The development of e-navigation implementation strategy plan has been conducting by IMO NAV sub-committee. By the result of gap analysis, software technique would be a part of solution to fill the gap. This paper insists that software quality concept has to be considered to make reliable to e-navigation software. The work of integrating or connecting with existed equipment or devices would depend on software mostly. This paper conduct surveys on introducing software quality concept to e-navigation.

The most complicated and difficult area in the simulation of evacuation process is the area of human behavior. However, it is generally very difficult to understand and quantify human behaviors since the factors involved vary significantly according to the types of accidents and the environment. The walking speed of passenger is especially affected by dynamic effect and list due to damage and ship motion in wave. There are various methods to get the useful data for evacuation simulation. The onboard experimental approach is one of the strongest method. This paper discusses the onboard experimental results of human mobility of passengers in evacuation from ship. To realize ship trim and heel due to maritime casuality, the passage model for experiment is made. The experiment was carried out at dynamic and static condition respectively using the ship with passage model. The result was evaluated and it will be reflected in evacuation simulation tool.

This paper addresses some concerns faced by the shipping industry nowadays. Initially, the environmental issues were resolved and stricter regulations are now being implemented with regards to the exhaust gas, specifically nitrogen oxides (NOx) and sulfur oxides (SOx), emitted from ships. Secondly, with the increasing and unstable cost of fuel oils in the world market, it has become almost a necessity to explore on a new alternative fuel. Hence, this study was conducted. An experiment was carried-out on a fishing survey vessel with the main engine (M/E) and generator engine (G/E) operated on expensive marine gas oil (MGO). During the experiment, two pre-refinery systems were installed and different fuel oil samples were employed for the M/E and the G/E. Furthermore, the NOx emission and soot concentration were monitored and verified. The results confirmed the compatibility of some fuel oil types to the engines and meeting the emission standards. MDO, MF15 and Bunker A can be used in place of MGO for the engines(M/E, G/E).
Purpose - This paper is aimed to analyze the effects of the mandatory closing regulation targeting large retailers, which has been implemented since 2012 to protect small retailers. We examine the changes in consumers' choice of retailers and their purchasing patterns of agri-food following the implementation of such regulation. Research design, data, and methodology - Household spending patterns were identified through the historical data of household food purchase, consumer panel provided by the Rural Development Administration. Clustering was employed to determine the household spending patterns. Moreover, the different household spending patterns before and after the regulation were comparatively studied. The patterns of consumers' choice of retail stores and shopping baskets by the type of retailers, derived from the respective datasets before and after the regulation, were compared to analyze the effects of the regulation. Results -After the regulation, some consumers who used to shop at large retailers before the regulation changed their shopping places to small retailers. However, the product categories that consumers had mainly purchased before the regulation were rarely changed even after the regulation. Conclusions - Although the regulation helped migrate some of the consumers to small retailers, the regulation seemed to have failed to stimulate consumers to purchase the goods, normally bought at large retailers, from traditional markets. In other words, traditional markets are not effective substitutes for regulation-affected retailers.
The purpose of this article is to explore recent developments in piracy attacks at the global level. This article provides an overview of global trend of recent piracy attacks and presents global counter-piracy efforts at the international and governmental as well as industry level. The issue of piracy has been a grave concern of the globe, becoming the biggest threat to the safety and security navigation and seaborne trade. Overall, piracy attacks in recent years have greatly diminished owing to multi-faceted counter-piracy efforts. However, Southeast Asia and West Africa have reemerged as an hotspot of piracy. A worrisome trend in these regions is that many of piracy attacks are committed by militant groups for financing their activities. As a result, the level of violence and the sophistication of attacks have escalated. The problem of contemporary piracy is beyond a particular region or coastal state, but a common concern of the international community. In order to address the global piracy problem, international cooperation should be further strengthened at the global level as well as the regional level. As a way of counter-piracy measures in Southeast Asian waters, the creation of a joint regional coast guard to patrol the highly piracy concentration areas needs to be considered.

