본 논문은 익수 사고로 부터 요구조자를 신속히 구출하기 위한 모션감지 및 열화상 카메라를 탑재한 AI드론의 개발을 제안하고자 한다. 현재 익수사고가 발생하면, 많은 인력이 투입되어, 수색작전을 펼치는 등, 사람이 직접 요구조자를 찾아야만 한다. 이러한 과정에서 소요되는 시간이 너무 길고, 특히 야간수색은 사람이 직접하기에는 더욱더 힘든 부분이 많아 인명구조에 있어서 빠른 구조가 어려운 것이 현실적인 문제이다. 이러한 상황을 해결하고자 AI드론을 사용하려한다.
In mountain accident events, it is important for the search team commander to determine the search area in order to secure the Golden Time. Within this period, assistance and treatment to the concerned individual will most likely prevent further injuries and harm. This paper proposes a method to determine the search priority area based on missing persons behavior and missing persons incidents statistics. GIS (Geographic Information System) and MCDM (Multi Criteria Decision Making) are integrated by applying WLC (Weighted Linear Combination) techniques. Missing persons were classified into five types, and their behavioral characteristics were analyzed to extract seven geographic analysis factors. Next, index values were set up for each missing person and element according to the behavioral characteristics, and the raster data generated by multiplying the weight of each element are superimposed to define models to select search priority areas, where each weight is calculated from the AHP (Analytical Hierarchy Process) through a pairwise comparison method obtained from search operation experts. Finally, the model generated in this study was applied to a missing person case through a virtual missing scenario, the priority area was selected, and the behavioral characteristics and topographical characteristics of the missing persons were compared with the selected area. The resulting analysis results were verified by mountain rescue experts as 'appropriate' in terms of the behavior analysis, analysis factor extraction, experimental process, and results for the missing persons.
This survey aims to provide information on the pattern of distress in wild avian animals in Gangwon province. This survey is based on 315 wild avian which were rescued by the Kangwon University Wildlife Rescue Center. The data was collected at the Wildlife Animal Center from September 2007 to August 2010, and by analyzing the shape of the wild animals killed or injured, the center seeks an efficient and systematic way to manage such distress. There are 55 species found, in this study including 40 common kestrel, 34 eurasian eagles, 20 common buzzards, 20 collared scops owls, 19 oriental scops owls, 16 brown hawk owls and 160 others. These are the results of the survey: 129 (40.3%) of 315 avian birds were found between June and August. Many cases in that term were observed falling from the nest or losing their mother because of unskilled flight during the breeding season's flight practicing process. Between November and December, 64 individual (20.3%) were found, and it's the second largest number. The main reasons for these results were starvation and exhaustion from the winter migratory season. The results indicated that the main reason for avian distress came from the following: collision with architecture windows in 73 cases (23.2%), starvation and exhaustion in 63 cases (20.0%), collision with vehicles in 51 cases (16.2%), becoming orphaned in 69 cases (21.9%), trespassing into buildings occurred in 19 cases (6.0%), collision with electric wires in 18 cases (5.7%), poaching materials in 13 cases (4.1%), becoming entangled by fishing wire and other miscellaneous materials in 4 cases (1.3%), infection from parasites in 4 cases (1.3%), toxicosis from such toxins like agricultural chemicals in 1 case (0.3%). Overall, the purpose of this investigation was to analyze cases of avian distress in Korea's wildlife. This study used areas, seasons and causes to understand origins of these animals distress. So that it can be utilized for organized wild avian rescue and treatment.
