정책지식의 생태학적 접근 - 한·미 전자정부정책 비교분석 - (An Ecological Perspective on Policy Knowledget: Comparative Analysis of e-Government between Korea and U.S.A)

  • 정책현상에서 드러난 정책 또는 행정서비스에 대한 만족수준이 높지 않다. 정부경쟁력지표 역시 부정적이다. 왜 그럴까? 그 원인의 하나로 취약한 정책지식생태를 지적할 수 있다. 연구공동체에서 산출된 지식이 양적, 질적으로 확대, 심화되고 있지만 그 유용성은 낮기 때문이다. 이러한 실상에 대한 문제인식의 바탕에서 정책학의 정체성에 대한 재정립이 요구된다. 만일 정책연구가 정책담당자들의 역량발휘에 무익하거나 정책 활동에 유용하지 못하다면, 정책연구의 존립근거 자체가 회의 시 될 수 있다. 정책의 다양성, 복잡성, 역동성으로 인해 그 원인을 일률적으로 단정하기 어렵다. 그럼에도 불구하고 이글은 생태학적 시각에서 국가정책지식의 현상과 방향을 살펴보고자 한다. 이를 위해 한국과 미국의 전자정부 정책사례를 비교분석하고, 정책지식의 적실성 제고를 위한 이론 및 정책적 함의를 탐색하기로 한다.

A 'Mode 3' Science Policy Framework for South Korea - Toward a Responsible Innovation System

  • This article advocates for a Mode 3 science policy. Compared to the university research-based Mode 1 knowledge production system and the knowledge application-centric Mode 2 innovation system, Mode 3 can be defined as a system that integrates both Mode 1 and Mode 2-type knowledge production models. In this article, based on the major characteristics of the Mode 3 scientific knowledge production system, I agree with the advocates of Mode 3 that constructing a knowledge society requires an inclusive form of knowledge production and innovation system through the democratization of knowledge production as well as the promotion of social values. Moreover, the mechanisms for creating accountable innovation in the Mode 3 system should be given more attention from the science research and policy communities to make public policy for scientific and technological innovation more reflective of social changes. Similar to the ways that the Mode 1 and Mode 2 scientific knowledge production approaches have influenced the development of science policy models, the Mode 3 scientific knowledge production approach, or Mode 3 science, also has the potential to shape a new science policy model. I will refer to this as Mode 3 science policy. In an effort to conceptualize the democracy- and society-centric Mode 3 science policy model, I will articulate science policy strategies in four science policy domains in South Korea from the context of the Mode 3 science approach. These include (1) evaluation of publicly-funded research activities, (2) valorization of scientific knowledge (that is, enhancement of the value of scientific knowledge through governmental action), (3) development of a science policy decision-making support system, and (4) anticipatory foresight of science, technology and society. When adopting and implementing a Mode 3 science framework, one progressive change is to increase socially desirable innovation such as responsible innovation.

정책정보서비스 활성화를 위한 정책정보 자료원의 특성 연구 (Investigating the Characteristics of Policy Information Resources for Activating Policy Information Services)

  • 정책연구기관에서 생산되는 지식정보자원의 특성을 연구하기 위해 연구과정의 지식정보자원, 연구결과의 지식정보자원, 연구결과 가공의 지식정보자원으로 구분하고, 13개 정책연구기관 홈페이지에서 지식정보자원의 명칭과 메타데이터 항목과 8개 유형별 특화 지식정보자원의 제공 현황을 조사하였다. 연구결과, 정책연구기관 홈페이지가 관련분야 지식자원관리시스템의 역할을 수행하는 것을 확인하였다. 연구 제언으로, 동일한 연구주제에 따른 연구결과물의 종합적 검색시스템 구성, 정책정보의 지식맵 개발, 정책당국자용 연구결과물의 압축 가공, 주제 전문가 데이터베이스 구축, 영상보고서의 제작, 메타데이터 표준의 개발, 주제 분야별 통계 데이터베이스와 지표 등의 개발을 제안하였다.

보건계열 대학생의 치매 정책 인식과 치매 지식 및 태도에 관한 연구 (A Study on the Dementia Policy Awareness and Dementia Knowledge and Attitudes of Health College Students)

  • Purpose : The purpose of this study was to investigate health college students' awareness and knowledge of the dementia policy and their attitudes toward dementia. Methods : In this study, 294 questionnaires were collected from 301 college students in the Department of Health of K College in Busan from November 7 to 29, 2022. The questionnaire consisted of 59 items, including 9 items on general characteristics, 10 on awareness of the dementia policy, 15 on attitudes toward dementia, and 25 on knowledge about dementia. The collected data were analyzed using descriptive statistics, independent t test, and one-way analysis of variance with SPSS version 25. A post-analysis was performed using the Scheffe test. Dementia policy awareness, knowledge of dementia, and attitude toward dementia were analyzed with the Pearson correlation coefficient by factor. Results : The health students' dementia policy awareness and knowledge of dementia were high, and their attitudes toward dementia were positive. High knowledge of dementia was influenced by sex, interest in dementia, presence of dementia information, and related volunteer work experience. Positive attitudes toward dementia were related to sex, department, and mode of receiving dementia information. High dementia policy perceptions were associated with interest in dementia and the presence or absence of information on dementia. Positive correlations were found between dementia policy perception and knowledge and attitude toward dementia. Conclusion : According to our study, interest in dementia is increasing owing to the recent dementia safety system. As a result, the dementia policy awareness and knowledge of dementia among college students pursuing health studies were high, and their attitude toward dementia was positive. From these results, we can infer that systematic and continuous education on dementia should be conducted in universities.

