A Study on the Actual Status of Accident and Measure of Water Safety (수상 안전사고 실태와 안전대책에 관한 조사 연구 - 1998년~2000년 전국 익수 사고자를 중심으로 -)

  • The purpose of this study is to investigate the actual status of occurrence of near-drowning accident by regions, sex, causes, places, months and days through Bureau of Statistics for 3 years from 1998 to 2000. 1. As the results of the drowned persons for 3 years from 1998 to 2000, the total number of them were 5,058 persons and 1,686 persons the yearly mean experienced near-drowning accidents. In the actual status of drowned persons by regions, 255 persons(15.1%) of Kyung-Ki regions are highest, 27 persons(1.62%) of Che-Ju regions are lowest. 2. In the actual status of drowned persons by sex, the yearly mean 1324 male persons(78.58%) and 362 female persons(21.42%) of 1,686 persons the yearly mean are drowned and the number of male drowned persons is 3.7 times higher than that of female. 3. In the actual status of drowned persons by age, among 1,686 drowned persons the yearly mean, 467 persons between fifteen and nineteen are drowned(9.23%). 4. In the actual status of drowned persons by causes, the major causes due to the poor swimming skills are 43.4%. 5. In the actual status of drowned persons by places, the major places are rivers and riversides(50.0%). 6. In the actual status of drowned persons by months, among 1,686 drowned persons the yearly mean, 319.33 persons(18.94%) on the July and 403.66 persons(23.94%) on the August had the highest the drowning accident. It is one of major cause of seasonal accidental death especially in summer. 7. In the actual status of drowned persons by day of the week, among 1,686 drowned persons the yearly mean, most of near-drowning accidents are happened on weekend(56.62%).

  • To prevent major accident from toxic gas release, explosion, or fire in chemical processes, it needs dynamic control of human error with mechanical failure. Although most of major accidents occur with a coupling of human error and mechanical failure, numbers of researches have studied human error and mechanical reliability independently, but no where cross each other, to reduce the risk in the process. This work focuses on the coincidence of human error and mechanical failure for management of human error, and on some important performance shaping factors to propose a method for improving safety effectively of the process industries.

A Study on Prevention of Accident in Korean Security Industry (경호산업의 재해예방에 관한 연구)