현대 사회는 뜻밖의 사고와 위험 상황으로 불안정한 환경에 직면하고 있다. 예를 들어 분당 다리 붕괴사고와 이태원 압사사고 등이 그 예가 될 것이다. 이와 함께 급성심정지나 뇌졸중과 같은 중대한 응급상황이 발생하였을 때, 신속한 조치와 전문 의료 기관으로의 원활한 이송이 필요한 경우 또한 빈번하게 발생하고 있다. 이러한 위험 요소에 대응하기 위해 국가는 국민의 생명과 안전을 보호하기 위한 다양한 시스템을 구축하고 있는데, 119구급대는 응급 의료 시스템 중 핵심적인 역할을 수행한다. 중대한 외상 환자나 중증 질환 환자의 응급 상황에 즉각적으로 대응하여 손상을 최소화하고, 응급의료 기관으로 신속하게 이송하여 전문적인 치료를 제공함으로써 환자의 생명과 안전을 보호하는 것이 그 목표이다. 이와 관련된 핵심 활동이 구급활동인 것이다. 특히, 119구급시스템은 응급 환자의 병원 이송을 책임지는 핵심 기관이나, 구급대원들은 업무수행 중 구급활동 방해 사례에 여전히 직면하고 있다. 이러한 방해 사례는 경찰의 협조 노력에도 불구하고 줄어들지 않고 있고, 구급활동은 공무집행 방해죄와 유사한 특성을 지니며, 응급의료 시스템 내에서 근무하는 응급의료 종사자에 대한 폭행 및 장비 파손과 같은 사례와도 유사한 형태를 보인다. 따라서 119구급시스템을 포함한 응급 의료 활동을 수행하는 과정에서 발생하는 방해 문제에 대한 심층적인 이해와 개선 노력이 필요하다. 이러한 문제에 대한 해결책은 "소방기본법"과 "119구조·구급에 관한 법률"을 중심으로 구급활동 방해죄의 조건을 정립하고 개선하는 것이다.
In order to operate a search and rescue robot in hazardous area, the robot requires high mobility and adaptable locomotion for moving in unpredictable environments. In this paper, we propose the deformable soft wheel robot that can produce three kinds of driving modes; caterpillar driving mode, normal wheel driving mode, legged-wheel driving mode. The robot changes its driving mode as it faces the various obstacles such as a small gap, stairs etc. Soft film and composite materials are used for fabrication of deformable wheel structure and Shape Memory Alloy (SMA) coil spring actuators are attached on the structure as an artificial muscle. Film lamination and an composite manufacturing process is introduced and the robot design is required to be modified and compromised to applying the manufacturing process. The prototype is developed and tested for verifying feasibility of the deformable wheel locomotion.
본 연구는 재난취약계층인 청각장애인의 재난관리 및 지원체계에 관한 연구가 상당부문 공백으로 남아있다는 문제의식 하에, 청각장애인을 대상으로 재난대응 욕구 전반에 대한 실태를 조사해 양적으로 분석하고, 재난 구조과정 최일선에 있는 소방공무원들과의 심층인터뷰를 통한 질적 분석을 함께 제시함으로써 청각장애인의 재난대응 욕구에 대한 이해를 높이고 정책방안을 모색해 보고자 했다. 분석결과, 위험상황에서의 도움을 요청하는 수단 확보 및 구조 과정에서의 정보전달과 관련된 의사소통 욕구, 재난 발생 시 효과적인 대피능력 및 훈련정도를 의미하는 이동(이송) 욕구, 신체적 정신적 응급조치에 대한 사전준비 정도 및 구조 구급과정에서의 건강정보의 전달과 관련된 의료적 돌봄 욕구, 재난 발생 시 발생되는 피해를 스스로 최소화하기 위해 준비된 정도를 의미하는 자립성 유지 욕구, 재난취약계층에게 제공되는 공식화된 맞춤형 지원체계에 해당하는 슈퍼비전 욕구 등 5대 재난대응욕구 전반에서 청각장애인의 재난대응 욕구충족 수준은 상당히 미흡한 것으로 분석되었다. 청각장애인의 재난관리 보장을 강화하기 위해 시각경보장치의 확대설치 지원 확충 및 화상수화통역서비스 활용 강화, 재난대응 교육 훈련 프로그램의 내실화, 건강정보카드 보유 장려 및 장애인지정병원제도 신설, 맞춤형 재난지원체계와 재난관리 거버넌스 활성화를 위한 예산 및 정책 확대 등을 제안했다.
Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.
