국제 환경레짐(Environmental Regime)에 관한 소고 -남극조약 체제(System)를 중심으로- (A Study on International Environmental Regime -The Case of the Antarctic Treaty System-)

  • The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).

Enhanced Biosynthesis of ${\alpha}$-tocopherol in Transgenic Soybean by Introducing ${\gamma}$-TMT gene

  • This study was conducted to improve tocopherol (vitamin E) composition in soybean (Glycine max) by introducing a gamma-tocopherol methyl transferase (${\gamma}$-TMT) gene via Agrobacterium tumefaciens-mediated transformation. Immature cotyledon explants were cocultivated with Agrobacterium tumefaciens. Putative transgenic embryos were selected from immature cotyledons on MS medium supplemented with 40 mg/L 2,4-D containing 100 mg/L kanamycin, 500 mg/L carbenicillin and 250 mg/L cefotaxime. Plantlets were developed from somatic embryos, and then transferred to soil. Nineteen regenerated plantlets obtained on the selection medium from 1,460 cotyledons. However, only 9 plantlets were confirmed as transformed plants. Integration of the transgene into the soybean genomic DNA was confirmed by PCR and Southern blot analysis. HPLC analysis showed that the content of ${\alpha}$-tocopherol in transgenic soybean seeds (AT-1) was approximately 4-fold higher than that of non-transgenic plants. Conclusively, we obtained the transgenic soybean having increased ${\alpha}$-tocopherol content by the overexpression of ${\gamma}$-TMT transgene.

  • 본 연구의 목적은 샌프란시스코시의 HOPE SF 제도를 대상으로 공공임대주택단지 재정비시 커뮤니티에 대한 종합적 재생을 도모한 제도의 내용과 사례를 분석함으로써 국내 제도개선에 시사점을 도출하는데 있다. 그러나 HOPE SF를 통한 단지 재생은 진행형인 점에서 현재 구체적인 결과를 파악하기에 어려움이 있어, 프로그램의 특징 및 내용은 샌프란시스코 시의 공공임대주택제도와 HOPE SF를 연계하여 분석하되 사례의 경우 HOPE SF를 중심으로 살펴봄으로써 정책 변화과정 및 사업 특징을 이해하고자 했다. 본 논문의 결과는 다음과 같다. 첫째, 주민의 모든 단계 참여를 도모하여 재정착을 돕고 커뮤니티의 훼손을 막고자 했다. 둘째, 소득계층 혼합을 통해 주변과 통합적 연계를 유도하였다. 셋째, 주민의 사회경제적 자립과 생활을 위한 실질적 지원을 제공하였다. 넷째, 여러 민관 주체를 연계하여 지역사회의 관심을 환기하였다. 다섯째, 다양한 재정 지원 및 수익창출형 정비 계획을 실시하여 지속가능한 재생을 유도하였다.

생태 군도도시 개발을 위한 계획기법·목적의 연관성 분석 (A correlation analysis of physical design method·purpose for eco-archipelagic city)

  • 본 연구는 군도개발을 위한 물리적 계획기법의 개발현황을 파악하고 계획기법과 개발목적 간의 연관성 분석을 통해 지속가능한 생태 군도도시 개발전략을 구축하는데 목표를 둔다. 첫째, 국내 외 사례의 비교분석에서는 친환경적으로 개발된 유럽사례가 환경론적 측면에서 다양한 개발테마에 맞게 적용되고 과학도시, 관광도시, 상업도시, 생태도시로서의 아이덴티티를 갖고 개발되고 있음의 결과를 얻었다. 그러나 국내사례는 인간중심의 관광도시 개발에만 집중하는 단기적 개발기법 적용이 대부분이었으며, 섬 내에 살고 있는 거주민들의 개발 지식정보 습득과 이해가 미비하여 향후 지속가능한 개발에 장애가 될 수 있음을 파악하였다. 둘째, 보다 체계적인 물리적 계획기법의 적용방향을 제시하기 위해 심층 분석을 실시하였다. 연구방법은 사례분석을 통해 도출한 계획기법을 계획목적을 중심으로 연관성 분석 실시하여 각 사례별 적용여부 및 개발동향을 파악하였다. 그 결과, 개발목적에 따른 컨텐츠와 물리적 계획기법들이 다각적 측면에서 개발해야 하고 또한, 현지주민은 지속적인 정보지식 공유와 외부인과의 소통을 원활히 할 수 있는 서비스 컨텐츠, 관련 인프라 확충을 해야 할 것이다.

  • Protein content of waxy corn hybrids ranged from 9.3 to 17.1%, and amylopectin content ranged from 83.9 to 94.5%. Three waxy corn hybrids including CNU043 showed less than 10 percent in protein content, and seven waxy corn hybrids including CNU052 were higher than 94% at the amylopectin content. At the amylogram test the ranges of the pasting temperature, peak viscosity, hot viscosity, cool viscosity, breakdown, setback, and consistency were 71.6~$77.5^{\circ}C$, 58~210 RVU, 36.1~114.2 RVU, 47~145 RVU, 21.4~97.8 RVU, -66.4~-9.6 RVU, and 11.1~36.3 RVU, respectively.