  • The Security Industry has dynamic working conditions. So this study intends to find the advisable direction for the reduction of accidents. To achieve the aim, the investigation of documents and the examinations of actual proofs have been done to figure the theoretical background and to see the basic knowledge of security industry. The questionnaire was composed of two question sheets to search real data and actual proofs, with making targets of pure security organization and personnel. The one consists of 9 questions to find the scale and extent of security organizations and the population and character of security personnel, and the other 25 questions in 3 major areas to analyze the causes, the frequency rates, the factors, and the condition of accidents. The period of survey was July 15th to October 15th in 1997 by mail/telephone/interview. The questionnaires were efficiently returned from 102 different organizations including the public security groups of Seoul Metropolitan Police Bureau and so on, with the information of 8,222 persons having worked for Korean Security Industry in 1996. So being based on the reality, some meaningful facts were found, and were compared with the national statistics of the Government. This study is made up of 5 chapters : in the 1st chapter the motivation, the object, the method, the direction and the limitation of the approach were presented ,in the 2nd chapter the theoretical background were inferred ; in the 3rd chapter the collected data of accidents in Korean Security Industry were analyzed and explained on the base of the questionnaires , in the 4th chapter the advisable facts connected with preventing accidents were mentioned ; in the last the conclusion were stated. With the replies of 102 different organizations including the information of 8,222 persons in 1996, the main facts found or analyzed through this study are as follows. Firstly, accident is an unpredictable and occasional event. It occurs to man and/or thing, but the frequency rate of accidents in Korean Government and other Institutes has been calculated and evaluated only in the point of the accident related with man. Secondly, the factors of accidents are firstly relevant to the way preventing accidents in Security Industry in Korea. However the frequency rate is academically calculated and evaluated by at once man(population) and hour(time). But the Government has done the rate only by man(population). This can be improper and inaccurate rates. Thirdly, the confused concept of security is used in Korean Government, academic society, corporation and so on. Therefore the detailed formation of the concept is needed for the development of Security Industry in Korea. Fourthly, security organizations can be classified into 'public security(public law enforcement)' and 'private security' according to its identification, and furthermore 'private security' can be divided into 'facilities-guard service', 'body-guard service', and 'patrol service' according to its major role. Fifthly, in the viewpoint of the number of both organization and population,'facilities-guard service' is centered in Korean 'private security'. According to the analyzed results of the questionnaires in this study, the frequency rate of accidents of Korean Security Industry is 0.43(%) totally in 1996 : 'facilities-guard service' 0.54(%), 'body-guard service' 0.12(%), and 'patrol service' 0.21(%) in 'private security', and 'public security' 0.20(%). With regard to the accident frequency rate of organization and population, 'facilities-guard service' is the highest. The accident frequency rate of population in 'facilities-guard service' organization ranges dispersively from 0.20(%) to 11.11(%). Sixthly, the accidented rate of workers having serviced for under one year is 57.6(%). This can mean that the main factor of accidents in Korean Security Industry is the lack of role-understanding and training/education. And another factor can be found on the time of accident occurrence. Many accidents have been occurred on the relaxed points like as just after lunch and morning rush-hour. Lastly, the major advisable facts related to preventing accidents are as follows : The workers who are over fifty years old in 'facilities-guard service' organization need to be educated for preventing accidents ; It is desirable that the training and education to prevent accidents should be practiced in the time of pre-service ; As the style of accidents and the age of the accidented are not same according to major service area('public security' and 'private security' : 'facilities-guard service', 'body-guard service', and 'patrol service'), the plans to prevent accidents must be different and various. However fracture and bruise are general accidents in Korean Security Industry ; Workers must care about traffic accident and violent fall ; It seems that the grouped working with other two persons will reduce accident occurrence possibility rather than individually single working.

A GIS-based Traffic Accident Analysis on Highways using Alignment Related Risk Indices (고속도로 선형조건과 GIS 기반 교통사고 위험도지수 분석 (호남.영동.중부고속도로를 중심으로))

  • A traffic accident analysis method was developed and tested based on the highway alignment risk indices using geographic information systems(GIS). Impacts of the highway alignment on traffic accidents have been identified by examining accidents occurred on different alignment conditions and by investigating traffic accident risk indices(TARI). Evaluative criteria are suggested using geometric design elements as an independent variable. Traffic accident rates were forecasted more realistically and objectively by considering the interaction between highway alignment factors and the design consistency. And traffic accident risk indices and risk ratings were suggested based on model estimation results and accident data. Finally, forecasting traffic accident rates, evaluating the level of risk and then visualizing information graphically were combined into one system called risk assessment system by means of GIS. This risk assessment system is expected to play a major role in designing four-lane highways and developing remedies for highway sections susceptible to traffic accidents.

International Comparative Analysis of Traffic Safety Indicators related to Road Traffic Accidents (도로교통사고 안전지표의 국제간 비교분석 평가)

  • This study was to evaluate the level of traffic safety related to domestic traffic accidents by analyzing the international comparison of road traffic accident indicators and to set goals and directions of traffic accidents in Korea in the future. The research procedure was as follows: First, population, number of registered vehicles, roadway length, vehicle kilometers, injury accidents, fatalities, injuries were collected in 32 OECD countries. Second, we determined Korea's traffic safety rankings through international comparison of traffic accident rate. Finally, we analyzed the level of traffic safety by comparing Korea with the 7 advanced countries with the traffic accident rate per vehicle kilometers. The accident rate in Korea was greater than two times higher than those of the seven major developed countries, which showed that the level of traffic safety in Korea implied very low. Target values for domestic accidents were proposed based on the accident rate.

