INTRODUCTION TO THE COMS METEOROLOGICAL DATA PROCESSING SYSTEM

  • Communication, Ocean, and Meteorological Satellite (COMS) to be launched in year 2008 will be the first Korean multi-purpose geostationary satellite aiming at three major missions, i.e.: communication, ocean, and meteorological applications. The development of systems for the meteorological mission sponsored by the Korea Meteorological Administration (KMA) consists of payloads, ground system, and data processing system. The program called COMS Meteorological Data Processing System (CMDPS) has been initiated for the development of data processing system. The primary objective ofCMDPS is to derive the level-2 environmental products from geo-Iocated and calibrated level 1.5 COMS data. Preliminary design for the level-2 data processing system consists of 16 baseline products and will be refined by end of 3rd project year. Also considered for the development are the necessary initial information such as land use and digital elevation map, algorithms for the vicarious calibration and procedures for the calibration monitoring, and radiative transfer model. Here, we briefly introduce the overall development strategy, flow chart for the intended baseline products, a few preliminary algorithm results and future plans.

해파리 대량발생의 연구동향 (Research Trends of the Jellyfish Blooms)

  • 기후변화, 수산자원 남획, 연안 간척 및 방조제 건설 등으로 인한 해양환경 변화는 해파리의 잦은 출현과 대량발생을 유발하고 있으며, 결과적으로 해양생태계 파괴, 수산업붕괴, 행락객 해파리 쏘임사고 발생 등 국가적 규모의 사회경제문제를 야기시키고 있다. 해파리로 인한 피해를 경험한 다수의 국가들은 해파리를 관리하기 위한 방법을 마련하는데 많은 투자를 하고 있을 뿐만 아니라, 더 나아가 해파리를 이용할 수 있는 방법을 모색하고 있다. 우리나라에서는 현재 해파리 대량발생을 막기 위한 생리 생태 연구와 해파리 구제를 중심으로 연구가 진행 중에 있다. 유럽 연합은 해파리 대량발생의 원인과 조절, 통합관리를 위한 연구를 수행중이며, 미국은 한 부처를 지정하여 수산자원 보전 및 보호를 목적으로 해파리를 관리하고 있다. 일본은 부처 및 연구기관의 지정으로 짧은 시간에 많은 분야에서 괄목할만한 성과를 거두었으며, 특히 해파리 이동과 대량발생 예측에 관하여 심도 있는 연구를 진행하고 있다. 본 연구는 이러한 국내외 연구방향을 비교하여 1) 통합연구시스템의 설치와 관리방안 마련, 2) 해파리에 대한 접근방식의 개선, 3) 적극적인 교육과 정보의 제공이라는 세 가지 정책 방향을 제시하였다. 본 연구 결과는 해파리뿐만 아니라 기타 유해해양생물의 정책적 대처 방안에도 기본적으로 필요한 대안이 될 수 있을 것으로 기대해 본다.

LNG-FPSO 선박 장비들의 보전활동 지원시스템 개발에 관한 연구 (A Study on the Development of Maintenance System for Equipment of LNG-FPSO Ship)

  • 본 연구에서는 LNG-FPSO 선박에 탑재되어 있는 장비들의 운영효율을 최대화하기 위한 상태기반유지보수(CBM) 활동을 지원하는 보전시스템을 개발하였다. 개발된 보전시스템에서는 상태기반유지보수를 수행할 주요 장비들을 식별하여 이를 PWBS(Product Work Breakdown Structure)로 정의하였고 식별된 장비들로부터 실시간 수집되는 센서데이터를 이용하여 장비들의 고장분석과 최적 유지 보수 방안을 결정하기 위한 경제성평가 등을 수행하며, 이들을 수행하기 위해 필요한 입출력 데이터를 저장, 관리하는 고장사례 및 유지보수데이터베이스를 구축하였다. 개발시스템의 성능검증을 현재 개발 중인 LNG-FPSO 선박의 Inlet 시스템의 Compressor와 화물창의 Pump Tower 등과 같은 주요 장비들을 대상으로 실시하였고 이를 바탕으로 상태기반유지보수의 가능성을 확인하였다.

