품질기능전개(QFD)를 이용한 중앙행정기관의 기록관 서비스 품질개선에 관한 연구 (A Study on the Improvement for Archives Service Quality of Central Government Agencies Using QFD)

  • 공공기관의 기록관은 업무 수행과정에서 생산되는 가치 있는 기록물을 수집 보존하고 동시에 이용자에게 적극적으로 서비스해야 할 책임이 있는 기관이다. 본 연구에서는 품질기능전개(QFD) 기법을 활용하여 기록관이 설치된 공공기관을 대상으로 기록관 서비스의 품질을 측정하고 이를 개선하기 위한 우선순위를 도출하고자 한다. QFD의 구성요소를 규명하기 위하여 중앙행정기관 6곳의 기록관 내부이용자를 대상으로 설문조사를 진행하였고, 문헌연구와 기록연구사와의 면담을 수행하였다. 이후 도출된 이용자 요구사항의 중요도와 기술특성을 기반으로 품질의 집(HoQ)을 구축하여 기록관 서비스 기술특성의 중요도와 우선순위를 도출하였다. 연구 결과, 중앙행정기관의 기록관 서비스는 내부이용자의 기록 이용 가능성을 높이는 서비스에 중점을 두어야 하고, 특히 기록물의 검색, 열람, 대출서비스 지원을 강화해야 함을 확인할 수 있었다.

  • This study was performed to evaluate Quality of spring water in seoul. After the revision the guideline of water Quality control on July 2002, the ratio of non-passed samples of spring water increased evidently(2001, 24.5%$\rightarrow$2002, 37.5%). So Citizens of Seoul have been worried about what makes the difference between two years. To find out the major reason of that rapid increasement, the experimental results of standard plate count and psychrotrophilic bacteria in seoul were used. (omitted)

경영자몰입이 컨설팅품질 지각에 미치는 영향 - 정부지원 융복합컨설팅을 중심으로 - (Effect of Management Commitment on Perceived Consulting Quality - Focusing on Government Supported Convergence Consulting -)

  • 본 연구는 중소기업 대상의 정부지원 융복합컨설팅에 있어 경영자몰입이 지각된 컨설팅 과정품질 및 결과 품질에 미치는 영향을 확인하고자 진행하였다. 정부지원 컨설팅을 경험한 중소기업을 대상으로 실증분석을 실시하였으며 연구 결과는 다음과 같다. 첫째, 경영자몰입은 컨설턴트수행품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 경영자몰입은 정부지원품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, 경영자몰입은 컨설팅결과품질지각에 영향을 미치지 않는 것으로 나타났다. 넷째, 컨설턴트수행품질지각은 컨설팅결과품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 다섯째, 정부지원품질지각은 컨설팅결과품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 본 연구 결과는 컨설팅에 대한 경영자몰입과 컨설턴트역량 및 정부의 제도적 지원을 강화할 필요가 있음을 시사하고 있으며, 중소기업에 대한 정부의 컨설팅지원 사업에 있어 수요자 및 공급자 측면을 고려한 정책적 방향성을 제시하였다는데 의의가 있다.

군수품 정부품질보증 위험성 평가제도 개선을 위한 제언 (Proposal for Government Quality Assurance Risk Assessment System for Military Supplies)

  • Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.

전자정부 서비스의 지속적 수용 강화를 위한 통합적 접근 : 실증연구 (An Integrative Approach for Strengthening Continual Adoption of e-Government Services : An Empirical Study)

  • This study analyzed the users acceptance of e-Government services. Many IT(Information Technology) adoption studies appeared the TAM(technology adoption model) of Davis[1989] as a theoretical background. The TAM composed of three factors those are the perceived easy of use, the perceived usefulness, and intention to adoption of IT. However, TAM did not explain the consequences of intention to adoption and antecedents of the ease of use and usefulness in IT adoption. To overcome limitations of TAM, many technology acceptance studies done. In this study, the researcher suggested the IT acceptance model for explaining users adoption of e-Government service based on the model of IT acceptance of Wixom and Todd[2005]. The model of Wixom and Todd[2005] based on the TAM of Davis[1989], IT adoption model of Taylor and Todd[1995] and, IS(Information Systems) success model of Delone and Mclean[1992, 2003]. For testing our research model, the researcher collected data from 200 users of e-Government services. The researcher analyzed in measurement model and structural model using statistical software. This study analyzed relationships among interaction, information quality, Web systems quality, satisfaction, ease of use, usefulness, and attitude to explain and predict influences of the users acceptance of e-Government services. The results of this study will provide useful information about develop a strategy for usage spread of e-Government services.

