Tasks for the Separation of Prescribing and Dispensing medicinal herbs in Traditional Korean Medicine (한의약분업과 관련된 여러 가지 문제)

  • Preconditions for the separation of prescribing and dispensing medicinal herbs in Traditional Korean Medicine are classification of medicinal herbs for general public and special medical uses, establishment of national medicinal herb distribution company of governmental base, restriction in purchase of medicinal herbs for special medical use, partnership between doctors and pharmacists of Traditional Korean Medicine, and coverage of herbal medicine-based medication in national health insurance, etc. The number of Traditional Korean Medicine Pharmacists which was born during 'the herbal medicine conflict' initiated in 1993, goes over 1,000 and will increase by 120 annually. The number of Traditional Korean Medical Doctors is over 17,000 and increases by 850 annually. So in order to engage partnership between two groups, the government have to arrange the number of outputs of each group. Standardization and classification of diagnosis and diseases in Traditional Korean Medicine is a matter of course in the separation of prescribing and dispensing medicinal herbs. Related societies and academies need to do researches with governmental fund first. After these works, we can launch a task force team for implementation of process for the separation of prescribing and dispensing medicinal herbs in Traditional Korean Medicine properly. Entering the national health insurance system for full coverage of Korean Medicine care service will be essential for the patients. Implementation the separation of prescribing and dispensing medicinal herbs in Traditional Korean Medicine would be the core of health insurance coverage for medication.

Impacts of PM's Leadership Type on Project Performance in PPP Project (PPP 사업에서 프로젝트관리자(PM)의 리더십유형이 프로젝트성과에 미치는 영향)

  • Recently, PPP (Public-Private-Partnership) Projects, which private companies invest in, plan, design, construct and operate, have become more popular around the world. The construction industry environment is becoming increasingly competitive. The PPP project is composed of various organizations, so it is very difficult to carry out the project successfully. In this environment, the construction companies are trying hard to secure a competitive advantage. In this study, we tried to identify the role of project manager's leadership and project citizenship behavior as a precedent for creating performance in PPP (Private-Public-Partnership) project. We examine the impact of PM's transformational leadership and transactional leadership on project citizen behavior and examine the impact of project citizen action on project management performance and completion performance. For this study, we conducted a questionnaire survey on PPP project participants. As a result, the following results were obtained. First, transformational leadership and transactional leadership had a significant influence on project citizenship behavior. Second, project citizen behavior had a significant impact on both project management performance and project completion performance. The idealized influence of transformational leadership and the Active management by exception of transactional leadership were found to be very important in shaping PPP team's project citizenship behavior. Therefore, this study has academic implications in studying the effects of PM leadership and project citizenship behavior on the performance of PPP project. And it is expected that it will help selection and training of PM to secure a competitive advantage for construction companies that implement PPP projects practically.

Analysis on Bidding Behavior in Score Auction: Highway BTO Projects (수익형 민간투자사업(BTO) 입찰평가 분석: 도로사업을 중심으로)

  • Upon selecting preferred bidder in Public-Private Partnership projects, multi-dimensional procurement auction, where price factor and non-price factor are evaluated, is used. This paper tries to analyze bidding data in BTO road projects. It is shown that a winner tends to get higher score in bidding evaluation, which is partly due to increase in base score as well as fiercer competition among bidders. It turns out that score margin in non-price factor was determinant in selecting winner. Also, there was no competition when the level of bonus point was set too high. For price factor, it costs 730 million KRW per score in construction subsidy by government, while it costs 2.43 billion KRW per score in toll revenue. For non-price factor, it was estimated to cost 2.30 billion KRW. Based on the results, it was suggested that we should have appropriate level of bonus point for first initiator, change in scoring rule in construction subsidy part, adjustment of base score in evaluation.

The Measurement of Community Capacity Using Community-based Organizations Network and the Development of Health Promotion Plans (지역사회 기반 조직을 이용한 지역사회역량의 측정과 건강증진 기획 -서울시 S구를 중심으로-)