기존 소방구조용 작업차에서 문제가 되고 있는 협소도로 진입의 어려움 및 구조를 위한 신속한 작업 전개 한계성을 극복하기 위한 목적으로 소형 구조작업차 연구가 진행되고 있으며 이에 따른 경량화 연구를 진행하였다. 본 연구에서는 소방 구조 작업차 5번 붐은 288 mm(W) × 299 mm(D) × 3,691 mm(L)이며 이에 걸리는 최대 하중은 876 kg이고, Steel Boom의 Thickness는 3 mm이다. Steel (STRENX960)을 CFRP 복합재로 변경하여 제작하기 위해 Carbon Fiber NCF (±45°, 2축)를 직조하고 이를 NCF Prepreg로 제작하였고 경량화와 강성, 강도를 극대화할 수 있는 최적설계 패턴을 제시하였다. 이 과정은 구조해석을 바탕으로 설계하였고, NCF Prepreg의 (±45°)가 비틀림에 미치는 영향을 확인했으며 적층패턴(b)로 최적설계 하였다. 기존 Steel Boom과 UD방향으로 적층한 CFRP Boom과 동등하거나 이상의 수준에 대한 적층패턴을 최적화하였고, 최종적으로 Steel 대비 약 49.6% 무게에 대한 경량화 효과를 확인하였다.
After a disaster happens in urban areas, many people need support for a quick evacuation. This work aims to develop a method for the calculation of the most feasible evacuation route inside buildings. In the methodology we simplify the geometry of the structural and non structural elements from the BIM (Building Information Modeling) to store them in a spatial database which follows standards to support vector data. Then, we apply the multicriteria analysis with the allocation of prioritization values and weight factors validated through the AHP (Analytic Hierarchy Process), in order to obtain the Importance Index S(n) of the elements. The criteria consider security conditions and distribution of the building's facilities. The S(n) is included as additional heuristic data for the calculation of the evacuation route through an algorithm developed as a variant of the $A^*$ pathfinding, The experimental results in the simulation of evacuation scenarios for vulnerable people in healthy physical conditions and for the elderly group, shown that the conditions about the wide of routes, restricted areas, vulnerable elements, floor roughness and location of facilities in the building applied in the multicriteria analysis has a high influence on the processing of the developed variant of $A^*$ algorithm. The criteria modify the evacuation route, because they considers as the most feasible route, the safest instead of the shortest, for the simulation of evacuation scenarios for people in healthy physical conditions. Likewise, they consider the route with the location of facilities for the movement of the elderly like the most feasible in the simulation of evacuation route for the transit of the elderly group. These results are important for the assessment of the decision makers to select between the shortest or safest route like the feasible for search and rescue activities.
본 연구는 스마트폰 Wi-Fi AP를 이용한 건축물내 구조대상자 위치정보 수집을 통해서 사고 현장대응에 활용할 수 있는 방안을 제안하고 그 효용성에 대해 분석하였다. 8개 건축물 지점에서 평균 30회 이상 Wi-Fi AP 네이밍 위치 확인 및 전파세기를 측정하도록 위치 측위 서버에 요청하고, 수신된 측위 결과 좌표값을 분석하는 방식으로 위치정보의 정확도와 오차범위를 확인하였다. 기존 기지국 기반 위치 오차값 263m에 대비해 최대 93% 이상 범위를 축소할 수 있었고, 8개 지점의 최소·최대 오차값은 4.137m ~ 14.037m, 평균오차는 9.525m로 확인되었다. 위치정보 유무에 따라 인명구조에 소요되는 시간을 3가지 상황에 대해 비교한 결과, 화재진압 및 인명구조에 소요되는 측정시간 결과는 위치정보가 정확하게 소방대원에게 제공되었을 경우 구조활동에 소요되는 시간이 10분 50초로 나타났으나, 위치정보가 전혀 없는 경우 45분 이상 소요되었다. 스마트폰 Wi-Fi AP을 이용하여 건축물 내 구조대상자 위치정보를 정확하게 구조대원에게 제공함을 통해, 사고 현장에서 탐색에 소요되는 시간을 단축시킴으로써, 인명구조 및 골든타임 확보에 제안 시스템이 효과적인 것으로 분석되었다.
