The Impact of Difference of Linkages between Manufacturing Strategy and Action Plans - An Empirical Comparison of U.S. and Korean Manufacturers -

  • It is important to find the competitive priority, which makes a great contribution to the action plans. The reason is that this makes it possible to provide Korean manufacturers with effective behavioral model to break through the depression after 1997'financial crisis in Korea. Focused priority has become a focus of organizations faced with the need to survive in a highly uncertain business environment characterized by rapid technological change, global competition, and demanding customers. Many believe that better linkages of priority and action plans are fundamental to surviving in the world market. However, there was little previous research dealing with the relationship between the strategic priority and action plans in the view of competitive weapon. This study presents empirical findings on differences between U.S. and Korean manufacturing approach to relationship of priority and plans. Specially, Korean manufacturers are eager for good model to overcome depression of 1997' financial crisis in Korea. Data was collected as part of the Manufacturing Futures Project completed in 1996. The results indicate that U.S. manufacturers maintain focused linkages from priority to action plans than do Korean manufacturers.

  • Pay-for-performance plans are some of widely used human resource practices in many firms, including shipbuilding, for productivity and motivational improvement purposes. Such plans play an important role in industries that are highly labor-intensive, and where effective management of human resources is critical to business operations, such as the shipbuilding industry. Those practices can have large impact on employee performance and ultimately company competitiveness. Research studies that show how such incentive plans improve productivity and reported pattern of adoption by firms have spurred the use and adoption in many firms. However, there are also researchers who point out that there are negative consequences to using incentive plans. Therefore it is important for companies to carefully consider the practices they use. In this paper, I discuss research findings that support the practices and critical viewpoints related to pay-for-performance plans. Research findings from Korean literature are, then, discussed. The shipbuilding industry is chosen because proper human resource management is critical in reducing turnover and increasing employee satisfaction. Through a shipbuilding company case, problems related to using pay-for-performance incentive plans and how they affect work-related issues of employee morale, cooperation, and teamwork will be discussed. While positive aspects have been emphasized to drive greater adoption among firms, the resulting consequences of the pay plans need to be seriously considered and improvements upon the plans made by firms. Improvement suggestions are discussed in the conclusions and implications.

  • Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

Stochastically Dependent Sequential Acceptance Sampling Plans

  • In a traditional sequential acceptance sampling plan, it is assumed that the sampled items are independent each other. In this paper, stochastically dependent sequential acceptance sampling plans are dealt when there exists dependency between sampled items. Monte-Calro algorithm is used to find the acceptance and rejection probabilities of a lot. The number of defectives for the test to be accepted and rejected in probability ratio sequential test can be found by using these probabilities. The formula for measures of performance of these sampling plans is developed. Type I and II error probabilities are estimated by simulation. This research can be a, pp.ied to sequential sampling procedures in place of control charts where there is a recognized and necessary dependency during the production processes. Also, dependent multiple acceptance sampling plans can be derived by extending this sequential sampling procedure. As a numerical example, a Markov dependent process model is given, and the characteristics of the sampling plans are examined according to the change of the dependency factor.

Optimal Design of Accelerated Life Tests with Different Censoring Times

  • This paper presents optimal accelerated life test plans with different censoring times for exponential, Weibull, and lognormal lifetime distributions, respectively. For an optimal plan, low stress level, proportion of test units allocated and censoring time at each stress are determined such that the asymptotic variance of the maximum likelihood estimator of a certain quantile at use condition is minimized. The proposed plans are compared with the corresponding optimal plans with a common censoring time over range of parameter values. Computational results indicate that those plans are statistically optimal ones in terms of accuracy of estimator when total censoring times of two plans are equal.

Development of Optimal Accelerated Life Test Plans for Weibull Distribution Under Intermittent Inspection

  • For Weibull distributed lifetimes, this paper presents asymptotically optimal accelerated life test plans for practical applications under intermittent inspection and type-I censoring. Computational results show that the asymptotic variance of a low quantile at the design stress as optimal criterion is insensitive to the number of inspections at overstress levels. Sensitivity analyses indicate that optimal plans are robust enough to moderate departures of estimated failure probabilities at the design and high stresses as input parameters to plan accelerated life tests from their true values. Monte Carlo simulation for small sample study on optimal accelerated life test plans developed by the asymptotic maximum likelihood theory is conducted. Simulation results suggest that optimal plans are satisfactory for sample size in practice.

  • This paper suggests optimal accelerated constant stress life tests in Exponential distribution. The relationship between the log-mean life and the loaded stress is assumed to be linear. Optimal plans considering mean square errors of maximum likelihood estimators of the log mean life and test costs are obtained. We consider accelerated life tests with two stress levels, and as data types, failure censoring( type II) and time censoring(type I) data are used. We propose the procedure to obtain the optimal plans for each case. Some examples are also included.

  • Progressively censored variables sampling plans are proposed for the lot acceptance of parts whose life follows Weibull distribution with known shape parameter. Progressive type-II censoring gives us not only time to failure but also degradation information. So, one can construct more flexible and more cost effective sampling plans. Design parameters of our sampling plan are determined by using the usual two-point approach.

  • This paper is concerned with the design of an appropriate sampling plan or stopping rule and the construction of estimate for the estimation of process or lot fraction defective. Various sampling plans which are well known or have potential applications are unified into a generalized sampling plan. Under this sampling plan sufficient statistic, probability distribution, moment, and minimum variance unbiased estimate are obtained. Results for various sampling plans can be derived as special cases. Then, under given parameter values, the relative efficiencies of the various sampling plans are compared with respect to expected sample sizes and variances of estimates.
