Advancement Plan for Academic Research Services of Presidential Archives (대통령기록관 학술연구지원서비스의 고도화 방안)

  • As the demand for finding clearer information amid vast information acquisition increases, the enhancement of academic research services is highly important. In 2019, the Presidential Archives opened the only academic research services among the permanent archives management institutions. This study aims to identify the status of the insufficient use of academic research services implemented in the Presidential Archives, analyze problems and requirements through interviews with users who have used the Presidential Archives for academic purposes and conducted research, suggest a plan to upgrade the research services of the Presidential Archives, and offer a plan to improve the services of archives institutions accordingly. Researchers mostly sought information through an online search, but the information gap was large depending on the background knowledge, and the research scope was reduced because of insufficient information. Moreover, problems occurred regarding search tools, records management, and records disclosure, and most users were unaware of the academic research services. Therefore, the advancement plans entailed reducing the information gap among researchers, improving the search tool functions, creating more detailed descriptions of records, resolving geographic constraints, promoting academic research services and developing content, nurturing subject-specialized archivists, and providing online chatting services.

Current Status and Improvement Plan for Personnel Verification Records Management (인사검증기록물관리 현황 및 개선방안 연구)

  • In the Republic of Korea, which has adopted a strong president-centered system as a political system, comprehensive personnel verification of work ability, reputation, and misconduct for positions where the president has personnel rights is not only fundamental to the administration of the country, but is also very important for maintaining the democratic system. As the records containing the personnel verification process produced during this process also has a wide range of data on important people in the country, they themselves are very important national-level information, and there is a great possibility that they will be used as useful materials for studying current national management in future generations. Therefore, it is assumed that after the enactment of the "Act on the Management of Presidential Records" in 2007, Senior Secretary for Civil Affairs of the Office of the President, which were responsible for the personnel verification, designated a wide range of personnel verification records as presidential designated records and transferred them to the Presidential Archives. However, with the launch of the 20th government, the agency responsible for personnel verification changed from Senior Secretary for Civil Affairs of the Office of the President to the "Personnel Information Management Team" of the Ministry of Justice from June 2022, a major change occurred in the personnel verification process that had been maintained and the preservation of related records. This paper examined what personnel verification records are and how they have been preserved and managed, and proposed what issues have arisen at the record management level due to this change in the agency in charge of personnel verification, and how those issues should be resolved on a practical and institutional level.

Study on the Classification Guideline for the Korean Presidential Records (우리나라 대통령기록물의 분류기준에 관한 연구)

  • This study is to describe the principles and outcome of the development for a classification scheme of presidential records to manage efficiently and provide them as archival information service productively. First, this scheme accommodates a management aspect, taking consideration into the aspect of archival records as the results of government administrative duties. Additionally, governance aspects are embraced into this scheme since presidential records can be seen as the results of governing purpose. We are considering the functional aspects of the public records too. As a result, this scheme adopts both management and governance aspect. Focusing on reflecting both functional and governance aspects, first analyzes existing classification systems in domestic and abroad. Finally, this study proposes 24 first-level, 114 second-level, and 179 third-level classification categories. Archivists and classification experts examined the classification scheme for verification by advisory meetings.

A Study on the Development of an Experiential Exhibition Program for Children about Presidential Archives Based on the Experience Economy (4Es) (체험경제이론(4Es)을 적용한 대통령기록관 어린이 체험전시관 프로그램 개발에 관한 연구)

  • The space designated for kindergarten and elementary school students, who accounted for half of all users of the presidential archives, is now lacking, with the archives' programs focusing on exhibitions and field trips. With this, an experience exhibition is seen as the most effective way to communicate the value of presidential records and archives based on the theory of cognitive development. Therefore, this study proposes an experiential exhibition program for children about presidential archives based on the experience economy under theories that are recently getting attention. The Presidential Archives through the Experiential Exhibition program for children proposed by this study will become a place for the cultural communication of all generations.