한.중어업협정의 평가 및 향후과제 (Evaluation and Future Tasks of the Korea-China Fisheries Agreement)

  • Fisheries Agreements among Korea, China, and Japan, for the effective management of fisheries resources and protection of fisheries disputes, have been processed in a manner to conclude interim arrangements those are effective prior to the final demarcation of the maritime delimitation which often requires much time to settle among the relevant states, Based on this understanding, Korea, China, and Japan, had proceeded their mutual fisheries agreement ; and, two fisheries agreements, between Korea-Japan and China-Japan, have already entered into force on 22 January 1999 and on 1 June 2000, respectively. Lastly fisheries negotiation between Korea and China has been concluded in order to make it effective on 30 June 2001. As Korean fisheries have already experienced the impacts after the entry into force of Korea-Japan Fisheries Agreement, it is inevitable that the likewise will also be true for the Korea-china Fisheries Agreement. The results of fisheries negotiation should minimize the loss by ensuring Korean flagged vessels' fishing rights to the maximum level in the counterpart's waters, and to maximize our counterpart's loss by restricting its vessels' fishing rights to the minimum level in our waters. However, such goals are almost unreachable in an intergovernmental negotiation. On this ground, regardless of the results, the negotiation is highly criticized from all the interested realms of the society. First, this study reviews the negotiation process ana subject matters of the fisheries agreement, and then evaluates the disputed items issued by academic, political, and industry areas in an international law and fisheries perspective. After the entry into farce of fisheries agreement, various activities should be accommodated as future tasks, such as the adjustments of the domestic fisheries structure, the reorganization of the resource management based fisheries structure, the construction of EEz large surveillance system, and the construction of the multilateral fisheries cooperation system Through an earlier implementation of those tasks, the Korean fisheries will be better prepared in minimizing the predicted impacts once the Korea-China Fisheries Agreement becomes effective.

전력지원체계 획득조직 및 절차와 협업체계 발전방안 연구 (A Study on the Organization and Procedures for Acquiring Power Support System and the Development of Collaborative System)

  • The 4th Industrial Revolution and the continuous development of Science and Technology have also required a speedy business promotion method in the defense industry. Advanced countries including the United States are already boldly innovating the existing high-cost and long-term acquisition system with the highest priority in weapons development to cope with the military rise of Russia and China. The Ministry of National Defense and the Defense Acquisition Program Administration have also recently introduced a quick acquisition system and are applying it to business promotion. In addition, some small-scale projects and weapons systems are being reorganized so that they can be managed by the units demanding them. After an organizational diagnosis of the Project Acquisition Group by the Ministry of National Defense in 2020, it has been reassigned as a subordinate unit of the Army Logistics Command from a direct unit managed by the Army HQ. As a result, problems such as work conflict or redundancy have been identified. In addition, a system has been implemented to shorten the acquisition period by applying a rapid acquisition program in the field of weapons systems by benchmarking the rapid acquisition program of advanced countries. The force support system project process will also need to introduce such a quick acquisition system. In addition, the Ministry of National Defense is considering ways to delegate some weapon systems to each military, which will then carry out tasks ranging from requirements determination to project management. Accordingly, it is now time to expand the organization for the management of the Army's weapons system acquisition project. Therefore, in this paper, the Army Project Acquisition Group was analyzed on its organization, acquisition procedures, and cooperation systems, with presentations of development plans for each field.

FTA하에서의 사적 상사분쟁의 해결 (Settlement of Private Commercial Disputes under the FTA)

  • This age is called the age of global trade, and the World Trade Organization is a forerunner in promoting the global free trade through multilateral negotiations as the global level. On the other hand, regional economic cooperation such as North American Free Trade Agreement(NAFTA) is appearing, saying that promotion by WTO takes too much time. As is known to everybody, Europe is on the way of integrating member states through EU not to mention economic cooperation. Even in Asia such tendency is shown through ASEAN, Korea, China and Japan in Northeast Asia share geographical proximity, many common historical experiences, and similar cultural norms and values although they have disparities in stages of development, trade and economic policies, and financial and legal frameworks. Under the situation, efforts have been made between three countries of Korea, China and Japan for the conclusion of investment agreements including FTA. If the conclusion of the FTA between the three countries would be realized, it would promote regional trade and investment, contributing to economic growth in the Northeast Asian region. The writer in this paper reviewed the settlement of private commercial dispute including investment dispute arising from the FTA and investment agreements. The investment dispute is quite different from an ordinary commercial dispute arising from commercial transactions in view of disputing parties, applicable laws and rules, etc. Therefore it is a problem of vital importance that the parties interested in investment under the FTA as well as the relevant investment agreement should understand and cope with the settlement mechanism of investment disputes arising therefrom. The ICSID Convention provides facilities for the conciliation and arbitration of disputes between member countries and investors who qualify as nationals of other member countries. All contracting states of the ICSID Convention are required by the Convention to recognize and enforce the ICSID arbitral awards. The New York Convention(formally called "United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards") is also applicable for the enforcement of arbitral awards to be rendered under the FTA. As to applicable rules, the UNCITRAL Arbitration Rules may be required for the settlement of investment disputes under the FTA. This Rules has adopted by the internationally recognized arbitral organizations although it was developed primarily for use in ad hoc arbitration. The promotion of arbitral cooperation may be realized through agreements between arbitral institutions. Especially under the NAPTA system, a central common system was established to resolve jointly private commercial disputes arising from such free trades by the initiative of arbitral organizations among the member countries. It is called Commercial Arbitration and Mediation Center for the Americas(CAMCA), which may be a good example for the settlement promotion of the private commercial disputes between Korea and other relevant countries.

