, data management system. And through risk assessment result, establish field verification plan. Through study on risk assessment of greenhouse gas inventory verification, wish to reduce risk of verification.

Dental caries is biofilm induced disease throughout life and is recognized significant oral health problem. This article reviewed new trends in dental caries management by risk assessment, including history, protocol/guideline, and collaborated model. Dental caries prevention and treatment according to caries management by risk assessment (CAMBRA) model is patient-centered, risk-based, evidence-based practice. Team approach is necessary and clinician need to integrate science, practice and product. Dental hygienist take a important role in implementing CAMBRA. CAMBRA model could be incorporated into clinical dental hygiene education based on dental hygiene process of care as standard of dental hygiene practice and education. Dentist and dental hygienist able to provide scientific and ethical care managing dental caries by risk assessment.

Present time there are many risk analysis method in the world. A hazard is an exposure that has the potential to induce and adverse event. Risk is the probability of an adverse event given exposure to hazard. The evaluation of scientific information on the hazardous properties of environmental agents and the extent of exposure to these agents. But operation risk analysis method is not enough for manufacturing industry even if it is existence, it will be separated to improve Safety. In this paper, I will develop the AHP Weighted operation risk analysis method to improve Safety.
