  • Background: Compliance with California's smoke-free restaurant and bar policies may be more a function of social contingencies and less a function of legal contingencies. The aims of this study were: 1) to report indications of compliance with smoke-free legislation in Korean bars and restaurants in California; 2) to examine the demographic, smoking status, and acculturation factors of who smoked indoors; and 3) to report social cues in opposition to smoking among a sample of Koreans in California. Materials and Methods: Data were collected by telephone surveys administered by bilingual interviewers between 2007-2009, and included California adults of Korean descent who visited a Korean bar or restaurant in a typical month (N=2,173, 55% female). Results: 1% of restaurant-going participants smoked inside while 7% observed someone else smoke inside a Korean restaurant. Some 23% of bar-going participants smoked inside and 65% observed someone else smoke inside a Korean bar. Presence of ashtrays was related to indoor smoking in bars and restaurants. Among participants who observed smoking, a higher percentage observed someone ask a smoker to stop (17.6%) or gesture to a smoker (27.0%) inside Korean restaurants (N=169) than inside Korean bars (n=141, 17.0% observed verbal cue and 22.7% observed gesture). Participants who smoked inside were significantly younger and more acculturated than participants who did not. Less acculturated participants were significantly more to likely to be told to stop smoking. Conclusions: Ten years after implementation of ordinances, smoking appears to be common in Korean bars in California.

  • How do Korean people recognize major welfare policies of the Moon Jae-in government? Using a survey of 1,000 adults conducted in December 2018, this study examines what the public thinks about major issues related to welfare policies and what factors are related to variations in their opinions regarding the welfare policies. Results show that the public recognized the roles of government in providing welfare in a positive way. The positive opinion on expanding the coverage of National Health Insurance was the highest. Regarding the resolutions of fiscal problems of the National Pension Plan, there were substantial oppositions to reforms such as insurance premium increase, benefits cut, and increase in the age of receipt of pension benefits. Both efficiency and equality were perceived as important when government makes decision for allocating budgets. Only one-third of respondents agreed Korean government contributed to promoting the happiness of Korean people. Based on these findings, implications for developing welfare policies were discussed.

Methods: The participants were selected from the database of the Seventh Korea National Health and Nutrition Examination Survey (KNHANES VII), conducted by the Korea Centers for Disease Control and Prevention in 2017. A chi-square test and logistic regression analysis were used to analyze data. Results: The findings showed that health conditions such as hypertension and diabetes were related to physical activity levels of the older adults. In addition to health status, social and economic factors such as gender, age, and geographic region should be considered in order to initiate the practice of aerobic and strength exercise in the older adults. Conclusions: To initiate physical activity levels in the older adults, it is necessary to consider support for costs involved, policies required for the development of integrated exercise programs, expansion of public exercise facilities, and improved facilities.

Methods: The policy data were referenced to the comprehensive plan for national health promotion and the guidebook Community Health Promotion Project issued by the Korea Health Promotion Institute and other institutes. The legal data were referenced to the Bill information system on the National Assembly website. Results: The physical therapist's home-based rehabilitation did not have a legal basis in the community-based rehabilitation project (CBR) of the HP 2020 project. On the other hand, according to the Home health care part of the community health promotion project that began in 2013, physical therapists were allowed to play a role from 2020 under Article 16-2 (Public Officials in Exclusive Charge of Visiting Health Management) of the REGIONAL PUBLIC HEALTH ACT. Conclusion: Policies and laws are being developed in the field of healthcare, but the necessary policies and laws in the field of rehabilitation are still insufficient. A bill to rehabilitate in a variety of fields and spaces by modifying the scope of work of physical therapists will be needed.

The Department of Health and Welfare Training in NIH as a central training institute has to develop training programs related to new public health policies, supply training programs for senior officials, and support local official training institutes. To satisfy the training demands of public health officials, the city and provincial official training institutes should increase the number of training programs for junior officials.