한.중 항만지역 물류산업 협력 증대방안 연구 : 산둥성 사례연구를 중심으로 (Strategic Plans to Increase Cooperation between Korean and Chinese Logistics Industries in Port Regions: Focused on Case Study in Shandong Province)

  • 본 연구는 날로 교역규모가 증가하고 있는 한국과 중국 간의 물류산업 협력 증대 방안을 모색하기 위해 수행하였다. 특히 양국 교역량의 대부분을 처리하는 항만의 중요성에 따라 항만지역을 중심으로 하는 물류산업 협력 강화 방안을 강구하였다. 연구의 진행은 우리나라의 수도권 항만지역과 중국 환보하이경제권의 산둥성 항만지역을 사례로 연구하여 문제점을 도출하고, 이를 토대로 항만지역을 중심으로 하는 한 중 간 물류산업 협력 증대방안을 제시하였다. 연구 결과 한 중 항만지역 간의 물류산업 협력을 증대시키기 위해서는 양국 정부가 항만지역에서 발생하는 문제점들을 개선하려는 노력이 가장 중요하게 제기되었다. 더불어 한국정부는 중국 내 항만지역에 입주하는 한국기업에 대한 지원을 더욱 강화하고, 수도권 항만지역이 고른 대중국 항만 경쟁력을 갖추도록 제도개선, 시설투자 등 다각적 노력을 경주해야 함을 알 수 있었다. 본 연구는 그동안 관련 연구에서 제시한 한 중 물류산업 협력에 대한 개선 방안을 항만지역이라는 공간적 범위로 압축하고 항만지역에 입주한 기관에 대한 심층면접조사를 토대로 재조명한 것에 의의를 지닌다.

한국 역대정부의 북핵대응 전략에 관한 연구 (A Study on the Counter-Strategy against the North Korea's Nuclear of the South Korean Successive Governments)

  • 본 연구는 탈냉전이후 역대 한국정부의 북핵전략내용들을 규명하고, 동일시기 한반도에 영향을 준 미국의 B. 클린턴과 G.W.부시 행정부의 대북핵정책과 북한의 핵전략 및 전술이 한국정부의 북핵전략에 어떠한 인과론적 결과를 파생하였는지 상호연계·분석하여 향후의 대응방안을 제시하는데 있다. 탈냉전직후인 1991년 12월 13일 남북한이 공동 합의한 '남북기본합의서'는 한국이 남북관계를 주도해 가는 토대를 마련해 주었고, 북핵해결의 기점이라 하는 '한반도비핵화선언'은 냉전종식에 대한 미국의 '해외전술핵무기폐기선언'과 직결되는 일련의 조치로, 냉전해체후 국제질서 재편과정의 파생물이자 북한의 교묘한 핵전략에 말려든 오판의 산물이었다. 이후 김영삼의 문민정부-->김대중정부의 햇볕정책-->노무현정부의 평화·번영정책--> 이명박 정부의 상생·공영정책과 비핵·개방·3000 전략은 남북관계발전을 정부정책의 제일기조로 삼고 제시한 정책적 모토이고 추진과정에서 방법상의 차이가 있었다. 그러나 북핵문제대응에 대한 공통적 측면은 북핵문제해결을 위한 주도적이고 적극적인 대응책 마련과 실행의 노력보다는 국제기구나 다자적국제체제 및 미국역할에대한 기대심리가 지대했음을 인지할 수 있었다. 본 연구에서는 이의 미흡한 점을 보강하기 위한 결론적 제안으로 일치단결된 국민의식으로 북핵폐기를 위한 단호한 대전략(大戰略)수립과, 북핵문제해결을 위한 다자협의체제와 국제레짐의 공조(共助)를 통한 보다 쇄신되고 강력한 미래의 역할주문과 한국의 역대정부에서 이룩한 남북한 5대합의문의 재보강을 통한 확대된 억지책(extended deterrence)강구를 제언하였다.
