A Study on the Improvement and Problems of Environmental Impact Assessment (환경영향평가 내용의 문제점과 개선방안 -문화재항목의 영향평가를 중심으로-)

  • The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. Regulatory device for collecting appropriate opinions should be established. It may include Cultural Assets Preservation Committee's hearing to the project owner's opinion. be established.   • Current construction project processes pose difficulties for construction management as inefficient communication between project participants seldom accurately reflects the needs of the owner. To solve this problem, lean construction-based Integrated Project Delivery (IPD), which facilitates cooperation and builds trust through the formation of horizontal relationships among participants, is becoming increasingly popular. However, although lean construction-based IPD improves productivity in the construction industry, few studies have focused specifically on developing effective methods that maximize the benefits gained from lean construction-based IPD. This study therefore analyzed success factors for lean construction-based IPD projects by analyzing prior studies to identify factors that support IPD success. Application methods were analyzed and an example of how they are actually used in the field was examined through an in-depth single case analysis. The findings of this research can be applied to support lean construction-based IPD projects in Korea, improving their efficiency and boosting owner satisfaction.

  • In the construction process, there are many change orders differing to the initial contracts came from the social needs and environmental changes. Most of them will impact to the construction process so that its effects occur project delays. Time extension and liquidated damage in the construction process come from schedule delay whether it is excusable or not non-excusable by the owner. However, those become the delay claims if the owner and the contractor are not agreed on this situation. One of the most important thing on the delay claims is the calculation of delay. The purpose of this study is to present the method of the time delay calculation by comparison of As-Planned schedule, As-Built schedule including all delay and As-Built schedule absent owner delay.

  • The owner's evaluation system about the contractor's work performance is used to give the contractor some advantages or disadvantages. According to the result of evaluation of the contractor's performance in the given construction project, the owner identify the good contractors and give them some merits in the future project bidding. However, the system used in the Korean construction industry has caused many problems and has been operated improperly. As a case study, this paper investigates the current problems existed in the KNHC (Korean National Housing Corporation) evaluation system and suggests some directions for its efficient operation. In doing so, the study performed interviews with the KNHC officers and the related contractors, using a structured questionnaire

  • Recently, the application of High-Power mechanized tunnelling technology has been expended around the world. Especially, High-power Modern TBM machines are used in a successful results. Essential for the great success of this modern TBM in difficult rock conditions are based on the development of machine power, suitable better cutter developments, and also developed assesment technology regards on the extensive site investigations. OPP (Owner Procurement Process) system is a proven alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures the TBMs and tunnel lining in advance of the tunnel contract procurement and provides TBM to a tunnel contractor with a goals of reducing project risks and accelerating project schedule. Depending on the blasting vibrations and noises, mechanized tunnelling will be more important particularly in city areas.

Delay Factors Affecting the Completion of the Government Construction Projects in Vietnam

  • The delay in construction is the challenge often faced in the course of executing construction projects. To the government projects, the delays become very serious. This problem directly affects the lives, social welfare of the people, and the other negative social impacts. However, the government projects have not been much interest. The questionnaire surveys in Vietnam were conducted to determine the causes of the delay and to find solutions for dealing with the delay. The average index was used to rank the delay factors and the solutions. This study identified the 5 most highly ranked delay factors and the 8 best solutions from a list of 31 delay factors and 19 solutions for the delay. The five most highly ranked delay factors were: information delays and lack of information exchange between the parties; incompetent owner; incompetent supervision consultant; incompetent contractor; and difficulties in financing project by owner. The findings of the study can help the parties involved the government construction projects and practitioners to give appropriate strategies for countering the delay in their projects.

  • This paper suggests that construction management services should be performed considering the owner's and the project's characteristics through the examples of the successful projects. For this study, the critical CM services in each phase regarding schedule management, cost management and information management are presented and the problems of the CM delivery system in Korea are analyzed with respect to policies, users, suppliers/CMrs and construction environments. Besides, the situation of the delivery systems in Korea and the differences of each delivery system are presented. It is concluded that, for the settlement of CM delivery system in public construction market and, ultimately, the successful execution as an agent of the owner, CMr should diversify the services and give the optimum CM services appropriate for each project's characteristics.

  • The purpose of this paper was to explore delay avoiding measures and strategies. The paper was based on previous work of authors on finding delay causes. Firstly, the paper has discussed about delay avoidance measures prescribed by the previous work. As the previous study identified five main causes of construction delays, various measures and strategies to overcome those delay problems have been discussed in sequence in the last sections. Major delay prevention strategies are: involving stakeholders in the project decisions, outreach program, realistic time and resource estimation, try to adjust the triple constraints of time, cost and scope, ensure fair and complete disclosure of information at an early stage of the construction project, contractor, itself should inquire about patent design errors prior to submitting its bid, owner should include in its contract with the consultant an indemnity (protection) clause etc.

  • The nuclear power plant construction project is a large-scale project that involved a daily maximum of thousands of workers. many equipment and laborers involved has been required consistently to minimize the need for safety through real-time safety management. But current nuclear power plant construction site is only managed to access of workers and equipments. The purpose of this study is the owner requirements reflects the characteristics of the nuclear power plant construction project integrated safety management system utilizing active RFID and GPS positioning technology.

  • Most recent programs in and out of the country are related to urban renewal projects. Contemporary project management information systems have been developed was to manage single or multiple projects focusing on their construction phase, and those have limitations to apply to large-scale complicated mega projects. So, this study explain the core concept of decision support modules for iPMIS (Intelligent Program Management Information System) and its major functions to support project owner and participants by introducing ontology in the web environment. This study confined the scope of research to the planning phase of urban environment improvement projects. Ontological logic structure and relation about planning works is essential parts and three functions to implement decision support module are developed.