  • Objectives: The community network is a foundation laid by the local community which has been formed historically and geographically to develop itself. This paper as a Korean way of healthy network survey for the community capacity building is an exploratory research to grasp the character of Korean society and then to organize an resident-governing partnership for that. Methods: Research objectives are CBOs(Community-Based Organizations) in S-district of Seoul. This region is a new town, however the solidarity and volunteerism of this resident is lively. The survey tool is Cho's CBOs Evaluation Questionnaire which was originated to measure the community capacity. The period of survey is from the January 2009 to the March 2009 and the study organizations which were collected by snowball sampling were 80. Results: The result shows two main networks: one is the civil society and craft union cluster, the other is welfare organization cluster. Groups of high centrality were organizations whose members are mainly women and craft organizations which were organized before 1990's. The group of high betweenness was the Association of Women's Organizations(0.188). Bi-components were six and they could be divided by organization's aim. In terms of the determinants of the participation to the health center enterprise, only the number of link(B=-0.60, p<0.04) was statistically significant. It means that when organization variables are controlled a tendency appears: the more the voluntary associations network, the less participation in the health enterprise. Conclusion: CBHOs(Community-Based Health Organizations) enhances residents' spontaneity and cohesion to increase the capability of the local community. If the surveyed healthy network, together the community health project, are used for various community development projects, the existing CBOs including CBHOs will be reorganized and furthered newly. For this it will be needed to construct an effective partnership of healthy network by restructuring the existing networks of voluntary associations.

  • This study is intended to derive the key issues on vitalization of the governance of rural area development for 6 cities and counties in Chungcheongnam-do where privately entrusted intermediary support organizations have been established and to present their improvement plans of policy. The findings of the study have shown the governance for the case regions is still being characterized with a very formal governance being dominated by the strong administrative initiative and expediency. What have been presented as the improvement plans of policy are as follows: First, core provisions of the ordinances must be strengthened to mandatory regulations, and some ways to check and supplement such as monitoring, policy forums by public-private partnership, etc. are required for the sake of the effective operation of the ordinances. Second, in relation to the bases of competence according to the roles of core governance players, it is necessary to overcome the limitations of job rotation system, align the administrative support systems, expand the functions of a policy committee based on public-private cooperation and operate it effectively in the case of administration, and to strengthen a footing of a civilian community and the perspectives of political incubation in administration and provide support projects contributing to the growth of the corporations in the case of the entrusted corporation, and to align the operating systems of the centers, review the introduction of a system with a full-time center head, continuously provide specialized education and improve the working environment in the case of the support centers.

Study on the Improvement of Proposal Works for PPP Project: Focused on Operation and Maintenance Cost (민간투자사업의 제안서 작성 업무 개선에 관한 연구 - 운영관리비 산정 업무를 중심으로 -)

  • As the national competitive power indicator, the infrastructures have been constructed with government's SOC budgets. However, even SOC budget is decreased, Public-Private Partnership Project (PPP project) has been introduced to solve demands on extending infrastructures, and among PPP projects, road projects take high portions. This study analyzes the operation & management item of financial model which is connected to the O&M cost and project proposal of previously proposed road project and analyzes the Korea Expressway Co.,'s project cost items and O&M tasks to reflect the characteristics of road projects. Based on results, this study suggests necessity of the O&M cost breakdown structure and the cost calculation standard on each cost item. Also, for the existing task execution tools, O&M cost calculation tool and finance analysis task tool will be integrated, and the system is suggested web-based system. Thus, it is expected that it contributes to the securing overall business values on PPP project and expending profit-base infrastructures.

A Study on Strengthening of Maritime Search and Rescue by Improving the Mobile-phone Boarding Reporting System (모바일 승선신고시스템 개선을 통한 해양수색구조 강화방안 연구)

  • During maritime distress, Korean Coast Guard investigates the current status of the distress, such as identifying search objects, to establish a search plan. The ship master is required to submit a report to the competent authority before departure, along with an identity list of the crew and passengers. As a list of the passengers on board is made manually, the waiting time becomes longer, and it is difficult to immediately identify these during maritime distress. The Ministry of Oceans and Fisheries has developed an app to make it easier to register for boarding, but it has been inactive for various reasons. Therefore, this study proposed a plan to improve it. By activating the mobile-phone boarding report system, it is possible to quickly secure the initial location and time of the person in water and provide mental relief to them by acknowledging the receipt of a distress report. In addition, using this information, it is possible to quickly rescue the affected person through public-private partnership.

  • This study focuses on the collaboration among public libraries and communities through 'One Book, One City' reading campaign. This study introduced the meaning and trend of 'One Book, One City' program on the world. And this study also suggests the ideas for the collaboration among public libraries and communities making use of this reading campaign; activation of reading campaign, building library network, establishing partnership model between private and public sectors.

  • In recent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing schools. This study explores the possibilities for various land utilizations of disused school sites, aims to propose the effective asset management and the proper development methodology. Firstly it examines the status of small class school in urban area and the linkage complex development method. Among various methods, it compares the validity between the closed school management and public asset management method. In addition, it analyses the national finance method and public-private partnership investment as a proper development methodology to ensure both the common-benefit and profitable business. As a result of study, it prposes the BTO(build-transfer-operate) method to use effectively the disused school sites in urban area.

Analysis on the Welfare Effect of the PPP Implementation (민간투자사업의 후생효과 분석)

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.
