  • As open source can reduce costs and apply to various fields rapidly, many countries have actively adopted open source. However, geo-spatial open source in Korea is not actively promoted yet comparing to other countries having similar infra environments. In this study, we analyzed the perception of geo-spatial open source, utilization status, the development possibility and future direction using questionnaire survey completed by experts dealing with spatial information. The survey result shows that many experts have experiences of using geo-spatial open source but they got a lack of understanding about open source license or regulations and only a few people got professional training. Insufficient references, the difficulty of maintenance, lack of support and low technical reliability have hindered the adoption of geo-spatial open source. Only some part of geo-spatial open source software or libraries in some field have been used in the country. However, many researchers rate highly development potential and plan to use geo-spatial open source soon. If user's convenience, reference materials, technical trust and policy support are improved, open source field for spatial information will be developed greatly in the future.

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. • The purpose of this study is to investigate the relationship between perception, perception, and relationship quality through technical analysis of perception of southern food among college students of Namdo area. Through the analysis and empirical analysis, we tried to provide an understanding of local traditional foods and provide them as a basic data for local traditional food as a tourism resource. It directly or indirectly supports the results of previous studies. It directly or indirectly supports the results of previous studies. Therefore, the perception that can be expressed by knowing the characteristics of the local food is expressed by the continuous relationship and maintenance of the local food, so that the trust, the commitment, and the satisfaction expressed as the quality of the relationship can be expressed as the continuing relationship, maintenance and interest. If the meaning of local food and storytelling are given in order to induce growth and development of food tourism as a local food, it will be very helpful for building image of local traditional food. If local food is perceived as a favorable or unattractive attitude, it will be related to meaning and continuous interest and food and beverage behavior as local people such as active interest and pride in local food, It is believed that food will play a big role in the growth and development of tourism resources.

  • This study examines the status of major corruption in the public and private sectors in Korea. This study adopts the secondary data analysis method, and uses 'The Status of Corruption in Korean Society' released by Ipsos in March 2019. The annual difference analysis is conducted to examine the trend of major corruption, and the results are as follows. First, in the public sector, the number of conspicuous crimes, such as bribery, has decreased, but intelligent crimes that are not easily detected, such as abuse of authority, are increasing. In the private sector, embezzlement was on the decline, but breach of trust remained at a certain level. Second, from 2003 to 2017, the average annual change rate of major corruption in the public sector was 8.0%, while the private sector was 1.8%. Third, the public sector has seen a slight increase in corruption except in 2015, but the private sector has been declining since 2014. This study is different as it makes academic contributions by offering three anti-corruption measures; changing the culture of high power distance, changing the culture of low corruption perception, and abolishing the culture of impunity. Empirical studies using primary data that separate the two groups are required.

  • This study compared and analyzed the efficiency of the research results of the convergence research project operated by the National Science and Technology Research Council and the general research project carried out by the Government-funded research institute and proposed measures to enhance the efficiency of the operation and management of convergence research. Research data were collected from 21 government-funded research institutes through an information disclosure claim and DEA analysis was conducted for efficiency assessment. The SCI papers of convergence research showed high efficiency, and the patent registration and technology transfer sector showed high efficiency of general research projects. This indicates that convergence research projects for securing lead and original technologies are highly efficient, but their performance is low due to lack of participation by businesses in terms of the utilization of derived technologies, and more companies' participation and opportunities are needed for practical use of convergence research results. Through the analysis of efficiency of convergence research project performance, this study provided policy and guidance for R&D planning for rational investment of limited manpower and research costs. Further, future research on identifying efficiency is proposed depending on the type of technology subject to convergence research as a method for managing convergence research.

  • In this paper we attempt to explore the institutional and clutural milieu of high-tech venture business cluster in Daegu City and provide policy implications for creating sustainable high-tech venture businesses cluster. Although since 1998 the Korean government has made explicitly a great deal of efforts to help attract and create high-tech new start-ups in non-capital cities such as the support of business incubating centers and the establishment of real service centres, it reveals that such policies are not so successful in creating a sustainable venture ecology. One of the most critical resions is that such policies are centred simply on building physical infrastructure such as incubating space and service centre with less concern with promoting venture business cluster reflecting cultural and institutional specificities in a given region. In this respect we argue that the focus of industrial policies to support promoting high-tech venture business clusters in non-capital cities urgently need to move towards to make it for firms to encourage entrepreneurship driving innovation and to create social capital incucing trust and networks amongst firms, universities, public &privite supporting agencies, together with the building up of physical infrastructure the existing policies have done.

  • The establishment of big data service environment requires both cloud-based network technology and clustering technology to improve the efficiency of information access. These cloud-based networks and clustering environments can provide variety of valuable information in real-time, which can be an intensive target of attackers attempting illegal access. In particular, attackers attempting IP spoofing can analyze information of mutual trust hosts constituting clustering, and attempt to attack directly to system existing in the cluster. Therefore, it is necessary to detect and respond to illegal attacks quickly, and it is demanded that the security policy is stronger than the security system that is constructed and operated in the existing single system. In this paper, we investigate routing pattern changes and use them as detection information to enable active correspondence and efficient information service in illegal attacks at this network environment. In addition, through the step-by -step encryption based on the routing information generated during the detection process, it is possible to manage the stable service information without frequent disconnection of the information service for resetting.

  • Inter-Korean Cooperation in Science and Technology will contribute to building the trust between S.K and N.K as a leading factor and cut down the cost of unification by diminishing the technology lag and the gap of economic level. This study has shown that we can increase the productivity of unified Korea Innovation system if we systematically analyse the present condition of the Inter-Korean Cooperation and promote Inter-Korean Cooperation. In this study, the author analyses the present condition of the Inter-Korean Cooperation with integrated framework of three aspects to clear up the policy of Inter-Korean Cooperation. First, in the national aspect, we make use of the notion of international cooperation and multilateral mechanism of an international organization. Thereafter, we make out the alternatives in the aspects of international relationship and legal and institutional view Second, in the unification aspect, we consider the Inter-Korean Cooperation by the notion of national innovation system. Thereafter, we make out the alternative in the aspect of a phase-dependent approach. Finally, in technology aspect, we consider the Inter-Korean Cooperation by the notion of technology gap, the framework of technology transfer, and technology dependency theory. As a conclusion, through this study, the author have tried to integrate the various theoretical backgrounds. As a result, the author could analyse the present condition of ter-Korean Cooperation in Science and Technology and team a good lesson from it; Therefore, we can use it as a means of evaluation on a cooperation program and prediction for the future status of cooperation.