여수 연안의 숭어 (Mugil cephalus) 자원평가 및 진단 (Stock assessment and Diagnosis of Flatted grey mullet, Mugil cephalus, in the coastal water of Yeosu)

  • This study was performed to estimate biomass and to provide management plan through population ecological characteristics, including survival rate, instantaneous coefficient of natural and fishing mortalities, and age at first capture of Flathead grey mullet, Mugil cephalus, in the coastal waters of Yeosu. Survival rate (S) of the flathead grey mullet was 3.671. The instantaneous coefficients of natural mortality (M) and fishing mortality (F) was estimated to be 0.325/year, 0.962/year for flathead grey mullet. Also fist capure age of flathead grey mullet was 3.61year. The current biomass of the flathead grey mullet in the study area was estimated to be 19.6 M/T and $F_{0.1}$ and $F_{40%}$ were estimated 0.340/year, 0.225/year. For the stock assessment result, flathead grey mullet was not overfished but overfishing.

  • Today's ever-increasingly competitive shipbuilding market makes it essential for a shipbuilding company to have more efficient production processes and higher productivity as well as better design ability to obtain its competitiveness. A well-established production execution schedule plays an indispensable role to achieve this goal. Most shipbuilding companies carry out an evaluation on their mid-term plan once it is established. However, no evaluation activity exists for a production execution schedule, because practically all the companies depend on the field workers for the production execution scheduling. In this study, a prototype of a ship production execution schedule evaluation system is developed based on the component based design (CBD) methodology. This system enables one to make a production execution schedule that reflects up-to-date shipyard situation and to validate whether the schedule is feasible or not by running a production simulation according to the schedule. Users can also make use of the system as a decision supporting tool that compares several different execution schedules and evaluates which one is the best execution schedule.

GLOBEC 프로그램의 목적, 운영체계 및 최근의 동향에 대하여 (Goal, Structure, and Recent Development of the GLOBEC Programme)

  • 기후변동에 따른 해양생태계의 변화를 예측하기 위한 국제 연구 프로그램인 Global Ocean Ecosystem Dynamics (GLOBEC)은 해양의 탄소순환을 집중적으로 연구한 Joint Global Ocean Flux Study(JGOFS)의 후속조치로서, 이 논문에서는 GLOBEC 프로그램의 목적, 방향, 실천계획, 체제를 정리하였다. 해양과학위원회(SCOR)와 정부간해양위원회(IOC)의 후원을 동시에 받고 있는 대형과학프로그램인 GLOBEC은 기후변화에 따른 생태계의 중위 및 상위포식자의 반응에 대한 연구이며, GLOBEC 과학집행위원회는 연구를 수행하기 위한 실천계획을 1999년에 수립하였다. GLOBEC 프로그램은 국제생지권프로그램(IGBP)의 핵심과제로 지정되어 향후 10년 동안 지속될 것이며, 구체적으로 4개의 연구 초점, 체제구축활동, 지역프로그램, 종합화 등으로 구성되어 있다. 가장 중요한 연구활동인 4개의 연구초점은 다음과 같다: 과거자료분석(Retrospective analyses), 과정 연구(Process studies), 예측과 모델링(Predictive and modelling capability), 되먹임(Feedbacks). 현재, 남극해 GLOBEC(SO-GLOBEC), 소형표층어류와 기후변화(SPACC), 대구와 기후변화(CCC), 기후변화와 환경수용력(CCCC)의 4개 국제적 지역프로그램이 있으며, 이들은 모두 우리나라 해양 및 수산연구와 밀접한 관련이 있다. 미국, 일본 등의 9개국은 국가프로그램을 운영하고 있으며, 이 수효는 점차 증가할 전망이다.