정보통신 기술지식의 파급효과에 대한 실증분석 (An Empirical Analysis on the Diffusion Impact of IT Technological Knowledge)

  • The main objective of this research is to examine the spillover effects of technological knowledge from IT industry to other industrial sectors and, based on empirical findings, to draw policy implications and suggest policy directions. To this end, we divide IT industry into IT equipment and IT service, assuming that these two sub-sectors are considerably different each other in terms of technology knowledge flow. Other industries are classified into 17 different sectors based on the KSIC of 1990. As the proxy measure of technological knowledge, the notion of R&D stock is employed. The Input/output(I/O) Table is used to define the inter-industrial flow pattern and to draw the knowledge flow matrix. As the research methodology, cost function model is employed to gauge the spillover effects of technological knowledge of IT industry. Based on the results of analysis, it is found that the economic impact of technology diffusion also exhibits a different pattern between IT equipment and IT service. The diffusion of IT equipment tends to show labor-substitution effect whereas IT service displays labor-creation effect. This fact should be considered in devising industry, education, and labor policy. The expectations from this research are as follows. First, the sectoral pattern, difference between IT equipment and service in particular, identified from this research may shed light on the sector-specific policy direction. It is emphasized that a sector-specific approach, rather than an aggregate approach, is relevant for formulating IT policy. Second, it is expected that the importance of technology diffusion programs and policy measures are recognized among policy makers in IT industry.

보상과 보안의식이 육군지식포탈 사용자 의도에 미치는 영향 (The Effect of Reward and Security Awareness on User Intention of Knowledge Portal Service for ROK Army)

  • As the importance of Knowledge Management System (KMS) in the military increases, Republic of Korea Army (ROK Army) developed Army Knowledge Portal. Although the members in the military are encouraged to use the portal, few members currently use it. This study was conducted to find variables to predict the user's intention to use the portal, which contributes to activating the use of Army Knowledge Portal in the army. On the basis of Technology Acceptance Model (TAM), ten variables such as perceived ease of use, general information security awareness, information security awareness, expectation for external rewards, expectation for relationships, sense of self-worth, attitude toward compliance with security policy, attitude toward knowledge sharing, intention of non-combat knowledge sharing, and intention of combat knowledge sharing were considered as independent variables. 105 participants on active duty who currently use or have experience to use the portal participated in this study. The results indicated that general information security awareness and information security awareness increases compliance with the information security policy. In addition, the attitude toward knowledge sharing is enhanced by expectations for relationship and sense of self-worth. Based on the results, the authors propose the need for policy alternatives to reinforce the reward system and security policy, which activates the use of Knowledge Portal Service for ROK Army.

뉴미디어-정보화 정책과 개발주의 패러다임의 문제 (New Media-Informatization Policy and Problems of Developmentalism in Korea)

  • IT 기술의 성장에 기초한 우리 사회의 각종 뉴미디어의 개발과 도입의 속도, 보급과 서비스의 확산정도 등은 국제적 관심을 주도할 만큼 폭발적이다. 한편 국가 정보화 차원에서 강력한 정책 드라이브를 바탕으로 추진된 정보 인프라의 확대 역시 그에 못지않다. 그러나 문제는 뉴미디어-정보화 정책이 추구하는 산업경제적 가치창출, 사회문화적 가치창출, 지식기반의 확충을 통한 지식사회/지식국가의 토대구축이라는 정책목표가 '사회의 질적 발전(quality development of society)'보다는 '기술과 산업의 양적 성장(quantity growth of industry and technology)'이라는 편향적 형태로 진전되고 있다는 것이다. 이는 개별 정책의 결과이기도 하지만 보다 근본적으로는 개발주의 패러다임(developmentalism)에 기초하고 있는 뉴미디어-정보화 정책의 구조적인 문제에서 비롯된 것이다. 이를 극복하기 위해서 우선적으로 요구되는 것은 '지식 IT 전략(knowledge IT strategy)'에 기초한 뉴미디어-정보화의 질적 발전, 즉 원천기술과 특허의 확보와 그를 통한 기술표준의 구축, 내용과 수준을 갖춘 콘텐츠의 계발, 사회적 지식 네트워크의 구성 등에 부합하는 정책 패러다임으로의 전환이다.

From Knowledge Arbitrager to Policy Entrepreneur? Exploring the Role of Think Tank in the Open Innovation System

  • This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.

  • 과학기술 전문가 커뮤니티로서 가장 성공적인 모델인 '한민족과학기술자네트워크(이하 KOSEN)'를 대상으로 정책 네트워크의 분석방법을 이용하여 네트워크가 갖는 고유의 특성을 유형별로 분석해 보고자 한다. 과학기술 전문인력을 대상으로 하는 KOSEN을 사례로 정책 네트워크 분석을 적용, 지식전문가 네트워크의 유형을 구분해 보았다. KOSEN에 대한 개괄적인 특성분석과 더불어 참여자의 특성에 따라 전문가 그룹 네트워크를 정책공동체의 핵심 및 주변공동체와 이슈 네트워크로 세분화했다. 정책 네트워크의 분석수준과 관련하여 본 연구는 네트워크의 속성을 개인의 행위로 환원시켜서 이해하는 미시적 접근에 초점을 두었다.

과학기술 정책의 과학화 서비스 개발에 관한 연구 (A Study on Developing Science Service of Science and Technology Policy)

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.