Analysis of Perception Differences between Construction Workers and Managers Implementing for the Severe Accident Punishment Act: Focused on Measures to Improve Safety Management Effectiveness (중대재해처벌법 시행에 따른 건설현장 근로자와 관리자의 인식차 분석: 안전관리 실효성 향상 방안을 중심으로)

  • The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.

A Case Study on the Application of RCM to Railway System (철도분야 최적유지보수(RCM) 시스템 구축에 관한 연구)

  • Purpose : The purpose of this study is to propose that domestic rail must the work to be done in the RCM system and railway operators are to present a direction to establish the efficient and systematic system based on this. Methods : In recent years, domestic railway accidents has decreased year rapidly every year. In particular, suicidal ideation was greater than 50% of the accidents is showing a larger decrease in the influence of the screen-door construction. However, the train delay has been maintained without major changes since 2010. The most important cause of the delay operation is a vehicle breakdown. This fact demonstrates that effective maintenance of the most important activities in the railway accident prevention activities. So we have to build a RCM system in which the characteristics of the domestic railway accident. Conclusion : We proposed what is necessary functionality and the function requires a railway operators in RCM railway systeml.

The Derivation of Simplified Vehicle Body Stiffness Equation Using Collision Analysis (자동차 충돌해석에 의한 단순화된 차체 강성 방정식의 유도)

  • The deformation characteristics is one of the major factors to resume the crash configuration in collision accident reconstruction. Crash analysis are carried out using finite element method and body stiffness equations representing force-deformation relationship are derived, Two different crash conditions : 1) frontal barrier impact 2) frontal impact between cars are given for the derivation of the equations. The stiffness coefficient of equation by method 2) is larger than that by method. 1). Crash analysis between two vehicles is accomplished with three crash angles and three velocities for each angle condition. The deformations are measured for six selected points and deformation energies are calculated using the derived equations. Equation by method 2) results in better estimation of deformation energy than that by method 1) for all crush configurations. The estimated energies can be utilized as one of indices to identify the type of the collision accident result.

Analysis of the relationship between self-efficacy beliefs and industrial accidents (안전효능감과 산업재해의 관계 분석)

  • Two studies were conducted to examine the relationship between self-efficacy beliefs and industrial accidents. In the preliminary study, focus group interviews were conducted with employees working in manufacturing and construction sector, safety managers, and government officials to understand factors that were associated with industrial accidents. Based on interviews, a questionnaire survey was constructed to assess individual factors (such as self-efficacy beliefs, following safety procedures, life-satisfaction, and stress) that were identified as affecting industrial accidents (such as minor and major accident rates). The questionnaire were administered to a total of 917 respondents (542 employees working in the manufacturing and construction sector, 210 safety managers, and 165 government employee officials overseeing government regulations). The result indicated that three subscales of self-efficacy for employees (self-regulation, enlisting social support, and controlling the environment) were negatively correlated with the company's industrial accident rates. Moreover, those employees with higher self-efficacy were more likely to follow safety procedures and had higher life-satisfaction and lower stress levels. For safety managers, the self-efficacy beliefs were positively correlated with better implementation and higher effectiveness of the educational programs and negatively correlated with their company's accident rates.

Developing the Traffic Accident Severity Models by Vehicle Type (차량유형에 따른 교통사고심각도 분석모형 개발)

  • This study deals with the accident models of arterial link sections by vehicle type. The objectives are to analyze the characteristics of accidents, and to develop the models by type. In pursuing the above, this study uses the data of 414 accidents occurred on 24 major arterial links in 2007. The main results analyzed are as follows. First, the number of accidents is analyzed to account for about 47% in passenger car, 15% in SUV and 10% in trucks. Second, 3 Poisson regression models which are all statistically significant are developed using passenger car, SUV and truck as dependant variables. Finally, AADT and the number of traffic islands as common variables, and the number of pedestrian crossings, lanes, connecting roads, intersections(4-Leg), rate of medians and the number of bus stops as specific variables of the models are selected.
