Under the circumstances of China's slower economic growth, the first document ofthe central committee of the CPC continue to focus on "three agricultures" problems, agriculture play a basic role on China's economic. Since 2007, the first document directly stresses the important role of agricultural and fisheries every year. Central Government Working Report of 2015 also stresses that under the new normal of economy, it is important to improve quality and efficiency of agriculture. Agricultural focus going forward will be on improving capacity of competitiveness, innovation and sustainable development. The fishery as an important part of agriculture plays a vital role in the protection of national food security, the prosperity of the rural economy and the optimization of national food structure. However, the situation faced on accelerating the speed of Chinese fisheries is still grim. As an important fishery breeding city in my country, Weihai has achieved remarkable results in the development of fisheries. Based on the input-output indicators of Weihai City from 2010 to 2020, this article uses the DEA model method to conduct a comprehensive analysis of the factors affecting the fishery production efficiency in Weihai City. This paper calculates the two stages of comprehensive efficiency, pure technical efficiency and scale efficiency, and comprehensive compares the two stages. The research results show that: From 2010 to 2020, the average comprehensive technical efficiency of Weihai fishery was 0.928, the average scale efficiency was 0.963, and the average pure technical efficiency was 0.963. The comprehensive technical efficiency of Weihai fishery production showed an upward and downward trend, the pure technical efficiency showed a downward and then upward trend, and the pure technical efficiency showed a fluctuating trend.
Recently, public participation in government policy design has been further expanded and public services perceived by users are expanding. At this time, the role of the digital government and the direction of the service to be pursued are user-centered, and above all, it is necessary to focus on the keywords of pre-emptive, preventive, and customized. In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.

The exciting advancement related to the "modeling of digital human" in terms of a computational phantom for radiation dose calculations has to do with the latest hype related to deep learning. The advent of deep learning or artificial intelligence (AI) technology involving convolutional neural networks has brought an unprecedented level of innovation to the field of organ segmentation. In addition, graphics processing units (GPUs) are utilized as boosters for both real-time Monte Carlo simulations and AI-based image segmentation applications. These advancements provide the feasibility of creating three-dimensional (3D) geometric details of the human anatomy from tomographic imaging and performing Monte Carlo radiation transport simulations using increasingly fast and inexpensive computers. This review first introduces the history of three types of computational human phantoms: stylized medical internal radiation dosimetry (MIRD) phantoms, voxelized tomographic phantoms, and boundary representation (BREP) deformable phantoms. Then, the development of a person-specific phantom is demonstrated by introducing AI-based organ autosegmentation technology. Next, a new development in GPU-based Monte Carlo radiation dose calculations is introduced. Examples of applying computational phantoms and a new Monte Carlo code named ARCHER (Accelerated Radiation-transport Computations in Heterogeneous EnviRonments) to problems in radiation protection, imaging, and radiotherapy are presented from research projects performed by students at the Rensselaer Polytechnic Institute (RPI) and University of Science and Technology of China (USTC). Finally, this review discusses challenges and future research opportunities. We found that, owing to the latest computer hardware and AI technology, computational human body models are moving closer to real human anatomy structures for accurate radiation dose calculations.

Artificial intelligence technology is widely used in industrial and smart home fields such as manufacturing robots, artificial intelligence speakers, and robot vacuum cleaners. In this paper, we designed and implemented a 1:1 chatbot system based on artificial intelligence for use in RCMS (Real-time Cash Management System). The RCMS chatbot implemented in this paper was constructed with a total of 210 query scenarios in nine areas, including research expenses and system usage, based on 13,500 questions and answers from existing online bulletin boards. The chatbot is expected to solve the problem of insufficient number of counselors and to increase user satisfaction by responding to the researcher's inquiries after working hours, and the recommendation service for the cost of use, which had the most inquiries from researchers, reduces the number of consultations. It is expected to improve the quality of answers to other counseling inquiries.

The old machine tools that have been used for a long time cause both increase in defective rate and decrease in productivity compared to new machines due to wear and failure of their components. In order to improve productivity and quality of machined components through remanufacturing, it is necessary to analyze the wear and failure of major components of old machine tools. In this study, the process for reverse engineering is designed for the remanufacture of planner millers, which belong to a very large machine tool. Also, the suitability of the designed process is verified through the analysis of the selected remanufactured components. In the first step of the process, some major components of the aging planner miller are scanned using a 3D laser scanner. In the next step, reverse engineering is performed using the data obtained through 3D scanning. Finally, wear and failure analysis is performed by comparing the reverse engineering data with the scan data. As a result, this reverse design and wear analysis can complement the insufficient design database and reduce costs in the maintenance of remanufactured products.