유류오염 포텐셜 해석을 통한 방제대책 수립방법에 관한 연구 -부산항을 중심으로- (A Study on the Contingency Planning Methods under the Analysis of Oil Spill Potential -Application to the Port of Busan-)

  • This study was carried out to check the contingency planning methods under the analysis of oil spill potential and make a guide line to apply the results to the port of Busan. The expected spilled oil drift patterns are considered with the most probable scenarios under the base of the oil spill potential. The results obtained from this study are as follows: (1) Analysis method of oil spill potent was proposed and the applicability was proved by the application example to the port of Busan to make the contingency plan. (2) Responsible oil spill contingency planning methods / flow are suggested considered environmental factors and the oil spill potential. (3) The coastal waters of Busan was consist of rocky flat, man-made solid shore and beach shore. Marine traffic have high density of oil tanker and cargo ship. Also, oil tanker ship are examined in the small ships to be less than 3000t to supply oil to the ship moored / anchored as well as the large amount of oil tank / basin are located along the coast of Busan port. These systems are introduced to make in put data to the analysis of oil spill potential. (4) According to the analysis of historical records of oil spill accident in Busan, the frequency of accidents by cargo ship rank highest and 45% of accidents is caused by carelessness. about 65% of total accidents shows a small spill accident of less than $10k{\ell}$.

감척으로 인한 FRP 어선의 처리방안 (The disposal process for scrapped FRP fishing vessels)

  • A scrapped fiber-reinforced plastic(FRP) fishing vessel causes many environmental problems, because technology development for recycling FRP vessel has not been adequately addressed. FRP is a main material for constructing a small coastal fishing vessel that is an object of reduction policy. Therefore, the FRP wastes derived a scrapped fishing vessel are increasing. In this study, I investigated an effective disposal process for FRP through the analysis of the actual conditions of scrapped FRP fishing vessel. The treatment processes of scrapped FRP fishing vessel are carried out with oil-removing, dismantling, intermediated processing(crushing), and then reclaiming follows burning in the final processing in Korea. However, in Japan, several recycling methods have been developed, for example, the incineration including thermal recovery, the use of cement-reclamation, and the use of asphalt concrete aggregate, because the method of reclaiming after incinerating which is generally used in Korea produces a toxic by-product such as dioxin.

손상 선박의 안전성 향상 설계 기술 개발 (Development of Design Technology for Safety Enhancement of Damaged Ship)

  • Loss of human lives and properties including environmental damage due to large scale accidents requires change of our perception to marine safety. IMO is trying to re-establish overall marine safety system through long term plan such as GBS. Along this line, current regulation based safety evaluation is in process of changing into performance based methods, and for this transition, simulation based safety evaluation during design stage considering damage is highly necessary. In this paper, first, damage scenario is developed from IMO regulations and accident case studies. Then an integrated and simulation based safety evaluation prototype system considering both damage stability and structural safety is developed for the use during ship design process.

입자영상유속계를 이용한 은어 (Plecoglossus altivelis)의 유영능력 측정 (Measurement of swimming ability of silver fish (Plecoglossus altivelis) using a Particle Imaging Velocimetry)

  • As a fish way is a structure for fish migrating well toward upper stream due to breaking river flow by a dam or dammed pool, the specific fish's swimming ability is one of the main factors in making a plan and managing it. In addition, it also needs to understand the current field in fish road to evaluate its performance. This study is aimed to analyze the swimming patterns with current velocity changes using a Particle Imaging Velocimetry (PIV) in order to understand the swimming ability of silver fish (Plecoglossus altivelis) that is one of the fishes migrating through the fish way of Nakdong River, and to analyze the 2 dimensional current field near to silver fish at swimming momentum. The results showed that average values of tail beat frequencies for continuous swimming with current velocity were 2.8 Hz at 0.3 m/s, 3.2 Hz at 0.4 m/s, 3.8 Hz at 0.5 m/s, respectively. The wake would be produced by direction turning of fish's tail fin and its magnitude would be verified by the difference of pressure. The pressure turbulent flow produced by its tail beat would be made in both sides, and then, the magnitude of wake should be the source of moving direction. The swimming momentum will help to support the primary factor in making a suitable design for specific fish species migrating toward the district river.