컨설팅 신청동기가 품질지각과 결과활용도간의 경로에 미치는 영향 - 정부지원 융복합 컨설팅을 중심으로 - (The Effect of Application Motive for Consulting upon the Path between Quality Perception and Use of Results - focusing on government supported convergence consulting -)

  • 본 연구는 정부지원 중소기업 융복합 컨설팅에 있어 컨설팅 신청동기가 품질지각과 결과활용도간의 경로에 미치는 영향을 확인하고자 진행하였다. 정부지원 컨설팅을 경험한 중소기업을 대상으로 설문조사를 실시하여 구조방정식모형분석 등을 실시하였으며 연구 결과는 다음과 같다. 첫째, 컨설턴트수행품질과 정부지원품질에 대한 지각은 컨설팅결과품질에 대한 지각에 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 컨설턴트수행품질에 대한 지각은 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 정부지원품질에 대한 지각은 컨설팅결과활용도에 영향을 미치지 않는 것으로 나타났다. 넷째, 컨설팅결과품질에 대한 지각은 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났다. 다섯째, 컨설팅에 대한 비자발적 신청집단과 자발적 신청집단간의 경로에는 차이가 있는 것으로 나타났다. 본 연구 결과는 컨설턴트역량, 정부지원제도, 컨설팅에 대한 자발적 신청을 강화할 필요가 있음을 시사하고 있다.

A Study on the Improvement of Comfortable Living Environment by Using real-time Sensors

  • Purpose: This study was conducted to identify indoor air quality in various living spaces using sensors that can measure noise, vibration, fine dust, and odor in real time and to propose optimal indoor air quality maintenance management using Internet of Things(IoT). Research design, data and methodology: Using real-time sensors to monitor physical factors and environmental air pollutants that affect the comfort of the residential environment, Noise, Vibration, Atmospheric Pressure, Blue Light, Formaldehyde, Hydrogen Sulfide, Illumination, Temperature, Ozone, PM10, Aldehyde, Amine, LVOCs and TVOCs were measured. It were measured every 1 seconds from 4 offices and 4 stores on a small scale from November 2018 to January 2019. Results: The difference between illuminance and blue light for each measuring point was found to depend on lighting time, and the ratio of blue light in total illumination was 0.358 ~ 0.393. Formaldehyde and hydrogen sulphide were found to be higher than those that temporarily attract people in an indoor office space that is constantly active, requiring office air ventilation. The noise was found to be 50dB higher than the office WHO recommendation noise level of 35 ~ 40dB. The most important factors for indoor environmental quality were temperature> humidity> illumination> blue light in turn. Conclusions: Various factors that determine the comfort of indoor living space can be measured with real-time sensors. Further, it is judged that the use of IoT can help maintain indoor air quality comfortably.

지방자치의 활성화를 통한 수질보전정책연구: 낙동강 수계오염과 위천공단 조성에 관한 갈등해결의 모색 (A Policy Study to Preserve the Water Quality through the Activation of Local Autonomy)

  • This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.

  • Most recently, development and publication of the ordinance and the manual of policy quality management is spreading the recognition of quality control in the public sector. The purpose of this study is to introduce the system of quality control for local government's policy. So we suggested lessons drew from the case study(Daegu metropolitan city, Gumi city) on current introduction. To successfully introduce the system of quality control for local government, we have to gain agrement for the new system, of introduction, secondly prepare the new system, lastly manage PQM with flexibility.

서울지역 공공청사 민원실의 겨울철 실내공기질에 관한 연구 (Study on Indoor Air Pollutants of Public Service Centers in Winter, Seoul)

  • This study evaluated the indoor air quality of 26 government offices located in Seoul. The pollutant samples were taken from Jan. 13th to Jan. 29th and Feb. 20th to Feb. 23rd, 2010 in the offices. The target indoor pollutants for this study were $PM_{10}$, formaldehyde, carbon monoxide, carbon dioxide, total bacteria counts, total volatile organic compounds, radon, nitrogen dioxide, ozone, and asbestos which were controlled by the indoor air quality law for the multiple-use facilities management. The results of this study showed that some pollutants of the 38.5% offices exceeded the standards of the air quality guideline. The correlation analysis of the same pollutants between indoor and outdoor represented that $NO_2$ (r=0.629, p<0.05) and $O_3$ (r=0.459, p<0.01) were significant, however, $PM_{10}$ and CO were not. The correlation analysis between different pollutants showed that CO and TVOC (total volatile organic compounds: r=0.724; p<0.01), CO and $NO_2$ (r=0.674; p<0.01), HCHO and humidity (r=0.605; p<0.01), $CO_2$ and TVOC (r=0.534; p<0.01), TBC (total bacteria counts) and Asbestos (r=0.520; p<0.01) were significant. The energy-saving system of government buildings in winter caused under-ventilated and poor air quality. This study suggests that the concentrations of radon and $CO_2$ should be used as an indicator for monitoring indoor air quality and maintaining effective ventilations.