A Study on Development of Education Program Using Presidential Archives for the Free Learning Semester (자유학기제에 적용가능한 대통령기록물 활용 교육프로그램 개발)

  • The presidential records reflect the era of the times, and it has valuable evidence to support the administrative transparency and accountability of government operations. People's interest in the presidential records increased in response to its recent leak. The presidential archives were moved to Sejong in line with its desire to provide public-friendly services. This study will help users access the archives and utilize archiving information. The Ministry of Education introduced the free learning semester, which all middle schools have began conducting since 2016. The free learning semester provides an environment where education can be provided by external organizations. As middle school students are still unfamiliar with archives, the free learning semester provides a good environment for accessing archives and records. Although it serves as an opportunity to publicize archives, existing related studies are insufficient. This study aims to develop the free learning semester program using the presidential archives and records for middle school students during the free learning semester based on the analysis of the domestic and foreign archives education program. This study shows a development of the education program using presidential archives and records through literature research, domestic and foreign case analysis, and expert interview. First, through literature research, this research understood the definition of the free learning semester as well as its types. In addition, this research identified the four types of the free learning semester education program that can be linked to the presidential archives. Second, through website analysis and the information disclosure system, this research investigated domestic and foreign cases of the education program. A total of 46 education programs of institutions were analyzed, focusing on student-led education programs in the foreign archives as well as the education programs of the free learning semester in domestic libraries and archives. Third, based on these results, This study proposed four types of free learning semester education programs using the presidential archives and records, and provided concrete examples.

An Analysis of News Report Characteristics on Archives & Records Management for the Press in Korea: Based on 1999~2018 News Big Data (뉴스 빅데이터를 이용한 우리나라 언론의 기록관리 분야 보도 특성 분석: 1999~2018 뉴스를 중심으로)

  • The purpose of this study is to analyze the characteristics of Korean media on the topic of archives & records management based on time-series analysis. In this study, from January, 1999 to June, 2018, 4,680 news articles on archives & records management topics were extracted from BigKinds. In order to examine the characteristics of the media coverage on the archives & records management topic, this study was analyzed to the difference of the press coverage by period, subject, and type of the media. In addition, this study was conducted word-frequency based content analysis and semantic network analysis to investigate the content characteristics of media on the subject. Based on these results, this study was analyzed to the differences of media coverage by period, subject, and type of media. As a result, the news in the field of records management showed that there was a difference in the amount of news coverage and news contents by period, subject, and type of media. The amount of news coverage began to increase after the Presidential Records Management Act was enacted in 2007, and the largest amount of news was reported in 2013. Daily newspapers and financial newspapers reported the largest amount of news. As a result of analyzing news reports, during the first 10 years after 1999, news topics were formed around the issues arising from the application and diffusion process of the concept of archives & records management. However, since the enactment of the Presidential Records Management Act, archives & records management has become a major factor in political and social issues, and a large amount of political and social news has been reported.

A Study on the Extension of Archival Information Service Based on Linked Open Data in the Presidential Archives (Linked Open Data기반 대통령기록관 기록정보 서비스 확장에 관한 연구)

  • The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

  • The Presidential Archives is a research institute that manages presidents' historical records and archives. It provides various education programs based on the presidential records and archives for teachers and students. The Ministry of Education introduced free-learning semester and has conducted test trials in 42 schools since 2013. All of the middle schools will conduct the free-learning semester from 2016. The $7^{th}$ educational curriculum includes creative experience activities. The Ministry of Education recommended that schools should cooperate with local public organizations for experience activities. But, It is difficult to cooperate with each other. This study proposed the experience education programs using the presidential records and archives for social studies education curriculum in order to do the meaningful education in the class of the creative experience activities. To do it, this study analyzes current situation, deducts the problems caused in domestic and foreign Archives experience education program, and adopts the cooperative learning models and components suited to experience activities.

Tour Program in Archives: Case Study for the Presidential Archives (기록관의 견학 프로그램 - 대통령기록관을 사례로 -)

  • Archives should promote services to users using various outreach service methods. Although the archives' tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries' tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

  • This study proposes an education program using presidential archives to develop the multiple intelligence of children and the youth based on the multiple intelligence theory and the resource-based learning theory. To accomplish this, we performed a literature review and interviews with an archivist working in the Presidential Archive in Korea. This study compared and analyzed the Presidential Archives' education programs between the U.S. and Korea. This study can be useful and valuable in developing education programs in two areas, with the first area being the fact that the proposed program could help learners improve academic abilities by developing multiple intelligence and the second area being the fact that the program could increase the awareness of the importance of presidential archives. With the proposed program, the utilization of presidential archives can be facilitated.
