This paper has divided reading education activities depending upon the times: before reading, during reading and after reading, etc. Web-based reading strategies, which can be actively used at each stage, have been developed to do interaction actively among teachers, students and their parents. Furthermore, application methods of the strategies have been presented depending upon teaching-learning type of Korean language subject, such as professional's cooperative learning and problem solving learning, etc to revitalize reading guidance of regular Korean language class time.

The results are as follow: the level of students' reading experience which means the number of books they read and time they consumed for reading is very low compared to the other variables. The reading level of elementary students is revealed higher than that of middle and high school students. The relationships among variables found out through the analysis are that reading education is influenced by reading environment, reading experience is affected by reading education and eventually reading ability is mainly affected by students' reading experience. Through these findings, this study proposed that expansion of students' reading experience and systematization of reading education are needed to strengthen their reading ability effectively.

Based on the importance of the parent-child relationship and the home literacy environment vis-a-vis the extent to which reading is encouraged, and with regard to the existing empirical research in this field, a five-session parent-child reading interaction program has been developed, targeting 18 parents with children enrolled in th lower grades of elementary school. The effectiveness of this program has been evaluated by a pretest and post test and then analyzed by a paired t-test. The findings are as follows: 1) Following the implementation of this program, there were improvements in scores related to the home literacy environment, the encouragement of reading, and the attitude of the child toward reading. 2) In addition, there was an increase in the level of the mother's "rational guidance" parenting while tendencies toward overprotective and hostile parenting traits declined. The importance of the parent-child relationship and home literacy environment concerning reading guidance was discussed.