This paper proposes a method to manipulate digital hologram contents by manipulating and/or synthesizing the depth information. To synthesize digital holograms themselves in order to create new digital hologram contents. This paper uses both the depth information obtained by converting the disparity information by using a stereo matching method and that obtained by taking pictures with a depth camera. In addition, assuming that digital holograms are created using the computer-generated holography method, we propose a technique for authoring and compositing hologram contents by using either the changes in the three-dimensional positions of objects in the hologram or by combining the objects with other contents by means of changes in the depth information. Further, more than one digital hologram was synthesized to form a hologram. The reconstructed result from the synthesized hologram also contained all the objects in each digital hologram before synthesis at the same positions and distances.
With the expansion of the shipping and port logistics industry in the 21st century, the traffic density is continuously increased because of the increase in volumes of world sea freight and fleets, as well as the increase in the causes of potential marine accidents, such as ship collisions and stranding. Accordingly, the International Maritime Organization (IMO) has requested that the installation and operation of VTS should be applied in areas with high risk of marine traffic, and the request should be included as one of the Safety of Life at Sea (SOLAS) regulations. In this paper, the fundamental requirements of the radar system for vessel traffic services were analyzed and the analyzing factors were based on the IALA guideline.s This paper also includes results for the requirement and recommendation analysis on detection distance, target separation, and the target position accuracy of X-band radar. Also, to check if it satisfies the requirement of detection distance, range and azimuth separation of small point targets, and target position accuracy from the IALA guidelines, the test was conducted through the radar image acquired at the VTS center, and hence, the validity of the technical performance requirements was confirmed.
Piracy has been an ongoing and serious problem in international shipping industry. Somalia is often in the news these days. Somalia has been in a state of unrest for more than two centuries. In recent times, the situation has remained unstable. The persistent unrest is the major driver behind the piracy epidemic in Somalia waters. By the MIA 1906, s.78(1), the expenses in order to be recoverable must have been "properly incurred". The underwriter is also liable in certain circumstances for expenses incurred by the assured in an attempt to avert or diminish loss covered by the policy, under provisions. This class of expenditure is commonly referred to as sue and labour expenses, or suing and labouring expenses; less commonly, as particular charges. The standard marine policy(the S.G.Form) contained what was invariably called the sue and labour clause, which has been replaced in the current Institute Clauses by the "Duty of Assured(Sue and Labour)" Clause in the Hull Clauses, and the "Duty of Assured" Clause, headed "Minimizing losses", in the Cargo Clauses. Sue and labour charges are not confined to expenditure on the part of the assured and his agents, but can include quantified loss consequent upon a sacrifice properly and reasonably made to avert or minimize an insured loss.
This paper aims to describe port competition in East Asia and the Korean government's port strategy. In doing so, the paper provides an overview of global changes in international trade, the shipping industry and the port business. It also delineates the status of port competition in the region. Particular examples are taken from the competition among the ports of Hong Kong, Singapore, and Malaysia, as well as those of Pusan and Kwangyang, Kaohsiung, Kobe, and Shanghai and Yantian. The port competition in East Asia is reviewed and classified in two groups: north-tier competition among traditional major players, such as Kobe and Pusan, and dark horses such as Shanghai, Kwangyang and perhaps Yokohama; and south-tier competition among the three traditionally big players Kaohsiung, Hong Kong and Singapore, and the relative newcomers of Yantian in China, and Tanjung Pelepas In Malaysia. Due to the enlarging of ships and expansion of port activities, the boundary between the two tier frontiers breakdown, or they may even merge, into one grand frontier, in the foreseeable future. Although it appears that Asian ports are not being very aggressive in preparing for the future of mega-carrier in their plans, it is true that China, Korea and Taiwan are moving full steam ahead in comprehensively developing their container ports on a large scale. It therefore seems to be the perfect time for rival ports to explore a port alliance strategy to fight against the trend toward alliances between of many shipping lines.
This paper aims to empirically examine how shipping companies can effectively acquire knowledge from their strategic alliance partners. This paper adopts cooperative network embeddedness mechanism, such as network density and tie closeness, as a channel through which to acquire more knowledge for shipping participants within a strategic alliance network. This study also examines the moderating role of competition between alliance partners in reinforcing the effectiveness of the cooperative relationships on the knowledge acquisition. Based on the literature, hypotheses to predict the aforementioned associations between cooperative network embeddedness and knowledge acquisition and the moderating role of competition in facilitating that association are established. A quantitative research method using survey data conducted in the Korean shipping industry was employed in order to empirically test the presented hypotheses. The results show that if players in a shipping alliance network are embedded in a dense network and have close relationships with their alliance partners, this helps to facilitate a greater degree of knowledge acquisition from the partners; and the impact of network density on the knowledge acquisition would be intensified with the higher level of competition between shipping companies.
