Recently, the Korea National Railways (KNR) is undertaking a program of electrification of the existing railway routes. In order to implement the ongoing plan, KNR authorized a preliminary engineering study of its electrical systems. This effort included a comprehensive analysis of new grounding networks. The new grounding system runs in parallel with the rails and is connected to all metal structures such as rails, overhead protection wires and substation grounding grids etc., creating an equipotential ground network. This paper presents a study on coupling levels that can disturb signaling and telecommunications in adoption of the new grounding network The simulation for the study is carried out using Matlab software, Several different scenarios are analyzed, including the load condition and a few fault conditions with different fault locations. The induced potentials on the communication cables are computed. The effect of the buried ground wires is also analyzed by comparing the results with and without the presence of the ground wires, The results presented in the paper can be used as a reference for estimating coupling levels in similar rail systems.

본 연구에서는 패턴 빔을 이용하여 표면이 거친 물체의 단차를 비접촉 방식으로 측정 하는 방법에 대하여 연구하였다. 본 연구에 사용된 방법은 장치가 매우 간단하고 스페클 노이지가 영상에 미치는 영향이 작아 재현성 면에서 매우 우수하였다. 특히 기준면에 문양이 없는 경우에는 기존의 자동 초점 측정 장치로는 측정하기 어려우나, 본 연구 방법에 의해 측정이 가능함을 보였다. 그리고 측정 시간이 매우 짧고 재현성이 좋으며 장치가 간단하여 산업 현장에서 응용하기 적절한 방법이다.

In this paper, we propose an efficient freedom of information and Information access right which improves transparent and speedy administration process. To build open Information, we scrutinize that causes of non access right and change of civil service consciousness, attitude for open information by effectively open system circumstances. The Important thing is basic information that is available to the public through an agency's FOIA Reference Guide, all agencies must notify potential FOIA requesters of the formal rules and requirements for the making and handling of FOIA request, through their FOIA regulations. The characteristics of this paper focused on Information access right, causes of non access right and proposed policy. In this paper, The author emphasize are as follows: first, to examine freedom of information' necessity and problem that scrutinize a theoretic analysis, second, to understand civil servant's attitude for the freedom of information, third, to suggest action plan and agenda for the better of Good Governance and Democracy of information.

The total evaluation of educational environment is needed with the rapid growth of the number of students. Especially it is very important to evaluate the physical environment of the classroom in elementary schools where the students spend their whole school life. This study aims to evaluate the daylighting and sound insulation performance of the classroom in elementary school, considering factors such as ceiling height and Wi/Wa (Window/Wall) ratio and then to plan the classroom. Analytic results of the daylighting and sound insulation performance show that the optimum Wi/Wa ratio is $35{\sim}45%$. Reduction of the ceiling height from 3.3m has little influence on the distribution of the indoor daylight factor and sound insulation performance

The superheater in the thermal power plant makes the wet steam into the dry steam with high temperature and high pressure by using the boiler heat. The dry steam pressure rotates the turbine-generator system. The efficiency and life time of the boiler heavily depends on the steam temperature regulation. The steam temperature can be deviated from the reference by the MW demand of the power plant. It is therefore required that the PI(proportional-integral) controller should be robust against the disturbance such as the MW demand. In this paper, the PI controller with the integral state predictor is proposed and applied to regulate the steam temperature of the superheater, and it is compared with the conventional PI controller operated in the thermal power plant in view of control performance.

In this paper, I made a comparative study of design process of Kuryong-Ri, Keumsong-Myun, Chechon City, Chungbuk Province which is one of rural communities in Korea and framing process of master plan for Hama street at Sirahama town on Wakayama Ken, famous hot-bath resort in Japan. Both processes have common points to adopt identical design philosophy and method called 'Pattern Language'. The aim of this study to provide valuable reference for applying at community design by the people in the future, though analyzing common and unlike points, laying stress on the process of user-participation rather than its final results. It is possible confirm Pattern Language is effective tool for carrying out community design by the people.

The paper presents five strategic opinions for promoting the fourth industry revolution through the supply of 5G additional frequency. The assessments are on the basis of 5G frequency utilization technologies and services, with reference to 3GPP 5G New Radio standards, after investigating the domestic 1G, 2G, 3G, 4G, and 5G mobile communication services as well as the use of mobile radio frequency and spectrum. The presented opinions contain the frequency supply of contiguous-wide bandwidth channels, harmonized frequency supply between licensed and unlicensed spectrum, the existing 4G frequency recycle for increasing 5G coverage and capacity, balance frequency supply in the multi-band for 5G services, and the development of 5G vertical frequency for industry. The aim is that the presented five strategic opinions can offer guidance for the upcoming plan of domestic 5G additional frequency supply.

The purpose of this study is to suggest an environmentally friendly system of ecological village with the reference to amish village, and also to make a proposal for application skill of ecological village. Ecological village is environmentally friendly lifestyle and an alternative plan of environmental pollution. There is growing international scientific consensus that human activities are having a discernible effect on the global climate. Up to now, the development of ecological village has been actively initiated and still continues by some venture farmers with a vision and strong will. These study results are definitely very conducive to spread ecological village knowledge among the public.

The financial MyData service has implemented in January 2022 and launched 45 services by banks, securities, credit cards and fintech companies. This study applied the Q methodology, to identify the user types of MyData services and compared the perceptions of employees of financial institutions who plan and develop the MyData services. There are three types of MyData service users: active users, limited users who focus on consumption and asset status inquiry, and sensitive users for personal information. There were two types of recognition of financial company employees. One is the active user support other is the sensitive user for personal information support. The analysis of subjective perceptions can be used as a reference for establishing a company's MyData service marketing strategy and establishing related policies to improve the MyData ecosystem.

The Post-Construction Evaluation and Management System has been operated over the past 20 years not only to analyze the performance of large-scale construction projects, and but also to provide useful reference data for future similar projects. Although the Post-Construction Evaluation and Management Center has been legally designated and operated since 2020, various problems have been occurring in the operation of the system. Accordingly, this study proposes strategies for facilitating Post-Construction Evaluation and Management System in terms of the following three aspects: (1) improving the implementation rate of post-construction evaluation; (2) improving the information management system related to post-construction evaluation; (3) improving the utilization of post-construction evaluation outcomes. Based on the results of this study, a specific action plan will be prepared, which is expected to contribute to the efficiency of construction project performance management in the future.
